1926 JUL 30 CC MINEl Segundo, Cal. July 30th, 1926. A regular meeting of the Board of Trustees of the City of E1 Segundo, California, was called to order at 7 :00 o'clock P. Me on the above date, in the Council Chamber of the City Hall of said City by Peter E. Binder, President of the Board. ROLL-CALL. Trustees Present: Cannon, Gerow, Krimmel, Love and Binder. Trustees Absent: None. READING OF MINUTES OF PREVIOUS ZMETING. The minutes of the regular meeting held on the 23rd day of Julyo 1926, were read. No errors or omissions appearing, it was moved by Trustee Love, seconded by Trustee Krimmel, that the minutes be'approvea`as'read. Carried. WRITTEN COEMICATIONS. The following communications were read and disposed of as indicated: LEAGUE OF CALIFORNIA MUNICIPALITIES, dated August lot, 1926, being its official notice of the holding of the Twenty - eighth Annual Convention of the League in the Yosemite Valley, California, August 16th - 20th, 1926. Ordered filed. ARTHUR BUDGEIC, dated July 26th, 1926, advising that he will be ready to start work for the City of E1 Segundo not later than September lot, 1926. Ordered filed. ORAL COM MNICATIONS. None. REPORTS OF STANDING COMMITTEES. Trustee Krimmel, Chairman of the Public Service Committee, reporting concerning the application of George Renfro for a permit to remodel the store building located No. 101 -103 Richmond Street, El Segundo, adviBbd_.that hot.. with Trustee Gerold and the Building Inspector, had met at the premises and viewed the proposed changes, that the Building Inspector had figured the loads and determined the size of beams, columns and footings necessary, all of which was explaihed to Mr. Renfro, and that the latter had agreed to have all of the work suggested done in a workmanlike manner, satisfactory to the Building Inspector, in view of which the Committee had authorized the work to proceed, subject to its completion to the satisfaction of the Building Inspector of the City of E1 Segundo. Trustee Gerow, Chairman of the Public Works Committee, reporting with respect to the purchase of a lawn mower, which matter had previously been re- ferred to this Committee, advised that he, together with Trustees Krimmel and Binder and the Street Superintendent, had witnessed a demonstration of a Federal Garden Tractor with lawn mower attached, that the sane worked very satisfactorily and that the acquisition of this combination device appeared to be a good investment for the City, inasmuch as it would do the work of several men in a much shorter time. It was thereupon moved by Trustee Love, seconded by Trustee Gerow, that the City Clerk be and he is hereby authorized and in- structed to purchase one Federal Garden Tractor for the use of the Street Department of the City of E1 Segundo at a cost not to exceed $230.000 Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: Nonee Absent: None. Trustee Gerow of the Public Works Committee, reporting further with respect to the Christmas tree matter heretofore considered by this Board, advised Q26 that Mrs. J. S. Foster, residing at Ho. 518 Arena Street, had offered to make a gift of a cypress tree to the City, providing the City would take the same up and replant it at its own expense. The Board appreciated the offer, but it appeared from the ensuing discussion that the tree cannot be suitably wired and decorated because of the density of its foliage, and by general consent further action in this connection was deferred to permit of further investigation and consideration by the Board in its entirety. Trustee Gerow drew attention to the unsightly appearance of the municipal employees' washroom left standing upon property leased from the Pacific Electric Railway Company on Eucalyptus Drive, North of Grand Avenue and recommended that the same be whitewashed or painted. By general consent the Street Superintendent was instructed to ascertain at what price per day a paint gun could be rented, further action being deferred pending such advice. SPECIAL ORDER OF BUSINESS. The hour of 8 :00 o'clock P. M. at this meeting, having heretofore been set as the time and date for receiving protests against the con- firmation of the assessment for the work or improvement of Grand Avenue, also the improvement of Lateral Sewerage District No. 1, within the City of E1 Segundo, by the installation of a lateral sanitary sewer system and appurtenances, as provided for by Resolution of Intention No. 118, passed and adopted on the 13th day of November, 19259 the President arose and announced the hour of 7 :59 o'clock P. M. and asked if there were any person or persons present who desired to file protests as aforesaid. The hour of 8:00 o'clock P. M. having arrived and no protests being filed, and the City Clerk advising that no written protests had been filed with him, it was moved by Trustee Gerow, seconded by Trustee Love, that Resolution No. 143, entitled: A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF EL SEGUNDO, CALIFORNIA, CONFIRMING THE ASSESSMENT FOR THE WORX OR WROVERENT OF GRAND AVENUE WITHIN THE SAID CITY; ALSO THE IMOVECET OF THAT CERTAIN LATERAL SE►NERAGE DISTRICT NO. 19 WITHIN THE SAID CITY, BY THE INSTALLATION OF A LATERAL SANITARY SLMM SYSTEM AND APPURTENANCES, PROVIDED FOR BY RESOLUTION OF INTENTION N0. 