1926 MAY 28 CC MIN;218 El Segundo, Cal. May 28th, 2926. A regular meeting of, the Board of Trustees of the City of EL Segundo, California, was called to order at 7:00 o'clock P. M. on the above date in the Council Chamber of the City Hall of said City by-Peter Be Binder, President of the Board. ROLL CALL. Trustees Present: Gannon, Gerow, Krimmel, Love and Binder. Trustees Absent: None. READING OF MINUTES OF PREEVIOUS ".FETING. The minutes of the regular meeting held on the 21st day of May, 1926, were read. No errors or omissions appearing, it was moved by Trustee Cannon, seconded by Trustee Love, that the minutes be approved as read. Carried. 1 RITTM C0MTKICATIONS. The following communications were read and disposed of as indicated: BOARD OF SCHOOL TRUSTEES, EL SEGUNDO SCHOOL DISTRICT, 'a letter dated May 25th, 1926, making application for permission for a sewer connection from the Grammar School Plunge to the main trunk line sewer at the intersection of Mariposa Avenue and Concord Street. Moved by Trustee Gerow, seconded by Trustee Cannon, that this permission be granted, provided the work is prosecuted and completed to the satisfaction of the City Engineer of the City of El Segundo. Carried, SOUTHERN CALIFOR1%TIA EDISON COMPANY, letter dated May 26th, 1926, requesting permission to set one 40 ft* pole on the 'lest side of Hillcrest Avenue.approximately 75 ft. North of Holly Avenue. This for the purpose of installing a new street light recently requested by the Board'of Trustees. Moved by Trustee Krimmel, seconded by Trustee Love that this permission be granted, subject to the work being prosecuted and completed to the satis- faction of the Street Superintendent of the City of E1 Segundo. Carried. BELLEVIEN BLVD. IMPROVM= ASSOCIATION, letter dated May 26th, 1926, extending to the Board of Trustees an invitation to attend a dinner Wednesday evening, June 2nd, 1926, at the West fort Beach Club, Palisades Del Rey, as the guests of .said Association and to participate in discussions relative to the opening and paving of Belleview Avenue. By general consent the City Clerk was instructed to advise of the acceptance of the invitation. W. A. ZEROLL, Past E. C. of El Segundo Klan, State of California, a letter dated May 28th, 1926, advising of the discontinuance of the rental of the City Hall Auditorium after May 25th, 1926. Ordered filed. W. H. LEXXON, letter dated May 24th, 1926, thanking the Board of Trustees for its interest in the establishment of set back lines on 'Whiting Street, as affecting Lot 15, Tract 2667. Ordered filed. None. ORAL C01MUNICATIONS. REPORTS OF STANDING CMMITTM:S. Trustee Krimmel of the Public Works Committee reported as follows: A hole in the pavement on the South side of Mariposa Avenue near Sheldon St. A washout about 18" square under the sidewalk on the West side of Whiting St. North of Grand Avenue. A traffic direction sign and the post to which the same is affixed having been taken down and thrown into a vacant lot at Whiting Street and Mariposa Avenue. On motion of Trustee Cannon, seconded by Trustee Love, these matters were referred to the Street Superintendent for attention. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. �J Trustee Gerow reported that he had given permission to the Los Angeles Implement Company to store, in the municipal warehouse, the power cultivator recently used here for demonstration purposes, for a brief period or until the Board of Trustees determines whether or not it desires to purchase the same. This action was approved by the Board. I1'rustee Krimmel reported that complaint had been made to him respecting the fire hazard recently created by the shutting off of the water supply of the City during the night. The Superintendent of the Water /Department explained that an emergency required the action and that it was impossible to notify consumers as is customarily done. REPORTS OF OFFICERS & SPECIAL COMUITT ES. The City Attorney advised that Messrs. Haas & Dunnigan, representing the Dinsmore Estate, had informed his associate, Mr. Mills, that the deed sent East to one of the Dinsmore heirs, said deed to be used in connection with the Mariposa Avenue opening proceeding, has not been returned and that I:r. Wood - worth's office will be advised when it arrives. The City Engineer reported completion of the trunk line sewers, and the satisfactory restoration of land surfaces adjoining the right -of -way, as well as the satisfactory clean -up and repair of damages heretofore complained of, and he recommended the acceptance of said trunk line sewers. It was thereupon moved by Trustee Love, seconded by Trustee Cannon, that the following resolution be adopted: WHEREAS, on the 31st day of August, 1925, the City of M Segundo entered into contract with R. A. Wattson, for the construction and completion of a sanitary trunk line sewer system and appurtenances thereto; and "JHERE�S, the City Engineer of the City of El Segundo has reported to this Board of Trustees that such trunk line sewer has been satisfactorily completed in accordance with said contract and the plans and specifications therefor and has recommended the acceptance by the pity of said completed trunk line sewer and appurtenances; NOW THEREFORE, BE IT RE3OLV=-), that said sanitary trunk line sewer system and appurtenances be and the same are hereby accepted on behalf of the City of El Segundo and the City Clerk of said City is hereby instructed to cause to be filed for record with the County Recorder of the County of Los Angeles a Notice of Completion of said sewer. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. The City Engineer filed with the Board reports dated May 28th, 1926, showing an amount of 41903.25 due R. A. Wattson, sewer contractor, for extra work performed by said contractor in connection with the construction of trunk line sewer, and an amount of $1890.99 due the City of M Segundo from the said H. A. .7attson for resurfacing of streets by the City of,El Segundo for the account of said R. A. Wattson. 