A regular meeting of the Board of Trustees of the City of I Segundo, California,
was called to order at 7 :00 o'clock P. IS. on the above date, in the Council Chamber of
the City Hall of said City, by Peter E. Binder, President of the Board.
ROLL CALL.
Trustees Present: Cannon, Gerow, Kri=el, Love and Binder.
Trustees Absent: None.
iiEADING OF MINUTES OF PILEVIOUS I''F..ETINGS.
The minutes of the regular meeting held on the 14th day of May, 1926, were
read. No'errors or omissions appearing, ht was moved by Trustee Love, seconded by
Trustee Gerow, that the minutes be approved as read. Carried.
The - minutes of the adjourned regular meeting held on the 18th day of May, 1926,
were read without error or omission being noted, and it was moved by Irustee Gerow,
seconded by Trustee Love, that the minutes be approved as read. -Carried.
SPECIAL O.RDMS OF BUSINESS.
The City Clerk announced that the hour of 7:15 o'clock P. Me at this meeting
had been scheduled for hearing the following matters, to -wit:
The hearing of protests against the laying out and opening of certain new
public streets to be known as Acacia Avenue, Oak avenue and Sycamore Avenue, within
the City of E1 Segundo, under Resolution of Intention No. 130 of the Board of
Trustees of the City of El Segundo; also
The hearing of protests against the confirmation of the assessment for the
improvement of` certain portion of Grand Avenue and of a certain portion of Richmond
Street within the City of M Segundo, as provided for by Resolution of Intention
^:o. 109 of the Board of Trustees of the City of E1 Segundo; also
The hearing of protests against the improvement of certain public streets,
avenues and alleys within that certain lateral sewerage district in the City of
El Segundo, designated and known as Lateral Sewerage District No. 2, by the
installation in such streets, avenues and alleys of a lateral serer system and
appurtenances, as provided for under Resolution of Intention Igo. 134 of the Board
of Trustees of said City.
The hour of 7:14 o'clock P. M. having arrived, the President arose, announced
said hour, and asked if there were any person or persons present who desired to file
protests against the matters scheduled for hearing at this time and date as announced
by the City Clerk.
The hour of 7 :15 o'clock P. M. having arrived and all protests being in,
the President declared the hour for receiving protests against the laying out and
opening of certain new public streets within the City of M Segundo to be known as
Acacia Avenue, Oak Avenue and Sycamore Avenue, within the City of El Segundo, under
Resolution of Intention No. 130 of the Board of Trustees of the City of All Segundo; and
for receiving protests against the confirmation of the assessment for the improve -
ment of a certain portion of Grand Avenue and of a certain portion of Richmond
Street within the City of El Segundo, as provided for by Resolution of Intention
No. 109 of the Board of Trustees of the City of El Segundo; and the receiving of
protests against the improvement of certain public streets, avenues and alleys within
that certain lateral sewerage district in the City of El Segundo, desirnated and
lmovm as Lateral Sewerage District No. 2, by the installation in such streets,
avenues and alleys of a lateral sever system and appartenances, as provided for
under Resolution of Intention No. 134 of the Board of Trustees of said City, closed.
It was thereupon moved by Trustee Gerow, seconded by Trustee Love, that
the matters be heard and considered in the order stated by the City Clerk, to wit:
The hearing of protests against the laying out and opening of certain new
public streets within the City of E1 Segundo to be known as Acacia Avenue, Oak

