1926 SEP 24 CC MINA regular meeting of the Board of Trustees of the City of El Segundo, California, was called to order at 7s00 o'clock P. Me on the above date, in the Council Chamber of the City Hall of said City, by Peter Be Binder, President of the Board. ROLL CALL. Trustees Presents Cannon, Gerow, Krimmel, Love and Binder. Trustees Absent: Hone. READING OF MINUTES OF PREVIOUS MEETINGS. The minutes of the regular meeting held on the 17th day of September, 1926, were read. No errors or omni ssi ons appearing, it was moved by Trustee Gerow, seconded by Trustee Love, that the minutes be approved as read. Carried. The minutes of the special meeting held on September 21st, 1926, were read, without error or omission appearing, and it was moved by Trustee Krimmel, seconded by Trustee Love, that the minutes be approved as read. Carried. SPECIAL ORDER OF BUSINESS. The hearing of protests against the issuance of bonds upon the security of the unpaid assessments for the improvement of Grand Avenue, also the improvement of that certain Lateral Sewerage District No. 1 within the City of El Segundo, California, under Resolution of Intention No. 118 of the Board of Trustees of said City, having been taken under advisement until the hour of 7:15 o'clock P. M. at this meeting and said hoar having arrived, the President announced that the Board would proceed to give the matter consideration at this time. It was thereupon moved by Trustee Love, seconded by Trustee Krimmel, that the hearing of protests against the issuance of bonds upon the security of the unpaid assessments for the improvement of Grand Avenue, also the improvement of that certain Lateral Sewerage District No. 1 within the City of E1 Segundo, California, under Resolution of Intention No. 118 of the Board of Trustees of said City be closed, and that the City Attorney be and he is hereby instructed to prepare and present to this Board of Trustees the further legal proceedings necessary in the premises. Carried by the following vote: Ayess Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: Bone. Absents None. The City Attorney thereupon presented to the Board of Trustees a resolution providing for the issuance of street improvement bonds to represent the unpaid assessments levied for the improvement of Grand Avenue and the improvement of Lateral Sewerage District No. 19 under the provisions of Resolution of Intention No. 118 of the Board of Trustees of the City of El Segundo. Whereupon it was moved by Trustee Gerow, seconded by Trustee Cannon, that Resolution No. 147, entitled: A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF EL SECUNDD, CALIFORNIA, PROVIDING FOR THE ISSUANQE OF STREET IMPROVEMENT BONDS FOR THE WORK OR IMPROVEHENT OF GRAND AVENUE WITHIN THE SAID CITY; ALSO THE IMPRDVEKERT OF THAT CERTAIN LATERAL SEMMAGE DISTRICT NO. 19 WITHIN THE SAID CITY, BY THE INSTALLATION OF A LATERAL SANITARY SEWER SYSTER AND APPURTENANCES, AS PROVIDED FOR IN RESOLUTION OF INTENTION NO. 1189 PASSED AND ADOPTED ON THE 13TH DAY OF NOVEMBER, A.D., 1925; PRESCRIBING THE DENOMINATIONS OF SUCH BONDS AND OF THE INTT COUPONS ATTACHED THERETO; AND DIRECTING DELIVERY THE1 9 which was read, be adopted. Carried by the following vote: C Ayes: Trustees Cannon, Gerow, $rimmel, Love and Binder. Noes= None.' Absent: None. WRITTEN C0121UINICATIONS. The following communications were read and disposed of as indicated: AUTOMOBILE CLUB OF SOUTHERN CALIFORNIA, dated September 20th, 1926, advising that a representative from the Engineering Department of said Club will look over the locations for warning reflectors heretofore suggested by this Board of Trustees, and thereafter provide such reflectors or make recommendations accordingly. Ordered filed. PETITION OF J. W. GILBERT and thirty -seven others, dated September 24th, 1926, protesting against the parking regulations on Richmond Street between El Segundo Avenue and Grand Avenue recently inaugurated by the Board. A large representation of the business men were present at the meeting and following reading of the petition, the matter was thrown open to discussion, in which the following participated: J. W. Gilbert, A. H. Nutting, 0. Be Hayden, Be R. Alderson, C. D. Enos, S. A. Hobdy, A. R. Tuck, H. C. Pease, W. A. Blackburn, R. S. Anthony. At the conclusion of the discussion, the City Marshal, by general consent of the Board, was instructed to enforce the following regulations on Richmond Street from E1 Segundo Avenue to Grand Avenue, to -wit: To prohibit parking on either side of Richmond Street for a period longer