A regular meeting of the Board of Trustees of the City of El Segundo, California, was called to order at 7 :00 o'clock P. 11. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, President of the Board. ROLL CALL. Trustees Presents Anderson, Gerow and Binder. Trustees Absent: Cannon and Love. READING OF MINUTES OF PREVIOUS 1=-TING. The minutes of the regular meeting held on the 5th day of March, 1926, were read. No errors or omissions appearing, it wa.s moved by Trustee Gerow, seconded by Trustee Anderson, that the minutes be approved as read. Carried. ,7r ITT.M COM!,17 NICATIONS. The following communications were read and disposed of as indicated: DISTRICT TTELLTF OFFICER, being a report of the activities of the Health Office with respect to the City of El Segundo for the month of February, 1926. Ordered filed. COUNTY HEALTH OFFICER, a report of the smallpox situatidain Los Ange les, covering the period of January 1st, 1926 to February 27th, 1926. Ordered filed. PACIFIC ^ -CTRIC RAILWAY COMPAZHC, acknowledging receipt of the City Clerk's letter of March lst, 1926, and advising that easement over a portion of the Pacific Electric Railway Company's right -of -way proposed to be used for street purposes and a lease for a portion of said right -of -Tray proposed to be used for park purposes adjacent to the intersection of Main Street and Grand Avenue, are being executed by the Pacific M ectric Railway Company officials and will be forwarded to the City in a short time. G. R._RIDER, an application for a permit to erect a derrick and drill for oil and /or gas on Lot 7, Block 114, E1 Segundo. Moved by Trustee Gerow, seconded by Trustee Anderson, that pursuant to his application therefor on file with this Board of Trustees, and in accordance with the provisions of Ordinance No. 122 of the City of El Segundo, that G. R. Rider be and he is hereby granted permission to drill or bore an oil and /or gas well and to erect a 64 foot derrick and appurtenant structures therefor, upon Lot 7, Block 114, E1 Segundo Sheet No. 5, in the City of El Segundo, County of Los Angeles, State of California, as per map recorded in Book 20, pages 114 and 115 of maps, records of said County, on file in the office of the County Recorder of said County; said permit to contain a reservation that said oil and /or gas well will be located at the place designated in this permit and in the application of said licensee, other- wise said permit shall lapse and become and remain void. Said permit shall also contain a provision that said oil and /or gas well shall be operated so as not to interfere with or menace the public health, peace and safety of the City of E1 Segundo, said operations to be carried on according to good mining practice and in accordance with the laws of the State of California and ordinance of the City of M Segundo pertaining thereto. Carried by the following vote: Ayes: Trustees Anderson, Gerow and Binder. Noes: None. Absent: Trustees Cannon and Love. LOS ANGELES MB TRIC WORKS, a letter dated march 11th, 1926, quoting a price for converting the present one light ornamental street lighting posts on 7'ain Street to three light posts, to conform to the appearance of those on portions of Grand Avenue and Richmond Street, in the event such a change is desired. Ordered filed. ORAL CO=-IM- ICATIO-1dS. :Sr. J. Y. Bidlake, Local Exchange Manager of the Pacific Telephone & Telegraph Company, advised the Board that his company is not prepared to report P456 its position with respect to. changing the Easterly boundary of the El Segundo Exchange, which report was promised for this meeting of the Board, and asked that they be given several additional days in which to make said report. The City Attorney reported that during the meek the FAL Segundo State B_nk, through hiss Robinson of said flank, had requested release of the lien of the pending Superior Court Case No. 175029, as to Lots 12 and 13, Block 23, ZI Segundo. The City Attorney informed the Board that if a check by the City Clerk indicated that these delinquent assessments had actually been paid and the property owner was willing to pay the pro rata portion of the Attorney's fees and costs incurred in the said matter, that in his opinion it would be all right to release the said parcels. He further stated that this had been accomplished in the past by dismissal as to the particular parcels to be released. =after discussion, it was moved by Trustee Gerow, seconded by Trustee Anderson, that the City Attorney be and he is hereby authorized to dismiss said Action No. 175029 as to Lots 117os. 12 and 13, Block 23 of �a Segundo, as per map recorded in Book 18, page 69 of :.laps, in the office of the County recorder of Los Angeles County, California, when advised by the City Clerk of the City of E1 Segundo that the amounts to be collected against said parcels in said suit have been paid, together with the pro rata expenses for counsel fees and costs, which are reasonably payable by said properties or the owners thereof, and which are hereby fixed at the sum of „10.00 ner lot. The City Attorney reported having attended a meeting of the League of California Municipalities held at Fresno, California, Larch 6th, 1926, approximately fifty people representing thirty -five or forty cities, being in attendance; that the meeting was called principally for the purpose of considering the action to be taken by the cities of California, respecting the telephone rate increase in the City of Los Angeles, and that a resolution was adopted favoring an investigation of the matter as proposed by the Municipal League of the City of Los Angeles, and assuring the support of the League in the proceedings. At the same meeting a resolution was adopted approving the present order for the closing of the international boundary between California, and Mexico near San Diego at 6 :00 P. M., and urging authorities at Washington, D. C. to keep the present order in effect. The City Attorney reporters respecting the hearing on the Los Angeles railway Terminal and Grade Crossing matter held before the Railroad Cam ission of the State of California, 11or_day, March 1st, 1926. The City Engineer presented maps delineating the boundaries of new fire districts, prepared in accordance with previous instructions of the Board. Following discussion, the City Engineer was instructed to amend these maps, so as to include the proposed new high school site in the proposed new Fire District ::o. 2 -A, and to present said maps to the Board for its approval after this change is made. The Street Superintendent reported that 452 trees would be required for planting in the various streets wherein new sidewalks and curbs have been con- structed and the City Clerk was instructed to ascertain approximate prices on several varieties of trees. The City Engineer presented to the Board a map, which for the purpose of identification and reference is marked 11 ?lap Showing Excavation Area Along Pacific E' G157 Right -of -way", and which had delineated thereon certain properties necessary to be acquired in the construction of sanitary= trunk line sewer system in the City of M Segundo, California. It appearing to the Board that it would be necessary to acquire an easement across said respective properties, it-w 6-movgd:•by- Trubtee'GeroW, seconded by Trustee Anderson, that the City Clerk of the City of El Segundo be and'he is hereby authorized to communicate with the ovOners of the respective parcels of land required, requesting them to submit to this Board of Trustees proposals indicating their willingness to grant easements for sewer purposes to the City of r'-.
