A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7t00 o'clock P. Y. on the above date, in
the Council Chamber of the City Hall of said City by Peter E. Binder, Mayor,
ROLL CALL.
Councilmen Presents Cannon, Gerow, hove and Binder.
Councilman Absents Brimmel.
Moved by Councilman Cannon, seconded by Councilman Love, that the
reading of the minutes of the previous meeting be dispensed with. Carried.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as indicatedt

Councilman Krimmel appeared at the meeting at the hour-of 7tO4 o'clock
P. M. and immediately took his seat.

ORAL COMIMICATIONS.
REPORTS OF STANDING CMUTTEES.

Councilman Krimmel of the Public Works Committee reported that com-
plaints had been made concerning the growth of weeds in the parkways on the
East and West sides of Hillcrest Avenue between Mariposa Avenue and Palm
Avenue; also that following the construction of sewers in Loma Vista Street
between Pine Avenue and Mariposa Avenue, sand, which was washed into the gutters
when said street was cleaned, had never Ueen removed. By general consent
both matters were referred to the Street Superintendent for early attention.
Councilman Krinmel reported'also that Mr. L. A. Borden had requested
that an Edison Company pole be removed from the Northwest corner of Franklin
Avenue and Concord Street adjacent to a new dwelling house Mr. Borden now has
under construction. Several members of the Council having viewed the
situation, reported that it did not appear to be feasible to move the said
pole and no action in the matter was taken.
Councilman Krimmel reported that a number of property owners had
requested the preparation of a petition for the establishment of set back lines
in Lima Vista Street from Grand Avenue to Mariposa Avenue. It was moved by
Councilman Love, seconded by Councilman Cannon, that the City Engineer be and
he is hereby instructed to determine proper setback limits on the East and West
sides of Loma Vista Street from Grand Avenue to Mariposa Avenue, and to furnish
the same to the City Clerk, who is hereby authorised to prepare a petition for
the establishment of set back lines in said street between said points, to be
circulated among the property owners. Carried by the following votes
Ayess Councilmen Gerow, Cannon, Kriaa►el, Love and Binder.

Councilman Gerow reported that earth, which is being removed from
the High School site, is being wasted upon theabandoned portions of Eucalyptus
Drive and that in his opinion, these piles of earth create a traffic hazard,
in that the contractor protects the same at night with'only one red light.

Following discussion and consideration of the matter, it was moved by
Councilman Gerow, seconded by Councilman Krimmel, that the Street Superin-
tendent be and he is hereby authorized and instructed to constrict a guard
fence at the terminus of Eucalytpus Drive forth of Mariposa Avenge; also
at the terminus of said street South of Oak Avenue, and the City Clerk be
and he is hereby authorized to request the Automobile Club of Southern
California to furnish red_ danger flashers for use at said locations.
Carried by the following vote:

Councilman Binder reported that certain property owners are desirous
Of having a macadam veneer pavement constructed in certain portions of the
alleys in Block 14. It was thereupon moved by Councilman Gerow, seconded
by Councilium grimnel, that the Street Superintendent be and he is hereby
instructed to furnish the City Clerk an estimate of the cost of constructing
a macadam veneer paving iii that certain alley in Block 14 immediately north
of E1 Segundo Avenue from Virginia Street to the Northerly and Southerly
alley immediately West thereof; also that certain alley in said block running
Northerly and Southerly from Franklin Avenue to the alley immediately
South thereof, and thereafter the City Clerk is.instracted to prepare a
Petition in the usual and cast asary form for the use of the property owners
desiring said improvement. Carried by the following votes

FS"ETS OF OFFICERS & SPECIAL CON[ITTEES.
The City Clerk reported that Yr. C• L. Broadwater had requested the
removal of a tree from the parking in flbnt of his premises in Bast
I[ariposa Avenue east of Penn Street, for the reason that it is in the
path of a proposed driveway into a home which he has under oonstractioM
also that Yre. Lyda Fitzgerald, No. 512 Whiting Street and B. A. Hudson,
437 Whiting Street, had requested that acacia trees be removed from in
front of their respective premises.' The City Gardener reported having
looked into these matters and following his report and recommendations, it
was moved by Councilman 8rimmel, seconded by Councilman Gerow, that the
tree in front of the premises of Yr. C. L. Broadwater on Bast Mariposa
Avenue near Penn Street be removed, to be replanted in the discretion of
the City Gardener; also that acacia trees be removed from in front of the
premises at No. 512 Whiting Street, 457 Whiting Street and from the
Northeast corner of Whiting Street and Pine Avenue, Carried by the following
votes
Ayes: Councilmen Cannon, Gerow, Brimmel, Love and Binder.

The Chief of Police announced the revocation of the appointment of
N. P. Hanton as a Special Police Officer,
The Chief of Police reported also that in view of recent changes in
the law respecting the titles of peace officers in cities of the Sixth
Class, it becomes necessary to have new badges made for special officers
and that the cost thereof would approximate # 100.00. It was moved
by Councilman Love, seconded by Councilman Gerow, that the purchase of new
badges for police officers of the City of El Segundo be and the same is
hereby authorized at a cost not to exceed #100.00. Carried by the
following vote:
Ayes: Councilmen Cannon, Gerow, Brimmel, Love and Binder.
Noes: None.
Absents None.
The City Engineer,-reporting pursuant to previous instruction of
the Board, advised that the easterly row of eucalyptus trees paralleling
the easterly boundary of Lots 1 and 10 in Block 104, are 6 ft, in the
public street, while the westerly row of said trees are on the property
line. It appearing desirable to have said trees removed by reason of the
fact that the roots thereof are growing into the public sewers adjacent
thereto, and by reason of the further fact that the falling leaves of said
trees create a condition expensive to the City in clean -up and annoying
to householders nearby, by general consent the City Clerk was instructed to
write the owners of said property, requesting that they have the said trees
removed.
The City Engineer inquired what action the Board had taken or proposed
to take with respect to the purchase of hose for the use of the sewer depart-
ment in flushing of public sewers, and by general consent he was instructed
to look into the matter of purchasing second hand hose from the City of Los
Angeles Fire Department,
SPECIAL ORDER OF BUSINESS.
The hour of 7:30 o'clock P. M. at this meeting having heretofore been
fixed as the time for consideration of a complaint of Orville K. Gibbons
concerning the Report of the Commissioners appointed to assess benefits and
award damages in connection with the laying out and opening of Cypress and
other streets within the City of E1 Segundo, the Mayor announced the fact
and that the hour of 7130 o'clock had arrived and that the Council would
immediately proceed with the hearing. Mr. Gibbons, together with Commissioners
Fitzgerald, Heaston and Young were present, and the matter samplained of by Mr.
Gibbons was gone into at length. It appearing, however, from,the discussions,
that the award and assessment made by the said Commissioners in connection with
property owned by Mr. Gibbons, wag consistent, no action was taken.

Speedometer be installed in the Water Department Ford Roadster at a cost not to
exceed $15.00. Carried by the following vote:

Noess None. Absents None.
No further business appearing to be transacted at this session, it was moved
by Councilman Gerow, seconded by Councilman Love, that the meeting adjourn until
Monday, the 29th day of August, 1927, at the hour of 4:40 o'clock P. M. Carried.
