A regular meeting of the City Council of the City of El Segundo,
California, was called to order at 7s00 o'clock P. M. on the above date,
in the Council Chamber of the City Hall of said City, by Peter E.
Binder, Mayor.
ROIL CALL.
Councilmen Presents Gerow, Krimmel, Love and Binder.
Councilmen Absents Cannon.
READING OF MINUTES OF PREVIOUS MEETINGS.
The minutes of the regular meeting held on the 12th day of August,
1927, were read. No error or omission appearing, it was moved by
Councilman Krimmel, seconded by Councilman Love, that the minutes be
approved as read. Carried.
The minutes of the adjourned regular meeting held on August 16th,
1927, were read without error or omi6sion. being noted, and were approved
as read upon motion of Councilman Gerow, seconded by Councilman
Kritimel, which carried.
The minutes of the adjourned regular meeting held on the 18th
day of August, 1927, were read. No errors or omissions appearing, they
were approved as read upon motion of Councilman Love, seconded by
Councilman Krimmel, which carried.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as indicated:
LLAGUE OF CALIFORNIA MUNICIPALITIES, dated August 15th, 19270 being
a notification of the holding of the Twenty -ninth A=01 Convention of the
said League, at the Municipal Auditorium in the City of Sacramento,
California, September 19th to 22nd, 1927# loved by Councilman Gerow,
seconded by Councilman Love, that Councilmen Cannon and Krimmel, and
City Clerk MaCartby, be and they are hereby authorised, as representatives
of the City of El Segundo, to attend the Twenty - ninths Aamonal Convention
of the League of California Municipalities, to be held at Sacramento,
California, September 19th to 22nd, 19270 and to file their demands for
their actual and necessary expenses in connection therewith. Carried by
the following votes
Ayes: Councilmen Gerow, Love and Binder.
Noes: None.
Absent: Councilman Ca=on.
Not Voting: Councilman Krimodel.
ORAL COM11UNICATIONS.
Orville K. Gibbons addressed the Council relative to what he believed
to be unfair assessment against his property and an insufficient award to
him for property to be taken in connection with the opening of Cypress
Street and other streets within the City of E1 Segundo. Fbllowing some
discussion, it was moved by Councilman Gerow, seconded by Councilman
Krimmel, that the matter be investigated and consideration thereof made a
special order of business for the hour of 7:30 o'clock P. Y. at the meeting
of the Council to be held August 26th, 1927. Carried.
REPORTS OF STABDING COMKITTEES.
Councilman Krimmel of the Public Works Committee, advised that Mr. W. No

Lennon had requested the removal of a street name sign from the inside
of the sidewalk at the Southwest cornerlof Whiting Street and Holly
Avenue. By general consent the matter was referred to the Street
Superintendent with instructions to use his discretion in changing the
location of said sign.
The Mayor reported that Albert Hultquist had requested the removal
of an acacia tree from in front of his premises No. 427 whiting Street.
Moved by Councilman grimnel, seconded by Councilman Love, that the
Street Superintendent be and he is hereby authorized and instructed to
remove said tree. Carried.
REPORTS OF OFFICERS do SPECIAL COM UTTEES. -
The City Clerk reported that the Gamewell Fire Alarm do Telegraph
Company had submitted a price of $12950 for furnishing one wheel for
the eight -day Umbria Clock now in service in connection with the fire
alarm signalling apparatus, to operate at 8 :00 A. M. and 4:30 P. M.;
also a price of $50.00 for installing said.wheel in said clock if the
is dent to its factory at Newton Upper Falls, Mass. No action was
taken in said matter.
The City Attorney reported that he had conferred with Mr. Schwab
of the office of O'Melveny, Milliken & Tuller, Bond Attorneys of Los
Angeles, and that said firm was unwilling to approve the form of notice
which had been previously presented for use. They stated, he said,
that if the amount of the bonds to be sold was reduced from $25,000.00
to $249000400 so that an even number of bonds would mature each year,
they would approve the proceeding.
The City Attorney thereupon recommended that the suggestion of the
Bond Attorneys be acquiesced in, and that the previous motion authorising
the sale of bonds be aescinded and a new motion authorising the calling for
bids on $24,000.00 worth of bonds be adopted. -Acting upon the suggestion
of the City Attorney, it was thereupon moved by Councilman Gerow,
seconded by Councilman Love, that the following resolution be adopted:
RESOLVED; that the action of this Council heretofore
taken on the 10th day of August, 1927, and now of record at
Page H -255 of the minutes of the -proceedings of this
Council, authorising the sale of certain of the Water works
Bonds, Election 1922, of the City of al Segundo, California,
as will more particularly appear by reference to said action,
be and the same is hereby rescinded.
The motion to adopt the foregoing resolution was carried by the following
vote:
Ayes: Councilman Gerow, Rrimmel, Love and Binder.
Noes: Hone.
Absents Councilman Cannon.
It was thereupon moved by Councilman Brimmel, seconded by Councilman
Love, that the following resolution be adopted:
RESOLVED, that the City of El Segundo, California,
proceed to sell $24,000.00 par value of the Mater Works
Bonds, Election 1922 of said City, remaining at present
unsold, and to that end that the City Clerk be.and he is
hereby authorised and instructed to cause a notice calling
for bids on such bonds be published once in the E1 Segundo
Herald, a weekly newspaper of general circulation, printed
and published in said City, and hereby designated for that
purpose, said notice to be substantially in the following
forms
"NOTICE OF SALE OF MUNICIPAL I BONDS
OF THE CITY OF EL SEGUNDO, CALIFORNIA, ELECTION 1922.
NOTICE IS HEREBY GIVEN, that pursuant to a resolution
of the City Council of the City of E1 Segundo, California,

