1926 OCT 01 CC MINEl Segundo, Cal. October 1, 1926. A regular meeting of the hoard of Trustees of the City of II Segmdo, California, was called to order at 7 :00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City by Peter E. Binder, President of the Board. ROLL CALL. TRUSTEES PRESENT: Cannon, Gerow, Krimmel, Love and Binder. TRUSTEES ABSENT: None. READING OF MIEUTES OF PREVIOUS METING. The minutes of the regular meeting held on the 24th day of September, 1926 were read. No errors or omissions appearing, it was moved by Trustee Gerow, seconded by Trustee Krimmel, that the minutes be approved as read. Carried. WRITTEN COMgJNICATIONS. The following communications were read and disposed of as indicated: mRS. ALICE HOPE, thanking the Board for appointment to the office of Publicity Director. Ordered filed. SOUTHERN CALIFORNIA EDISON COMPANY, requesting a permit to erect four poles and two anchors on the North side of Maple Avenue, between Washington and Cal- ifornia Streets. Moved by Trustee Krimmel, seconded by Trustee Love, that Southern California Edison Company be granted permission to set four poles and two anchors on the North side of Maple Avenue between Washington Street and California Street, provided that upon investigation by the Street Superintendent the proposed locations of said poles are approved by him, and provided further, that the erection of such poles is prosecuted and completed to the satisfaction of said Street Superintendent. Carried. None. ORAL CO1. IMNICATIONS. REPORTS OF STANDING CCHMITTEES. Trustee Krimmel of the Public Works Committee reported that he and the Street Superintendent had had a conference with Mr. Bennett, a rancher, living in the vicinity of Arizona Drive and Collingwood Street, and that they had given consideration to the method of temporarily repairing Collingwood Street East from Arizona Drive as heretofore discussed by the Board. It was agreed that one coat of oil on this roadway would not make a good job and it was felt that it would be more satisfactory to use decomposed'granits in the filling of existing holes and for future patching, and Mr. Bennett volunteered that he would occasionally drag and level the roadway during the winter months. It was thereupon moved by Trustee Krimmel, seconded by Trustee Gerow, that the purchase of a carload of decomposed granite is hereby authorised at a cost not to exceed $85.00, and the Street Superintendent of the City of Z1 Segundo be and he is hereby authorized to patch Arizona Drive with decomposed granite and to maintain said street in a serviceable condition. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: . None. Absent: None. Trustee Krimmel of the Public Works Committee, reported that he and the Street Superintendent had gone over Collingauood Street West of Arizona Drive, which is very rough and that the Street Superintendent stated he believed he could patch the same and leave it in fairly good shape by using oil cafe removed from other streets which had been more substantially improved. By general consent he was instructed to repair this street in this ma=er. rY t Trustee KrimmeI of the Public Works Committee, reported that he had gone over the plans prepared by Mr. Budgen, City Gardener, for beautifying the grounds surrounding the Collingwood Street Sewer Pump House and Standard Street Sewer Pump House and that he felt that the plan is very satisfactory. Following discussion, it was moved by Trustee Krimmel, seconded by Trustee Love, that the beautification of the grounds surrounding the Collingwood Street Sewer PtmT House and the Standard Street Sewer Pump House in accordance with the plans therefor prepared by Arthur Budgen, City Gardener, be and the same is hereby authorised and approved, except that rose bushes shall be substituted for the vines specified in the said plans, and the purchase of the necessary plants and shrubs at a cost not to exceed $90900 is hereby authorised. Carried by the following votes Ayess Trustees Cannon, Gerow, Krimael, Love and Binder. Noes$ None. Absent: None. Trustee Gerow of the Public Works Committee, recommended that the globes on the electroliers be cleaned. This recommendation meeting with the approval of the Board, it was moved by Trustee Gerow, seconded by Trustee Love, that the Street Superintendent be and he is hereby instructed to clean the globes of all electroliers within the City and to relamp the city's electric signs within the said where such relamping is necessary. Carried by the following votes Ayes: Trustees Cannon, Gerow, Krimnel, Love and Binder. Noes$ None. Absent: None, Trustee Gerow of the Public Works Committee, reported that on September 30th, 19269 a track bearing State of California Commercial License No. 90 -843, owned by Tyre Bros. Glass