1180 PASSED AND ADOPTED ON THE 13TH DAY OF NOVEMBER, 1925, which was read, be adopted. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Kriamel, Love and Binder. Noes: None. Absent: None. REPORTS OF OFFICERS & SPECIAL COMMITTEES. The City Recorder withdrew his former nomination of Llewelyn Price, Recorder of the City of Manhattan Beach, to serve in the capacity of City Recorder for the City of E1 Segundo during his vacation period and in his stead nominated J. Moodie, Justice of the Peace of Redondo SO= Township. It was thereupon moved by Trustee Cannon, seconded by Trustee Krimmel, that the following resolution be adopted: WHEREAS, on the 23rd day of July, 1926, Don C. Fugitt, Recorder of the City of E1 Segundo, advised this Board of Trustees that Llewelyn Price, Recorder of the City of Manhattan Beach, California, would perform the duties of his office during the vacation period of Recorder Fugitt; and WHEREAS, this Board of Trustees thereupon approved the arrangement; and WHEREAS, Recorder Fugitt now advises this Board of Trustees of his desire to withdraw the nomination of Recorder Price to act in the capacity of Recorder of the City of M Segundo from August 2nd to August 16th, 1926, and nominates J. Moodie, Justice of the Peace of `26 8 . : Redondo Township to act in said capacity between said dates; ROW TinEWORE, BE IT RESOLVED, that the action of this Board of Trustees in approving the handling of the affairs of the Recorder's Court of the City of EL Segundo by Llewelyn Price, Recorder of Manhattan Beach, between the dates August 2nd to August 16th, 1926, be and the same is hereby repealed, and the nomination of J. Moodie, Justice of the Peace of Redondo Township by Don C. Fugitt, Recorder of the City of E1 Segundo, to serve as Recorder of the City of E1 Segundo, during the vacation period of said Recorder Fugitt, from August 2nd to August 16th, 1926, be and the same is hereby confirmed and approved; and BE IT FURTHER RESOLVED, that the said J. Moodie be compensated for each day upon which any court proceedings are actually had between the dates hereinbefore mentioned at not to exceed $10900 per day. Said resolution was carried by the following votes Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Roes: None. Absent: None. The City Clerk advised that certain property owners on Sycamore Avenue between Main Street and Virginia Street are desirous of having the ease improved by the construction therein of a macadam veneer roadway. It was thereupon moved by Trustee Krimmel, seconded by Trustee Cannon, that the City Engineer and the Street Superintendent be and they are hereby authorized and instructed to prepare an estimate of the cost of improving Sycamore Avenue between Main Street and Virginia Street with a macadam veneer roadway and to deliver the same to the City Clerk, who is hereby authorized and instructed to prepare for the use of the property owners a petition, requesting the Board of Trustees to cause said street to be improved under the plan heretofore and customarily used for such improvements, to -wit: the contribution and pre- payment in cash into the General Fund of the City of 31 Segundo of one -third of the total cost of such proposed improvement. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimnel, Love and Binder. Noes: None. Absent= None. UNFINISHED BUSINESS. The matter of the application of Walter Blackburn for a permit to conduct a billiard parlor at No. 137 Richmond Street was given further oon- sideration by the Board of Trustees, following 1hich it was moved by Trustee Love, seconded by Trustee Cannon, that when this meeting adjourns, it adjourn until Monday, the 2nd day of August, at the hour of 7 :00 o'clock P. M. and that further consideration of the application of Walter Blackburn for a permit to conduct a billiard parlor at No. 137 Richmond Street be postponed until said meeting. Carried. The Street Superintendent advised that the concrete floor in the municipal warehouse is not complete and that sixty sacks of cement will be required for its completion. It was thereupon moved by Trustee Cannoar, seconded by Trustee Love, that the purchase of sixty sacks of cement at a cost not to exceed $60.00 for the completion of the concrete floor in the asmicipal warehouse be and the same is hereby authorized. Moved by Trustee Krimmel, seconder} by Trustee Love, that the following resolution be adopted: 612ss RESOLVED, that reserving all rights which this Board of Trustees now has in the matter, it is the unanimous opinion and sense of said Board as presently constituted, that it will not in future consider or grant a permit for any billiard parlor or pool hall in any portion of the City of E1 Segundo, except the same be located on Richmond Street or E1 Segundo Avenue, and in any event not in any location North of the South line of Franklin Avenue. Moved by Trustee Love, seconded by