A regular meeting of the Board of Trustees of the City of E1 Segundo,
California, was called to order at 7:00 o'clock P. Y. on the above date, in
the Council Chamber of the City Hall of said.City by Peter E. Binder,
President of the Board.

READING OF MINUTES OF PREVIOUS YEETINGS.
The minutes of the regular meeting held on the 15th day of January,
1926, were read. No errors or omissions appearing, it was moved by Trustee
Gerow, seconded by Trustee Love, that the minutes be approved as read. Carried.
The minutes of the adjourned regular meeting held on the 18th day of
January, 1926, were read without error or omission being noted, and were
approved as read upon motion of = rustee Love, seconded by Trustee Anderson, which
carried.
WRIT=, 003—'m'MTICATIONS.
The following communications were read and disposed of as indicated:
EL SEGUNDO CAAYBER OF C012MCB, requesting the adoption of a resolution
similar to one adopted by said Chamber of Commerce on the 21st inst., respecting
a rapid transit system and plan for grade crossing elimination within the City
of Los Angeles. Moved by Trustee Gerow, seconded by Trustee Love, that the
following resolution be adopted:
N , S, a recognized necessity exists for a system of
rapid transit within the City of Los Angeles, whereby the
congestion of traffic on the main streets may be lessened;
and
WHEREAS, the Union Pacific Railway, the Atchison, Topeka
& Santa Fe Railway, the Southern Pacific, and the Pacific
Electric Railway have united in a plan for the elimination.
of all grade crossings to and from the business center of
Los Angeles, from Lain Street east; and
17FAS, it appears that this plan is entirely feasible,
and will result in a great saving of time to the districts
served by the Pacific - 4ectric 1�ailway, as well as a material
relief to the congestion of traffic within the City of Los
Angeles; and
r' �'ii.AS, it is the expressed intention of the above
named railroad companies to proceed immediately to carry
out said plan as soon as permission can be secured to do so;
MIN W; THMEFORE, BE IT RESOLVED, that the Board of Trustees
of the City of El Segundo hereby unanimously approves the
plan proposed for grade crossing relief by the said railroad
companyies; and
33 IT FURTHER RESOLVED, that the City Attorney of the City
of E1 Segundo be and he is hereby authorized and instructed,
on behalf of the Board of Trustees of the City of Zl Segundo,
to present this resolution to the Railroad Commission of the
State of California when the said Commission convenes for
the purpose of hearing the application referred to herein.
Said Resolution was adopted by the following vote:

Trustees to take such steps as it may deem expedient in requesting the
Pacific Telephone & Telegraph Company to alter or to have altered, the
present limits of its M Segundo exchange, so that the same will be co-
extensive with the corporate limits of the City of E1 Segundo. Moved by
Trustee Gerow, seconded by Trustee Love, that the City Clerk be and he is
hereby instructed to write the Pacific Telephone & Telegraph Company, in
an endeavor to have the territorial limits of its El Segundo exchange
altered so as to include the corporate limits of the City of ::1 Segundo,
and the pity Engineer be and he is hereby authorized and instructed to
prepare a map showing the territorial boundaries of the El Segundo exchange as
they exist at the present time, as well as the boundaries as they will exist
if the request of this Board of Trustees is complied with. Carried by the
following vote:

LEAGUE OF CAL12,011IA YgNICIPALIT L:S, requesting that a representative
of the City of, Segundo attend a special meeting of said body to be held at
the Alexandria Hotel, Los Angeles, at 2:00 o'clock P. M., January 26th, 1926,
for the purpose of giving consideration to a recent order of the Railroad
Commission of the State of California, permitting an increase in telephone rates
in the City of Los Angel }}ee�s. Moved by Trustee Gerow, seconded by Trustee
Anderson, Mthat�t�ti`�e�is hereby authorized and instructed
to attend�a pecia me ng t e ague of California Municipalities to be
held at the Alexandria Hotel, Los Angeles, at 2:00 o'clock P. M., January 26th,
1926, for the purpose of giving consideration to a recent order of the Railroad

SPEECIAL ORDER OF BUSINESS.
The hour of 7 :15 o'clock P. 11. at this meeting, having heretofore been
fixed as the time for receiving bids for furnishing the City of EZ Segundo
with certain trees and shrubs for planting in the Municipal Park at the
Reservoir Site, the President arose and announced the hour of 7:14 o'clock,
and asked if any person or persons present desired to file bids for furnishing
said trees and shrubs. The hour of 7 :15 o'clock P. M. having arrived, the
President then declared the time for receiving bids for furnishing the City
of xi Segundo with certain trees and shrubs for planting in the ?- flunicipal
Park at the Reservoir Site, closed.
The City Clerk announced that five bids had been received for furnishing
the City of El Segundo with certain trees and shrubs for planting in the
.:unicipal Park at the Reservoir Site.
It was moved by Trustee Gerow, seconded by Trustee Love, that the
Board proceed to open, examine and publicly declare all bids received for
furnishing the City of M Segundo with certain trees and shrubs for planting
in the Lunicipal Park at the 'Reservoir Site. Carried.
The Board then proceeded to open, examine and publicly declare all bids
received for furnishing the City of 31 Segundo with certain trees and
shrubs for planting in the unicipal Para at the Reservoir Site. Said bids