Company, 3010 South San Pedro Street, Los Angeles, and operated by Be Ba=ing, 2248 West 29th Place, Los Angeles, had broken one of the globes on one of the electroliers on the Bast side of Richmond Street North of-El Segundo Avenue. Following discussion, it was moved by Trustee Love, seconded by Trustee Cannon, that this matter be referred to the City Attorney with the view of having the City reimbursed for the damage. Carried. SPECIAL ORDERS OF BUSINESS. The receiving of bids for furnishing the City of El Segundo with two motorcycles and for the purchase of two used motorcycles now owned by the City of E1 Segundo, having heretofore been made a special order of business for the hors of 7s30 o'clock P. No at this meeting, the President arose and announced that the hour of 7s29 o'clock had arrived and asked if there were any person or persons present who desired to file bids for furnishing the City of El Segundo with two motorcycles and for the purchase of two used motorcycles now owned by the said city. The hour of 7:30 o'clock having arrived, the President de- olared that the time for receiving bids for furnishing the City of E1 Segunndo with two motorcycles and for the purchase of two used motorcycles now caned by the City of El Segundo, as advertised for, us closed. The City Clerk announced that one bid had been received for furnishing the City of E1 Segando with two motorcycles and for the purchase of two used motorcycles now awned by said city. It was thereupon moved by Trustee Gerow, seconded by Trustee Love, that the Board proceed to open, examine and publicly declare all of the bids received for furnishing the City of El Segundo with two motorcycles and for the purchase of two used motorcycles now owned by said City. Carried. The Board then proceeded to open, examine and publicly declare said bid, which said bid was found by said Board to be as follows, to -wits Bid of Rich Budelier as follows, to -wits "September 18, 1926. Victor D. McCarthy, City Clerk, City of El Segundo, California. Dear Sirs We wish to submit the following bid on two new police equipped motorcycles. Harley Davidson 1927 Police Model Motorcycle with the Barley equipment on your old motorcycles changed over, excepting speedometer and ammeter. 2 Motors $700.00 2 Warner Police Special Speedmeters 80.00 2 Ammeters 10.00 790.00 There will be no labor charge for the changing over of equipment. Dear Sir: We wish to submit our bid of $290.00 on the two 1925 Harley- Davidson motorcycles now being operated by the City of El Segundo, California. This bid is tendered only in consideration of the purchase of two new Harley- Davidson motorcycles as stated in accompanying bid. Respectfully submitted, Yours truly, R. Budelier." Said bid was accompanied by Cashier's Check in the sum of $79.00, drawn on the Hellman Commercial Trust and Savings Bank of Los Angeles, payable to the City of E1 Segundo. Following consideration of said bid, it was moved by Trustee Gerow, seconded by Trustee Love, that Resolution No. 148, entitled: A RESOLUTION OF TEE BOARD OF TRUSTEES OF THE CITY OF EL SEWNDO, CALIFORKIA, AWARDING THE CONTRACT FOR TWO CERTAIN MOTORCYCLES TO BE FIIRNISH= SAID CITY TO RICH BUDELIER, which was read, be adopted. Carried by the following votes H2O �. Ayes: Trustees Cannon, Gerow, Brimmel, Love and Binder. Noes: None. Absent: None. The receiving of bids for doing the work or improvement of a certain portion of Valley Avenue, a certain Portion of Pine Avenue and a certain portion of Holly Avenue, within the City of El Segundo, under Resolution of Intention No. 144 of the Board of Trustees of said City, having heretofore been made a special order of business for the hour of 7 :45 o'clock P. M. at this meeting, the President arose and announced the hour of 7 :44 o'clock P. M. and asked if any person or persons present desired to file bids for said work or improvement. The hour of 7s45 o'clock P. M. having arrived, and all bids being in, the President declared that the time for receiving bids for doing the work or improvement of a certain portion of Valley Avenue, a certain portion of Pine Avenue and a certain portion of Holly Avenue, within the City of 21 Segundo, as advertised for, closed. The City Clerk announced that five bids had been received, for said work. It was thereupon moved by Trustee Gerow, seconded by Trustee Love, that the Board proceed to open, examine and publicly declare all of the bids received for doing the work or improvement of•a certain portion of Valley Avenue, a certain j3ortion of Pine Avenue and a certain portion of Holly Avenue within the City of El Segundo, Carried. The Board then proceeded to open, examine and publicly declare all bids received for doing the work or improvement of a certain portion of Valley