214 "'he City Clerk regaested the 3oard to accept that certain deed dated -ay 27th, 1926, from Edward W. Loftus, Henrietta S. Loftus, Thomas A. Young and .Uta He Young, conveying to the City of E1 Segundo for public street purposes certain property within the City of E1 Segundo, which said property is essential to the completion of the opening of Sycamore Avenue. It was thereupon moved by Trustee Gerow, seconded by Trustee krimmel, that the deed of Edward M. Loftus, Henrietta S. Loftus, Thomas A. Young and Alta H. Young, dated May 27th, 1926, conveying to the City of El Segundo for public street purposes that certain piece or parcel of land within the City of El Segundo, County of Los Angeles, State of California, described as follows, to -wit: L X220 - Beginning at a point on the Westerly line and 25 feet southerly of the northerly line of Lot 7, Block 11, Tract 1685, as per map recorded in 31ap Book 21, page 98 of laps, Records of Los Angeles County, and recorded in the office of the County Recorder of said County; thence westerly along a line 25 feet southerly of and parallel to the Southerly line of Lot 6, Block 11, Tract 1685, as per map hereinabove re- ferred to, to the point of intersection with the southerly prolongation of the westerly line of said Lot 6, Block 11, Tract 1685; thence north 0002140" west to the intersection of said line with the southerly and westerly corner of said Lot 6, Block 11, Tract 1685; thence easterly along the southerly line of said Lot 6, Block 11, Tract 1685, a distance of 100.54' to a point; thence southerly along the westerly line of Lot 7, Block 11, Tract 1685, as per map hereinabove re- ferred to, a distance of 25 feet to the point of beginnings and the land conveyed thereby be and the same are hereby accepted on behalf of the City of EZ Segundo and the City Clerk of said City is hereby authorized to affix to said deed his certificate showing the acceptance of same and to cause said deed to be filed for record in the office of the Recorder of Los Angeles County. - Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. UNFINISHED BUSINESS. At this time the Board gave consideration to establishment of set back - lines on 7lliting Street between M Segundo Avenue and Palm Avenue and letters from Dr. F. J. Lynch, San Luis Obispo; 41 Segundo Construction Company, E1 Segundo and H. Randall, Jr., El Segundo, respecting setback distance on the ~Test side of Aiting Street between Mariposa Avenue and Palm Avenue were read to the Board. Mr. Chas. Whitehead and Wm. E. rash addressed the Board concerning the same matter. It appearing that the Board desired to accede to the requests of the petitioners with respect to set back, it was moved by Trustee Gerow, seconded by Trustee Krimmel, that in view of changes in setback lines heretofore proposed for -Tuhiting Street between El Segundo Avenue and Palm Avenue, that Ordinance No. 126, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, ORDERING THE ESTABLISHMENT OF CERTAIN SETBACK LINES ON CERTAIN PORTIONS OF WHITING STREET WITHIN THE SAID CITY, which was introduced by Trustee Cannon at a regular meeting of the Board of Trustees held May 21st, 1926, be withdrawn and that the number be restored for future use. Carried. Moved by Trustee Love, seconded by Trustee Cannon, that Ordinance No. 127, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, MAKING CERTAIN RULES AND REGULATIONS WITH REFERENCE TO THE USE OF THE MUNICIPAL SEWER SYSTEM OF SAID CITY; MAKING CERTAIN REGULATIONS :7ITH REFERM CE TO CONNECTIONS WITH SAID SE:TER SYSTEM; AND AUTHORIZING THE HEALTH OFFICER AND/OR PLUMBING INSPECTOR OF SAID CITY TO COND-W AND TO COMPEL THE REMOVAL OF CERTAIN PLUMBING FIXTURES, S1=1- S, CESSPOOLS AND SEPTIC TANKS WITHIN THE SAID CITY, which was introduced and read at a regular meeting of the Board of Trustees held G :22 :4 on the 21st day of bray, 1926, and reread at this meeting, be adopted. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. At this time, Trustee Love brought up the matter of the passage of Ordinance Igo. 128, which was introduced on the 21st day of May, 1926, stating that he thought it desirable to give the adoption of said ordinance further consideration and by general consent the adoption of said ordinance so introduced, was laid over for one week. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. NEV BUSINESS. Moved by Trustee Cannon, seconded by Trustee Gerow that 0. F. Peasnall be and he is hereby granted his customary annual two weeks vacation beginning June 1st, 1926. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noess None. Absent: None. Moved by Trustee Gerow, seconded by Trustee Cannon, that the purchase of two pair of hip boots for the Water Department and one pair of hip boots for the Sewer Department at a cost not to exceed X20.00 be and the same is hereby authorized and approved. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. Moved by Trustee Love, seconded by Trustee Cannon, that the Street Smperintendent be and he is hereby authorized and instructed to grade and pave with oil cake Collingwood Street from Bonita Vista Avenue west to the Sewer Pump House. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. goes: Tone. Absent: None. The Marshal announced the appointment of H. A. Whitzel as a Deputy Marshal, requesting approval of this appointment. Moved by Trustee Love, seconded by Trustee Krimmel, that this appointment be approved. Carried. Moved by Trustee Cannon, seconded by Trustee Love, that Ben Stanton be and he is hereby granted permission to borrow sixteen of the City's 2220 r4 Mw 1 collapsible chairs for use at his residence Saturday, May 29th, 1926, transportation from the City Hall and return to be borne by Mr. Stanton, said chairs to be returned in as good condition as when received, the City to be reimbursed for any damage that said chairs may sustain. Carried. By general consent the City Clerk was instructed to procure prices on an audit of the city's books and accounts for the fiscal year ending June 30th, 1926. At this point, the hour being 8 :30 o'clock P. 11. a recess of one hour was declared. `!he Board reconvened at 9 :30 o'clock P. Mo , all Trustees being present.