Avenue and Sycamore Avenue, within the City of El Segundo, as provided for by
Resolution of Intention No. 130 of the Board of Trustees of the City of E1 Segund9;
and
The hearing of protests against the confirmation of the assessment for the
improvement of a certain portion of Grand Avenue and of a certain portion of
Richmond Street within the City of E1 Segundo, as provided for by Resolution of
Intention No. 109 of the Board of Trustees of the City of E1 Segundo; and
The hearing of protests against the improvement of certain public streets,
avenues and alleys within that certain lateral sewerage district in the City of
E1 Segundo, designated and known as Lateral Sewerage District No. 2, by the in-
stallation in such streets, avenues and alleys of a lateral sewer system and
appurtenances, as provided for under Resolution of Intention No. 134 of the Board
of Trustees of said City. Carried.
The hearing of protests against the laying out gnd opening of certain new
public streets to be known as Acacia Avenue, Oak Avenue and Sycamore Avenue,
within the City of E1 Segundo, under Resolution of Intention No. 130 of the
Board of Trustees of said City, was first taken under consideration.
The City Clerk announced that there were no written protests.
The President then arose and asked if there were any person or persons present
viho desired to protest verbally against the said work or improvement. Messrs.
A. G. Blair, Thos. A. Young and T. Be Dinwiddie each entered verbal protests
against the opening of Acacia Avenue.. Messrs. Thos. A. Young, J. N. Polick,
H. Be Fullerton, A. D. Burkhartsneyer each entered verbal protests against the
opening of Oak Avenue. Mr. Frank Lloyd and Mr. J. W. Miller each addressed the
Board favoring the opening of new streets as contemplated under Resolution of
Intention No. 130.
Mr. A. Soeuto made inquiry as to the probable cost of such street openings
and upon being informed that the cost will not be determined until a later date,
assumed a neutral attitude with respect to the matter.
Following the discussions, it was moved by Trustee Love, seconded by
Trustee Krimmel that the City Attorney be and he is hereby instructed to prepare
and present to this Board at its next meeting, resolution ordering the work
contemplated by Resolution of Intention No. 130 of the Board of Trustees of the
City of El Segundo. Carried by the following vote:
Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder.
Now None.
Absent: None.
The hearing of protests against the confirmation of the assessment for
the improvement of a certain portion of Grand Avenue and of a certain portion of
Richmond Street within the City of E1 Segundo, as provided for by Resolution of
Intention No. 109 of the Board of Trustees of the City of E'1 Segundoaas then
taken under consideration. The City Clerk advised that no written protests
had been filed.
The President then asked if any person or persons present desired to
enter oral protests against the confirmation of said assessment.
Mrs. . Rachel E. Carnahan and Mr. Earl S. Alderson each made inquiry
as to the amount of the assessment levied against their respective properties
_ and expressed satisfaction upon being advised of the same.
It was thereupon moved by Trustee Cannon, seconded by Trustee Gerow,
that Resolution No. 138, entitled:
A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY
OF EL SEMNDO, CALIFORNIA, CONFIRMING THE ASSESS-
MENT FOR THE WORK OR IMPROVM NT OF A CERTAIN PORTION
OF GRAND AVENUE AND OF A CERTAIN PORTION OF RICHMOND
STREET WITHIN SAID CITY, PROVIDED FOR BY RESOLUTION
OF INTERTION N0. 109 PASSED AND ADOPTED ON THE 25TH
DAY OF SEPTEMBER, 1925,
which was read, be adopted. Carried by the following vote:

The hearing of protests against the improvement of certain public streets,
avenues and alleys within that certain lateral sewerage district in the City of
,91 Segundo, designated and known as Lateral Sewerage District No. 2, by the
installation in such streets, avenues and alleys of a lateral sewer system and
appurtenances, as provided for under-Resolution of Intention No. 134 of the
Board of Trustees was then taken under consideration.
The Clerk announced receipt of a written protest against the construction
of a lateral sewer in Collingwood Street between Bonita Vista Avenue and
Hillcrest Avenue, said petition being dated May 20th, 1926, and signed by
Orville L. Fleming, August C. Behrens, Harry K. Francis and Thomas E. Hall,
The President then asked if there were any person or persons present who
desired to protest orally against the said improvement. Messrs. T. Be Dinwiddie,
F. we Knight, R. L. Clark and Leslie G. Mangan, egch addressed the Board in
opposition to the construction of said sewers. Messrs. A. Soeuto, A. G. Blair
and F. Be Lloyd addressed the Board in favor of the construction of said sewers,
and thereupon Leslie G. Mangan requested that his verbal protest heretofore made
be withdrawn. Following the discussion, it was moved by Trustee Gerow, seconded

WRITTEN CCV- MNICATIONS.
The following communications were read and disposed of as indicated:
THE PACIFIC TELEPHONE & TELEGRAPH CQMPAPdY, under its Application No. 46,
applied for permission to erect three poles on the Fast side of Lomita Street
between Grand Avenue and Holly Avenue and two poles on the East side of
Lomita Street North of Holly Avenue. The conditions having been investigated
and approved by the Street Superintendent, it was moved by Trustee Cannon,
seconded by Trustee Gerow, that this permission be granted. Carried.
DISTRICT HEALTH OFFICER, filed his report for the month of April, 1926.

