1926 FEB 17 CC MIN&134. E1 Segundo, Calif., February 17, 1926. An adjourned regular meeting of the Board of Trustees of the City of E1 Segundo, California, was called to order at 7 :00 o'clock P.M., on Wednesday, the 17th day of February, 1926, in the Council Chamber of the City Hall of said City by Peter E. Binder, President of the Board. The City Clerk being absent, Trustee Cannon was appointed Clerk pro tem by the Chair. ROLL CALL. Trustees Present: Anderson,Caanon, Gerow, Love ' and Binder. Trustees Absent: None. READING OF MINUTES OF PREVIOUS MEETINGS. The minutes of the regular meeting held on the 5th day of February, 1926, were read. No errors or omissions being noted, they were approved as read upon motion duly made, seconded and unanimously carried. The minutes of the adjourned regular meeting held on the 11th day of February, 1926, were read. No errors or omissions being noted, on motion duly made, seconded and unanimously carried, the same were approved as read. The minutes of the adjourned regular meeting of February 13th, 1926, were read. No errors or omissions being noted, on motion duly made, seconded and unanimous- ly carried, the same were approved as read. WRITTEN COMMUNICATIONS. The following communications were read and disposed of as indicated: RAILROAD COMMISSION OF THE STATE OF CALIFORBIA, dated February 9th, 1926, relating to the re- looation of the easterly boundary line of the Telephone Exchange in the City of El Segundo, California. After discussion, of the boundary line matter and a conference by the Board with Mr. F. Y. Rhodes, an engineer of the Railroad Com- mission of the State of California, who was present at the meeting, the communication was ordered filed. From said conference Mr. Rhodes expressed the opinion that he could see no reason why the boundary could not be moved easterly at this time, although bf course he must reserve the decision of that matter for the Qommission itself. Four applications on the part of the Pacific Telephone and Telegraph Company were filed to make excavation for the purpose of placing construction as indicated upon sketches accompanying said applications. Said applications bear City Clerk's Nos. 21, 22, 12 and 23. Said applications being in duplicate, and having received the approval of the Street Superintendent, on motion duly made, seconded, 1140 . and carried, the same were granted and the Clerk author12ed to file the duplicates in his office, and forward the originals to the company. HEALTH OFFICER'S REPORT FOR THE CITY OF EL SEGUBDO FOR THE MONTH OF JANUARY, 1926. Dr. G. F. Perkins, District Health Officer, filed his report for the month of January, 1926, under date of February 9th, 1926. On motion duly made, seconded and carried, the same was ordered filed. COUNTY OF LOS ANGELES, DEPARTMENT OF HEALTH. A Communication from Dr. J. L. Pomeroy, County Health Officer, with reference to a renewal of the existing contract of the City of E1 Segundo, for health service with the County of Los'Angeles, on motion duly made, seconded and carried, was laid over until the next meeting of the Board, so that an opportunity might be given to examine the contract. BOARD OF PUBLIC WORKS,CITY OF LOS ANGELES. A communication dated February 10th, 1926, was read to the Board, addressed by the Board of Public Works, of the City of Los Angeles, relating to the connection of the E1 Segundo sever trunk line system with the out - fall sewer of the City of Los Angeles. On motion duly made, seconded and carried, the same was ordered filed. EL SEGUNDO SCHOOL. A communication was re- ceived from the Clerk of the High School Board enclos- ing a copy of an opinion of the County Counetl to the effect that upon the vacation of various alleys and streets in and around the proposed High School site, that the property would revert to the owners of the adjoining property instead of to the heirs of the donors. On motion duly made, seconded and carried, this oommuni- cation was ordered filed. ORAL COMMUNICATIONS Mrs. Helen Brock, Publicity Director, made a report of a visit to the City of Beverly Hills and an investigation which she had made with reference to street tree planting in that city. The report was very inter- esting and was well received by the Board. Mr, Broadvater, Principal of the E1 Segundo Schools, also addressed the Board with reference to plan- ning work in the City of E1 Segundo, and assured the Board of the co- operation of the recently appointed Planning Committee. He was in turn assured by the Board that they would be pleased to consider such plans as might be offered by the Committee in the future. A petition dated February 6th, 1926, protesting against the establishment of set back lines, as proposed on Main Street, between Palm and Maple Avenue, was filed, signed by Edw. D. Waggoner, and others. Mr. Kenney ad- dressed the Board with reference to the matter. After considerable discussion, the inatter was taken under ad- visement by the Board until its next meeting. REFOR75OF STANDING UOMMITTENS. None. G141: REPORTS OF OFFICERS do SPECIAL COMMITTERS. The City Attorney reported that the proceedings were ready in the matter of the vacation of certain streets and alleys in and around the high school properties. UNFINISHED BUSINESS: City Engineer Hutchins reported to the Board with reference to obtaining rights of way, and the costs of different methods of sewer construction near the right of way of the Pacific Electric Railway Company in the 'City of El Seguando. After discussion, the re- port was received as a tentative progress report in the matter, and the same was taken under adviseme nt- by the Board for one week. It was moved by Trustee Gerow, seconded by Trustee Cannon that Resolution No. 126, entitled; A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF EL SEGUNDO, CALIFORNIA DECLAR- ING THE INTENTION OF SAID BOARD TO CLOSE UP, VACATE AND ABANDON FOR PUBLIC STREET PURPOSES, A CERTAIN PORTION OF EUCALYPTUS DRIVE; A CERTAIN PORTION OF PALM AVENUE; A CERTAIN PORTION OF STANDARD STREET; A CERTAIN PORTION OF THE PUBLIC ALLEY LYING SOUTHERLY OF PALM AVENUE, AND EXTENDING EASTERLY THROUGH BLOCS EIGHTY -SEVEN , OF EL SEGUNDO, SHEET N0. Absent: None. Pursuant to letter from R. A. Wattson, dated February 15th, 1926, it was moved by Trustee Anderson, seconded by Trustee Love, that .the said R. A. Wattson be and he is hereby granted a ninety day extension of time in which' to-complete the Main Trunk Line Sewer System within the City of El Segundo � f ft under his contract with said City dated August 25th, 1925. Carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Noes: clone. Absent: None. BEEP BUSINESS. It was reported that Mr. Harold Dale had stated that the Firemen's amusement quarters would be fixed-as requested, and that it had not been done sooner as there had been illness in his family. On motion duly made, seconded and unanimous- ly carried, the City Attorney was authorized to pro- cure a filing cabinet and file folders for his office at a cost not to exceed $70.00. On motion duly made, seconded and carried, Mr. Gardner was instructed to install a look upon one of the closet doors upstairs in the City Hall. On motion duly made, seconded and unanimous- ly carried, the Street Superintendent was instructed to procure the necessary tint and apply the same on the Municipal Warehouse, On motion duly made, seconded and carried, the City Marshal was instructed to replace the traffic signs at Main Street and Grand Avenue, so that the same would be'more easily visible in the direction of traffic. A limit of $25.00 was placed as the maximum expenditure to be made in changing said signs.
