A regular meeting of the Board of Trustees of the City of El Segundo, California,
was called to order at 7s00 o'clock P. M. on the above date, in the Council Chamber
of the City Hall of said City, by Peter E. Binder, President of the Board.
ROLL CALL.
Trustees Present: Gerow, Love and Binder.
Trustees Absents Cannon and Krimmel.
READING OF MINUTES OF PREVIOUS MEETINGS.
The minutes of the regular meeting held on the 15th day of April, 1927, were
read. No errors or omissions appearing, it was moved by Trustee Love, seconded
by Trustee Gerow, that the minutes be approved as read. Carried.
The minutes of the adjourned regular meeting held on April 18th, 1927, were
read without error or omission being noted, and were approved as read upon motion
of Trustee Gerow, seconded by Trustee Love, which carried.
The minutes of the adjourned regular meeting held on the 20th day of April,
1927, were read. No errors or omissions being noted, it was moved by Trustee
Love, seconded by Trustee Gerow, that the minutes be approved as read. Carried.
WRITTEN COMhMNICATIONS.
The following communications were read and disposed of as indicated:
COUNTY HEALTH OFFICER, dated April 15th, 1927, extending to this Board of
Trustees an invitation to attend a meeting of the Division of Dairy Products
of the County of Los Angeles Health Department, to be held in the Council Chamber
of the Redondo Beach City Hall, Friday, April 22nd, 19279 at 7:30 o'clock P. M.
Ordered filed.
COUNTY HEALTH OFFICER, dated April 20th, 1927, being a report of the
activities of said Department within the City of El Segundo for the month of
March, 1927. Ordered filed.
A. Co HARRIS, Applications dated April 22nd, 19279 to move two one story frame
dwelling house within the City of E1 Segundo. The buildings referred to in said
applications having been inspected by the Building Inspector of the City of El
Segundo, and said official having recommended the granting of the permits, it was
moved by Trustee Love, seconded by Trustee Gerow, that A. C. Harris be and he to
hereby granted permission to move a one story frame dwelling house from Lot S. Block
949 El Segundo to Lot 119 Block 899 El Segundo, said building to be moved across
Palm Avenue and South on Standard Street to Mariposa Avenue, thence East on Mariposa
Avenue to Arena Street, thence North on Arena Street to destination; also a one
story frame dwelling house from No. 708 Eucalyptus Drive to a portion of Lot 2,
Block 949 El Segundo, said building to be moved across Eucalyptus Drive to Oak
Avenue, thence West on Oak Avenue to destination; provided said buildings are moved
in accordance with ordinances of the City of E1 Segundo respecting house moving and
that while the public streets of the City of El Segundo are in use in connection
with said house moving, that the work be prosecuted and completed to the satis-
faction of the Street Superintendent of the City of E1 Segundo. Carried.
SPECIAL ORDER OF BUSINESS.

The hour of 7 :30 o'clock P. M. at this meeting being the houzheretofore set
by the Board of Trustees for hearing the objections of Percy D. Ritch, R. E.
Harrison, Frank W. Knight, J. Be Bird, C. F. Tracy and James Be Howell and J. D.
D. Gladding, filed with this Board on April 15th, 1927, with reference to
assessments for the installation of lateral sewers in Lateral Sewerage District
No. 2, under Resolution of Intention No. 134, and said hour having arrived, the
President announced the same and stated that the Board would now proceed to consider
the protests as filed. The City Clerk reported that no other protests than those
of Percy D. Ritch, R. Be Harrison, Frank W. Knight, J. Be Bird, C. F. Tracy, James
E. Howell and J. D. D. Gladding, had bien filed.