Trustee Gerow, that the following resolution be adopted: WHETS, heretofore on the 12th day of June, 1925, there was presented to this Board of Trustees for acceptance the deed of Clare P. Wright, a single man, conveying to the City of E1 Segundo for public street purposes the Westerly 50 feet of the Northerly 40 feet of the Southerly 120 feet of Lot 1, Block 92, E1 Segundo, which deed at said time was accepted by this Board of Trustees, said resolution of acceptance being of record at Pages F -229 -230 of the minutes of the proceedings of this Board; and ,MELS, it has been.brought to the attention of this Board of Trustees that said deed was erroneous and that the same, together with the acceptance thereof of no value or effect; and WHEREAS, Clare P. Wright and Alma M. Wright, his wife, of Pasadena, California, have now presented to this Board of Trustees a deed conveying to the City of El Segundo for public street purposes certain real property within the City of E1 Segundo, hereinafter described, which deed appears to be satisfactory and correct in all particulars; and WHEREAS, the real property tendered the City of E1 Segundo for public street purposes is of value to the City of E1 Segundo and certain of the citizens and property owners thereof; NOW TiiE MORE, BE IT RESOLVED, that street deed dated the 28th day of July, 1926, executed by Clare P. Wright and Alma M. Wright, husband and wife, of Pasadena, Los Angeles County, California, conveying to the City of 21 Segundo, a municipal corporation of the Sixth Class, for public street purposes, the Westerly 50 feet of the North 40 feet of the South 120 feet of Lot 1, in Block 92, E1 Segundo Sheet No. 4, in the City of E1 Segundo, California, as per map recorded in Book 20, page 24 of baps, in the office of the County Recorder of Los Angeles County, and the property con- veyed thereby, be and the same are hereby accepted on behalf of the City of E1 Segundo and the City Clerk of said City is hereby authorized and instructed to cause the said deed to be filed for record. Said Resolution was carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. Moved by Trustee Ca=on, seconded by Trustee Love, that F. G. Davis be and he is hereby granted permission to take his annual .two weeks vacation beginning August 2nd, 19269 Carried by the following vote :. The City Engineer presented to the Board for approval, maps of the following tracts: Map of Tract No. 9469, being a Subdivision of a portion of Lot 5, Block 98, El Segundo Sheet No. 3, as per map recorded in Map Book 20, pages 22 and 23 of Maps, Records of Los Angeles County, California; also Map of Tract No. 7052, being a Subdivision of Lot 1, Tract 2366, as per map recorded in Map Book 22, page 152 of Maps, Records of Los Angeles County, California; also Map of Tract No. 9448, being a Subdivision of a portion of Lot 3, Block 98, El Segundo Sheet No. 3, as per map recorded in Map Book 209 pages 22 and 23 of Maps, Records of Los Angeles County, California; also Map of Tract No. 8924, being a subdivision of a portion of Lot 2, Block 97 of E1 Segundo Sheet No. 3, as per map recorded in Map Book 209 pages 22 -23 of maps, records of Los Angeles County, California; also Map of Tract No. 6395, being a Subdivision of a portion of Lot 8, Block 98 of 31 Segundo Sheet No. 3, as per map recorded in Map Book 20, pages 22-23 of Naps, records of Los Angeles,County, California. - Said maps were examined by the Board and found to nmmsm be satisfactory in all respects, vhereupon it was moved by Trustee Love, seconded by Trustee Krimmel, that the following resolution be adopted: WA.MUMS, certain maps of Tracts Nos. 6395, 70529 94489 8924 and 9469, all in the City of E1 Segundo, County of Los Angeles, State of California, have been submitted to this Board for approval, and WISEREAS, the City Engineer has examined said maps and has approved the same; NOW TMUMORE, BE IT RESOLVED, that the said maps of Tracts Nos. 63959 7052, 94489 8924 and 94699 be and the same are hereby approved by this Board and the City Clerk is hereby directed to endorse the approval of this Board upon the same. Said resolution was carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: Hones, The Superintendent of the Water Department advised that the water mains in that certain private street commonly referred to as Concord Place, should be removed and replaced with 300 ft. of 2" cast iron pipe and that the total cost thereof would be $90.00. It was thereupon moved by Trustee Gerow, seconded by Trustee Love, that the Superintendent of the Water Depart- ment be and he is hereby authorized and instructed to proceed, by force account, with the laying of 300 ft. of 2" cast iron pipe in that certain private street or roadway within the City of E1 Segundo, commonly known and referred to as Concord Place, at a cost not to exceed #90.00, provided it is first determined that the City of E1 Segundo is in possession of right -of- way or easement across said private street or roadway to lay, maintain or operate water pipes over, along or across said private street or roadway.