Avenue, a certain portion of Pine Avenue and a certain portion of Holly Avenue within the City of M Segundo, California. Following consideration of said bids, it was moved by Trustee Cannon, seconded by Trustee Gerow, that all of the bids received for doing the work or improvement of a certain portion of Valley Avenue, a certain portion of Pine Avenue and a certain portion of Holly Avenue within the City of El Segundo, California, be taken under advisement until Friday, the 8th day of October, 1926, at the hour of 7s20 o'clock P. M. Carried. REPORTS OF OFFICERS do SPBCL4L CC�I'".SITTEES. The Building Inspector drew the'Board's attention to the fact that the permit heretofore granted R. J. Featherby for the erection and temporary maintenance of a small building on the West side of Richmond Street North of M Segundo Avenue is about to expire. It was the consensus of the Board that there is no necessity for the immediate removal of this building and that the same might be allowed to remain standing until the further order of this Board. However, it was moved by Trustee Gerow, seconded by Trustee Love, that the City Clerk be and he is hereby instructed to notify the owner of the land upon which this building stands, that said building is subject to removal at a y time at the pleasure of the Board of Trustees. Carried. The Superintendent of the Water Department advised that a Mr. C. H. Quandt desired to purchase the 60 H. P. gas engine and the building housing the same, each of which were acquired at the time the City of E1 Segundo purchased the Water Works system of the Sausal- Redondo Water Company ' It was thereupon moved by Trustee Gerow, seconded by Trustee Krimmel, that the City Clerk be and he is hereby authorized and instructed to call for bids for the sale of one 60 H. P. Gas Engine and:one corrugated pump house acquired by the City of E1 Segundo, when it purchased the water works system of the Sausal- Redondo Water Company. Raynor be and he is hereby granted his customary annual two weeks vacation beginning October 5th, 1926. Carried. Moved by Trustee Gerow, seconded by Trustee Krimmel, that Floyd Carr be and he is hereby granted permission to construct a frame and plaster -board partition in the one story frame building situated No. 246 Richmond Street, subject to the same being erected to the satisfaction of the Building Inspector of the City of E1 Segundo. Moved by Trustee Gerow, seconded by Trustee Love, that the Street Superinten- dent be and he is hereby authorized to remove from the pole in the center of the intersection at Grand Avenue and Main Street the four Antahobile Club direction signs which are affixed thereto and to store the same in the Municipal Warehouse. Moved by Trustee Cannon, seconded by Trustee Krimmel, that the City Clerk be and he is hereby authorized to purchase two First Aid Kits at a cost not to exceed $25.00. Moved by Trustee Gerow, seconded by Trustee Cannon, that the President of the Board of Trustees be and he is hereby authorized to execute lease between the Zellerbach Paper Company and the City of E1 Segundo for the free use of seven No -Waste Tissue Cabinets. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. Moved by Trustee Cannon, seconded by Trustee Love, that the following resolution be adopted: WHEREAS, this Board of Trustees on the 24th day of September, 19269 instructed the City Marshal of the City of E1 Segundo, to enforce certain regulations respecting vehicular traffic on Richmond Street from E1 Segundo Avenue to Grand Avenue, said in- structions being of record at Page H -13, minutes of the proceedings of said Board; and tYSERFAS, owing to some misunderstanding, the instructions so given were not in accord with the desires of all of the members of the Board; NOW THERWORE, BE IT RESOLVED, that it is the sense of this Board of Trustees that in the regulation of traffic on Richmond Street between the hours of 4:30 o'clock P. M. and 5:00 o'clock P. M. each day excepting Sundays and Legal Holidays, and between 3 :30 o'clock P. M. and 4 :00 o'clock P. M. on Standard Oil Company pay -days, vehicular traffic going East on Franklin Avenue be permitted to make a right-hand turn at Richmond Street, thus enabling them to proceed South on said Richmond Street and that vehicles traveling in a Westerly direction on Franklin Avenue be permitted to make a left -hand turn on Richmond Street to enable them to proceed in a Southerly direction on said Richmond Street; this resolution here- by annulling any previous or contrary resolution of this Board respecting the control of traffic at rrasnklin Avenue and Richmond Street. Said Resolution was carried by the following vote: AV ;;.✓ Ayes: Trustees Cannon, Gerow, Srimael, Love and Binder. Noes: None., Absent: None.