Bid of West Adams nursery was accompanied by Certified Check No. 3740,
drawn on the Union Bank & Trust Company, payable to City of 31 Segundo in the
sus of $48.60.
Bid of United Nurseries Company was not accompanied by Check or other
evidence of good faith.
Bid of Pioneer Nursery of Yoarovia was accompanied by Cashier's Check
No. 8060, drawn on the First Monrovia Branch of the Security Trust & Savings
Bank, payable to Victor D. McCarthy, in the sum of $73.90.
Bid of Beverly Hills Nursery was accompanied by Cashier's Check No. 11863,
drawn on the First National Bank of Beverly Hills, payable to the City of El
Segundo in the sum of X55.00.
Bid of Germain Seed & Plant Company was accompanied by Certified Check
No. 63456, drawn on the Farmers & Merchants National Bank, payable to the City
Clerk, City of E1 Segundo, in the sun of 464.50.
It was then moved by Trustee Gerow, seconded by Trustee Love, that all
of said bids received for furnishing the City of E1 Segundo with certain trees
and shrubs for planting in the Municipal Park at the Reservoir Site, be taken
under advisement until the next regular meeting of this Board. Carried.
The hour of 7 :30 o'clock P. M. at this meeting, having heretofore been
fixed as the time for receiving bids for furnishing the City of E1 Segundo with
one meter -of _the'.Venturi Tube type, delivered at Sewer Pump Station in the City
of E1 Segundo, the President arose and announced the hour of 7 :29 o'clock P. M.
and asked if any person or persons present desired to file bids for furnishing
said Venturi Tube Type meter. The hour of 7 :30 o'clock P. M. having arrived,
the President then declared the time for receiving bids for furnishing the City
of !a Segundo with one meter of the Venturi Tube Type, delivered at Sewer Pump
Station in the City of El Segundo, closed.
The City Clerk announced that two bids had been received for furnishing
the City of E1 Segundo wit)2 one meter of the Venturi Tube Type, delivered at the
Sewer Pump Station in the City of El Segundo.
It was moved by Trustee Gerow, seconded by Trustee Love, that the Board
proceed to open, examine and publicly declare all bids received for furnishing
the City of E1 Segundo with one meter of the Venturi Tube Type, delivered at
the Sewer Pump Station in the City of El Segundo. Carried.
The Board then proceeded to open, examine and publicly declare all bids
received for furnishing the City of E1 Segundo with one meter of the Venturi Tube
Type, d.= livered at the Sewer Pump Station in the City of El Segundo. Said bids
were found by said Board to be as follows, to -wit:

necessary to protect the recorder, we offer these at an additional

operated Type M register indicator recorder, settling tanks for
pressure lines, measuring ran#e 170,000 to 2, 220,000 gallons

We enclose herewith pamphlet descriptive of these devides,
all as manufactured by the Builders Iron Foundry, of Providence,
R. I. A great number of these devices have been sold to the
various cities throughout the United States and as you are possibly
aware, all have given complete satisfaction and the devices are

The above bids were then given due consideration by the Board of Trustees,
after which it was moved by Trustee Love, seconded by Trustee Gerow, that the
furnishing of one Venturi Tube hype meter to the City of El. Segundo be and the
same is hereby awarded to the Water Works Supply Company, at the price named
in its bid therefor, to-wit: X992.25, including water seals, f.o.b. M Segundo.

The hour of 8:00 o'clock P. Me at this meeting, having heretofore been
set as the time and date for receiving protests against the confirmation of
the assessment for the improvement of certain portions of Hillcrest Avenue
and Pine Avenue within the City of E1 Segundo, as provided for by Resolution of
Intention No. 103, passed and adopted on the 21st day of August, 1925, the
president arose and announced the hour of 7:59 o'clock P. M. and asked if there
were any person or persons present who desired to file protests as aforesaid.
The hour of 8:00 o'clock P. Me having arrived and no protests being filed, and
the City Clerk advising that no written protests had been filed with him, it
was moved by Trustee Love, seconded by Trustee Gerow, that Resolution No. 123,
entitled:

Trustee Gerow of the Public Works Committee reported that "r. F. M.
Duley had requested that some attention be given to Tuley Road, inasmuch
as it is badly in need of repair. By general consent the matter was
referred to the Street Superintendent for investigation and report at the
next regular meeting of the Board.

