A regular meeting of the City Council of the City of El Segundo, Californiq6,
was called to order at 7:00 o•clock P. M. on the above date, in the Council
Chamber of the City Hall of said City, by Peter E. Binder, Mayor,
ROLL CALF.
Councilmen Present: Cannon, Gerow, Krimmel, Love and Binder.
Councilmen Absent: None.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 2nd day of December, 1927,
were read, without error or omission being noted, and were approved as read,
upon motion of Councilman Gerow, seconded by Councilman Cannon, which carried.
WRITTEN CMWMCATIONS.
The following communications were read and disposed of as indicated:
CALIFORNIA CONFERENCE ON CITY PLANNING, dated December 3rd, 1927,
respecting the new California Planning Act. Ordered filed.

as follows:

Dear Mr. Mayort
Laboring under the impression that there are
plenty of jobs in Eureka and Humboldt County in the lumber
mills and on two highway contracts recently let by the
Highway Commission, we have had an influx of labor recently
with the result that there is now an over supply on hand.
The true story is that there is an ample
supply of labor to take care of the demands of the lumber
mills and owing to our winter season having set in, work on
the two highway contracts has been curtailed largely.
Ton't you help us discourage the thought that
there are plenty of jobs here by putting the substance matter
of this letter before your local newspapers, requesting that
they carry a story on the same? By so doing you will undoubtedly
assist materially in preventing the working of a hardship and
disappointment upon those laborers intending to come here with
the idea that there is plenty of opportunity for work.
Assuring you that we shall appreciate your
cooperation and that we may be able to reciprocate at some
future time, I am,

ORAL COMMUNICATIONS.
REPORTS OF STANDING COMMITTEES.
Councilman Krimmel of the Bablic Works Committee reported that the
matter of tree planting in Loma Vista Street, as recommended by the City
Gardener at the last regular meeting of the City Council, had been in-
vestigated by the Mayor, the Street Superintendent and himself, and that
it is their suggestion that the trees be not planted at this time.

Councilman Krimmel of the Public Works Committee, drew attention to
the fact that a root from an acaHia tree is protruding through the pavement
in front of No. 412 Whiting Street. The matter was referred to the Street
Superintendent.
Councilman Gerow of the Public Works Committee, reported that the Street
Superintendent had requested permission to remove certain dead eucalyptus
trees -from a portion of El Segundo Avenue. By gener94 consent this.permission
was granted.
.Councilman Gerow requested an expression from the Council concerning
the amount it would appropriate for expenditure in connection with the
municipal Christmas Tree, and by general consent it,was understood that
expenditures up to $200.00, if necessary, would be approved.
REPORTS OF OFFICERS AND SPECIAL COMTTEES.
The Chief of Police announced the revocation of the appointment of
Albert L. Bischoff as a Special Police Officer,
The Superintendent of the Water Department advised of the receipt of
a report from J. L. Pomeroy, M. D., County Health Officer of -Los Angeles
County, under date of December 6th, 1927, to the effect that samples of
water collected November 28th, 1927, from.various points in the water supply
system of the City of E1.Segundo had been examined in the laboratories of
the County Health Department and had been found negative for B. Coli, had
a very low bacteria count, and therefore was in good condition and safe for
drinking purposes.
The Superintendent of the Water Department advised of the need of
his Department for the following material:

Moved by Councilman Krimmel, seconded by Councilman Gerow, that the Superin-
tendent of the Water Department be and he is hereby authorised to purchase the
materials referred to in his report to this Council this date, at a cost not to
exceed $36.00. Carried by the following vote:
Ayes: Councilmen Cannon, Gerow, Kriammel, Love and Binder.
Noes: None.
Absent ; None.
The city Clerk reported that Mr. Harold D. Dale had again requested
that the Council take steps to have the Pacific Electric Railaeay Company
remove the trolley pole from the Westerly end of the waiting station park at
Main Street and Grand Avenue, and that the property owners in the vicinity of
this location would contribute four - fifths of the expense, which it was
estimated would be about $75900. After consideration, the Council decided
first to ascertain what construction would be necessary to anchor the trolley
lines of the Pacific Electric Railway Company if the said pole is removed.
The City Clerk announced that the Woman•s Benefit Association had
used the City Hall Auditorium for the last time December 6th, 1927, and that
its rental of said quarters would terminate as of that date.
The City Clerk advised that Mr. H. C. Pease had requested that his
claim of $12.00 against the City for a loss he suffered at the time
his dwelling house was moved in order to consummate the opening of
Sycamore Avenue under certain proceedings of the Board of Trustees, be
liouidated at this time. Following discussion, the matter wqs referred
to the Mayor for a report to the Council at a future date.
The City Clerk reported that Mr. J. F. Martin desired to construct
a retaining wall around a portion of his- property at the Southwest corner
of Main Street and Oak Avenue and had requested that the City give him the
grades therefor. Moved by Councilman Krimmel, seconded by Councilman Love,
that the City Engineer be and he is hereby authorized and instructed to
set grade stakes for the construction of a retaining wall on the property
of J. F. Martin at the Southwest corner of Main Street and Oak Avenue.
Carried by the following vote:
Ayes: Councilmen Cannon, Gerow, Krimmel, Love and Binder.
Noes: None.
Absent: None.
The City Clerk called the attention of the Council to the fact that
on November 25th, 1927, it had passed a resolution granting two weeks
vacation to City Gardener Budgen beginning December 5th, 1927, and that
in transcribing his minutes, the City Clerk had failed to make a record
of the same. He requested that action be taken at this time to bring the
records into line, whereupon it was moved by Councilman Krimmel, that the
fact that this Council, on the 25th day of November, 1927, did pass a
resolution granting a two weeks vacation to Arthur Budgen, City Gardener,
said vacation to begin December 5th, 1927, and that during the absenge of
the said City Gardener, that A. R. Gunn, Street Superintendent, assume
supervision of the said City Gardenet!s department, be made a matter of
record.at this mtheting. The motion was seconded by Councilman Love and
carried by the following vote:
Ayes: Councilmen Cannon, Gerow, Krimmel, Love and Binder.

The Street Superintendent advised his department is in need of
fifty oiling buckets; whereupon it was moved by Councilman Gerow,
seconded by Councilman Cannon, that the City Clerk be and he is hereby
authorized to purchase fifty oil buckets and covers for use of the
Street Department at a total cost not.to exceed $60.00. Carried by the
following vote:
Ayes: Councilmen Cannon, Gerow, Krimmel, Love and Binder.

The City Clerk announced receipt of additional deeds to real property
within the City of E1 Segundo required for the opening of certain new public
streets, pursuant to the provisions of Resolution of Intention No. 154 of
the Board of Trustees (now City Council) of said City; whereupon it was
moved by Councilman Love, seconded by Councilman Krimmel, that Resolution
No. 180, entitled:
A RESOLUTION OF THE CITY COUNCIL (FOGY BOARD OF TRUSTEES)
OF THE CITY OF EL SEGUNDO, CALIFORNIA, AUTHORIZING AND
DIRECTING EXECUTION, DELIVERY AND PAYMENT OF VARIOUS WARRANTS
ON THE CYPRESS AND OTHER STREETS OPENING FUND TO VARIOUS
PERSONS AS THEREIN DESCRIBED, FOB VARIOUS PROPERTIES TO BE
ACQUIRED FOR PUBLIC STREET PURPOSES, AND AUTHORIZING AND
DIRECTING THE CITY CLERK OF SAID CITY TO CAUSE SUCH DEEDS
AS MAY NOW BE IN HIS POSSESSION AND AS HEREINAFTER SPECIFI-
CALLY SET FORTH, GRANTING TO THE CITY OF EL SEGUNDO,
CALIFORNIA, FOR PUBLIC STREET PURPOSES, THE REAL PROPERTY
DESCRIBED IN SUCH DEEDS AND AS REQUIRED BY SAID CITY,

NEW BUSINESS.
Moved by Councilman Krimmel, seconded by Councilman Love, that the
Church of the Latter Day Saints be and it is hereby granted permission to
use the City Hall Auditorium on the evening of December 20th or 210t, 1927,
whichever night best serves its purpose. Carried.
No further business appearing to be transacted at this meeting, it
was moved by Councilman Love, seconded by Councilman Gerow, that the meeting
adjourn. Carried. '