Moved by Trustee Gerow, seconded by Trustee Love, that this permission be
granted, subject to the same being first approved by the Street Superintendent
of the City of E1 Segundo, and subject further to the Bork being prosecuted
and completed to the satisfaction of said Street Superintendent. Carried.

ORAL COMIUNICATIONS.
REPORTS OF STANDING COMUITTEES.
Trustee Gerow of the Public Works Committee recomended that the holes in
Grand Avenue West of Concord Street, occasioned by the construction of sewers,
be filled with oil cake and surfaced level with adjacent pavement, pending their
permanent repair. By general consent the Street Superintendent was instructed
so to do.
Trustee Gerow advised that a representative of B. Haymen Co. Inc.
desired a time set for the demonstration of the Gravely Motor Cultivator.
By general consent the hour of 5:00 o'clock P. M., Monday, May 24th, 1926,
was fixed and the City Clerk instructed to so advise said firm.
REPORTS OF OFFICERS & SPECIAL COMMITTEES.
The City Engineer advised having inspected the road traversed in the con-
struction of trunk line sewers and had made notes of the cleanup and property
replacements or repairs he felt the contractor should make. By general consent
he was instructed to take these matters up with Mr. R. A. Mattson, the con-
tractor and effect their accomplishment.
The City Marshal advised having examined the traffic ordinance for
Southern California cities, prepared by the Automobile Club of Southern Cal-
ifornia, which had been heretofore presented to him for comaent; that he had
made notations and suggested changes and recommended the adoption of said
ordinance as he had corrected it.
The City Clerk advised having received a letter from the Automobile Club
of Southern California, offering the services of its Attorney in discussing the
matter and action thereon was deferred pending further consideration.

The City Engineer advised that the City of El Segundo is ready to connect
Its trunk line sewer with the •Belleview outfall sewer of the City of Los Angeles.
It was thereupon moved by Trustee Gerow, seconded by Trustee Love, that the City
Clerk be and he is hereby authorized and instructed to advise Mr. W. T. Knowlton,
City Engineer of the City of Los Angeles, that the City of E1 Segnndo*is making
connections to the City of'Los Angeles Belleview Outfall Sewer and that thbluse
thereof will commence when said connection is completed. Carried. -
Trustee Love was excused from the meeting at this time, the hour being 10 :40
o'clock P.,M. He reappeared at the meeting at the hour of 10:43 o'clock P. M.
and took his seat.
The City Attorney presented for approval of the Board, contract between
Edward Newburg and F. 0. Williams, co- partners, doing business as Newburg &
Williams, and the City of El Segundo, for the purchase of garbage collected by said
City of E1 Segundo. Following consideration of said contract, it was moved by
Trustee Cannon, seconded by Trustee Love, that the agreement to purchase and sell
garbage, dated May-21st'. 1926, between Newburg & Williams and the Cit7 of El
Segundo, be and the same is hereby approved, and the President of the Board of
Trustees of the City of E1 Segundo-is hereby authorized to execute said agreement
in triplicate on behalf of the City of 21 Segundo, and the City Clerk is hereby
authorized to attest the same, and to cause a copy thereof to be placed on file in
his office, after the same has been executed by Newburg & Williams. Carried by
the following votes -

Anderson be granted permission to use the City's coffee pots on May 22nd, 1926,
that said pots be returned the same or the following day in as good condition
as when received. Carried.
Moved by Trustee Gerow, seconded by Trustee Love, that the purchase
of six loads of manure for use at the Grand Avenue Park at a cost of 49.00 be
and the same is hereby authorized and the Street Superintendent is hereby
directed to convey the same from the premises of Mr. L. A. Ward to the said park.