The Board of Trustees thereupon proceeded to consider the protest of J. Be Bird
to the assessment, who appealed on the ground that Assessment No. 58 as levied against
Lot 5, Tract 3690 should be divided so that the correct proportion of the assessment
levied will be shown as against the South 10.71 feet and the North 56.20 ft. of said
lot;
Also the protest of C. F. Tracy, who appealed on the ground that Assessment No.
58 as levied against Lot 5, Tract 3690 should be divided so that the correct
proportion of the assessment levied will be shown as against the Soutar 10.71 feet
and the North 56.20 ft. of said lot;
Also the protest of James Be Howell and J. D. D. Gladding, who appealed on the
ground that Assessment Nos. 1611, 1612, 16139 16149 1615 and 1616 should be placed
against the West 50 ft. of Lots-19, 20, 219 22, 23 and 24, Block 43, instead of covering
the whole portion of said lots as levied;
Also the protest of R. Be Harrison, who appealed on the ground that Assessment
No. 509 be segregated, so that one -half thereof will appear as against the North
one -half of the Easterly 37.03 ft. of Lot 2, Block 94, and one -half against the
South one -half of said lot;
Also the protest of P. D. Ritch, who appealed on the ground that Assessment No.
300 be segregated, so that one -half thereof will appear against the Easterly 67.03
ft* of the Southerly 142.5 ft. of Lot 9, Block 100, and one -half against the Westerly
67 fte of the Southerly 142.5 ft* of the same lot;
Also the protest of Frank W. Knight, who appealed on the grouno that Assessment
No. 50 be segregated, so that there will be an equal division thereof levied against
the Easterly 45 ft* of the Northerly 162.5 ft. of Lot 5, Block 105, the Westerly 45
ft* of the Easterly 90 ft. of the Northerly 162.5 ft. of the same lot, and the
Westerly 44.03 fte of the Northerly 162.5 ft* of the said lot.
After consideration of said protests, and the Board of Trustees being satisfied
that the requests contained therein were reasonable, it was moved by Trustee Gerow,
seconded by Trustee Love, that the following resolution be adopted:
XESOLVED, that the assessment and diagram for the improvement of
Lateral Sewerage District No. 2, within the City of E1 Segundo, by the
installation therein of a lateral sewerage system and appurtenances,
under Resolution of Intention No. 134, filed with the Clerk of this Board
on March 31st, 1927, be corrected as follows:
Assessment No. 58 levied against Lot 5, Tract 3690, shall Do and the same is;
hereby segregated into Assessment No. 58 in amount of $81.16 which shall be on
the Northerly 56.20 ft. of Lot 5, Tract 3690, Map Book 40, Page 55; and
Assessment-Noe 58 -1 in amount of $11.62, which shall be on.the Southerly 10.71
ft. of Lot 5, Tract 3690, as per map aforesaid.
Assessments No. 1611, 1612, 1613, 16149 1615, and 1616, levied against
Lots 24, 23, 229 21, 20 and 19, Block 43, respectively, shall be and the same
are.-hereby segregated as follows Assessment No. 1611 in amount of $33933,
which .shall be on the Westerly 50 ft. of Lot 24, Block 43, E1 Segundo Sheet

by this Board, to be recorded in his office as provided by law.

The Street Superintendent announced that he had made the corrections as
indicated by the Board of Trustees in the foregoing resolution and that the
assessment and diagram, as so modified, was now ready for confirmation by the
Board.
It was thereupon moved by Trustee Gerow, seconded by Trustee Love, that
Resolution Nol 161, entitled:
A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF EL SEGUNDO,
CALIFORNIA, CONFIRMING, AS CORNED, THE ASSESSMENT FOR THE
WORK OR IMPROV3dEL T OF CERTAIN PUBLIC STREETS, AVENUES AND
ALLEYS WITHIN THAT CERTAIN LATERAL SEWERAGE DISTRICT IN SAID
CITY, DESIGNATED AND KNOWN AS LATERAL SEWERAGE DISTRICT NO. 2,
BY THE INSTALLATION IN SUCH STREETS, AVENUES AND ALLEYS NAMED
IN RESOLUTION OF INTENTION NO. 134, OF A LATERAL SEWERAGE
SYSTEM AND APPURTENANCES, PROVIDED FOR BY SAID RESOLUTION OF
INTENTION OF THE SAID.BOARD, PASSED AND ADOPTED ON THE 23RD

The City Gardener reported that the planting of trees in Richmond Street
had been completed and that during the coming week the planting of trees in
other streets will be completed.
The Street Superintendent reported that by reason of concentrating upon
the resurfacing of streets in which sewers were installed, other maintenance
work had been neglected and he asked permission to keep a crew of five men
constantly employed at street repairing until all of the work is caught up.
By general consent the Street Superintendent was given such permission.
The Street Superintendent reported that the Chevrolet dump track is in
need of repairs and following discussion, it was moved by Trustee Gerow,
seconded by Trustee Love, that the Chevrolet dump truck be repaired at a cost
not to exceed $70.00. Carried by the following vote:
Ayes: Trustees Gerow, Love and Binder.

