1926 JUL 16 CC MINQ 25. Bl Segundo, Cale July 16th, 1926. A regular meeting of the Board of Trustees of the City of E1 Segundo, ialifornia, was called to order at 7:00 o'clock P. Me on the above date, in the Council Chamber of the City Hall of said City, by Peter Be Binder, President of the Board. The City Clerk being absent, the President appointed Trustee Cannon as Clerk pro -tome ROLL CALL. Trustees Presents Cannon, Gerow, Love and Binder. Trustees Absent= Krimmel. READ IGG OF MINUTES OF PIM IOUS MEET ING. The minutes of the regular meeting held on the 9th day of July, 1926, were read. No errors or omissions appearing, it was moved by Trustee Gerow, seconded by Trustee Love, that the minutes be approved as read. Carried. WRITTEN COM MKICATIONS. The following cocn=ications were read and disposed of as indicated: We He IMMON, dated July 14th, 1926, requesting permission to construct a 3'6" sidewalk along the side of his houses at the corner of Whiting Street and Holly Street where no sidewalk now exists. Moved by Trustee Gerow, seconded by Trustee Love that the City Engineer be and he In hereby instructed to check the grade of the existing curb and if sane is found to conform to official grade, that We He Lennon be granted permission to construct sidewalks as requested, subject to the work being prosecuted and completed to the satisfaction of the Street Superintendent of the City of 31 Segundo. Carried. PETITION OF MRS. GEORGE IPSWITCH and others, requesting the Board of Trustees to authorize the installation of a street light at the corner of Pine Avenue and the Westerly City Limits. Moved by Trustee Cannon, seconded by Trustee Love, that the City Clerk be and he is hereby instructed to write the Southern California Edison Company, requesting them to have a street light installed at the corner of Pine Avenue and the Westerly City Limits, as= to be an addition to the regular street lighting contract of the City of M Segundo with said company. Carried. COUNTY REGIONAL PLANNING COM2ISSION9 advising of a meeting to be held at the Los Angeles City Club on Thursday, July 15th, 1926, for the purpose of discussing the proposed eounty.zoning ordinance, and requesting that this City send a representative to said meeting. Ordered filed. DISTRICT HEALTH OFFICER, County of Los Angeles Department of Health, being a report :'or the City of 31 Segundo for the month of duns, 1926. Ordered filed. LAURA J. KINCAID, Seo'y. Gold Crest Rebekah Lodge No. 3579 advising that said organization will not use the City Hall Auditorium on Monday nights, and thanking the Board of Trustees for holding said night open for them. Ordered filed. ORAL COM=ICATIONS. Victor Brock, on behalf of the Odd Fellows Lodge, requested that certain changes be made in the lockers in the City Hall Auditorium, and by general consent Trustee Gerow was appointed to investigate the nature of the changes desired, and report to this Board at its next regular meeting. SPECIAL ORDER OF BUSINESS. The hour of 700 o'clock P. Me at this meeting, having heretofore been fixed as the time for receiving bids for furnishing all labor and material necessary to construct a sanitary sewer system and appurtenances in Lateral Sewerage District Noe 2 within the City of E1 Segundo, the President arose and announced the hour of 7 :29 o'clock 8i M. and asked if there were any person or persons present desiring to file bids,for.sal d work. The hour of 7:30 o'clock P. M. having arrived, and all bids being in, the President then declared the time for receiving bids for furnishing all labor and material necessary for the construction of a sanitary sewer system and appurtenances in Lateral Sewerage District No. 2 within the City of X Segundo closed. Moved by Trustee Gerow, seconded by Trustee Cannon, that the Board proceed to open, examine and publicly declare all of the bids received for furnishing all labor and material necessary to construct a sanitary sewer system and appurtenances jl254_ - in Lateral Sewerage District 80. 2 within the City of Sl Segundo, as advertised % 3 for. Carried. The Deputy City Cleric advised that fourteen bids bad been received for furnishing all labor and material necessary to construct a sanitary sewer systm and appurtenances in Lateral Sewerage District 80. 2 within the City of 81 Segundo. O m Wa tG ay K 0 m �v� rrrm� m G 257 Following the opening, examination and public declaration of all of the said bids received for furnishing all labor and material necessary to construct a sanitary sewer system and appurtenances in Lateral Sewerage District No. 2, it was moved by Trustee Love, seconded by Trustee Cannon, that said bids be taken under advisement until Friday, the 23rd day of July, 1926, at the hour of 7 :30 o'clock P. M. Carried. ORAL COMMICATIONS- Cont'd. P. B. Bennett, Athletic Director, gave a verbal report of his activities for the week ending July 16th, 1926, which report was received with approval and accepted by the Board of Trustees. Mrs. Gladys Gorham and Mrs. Viola Peterson of the Parent - Teachers Association; addressed the Board, commending said body on their action in giving boys of the City employment during vacation period and for the interest taken by this Board in the school children of M Segundo. Mrs. Helen K. Brock, Messrs. P. N. Bennett, Wfm. L. Lane and Myron L. Wattson each addressed the Board briefly on the same subject, at the conclusion of which a rising vote of thanks was