than two hours between the hours of 8 :00 A. M. and 6 :00 P. M. except on Sundays and Legal Holidays; to prohibit panting of large trucks on either side of said street between said points after 10 :00 A. Ilie and that when large trucks or trucks with trailers are parked on said street, they shall be parked parallel with the curb. When unable to so park, they shall be required to use the alleys. To prohibit North bound traffic on Richmond Street each day excepting Sundays, Legal Holidays and Standard Oil Company pay days between the hours of 4:30 P. M. and 5 :00 P. Us by prohibiting either right or left hand turns at El Segundo Avenue and Richmond Street, and at Franklin Avenue and Richmond Street, and on Standard Oil Company pay days to enforce to foregoing regulations between the hours of 3:30 P. M. and 4:00 P. M. Following agreement of the Board as to the foregoing regulations, the Chair thereupon requested the representation of business men present to indicate its approval of the same by rising, which it did unanimously. ORAL CCIZWICATIONS. None. REPORTS OF STANDING COMMITTEES. Trustee Gerow reported having.investigated a complaint filed with the Board concerning a damaged curb on Whiting Street near Franklin Avenue, which he found to be the destruction of the top finish on said curb. By general consent the Street Superintendent was instructed to repair the same. Trustee Krimmel reported that the surface of the Daley Road has been broken down and that there are several bad holes in said Road. It appearing from discussion that this road will have considerable use throughout the winter by school buses of the Wiseburn School District in conveying school children from their homes to the Wiseburn School and return, for which reason said road should be maintained in good condition, it was moved by Trustee Gerow, seconded by Trustee Krimmel, that the Street Superintendent be and he is hereby authorized and instructed to repair Daley Road at a cost not to exceed $30.00. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. Trustee Krimmel reported that the Santa Fe Railway Company had erected barriers on each side of its right-of-way, prohibiting crossing its tracks at the entrance to the proposed Fast Mariposa Avenue at Inglewood- Redondo Road. Feeling that this action might have some detrimental effect in acquiring rights -of -way necessary for the complete opening of Mariposa Avenue, the matter was referred to the City Attorney to take up with the Atchison, Topeka & Santa Fe Railway Company and to report back to this Board. Trustee Krimmel reported that the street sign at Lamas Vista Street and Mariposa Avenue is down and the matter was referred to the Street Superintendent for attention. Trustee Krimmel reported that automobile drivers endanger the lives of pedestrians, particularly school children, by excessive speed on Whiting Street and on Mariposa Avenue, where said streets intersect and he desired that the Board take some steps to curb the practice. By general consent the Board agreed to collectively view the intersection and consider a remedy. Trustee Krimmel advised that F. P. Bray desired permission to remove twenty -two to twenty -five eucalyptus trees from the West side of Center Street between Mariposa Avenue and Pine Avenue. Being uncertain as to whether or not the trees referred to are in the public street or on private property, it was moved by Trustee Cannon, seconded by Trustee Krimmel, that F. P. Bray be and he is hereby granted permission to remove all of the eucalyptus trees which are situated in the public street on the nest side of Center Street between Pine Avenue and Mariposa Avenue, and the City Angineer of the City of EL Segundo is hereby directed to determine and indicate on the ground the Nesterly boundary line of said Center Street at said point. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. Trustee Krimmel recommended that the lamps used in the electric light fixtures over the desks in the City Hall Auditorium be shaded, or frosted globes used in place of the clear lamps now in use. By general consent the City Clerk was instructed to have two frosted globes substituted for those in use at present. REPORTS OF OFFICERS & SPECIAL COMMITTEJS. The Street Superintendent reported that the pump used in connection with the road oil heating kettle being about seven years old, has lost its efficiency and that anew pump should be purchased to replace it. It was thereupon moved by Trustee Love, seconded by Trustee Cannon, that the purchase of a pump for use in connection