Absent: Trustees Cannon and Krimmel.
The City Engineer reported having obtained prices on gasoline tanks and
pumps and finds that a 280 gallon storage tank with a one gallon pump can be
installed at the municipal warehouse for approximately $100.00. No action taken
in the matter, pending an inspection by the Street Superintendent of the pump
recommended to be purchased.
The City Engineer reported that the Pacific 4 ectric Railway Company will
require the City to construct°;drainage ditch along the edge of the ties through
that portion of its right -of -way over which the City has an easement for
maintainin and operating a trunk line sewer, and that Frank Smith and W. J.
Myatt bid 48.00 and $50.00 respectively for constructing said drainage'd1tch.
He reported also that he had obtained prices for the grading required at the
Grand Avenue Park, Frank Smith and W. J. Myatt bidding $105.00 and $125.00
respectively for such work. Following consideration, it was moved by Trustee
Gerow, seconded by Trustee Love, that the work of constructing a drainag6-ditch

along the edge of the ties and over that portion of the Pacific Electric Rail-
way Company's right -of -way, through which the City of E1 Segundo has an easement
for trunk line sewer purposes, be and the same is hereby awarded to W. J.
Myatt at the price bid, to-wit: $50.00, and that the work of grading at the
Grand Avenue Park be and the same is hereby awarded Frank Smith at the price
quoted, to wit: $105.00. Carried by the following votes

The City Engineer filed a report to the effect that Warren A. Elsterman,
doing business under the name of Pacific - Southwest Engineering and Construction
Company, has completed his contract with the City of E1 Segundo for constructing
a trunk line sewer system, said contract being dated March 7th, 1927, as well
as having completed extra work authorized to be done by the Board, and he
recommended that the work be accepted and that the amount due the contractor,
less the retained payment, be paid at this time. It was thereupon moved by
Trustee Love, seconded by Trustee Gerow, that the following resolution be adopted:
WHEREAS, on the 7th day of March, 1927, Warren A. Motorman,
doing business under the name of Pacific - Southwest Engineering
& Construction Company, entered into an agreement with the City
of E1 Segundo to grade a certain right -of -way, and incidentally
to install therein sanitary trunk line sewer system and appur-
tenances thereto; and
WHEREAS, the City Engineer of the City of E1 Segundo has filed
with this Board of Trustees, this date, his written report to
the effect that the contract has been completed to his satis-
faction and is ready for acceptance, and further recommends that
the sum of $354.82 be paid the said contractor at this time;
NOW THEREFORE, BE IT RESOLVED, that all of the work performed
pursuant to the contract hereinbefore referred to, be and the
same is hereby accepted on behalf of the City of E1 Segundp,
AND BE IT FURTHER RESOLVED, that a warrant in the sum of
$352.82, payable to District Bond Company, a Corporation, assignee
of the said Warren A. Motorman, be and the same is hereby ordered
drawn on the Sewer Bond, Election 1925, Fend and paid upon presentation.

The City Clerk - reported that, pursuant to request of the Water Department,
he had obtained prices on a No. 3 Beaver Jr. Rachet Die Stock complete, with
1" and 3/4" heads and lies, the quotations being as follows:

It was thereupon moved by Trustee Love, seconded by Trustee Gerow, that the
Superintendent of the Water Department be and he is hereby authorized to purchase
one No. 3 Beaver Jr. Raohet Die Stock Complete from Grinnell Company, at a cost
not to exceed $8.63. Carried by the following vote:

