1926 FEB 26 CC MING 147 1 Segundo, Calif. February 26th, 1926. A regular meeting of the Board of Trustees of the City of � Segundo, California., was called to order at 7 :00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, President of the Board. ROLL CALL. Trustees Present: Anderson, Cannon, Gerow, Love and Binder. Trustees Absent: None. RZADII:G OF 1.11 -ZUT ES OF P_ —=IOUS YME TING. The minutes of the regular meeting held on the 19th day of - ebruary, 1926, were read. No errors or omissions being noted, they were approved as read upon motion of yrustee Love, seconded by Trustee Anderson, which carried. 'WI?ITT= COI*"UI ICATIONS. The following com=unications were read and disposed of as indicated: M SEGU -DO POST I:O. 38, r1?'ICAI1, L GIOIy, dated February 25th, 1926, advising that said lost is presenting to the Board of Trustees of the City of 1 Segundo, copy of '-r. F. A. Baughan's book, entitled "Elementary Americanism ", amd expressing the wish that the same may prove of value to the Board as a reference work. Said book was accepted by the President on behalf of the Board of Trustees and by general consent the City Clerk was instructed to acknowledge receipt of same with thanks. ORAL CO": ^.VNICAT IONS. The Publicity Director advised the Board that during the week two of the Directors of the Chamber of Commerce had been visited by officials of the Pacific Telephone & Telegraph Company concerning the matter of a change in the easterly territorial limits of the El Segundo Telephone Exchange. Messrs. Stannard, Stone and Bidlake of the Pacific Telephone & Telegraph Company discussed at length with the Board of Trustees the matter of the proposed change of the easterly boundary of the E1 Segundo Telephone Exchange, explaining in detail the reasons why said company desired to leave said easterly exchange limits in its present location. `llie Board fully explained to the representatives of the Telephone Company the reasons why the City of E1 Segundo desired the easterly boundary of the L1 Segundo Telephone �cchange removed easterly from its present location to the Inglewood - Redondo Boulevard and the discussion terminated when these gentlemen agreed to give the matter further and complete consideration and to advise this Board of Trustees within two weeks of the Telephone Company's decision in the matter. None. REPORTS OF STAI:DING COIN ?ITTEES. REPORTS OF OFFICERS & SPECIAL C012- 1ITTEES. The City Attorney reported having attended a meeting at which approximately thirty communities were represented, for the purpose of discussing the grade crossing separation matter as recommended by the railroads and concerning which this Board of Trustees recently passed a resolution. He advised that a hearing before the Railroad Commission is scheduled for Tuesday, March 2nd, 1926, and recommended that this city have representatives at said hearing, who might be placed upon the witness stand to testify in connection with the matter. After discussion of the matter, it was moved by Trustee Gerow, seconded by Trustee Anderson, that the following resolution be adopted: "RESOLVED, that the City Attorney of the City of El Segundo, California, on behalf of said City, be and he is hereby authorized and instructed to intervene in the following `148 ftft cases pending before the Railroad Commission of the State of California, to -wit: Case No. 970 and associated cases, in- cluding Cases Nos. 971, 972, 974, 980, 981, 983 and Application No. 3346, for the purpose of obtaining the right to have notice of and appear at the taking of testimony in each and/or all of said natters and produce and examine witnesses and be heard in person or by counsel upon brief, and /or at the oral argument, if oral argument be granted." Said resolution was carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Noes: None. Absent: None. SPx IAL ORDER OF BUSEZESS. The hearing of protests against the laying out and opening of a certain new public street within the City of M Segundo, between Arizona Drive and Inglewood - Redondo Road, to be designated and known as Mariposa Avenue, having heretofore been adjourned to the hour of 7 :30 o'clock P. U. at this meeting, and said hour having arrived, the President arose and asked if there were any person or persons present who desired to file protests against the said work or improvement. No additional protests were filed, but the Board desiring to hear from interested parties, who had previously filed protests and which protests the Board heretofore had been advised were to be withdrawn, it was moved by Trustee Cannon, seconded by ''rustee Gerow, that the hearing of protests against the laying out and opening of a certain new public street within the City of 31 Segundo, California, to be designated and known as Yariposa Avenue, as contemplated under Resolution of Intention No. 94 of the Board of 'Trustees, be adjourned until Friday, the 26th day of March, 1926, at the hour of 7 :30 o'clock P. LI. Carried. REPORTS OF OFFICERS & SPECIAL COIZ11ITTZ33 - ConT'D The City Clerk requested some action by the Board of Trustees with reference to the cleaning of streets and patching of roadways necessitated through the construction of trunk line sewers. Following discussion, the City Clerk was instructed to request the contractor to appear before the Board of Trustees at. his early convenience for consideration of the matter. The City Clerk advised that the gardener desired the hedge in the Franklin Avenue Park to be protected from damage by children playing in the said park by the erection of a guard rail at the tuans on the north side of said park. By general consent the City 2ngineer was instructed to make an estimate of the cost of erecting guard rails as reco=..ended. UNFINISHED BUS I ESS. The matter of the passage of an ordinance establishing set back lines on certain portions of Main Street was again discussed. It appearing that the majority of the property owners on Main Street between Palm Avenue and Maple Avenue objected to the passage of such an ordinance and that no objections had been received from the property owners between Maple Avenue and Collingwood Street, it was moved by Trustee Cannon, seconded by Trustee Gerow, that the City Engineer be and he is hereby authorized and instructed to furnish the City sittorrey with all of the engineering data necessary to enable said City Attorney to prepare an ordinance establishing set back lines on Main Street between 11aple Avenue and Collings od Street, in accordance with the previously expressed desires of this Board of Trustees with respect to set back lines within said points. Carried. Moved by Trustee Cannon, seconded by Trustee Love, that, until the further order of this Board of Trustees, the Building Inspector of the City of El Segundo, be and he is hereby instructed to grant no permis for the erection, removal or remodelling of any building or buildings on Main Street between Palm Avenue and Maple Avenue without first busmitting the applications therefor to this Board of Trustees for approval. Carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Noes: None. Absent: None. G 144 The City Clerk presented to the Board a street deed executed by Sol Bruck, conveying the Northerly 25-feet of Lot 10, Block 95, Sheet 17,o. 3, in the City of 21 Segundo to the City of 21 Segundo for public street purposes; also deed of Frank Dunbar and Stella R. Dunbar, his wife, conveying to the city of M Segundo for public street purposes the Northerly 25 ft. of the Westerly 100.51 feet of Lot 7, Block 11, Tract 1685, in the City of M Segundo. It was thereupon moved by Trustee Love, seconded by Trustee Anderson that the deeds and the property conveyed thereby be accepted by the City of M. Segundo for public street purposes, and the City Clerk be and he is hereby authorized and instructed to endorse the acceptance of this Board upon the same and to cause the sane to be filed for record. Carried. At this point, the hour being 9 :15 o'clock P. L.. Trustee Cannon was excused from the meeting. At the hour of 9 :25 o'clock P. L?. Trustee Cannon returned to the Council Chamber and immediately took his seat at the Council Table. =7 B'USINySS. Moved by Trustee Cannon, seconded by Trustee Love, that the City Clerk be and he is hereby authorized and instructed to request the Southern California Edison Company to remove the street lights suspended from extension arms at the following locations, to-wit: El Segundo Avenue and Richmond Street, Franklin Avenue and Richmond Street, Grand Avenue and Richmond Street. Carried. By general consent the City Clerk was instructed to advise Mr. P. D. Gardner, 1saintenence Yan, that on and after February 27th, 1926, he should attend to the gardening necessary at the Franklin Avenue Park and the grand Avenue Park, as directed by the City %ngineer. steel The Superintendent of the eater Department reported that thq/water tank at the municipal water works site should be scraped and repainted and by general consent said water superintendent was instructed to obtain prices on the cost of performing the necessary work. By general consent the Street Superintendent was instructed to ascdrtain the number of trees which will be required to replace trees removed from the streets upon which sidewalks and curbs were recently constructed and to report to the Roard. Moved by Trustee Love, seconded by Trustee Anderson, that beginning March 1st, 1926, and until the further order of this Board, Miss Lela Dohle be employed as Clerk in the Water Department of the City of El Segundo, to receive as compensation in full for all services rendered as Clerk in said Municipal 'Water Department the sum of :;;50.00 per month, payable monthly as other city salaries are paid. Carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Noes: None. Absent: None. No further business appearing to be transacted at this session, it was moved by Trustee Love, seconded by Trustee Gerow, that the meeting adjourn until Tuesday, the 2nd day of March, 1926, at the hour of 7 :00 o'clock P.