with the road oil heating 'kettle be and the same is hereby authorized at a cost not to exceed $50.00. Carried by the following votes Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. City engineer Hutchins reported having attended the Annual Meeting of the Boulder Dam Association held at Santa Ana, California, September 18th, 19269 and that apparently the meeting was called for the prime purpose of rAising money to assist in having the Swing- Johnson Bill pat through at the neat session of the United States Senate, which will be a short session, held in the month of December, 1926. It was pointed out at the meeting that if the said bill is not adopted this year, it undoubtedly will have to lay over another year. He explained that it is desired to raise approximately $17,000.00, with which to send men to Washington to acquaint Senators and Congressmen with the Boulder Canon project and that committees had been appointed and the $17,000.00 apportioned among the six or seven counties in Southern California which are involved. City Gardener Budgen submitted a plan for laying out and beautifying the grounds surrounding the Collingwood Street Sewer Pump House and the matter was referred to the Public Works Committee for investigation and recommendation. F . H None. IINFINISHl:D BUSINESS, MEN BUSINESS. The City Gardener having advised the Board that the Christmas Tree heretofore ordered has been platiteiat the place indicated in the Grand Avenue Park and the Board desiring to clean up the grounds surrounding said tree, so that the same will be presentable and in proper condition when the Christmas Tree is lighted December next, the City Clerk was directed to address a letter to each of the boys who were employed by the City during vacation period, asking them to volunteer their services for this purpose on the afternoon of Saturday, October 2nd, 19269 Moved by Trustee Gerow, seconded by Trustee Love, that John 0. Fitzgerald be and he is hereby granted permission to construct a partition to enclose living quarters in the rear of the store building occupied by him as a billiard parlor at No. 226 West E1 Segundo Avenue, the construction herein authorized to be completed to the satisfaction of the Building Inspector of the City of E1 Segundo. Carried. Moved by Trustee Love, seconded by Trustee Krimmel that the Superintendent of the Water Department be and he is hereby authorized to purchase for use of his department twelve shovels and to have twelve picks re- steeled, all at a cost not to exceed $25.00. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. Moved by Trustee Gerow, seconded by Trustee Love, that the following resolution be adopted: WHMMS, by reason of the great amount of calculating in the Engineering Department of the City of E1 Segundo, made necessary by the construction of a sewer system and other public improvements within the City of El Segundo, it appears to be economy for the city to acquire a mechanical calculator; and WHEREAS, it is felt that such a machine will be of considerable value to other departments of the city in the preparation of pay -rolls and work of similar character; NOW THEREFORE, BE IT RESOLVED, that the City Clerk of the City of El Segundo be and he is hereby authorized to advertise for bids on an electrically operated calculating machine, which will add, subtract, multiply and divide. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes$ None. Absent: None. Moved by Trustee Krimmel, seconded by Trustee Love, that the purchase of all of the materials necessary for the making of twenty catch - basins for use in connection with the trunk line sanitary sewer system of the City of El Segundo within said City and the construction and installation of such catch - basins by the Street Department of the City of El Segundo, all in accordance with plans and specifications therefor prepared by the City Engineer of the City of El Segundo be and the same is hereby authorized, all at a cost not to exceed $298900. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. Moved by Trustee Cannon, seconded by Trustee Love, that the Masonic Lodge be and it is hereby granted permission to use the City Hall Auditorimm, Monday aveuing, October 18th, 1926, the customary rental charge of $3.75 to be made therefor. Carried. Moved by Trustee Gerow, seconded by Trustee Cannon, that the Boilermaker's Union be and it is hereby granted permission to use the City Hall Auditorium on the evening of Wednesday, September 29th, 1926, the customary rental charge of $3.75 to be made therefor.