given the Board of Trustees by the citizens present at this meeting for the manner in which the said Board is providing for the welfare of the school boys of El Segundo during vacation. The President of the Board of Trustees accepted said vote of thanks on behalf of the Board. REPORTS OF STANDING COMMITTEES, Trustee Gerow reported having attended the meeting of the County Regional Planmzing Commission held in Los Angeles on Thnnsday, July 15th, 1926, which meeting was held for the purpose of discussing the various phases of the proposed county zoning ordinance before said ordinance is presented to the Board of Supervisors. Trustee Gerow went into detail in regard to the different conditions to be in- cluded in the ordinance and advised that a copy of said ordinance would be sent to this Board of Trustees within the next few days. REPORTS OF OFFICERS & SPECIAL COMMITTEE& The Water Superintendent filed with the Board his estimate of the cost of Installing and removing water lines made necessary by the construction of lateral sewers in Lateral Sewerage District No. 2. After examination of the same, it was moved by Trustee Love, seconded by Trustee Gerow, that the Water Superintendent be and he is hereby authorized and Instructed to proceed by force account with the removal of 4" riveted steel pipe on Sycamore Avenue between Main Street and Hillorest Avenue, same to be replaced with 4" Cast Iron Pipe, as per items Nos. 1 and 2 contained in the above estimate. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Love and Binder. Noes: None. Absent: Trustee Krimmel. The Water Superintendent advised that, pursuant to previous instructions of the Board, he had obtained prices.on,4" cast iron pipe, and at the same time reported his need of 475 feet of said pipe. Moved by Trustee Love, seconded by Trustee Cannon, that the Water Superintendent be and he is hereby instructed to purchase 475 feet of 4" cast iron pipe at a > cost not to exceed $290.00. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Love and Binder. Hoes: Bone. Absents Trustee Krimmel. The Street Superintendent advised that he had considerable used for a lawn mower, and it was suggested that if it would be possible to secure a lawn mower which could be used in conjunction with the tractor which was left with the City on trial, that it might be advisable to purchase said equipment. By general consent the City Clerk was instructed to get.in touch with the firm owning the tractor s which was left with the City for demonstration, and ascertain whether or not such an accessory might be procured, and if so, to ask said firm to have one delivered to the. City of 31 Segundo so that it might be given a trial. i -259,), MUMISHED-BUSINESS. Moved by Trustee Love, seconded by Trustee Cannon, that the following resolution be adopted: WHEREAS, on the 2nd day of July, 1926, this Board of Trustees passed a resolution granting certain employees their annual two weeks vacation at different specified times; and WHEREAS, in said resolution J. A. Cummings was granted two weeks vacation from July 6th to July 19th, 1926, Incl. and Howard Jones was granted two weeks vacation from July 19th, 1926, to August 2nd, 19269 Incl.; and WHEREAS, the employment of K. Be Campbell as..Relief Police Officer from July 6th, 1926 to August tad, 1926, at a salary of $160.00 for the said 28 days as specified; was authorized; and WHEREAS, it has been found more convenient and satisfactory to grant Howard Jones his annual two weeks vacation from August 9th, 1926 to August 23rd, 1926, Incl.; NOW THEREFORE, BE IT RESOLVED, that said resolution as adopted on the 2nd day of July, 1926, and of record at Page G -245 of Minutes, granting to various employees their annual two weeks vacation and authorizing the employment of K. & Campbell as Relief Police Officer from July 6th, 1926 to August 2nd, 1926, at a salary of 0160.00 for said 28 days, be and the same is hereby amended as follows, to-mitt That Howard Jones be and he is hereby granted two weeks vacation from August 9th, 1926 to August 23rd, 19269 instead of from July 19th, 1926 to August 2nd, 19269 as originally granted; and that K. Be Campbell's employment as Relief Police Officer from July 6th to July 19th, 1926, at a salary of $80.00 for the 14 days specified be and the same is hereby authorized instead of from July 6th, 1926 to August. 2nd, 1926, at a salary of $160.00 for the 28 days specified, as originally authorized in said resolution. Moved by Trustee Gerow, seconded by Trustee Love, that the Street Superintendent be and he is hereby instructed to make necessary sewer connections for connecting the City Hall with the municipal sewer systems. Carried by the vote: Ayes: Trustees Cannon, Gerow, Love and Binder. Noes: bone. Absents Trustee Krimmel . The City Marshal announced the appointment of George MoLauchlin as a Deputy Marshal and requested the Board's approval of the same. Moved by Trustee Gerow, seconded by Trustee Love, that the appointment of George MoLauchlin as a Deputy Marshal be and the same is hereby approved. Carried. Moved by Trustee Love, seconded by Trustee Cannon, that the City Rngtheer be and he is hereby instructed to prepare a map showing the route of the proposed highway to be known as Southwest Park and Parkways, through the City of 31 Segundo, as said route is proposed tor'--said highway by this Board ofstees, the cost of said map not to exceed the sam of $35.00.