UNFINISHED BUSINESS.
The City Clerk requested the Board to fix the values of the land to
be acquired by the City of El Segundo for sewer construction purposes between
Eucalyptus Drive and Maryland Street, adjacent to the Pacific l ectric
Right -of -way, so that the procuring of the necessary rights -of -way might proceed.
Moved by Trustee Love, seconded by Trustee Gerow, that the following resolution
be adopted:
,.• S, in the construction and completion of its trunk
line sanitary sever system, the City of E1 Segundo will be
required to obtain easements over private property adjacent
to the Pacific Electric right -of -gray between ucalyptus Drive
and Maryland Street, or will be required to purchase outright
certain portions of said property; and
S, it is deemed advisable that the acquiring of
titles to said land or the procuring of easements proceed
with all reasonable haste;
NOW =-]FORE, BE IT RESOLVED, that the City Engineer of
the City of El Segundo be and he is hereby authorized and
instructed to prepare a map giving a description of all of the
property involved in the matter herein referred to, as well
as the portions thereof necessary to be used by the City of E1
Segundo for sewer construction purposes and upon its completion
to deliver the same to the City Clerk of the City of E1 Segundo;
AND BE IT FURTHM RESOLVED, that thereafter,the City Clerk
proceed to acquire the easements or titles, as the case may be,
for the City of EZ Segundo, $0.14 per square foot to be paid for
such land as it may be deemed necessary for the City to purchase
outright for use in this connection, the value of easements it
may be necessary to obtain to be determined by this Board at a
later date.

offered to supply the City of 1 Segundo with a special paint
for painting all of the traffic buttons purchased from said
Traffic Control Company; and
.1 AS, this Board deems it advisable to repaint all of said
buttons and that when repainted, said buttons should be painted
white;
NOW TB= ORE, BE IT RESOLVM- , that this Board avail itself
of the offer of said Company and the City Clerk be and he is
hereby authorized and instructed to request said company to
ship to the City of M. Segundo a quantity of white paint sufficient
to complete the work herein referred to, said paint to be
delivered to the City of 173l Segundo with�Cost except freight or
express charges.

NEW BUSINESS.
The Marshal announced the appointment of A. L. Bischoff as Deputy Marshal
and requested the Board's approval of this appointment. Moved by Trustee Gerow,
seconded by Trustee Love, that this appointment be approved. Carried.
The City x-ligineer advised that a planimeter would be a valuable adjunct to
his office and requested that the Board purchase one. Vhereupon it was moved by
Trustee Gerow, seconded by Trustee Love, that the purchase of a planimeter for
use of the F4ga veering Department of the City of II Segundo, at a cost not to
exceed .50.00 be and the same is hereby authorized. Carried by the following
vote:

Moved by Trustee Gerow, seconded by Trustee Love, that the City Clerk be
and he is hereby authorized to purchase 2# mixed wild flower seed at a cost not

Moved by Trustee Gerow, seconded by Trustee Love, that the following
resolution be adopted:
WHEREAS, the installation of lateral sewers in Lateral
Sewerage District No. 1 will cause the removal of certain ex-
isting water lines within said District; and

lines are moved they should be replaced with cast iron pipe
so that the construction may be permanent; and

ment of the City of L' Segundo are not ample to purchase the
pipe and perform the work necessary;

resolution be adopted:
'.VfMZAS, it appears that the E1 Segundo High School will
have its frontage on lain Street from Mariposa Avenue to Oak
Avenue; and
71 -MEAS, this Board of Trustees feels that under the circum-
stances, all buildings constructed along said thoroughfare from
1ariposa Avenue to Collingavood Street should be erected so that
the fronts thereof will be set back from the property line on
r.=:a.in Street on a line with the fronts of existing buildings on
- said Street;
NOW TTIMEFORE, BE IT RESOLVED, that the City Attorney of the
i,'ity of El Segundo be and he is hereby authorized and instructed
to prepare an ordinance establishing setback lines on the East and
'hest sides of Main Street from Mariposa Avenue to Collingwood Street,
and the City Engineer of the City of M Segundo is hereby instructed
to determine the present voluntary setback lines on said street
and advise the City Attorney thereof for his use in the preparation
of the ordinance hereinabove referred to; and
BE IT FUR= RESOLVED, that the Building Inspector of the

City of El Segundo be and he is hereby authorized and
instructed, until the further order of this Board, to
refuse to issue building permits for the erection of
any building of any class on said street within the area
herein referred to, where the plan therefor or the
application for such permit does not indicate that said
building will be set back from the property line a
distance of not less than twenty -five feet.