The City Clerk advised that it is evident some misunderstanding was had
at the meeting of the Board of Trustees held on the 15th inst., as the minutes
indicate that the Board of Trustees appropriated $150.00 for altering uniforms
to be purchased by the El Segundo Volunteer Fire Department, while the firemen
and certain members of the Board understood this appropriation was intended
to include the purchase price, as well as the altering thereof. It was thereupon

moved by Trustee Love, seconded by Trustee Gerow, that that portion of the minutes
of the meeting of this Board of Trustees held April 15th, 1927, and of record
under Oral Communications at Page H -159 thereof, referring to an appropriation of
$150.00 for the alteration of uniforms for the El Segundo Volunteer Fire Department,
be and the same is hereby corrected to read as follows, to -wit:
Moved by Trustee Gerow, seconded by Trustee Love, that the City
Clerk be and he is hereby authorized to purchase aad have altered, as re-
quired uniforms for the R1 Segundo Volunteer Fire Department,
all at a cost not to exceed $150.00.

Moved by Trustee Love, seconded by Trustee Gerow, that Ordinance No. 137,
entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
AMENDING ORDINANCE M. 31 OF SAID CITY, ENTITLEDs "AN
ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
REGULATING THE CONSTRUCTION, ALTERATION, REPAIRING,
DIMIOLISHING AND MAINTAINING OF BUILDINGS AND OTHER
STRUCTURES WITHIN SAID CITY, PROVIDING FOR THE CONDEM_
TION OF BUILDINGS AND OTHER STRUCTURES DANGEROUS TO
PROPERTY, LIFE OR LIMB, AND FIXING AND DETERMINING FIRE
LIMITS IN AND FOR SAID CITY." ADOPTED ON THE 20TH DAY OF
FEBRUARY, 19189 AS AMENDD TO DATE, BY AMENDING SECTION
1 THEREOF,
which was introduced and read at a regular meeting of the Board of Trustees, held
on April 15th, 1927, and reread at this meeting, be adopted. Carried by the

PAYING BILLS.

Moved by Trustee Gerow, seconded by Trustee 1pove, that the El Segundo
Volunteer Fire Department be and it is hereby granted permission to use the City
Hall Auditorium for the purpose of holding a dance, April 30th, 1927, no charge
to be made for such use. Carried.
Moved by Trustee Gerow, seconded by Trustee Love, that the following
resolution be adopted:
WHEREAS, it has come to the attention of this Board of
Trustees that the various organizations renting the City Hall
Auditorium, from time to time require special janitor service
not anticipated when existing nominal rental fees were fixed by
this Board of Trustees; and
WHEREAS, this Board of Trustees cannot provide such additional
service without charge, nor permit of the same being performed in
any other than a manner satisfactory to this Board of Trustees; and
WHEREAS, this Board further believes that each of the organi-
zations renting the City Hall should be given notice of this
determination;
NOW THEREFORE, BE IT RESOLVED, that the City Clerk of the City
of El Segundo be and he is hereby directed to advise each of the

organizations renting the City Hall Auditorium that the

rental charge for the use of said City Hall Auditorium
heretofore fixed by this Board of Trustees anticipates
providing the hall clean and furnished for a regular lodge
meeting and that if decorations, or the furnishing of more
than the usual number of chairs, or the furnishing or setting
up of portable tables is required for banquets or other
functions, the additional labor required to assist with
such decorating, or to remove the required number of chairs
and tables from their cnstomxplof sto g�,.to the

provided, however, that if this work be done by individual
members of the organization affected, it must be done to the
satisfaction of the Board of Trustees of the City of Zi
Segundo, and the organization held responsible for any damage
to municipal property resulting therefrom.

of the Water Department be and he is hereby authorized to purchase 15D ft.

Moved by Trustee Love, seconded by Trustee Gerow, that wherever, in the
opinion of the City Engineer of the City of E1 Segundo, the location of any
house connection to any sewer line in any of the public streetsof said city,
Is such as to render inadequate service to the property abutting the same, the
Street Superintendent of the City of E1 Segundo, upon instruction of the City
Engineer, shall cause such change to be made therein, as, in the opinion of the
said City Engineer, can reasonably be made to correct the situation. Carried
by the following vote:

No further business appearing to be transacted at this meeting, it was
moved by Trustee Gerow, seconded by Trustee Love, that the meeting adjourn.