my adopted at a regular meeting held on the 19th
day of August, A. D., 1927, and which said resolution
Is now on file in the office of the City Clerk of said
City, in the minute book of said City of El Segundo
at Page H -263 thereof, the City Council of the City of
E1 Segundo, California, will receive sealed bids or
proposals until the hour of 7t30 o•clock P. X. on
Thursday,, the 8th day of September, 1927, to purchase the
following municipal improvement bands, Election 1922,
of the City of E1 Segundo, California, to -wits
Water Works Bonds, Election 1922, in the sum of
524,000; said water works bonds offered for sale are
dated the 2nd day of January, 1923; are numbered from
161 to 184 both inclusive; are of the denomination of
$ls000 each and bear interest at the rate of five per
cent (5%) per annum, payable semi - annually on the 2nd
day of January and on the 2nd day of July of every year;
coup6w fibers 1 to 9, both inclusive, will be detached
from said bonds, and the interest coupons first to
mature remaining attached to said bonds, will be those
of January 2nd, 1928; both principal and interest on said
bonds are payable in lawful money of the United States of
America at the office of the Treasurer of the City of E1
Segundo, California; said bonds are part of an issue of
$200,000 par value for Water Works Improvement, aatioriaed
at a special election held in said City of El Segundo,
California, on the 21st day of August, 19222, and directed
to be issued by Ordinance No. 92 of the City of tl Segundo,
California, as amended by Ordinance No. 94 thereof, to
which said ordinance, now on file in the office of the City
Clerk of said City in the City Hall of said City, and open
to public inspection, reference is hereby had for further
particulars.

No proposal for the purchase of said bonds or any of
them, at a price less than their par value, plus interest
accrued to the date of their delivery, will be considered,
and all proposals submitted will be construed to mean the
par value of said bonds, plus interest accrued to the date
of delivery in addition to the premium offered, whether said
proposal sets forth the same explicitly or not. No proposal
for less than the full number of bonds offered for sale or
provided for the payment 9f the purchase price thereof later
than ten days after the award thereof, will be considered.
The bonds offered for sale will be ready for delivery
Immediately upon the sale of the same, and will be delivered
at the office of the Treasurer of the City of El Segundo,
California, or at any place designated in any proposal that
may be accepted, upon payment in advance by the bidder of all
expenses necessary to make delivery at such designated place,
and to transfer the purchase price to the Treasurer of the
City of E1 Segundo, thereby making delivery and payment at
such place equivalent to delivery and payment at the office
of the Treasurer of the City of El Segundo*
Each bid shall be accompanied by a certified or
cashiers check or bank draft drawn on a solvent bank of
Los Angeles County, payable to the City Treasurer of the
City of El Segundo, for an amount equal to at least five
per cent (6%) of such proposal, as a guarantee that
the bidder will purchase and pay for said bonds in
accordance with this Notice of Sale and the proposal
of such bidder in event each proposal be accepted.
A certified copy of an opinion of Messrs* 0•Melveny,
Millikin and Taller, of Los Angeles, California, special
bond attorneys approving the validity of the bonds
offered for sale, will be furnished by the City of E1
Segundo to the successful bidder.
-The City Council of said Ci ty reserves the right
to reject any and all bids or proposals received.

The Street Superintendent reported that he had done some experimenting
with repairs to the surface of Richmond Street between El Segundo Avenue
and Grand Avenue as previously authorised by the Board, and that at best
such repairs will not be entirely satisfactory and will be more or less
expensive. He suggested that before additional work is done, that an
attempt be made to have the Willite people resurface said street. It was
thereupon moved by Councilman Gerow, seconded by Councilmen Brunel, that
the City Clerk be and he is hereby instructed to coamunicste with the
Willite Corporation in an endeavor to have said Corporation effect a
satisfactory repair to the., rface of Richmond Street between Grand avenue
and E1 Segundo Avenue, Cared,
UNFINISHED BUSINESS,
Moved by Councilman- Briamel, seconded by Councilman Love, that Ordinance
No. 190, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
EXTENDING THE APPOINTMENT AND COMPENSATION OF THE
COWSSIONERS TO ASSESS THE BENEFITS AND DAMAGES AND
TO HAVE GENERAL SUPERVISION OF THE PROPOSED WORK OF
LAYING OUT AND OPENING OF CYPRESS STREET, PEPPER STREET,
CEDAR STREE4', ACACIA ATANUE, SYCAMORE AVEN13E AND OAS
AVENUE IN THE CITY OF EL SEGUND09 CALIFORNIA, AS ORDERED
BY ORDINANCE NO. 135 OF SAID CITY,
which was introduced and read at a regular meeting of the City Council held
on the 12th day of August, 19270 and reread at this meeting, be adopted.
Carried by the following votes

AN ORDINANCE OF THE CITY OF EL SEGUNDO$ CALIFORNIA,
FIXING THE AMOUNT OF IDNEY NECESSARY TO BE RAISED BY
TAXATION UPON THE TAXABLE PROPERTY THEREIN AS A REVENUE
TO CARRY ON THE VARIOUS DEPAROTS AND PAY THE BONDED
INDEBTEDNESS OF SAID CITY FOR THE CURRENT YEAR, 1927 -19281,
which was introduced and read at a regular meeting of the City Council held
on the 12th day of Augast, 1927, and reread at this meeting, be adopted.
Carried by the following votes
Ayes: Councilmen Gerow, Brimmel, Love and Binder.
Noes: None.
Absents ' Councilman Cannon.
No further business appearing to be transacted at this meeting, it
was moved by Councilman Gerow, seconded by funcilman Love, that the meeting
