1926 DEC 31 CC MINrl El Segundo, Cal. Dec. 31st, 1926. A regular meeting of the Board of Trustees of the City of E1 Segundo, California, was called to order at 7 100 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, President of the Board. ROLL CALL. Trustees Present: Cannon, Gerow, Krimmel, Love and Binder. Trustees Absent: None. READING OF MINUTES OF PREVIOUS MEETINGS. The minutes of the regular meeting held on the 17th day of December, 1926, were read, without error or omission being noted and it was moved by Trustee Love, seconded by Trustee Krimmel, that the minutes be approved as read. Carried. The minutes of the adjourned regular meeting held on the 23rd day of December, 1926, were read. No errors or omissions appearing, they were approved as read upon motion of Trustee Gerow, seconded by Trustee Love, which carried. WRITTEN C0Z1UNICATI0N5. The following communications were read and disposed of as indicated: NATIONAL AUDIT AND APPRAISAL COMPANY, dated December 15th, 1926, requesting consideration when future audits of municipal books are contem- plated. Ordered filed. OLIVER F. PEASNALL, dated December 30th, 1926, thanking various city officials for kindnesses shown him during the prior year and extending to each the compliments of the season. Ordered filed. EmiN H. BADGER, dated December 31st, 1926, tendering his services to the City of E1 Segundo as Publicity Agent at a salary of 450.00 per month for the coming year. Ordered filed. C. M. MILLER, Mayor, Inglewood, dated December 30th, 1926, advising of the opening, on January 10th, 1927, of a new broadcasting station, XMIC, located on the Chamber of Commerce Building, Inglewood, California, and that a representative of each civic organization in the Centinella Valley will have an opportunity to broadcast a message on said date, and that a committee having the matter in charge would like to confer with this Board of Trustees at its next meeting, to explain the project and the plans. By general consent the City Clerk was instructed to request the representative to meet the Board on Monday evening, January 3rd, 1927, ag 7 :00 P. M. CLARA COLLINS, dated December 31st, 1926, stating that she has come to the conclusion that the price offered her by the City of E1 Segundo for easements across Lots 129 13 and 14, Block 65, 1Z Segundo, is insufficient and offering to sell said lots to the City for the sum which they cost her. It was thereupon moved by Trustee Gerow, seconded by Trustee Krimmel, that the following resolution be adopted: �1F'?RAS, the City Clerk of the City of El Segundo has, in accordance with previous instructions of this Board of Trustees, attempted to procure easements for sewer construction purposes across Lots 12, 13 and 149 Block 65, E1 Segundo; and ViIIE REAS, Clara Collins, the owner thereof, has, through a communication addressed to this Board of Trustees, dated December 31st, 1926 and filed with this Board this date, advised of her unwillingness to grant the said easements and instead desires to sell the entire properties to the City of El Segundo; and WHEREAS, the said City would have no use for said land and this Board of Trustees feels that the consideration heretofore H 85j- offered for the easements the said City is seeking, is reasonable and ample compensation for the same; LOT THEREFORE, BE IT RESOLVED, that the City Clerk of the City of E1 Segundo is hereby directed to advise the said Clara Collins of this action of this Board, also that inasmuch as the public interest and necessity requires that a sanitary trunk line server be constructed in accordance with plans therefor heretofore prepared by the City Engineer of the City of E1 Segundo and approved by consulting engineers employed by the City and along a route requiring a portion of the lots hereinabove referred to, said Board will be required, on behalf of the said City to condemn the said property for sewer construction purposes in event the said Clara Collins fails, refuses or neglects to grant the easements requested on the terms heretofore offered. Said resolution was adopted by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. ORAL COWUNICATIONS. None. REPORTS OF STANDING COMKITTEES. Trustee Krimmel of the Public Works Committee, reported a hole in the parking on the Jest side of Concord Street North of Branklin Avenue, by reason of settlement of the earth following sewer construction. By general consent the matter was referred to the Street Superintendent with instructions to immediately repair the same. Trustee Krimmel also drew attention to the condition of the roadway of Concord Street between E1 Segundo Avenue and Grand Avenue and urged its immediate resurfacing. No definite action was taken. Trustee Krimmel also advised that a dangerous condition is created near the intersection of Concord Street and E1 Segundo Avenue by the parking of automobiles too close to the North line of 21 Segundo Avenue on said Concord Street and he recommended that the restricted parking area on the East side of Concord Street North of E1 Segundo Avenue be extended a distance of 15 feet. By general consent the Street Superintendent was instructed to paint the curb on the East side of Concord Street North of El Segundo Avenue in accordance with said recommendation. REPORTS OF OFFICERS & SPECIAL COLMITTEES. The Street Superintendent requested early action with respect to the wiring of the municipal warehouse and on motion of Trustee Gerow, seconded by Trustee Krimmel, it was moved that the City Clerk be and he is hereby instructed to procure prices for wiring the municipal warehouse in accordance with plans for such wiring prepared by the City Engineer. Carried. The City Clerk reported that Rev. John C. Schmidt, 721 Elvira Avenue, Redondo Beach, California, had made verbal application to rent the City Hall auditorium on Sundays, for the purpose of holding religious meetings. Following discussion and consideration by the Board, it was moved by Trustee Krimmel, seconded by trustee Love, that it be the sense of this Board of Trustees that it does not favor the renting of the City Hall Auditorium to any individual, society or association definitely for use on successive Sundays for any purposes. Carried. UNFINISHED BUSINESS. The City Clerk announced receipt of certain easements across private property for the construction of sanitary and /or storm sewers, whereupon it was moved by Trustee Cannon, seconded by Trustee Gerow, that the following resolution be adopted: t RESOLVED, that those certain Grants of Easement dated the 24th day of December, 1926, executed by John M. Edgar and Bernice S. Edgar, husband and wife, conveying to the City of El Segundo easements for sanitary and/or storm sewer purposes in, over, across and/or along those certain pieces or parcels of land situated, lying and being within the City of El Segundo, County of Los .Angeles, State of California and particularly described as follows, to -wit: Also All of that portion of Lot 11, Block 119, as said lot and block are shown upon that certain map of E1 Segundo Sheet No. 7, re- corded in Book 22, pages 54-55 of Maps, re- cords of Los Angeles County, California, and on file in the office of the County Recorder of said county, lying within the following described boundary line, to -wit: Beginning at a point on the easterly line and 7 -1/2 feet southerly from the northeasterly corner of said lot; thence northerly along the easterly line to the said northeasterly corner; thence westerly along the northerly line of said lot to the northwesterly corner thereof; thence southerly along the westerly line of said lot a distance of 11 feet to a point, thence easterly in a straight line to the point of beginning; All of that portion of Lot 1, Block 119, as said lot and block are shown upon that certain map of E1 Segundo Sheet No. 7, recorded in Book 22, pages 54-55 of Maps, records of Los Angeles County, California, and on file in the office of the County Recorder of said county, lying within the following described boundary line, to -wit: Beginning at a point on the easterly line and 13 feet southerly from the northeasterly corner of said lot; thence northerly along the easterly line to the said north- easterly corner; thence southwesterly along the northerly line of said lot to the northwesterly corner thereof; thence southerly along the westerly line of said lot a distance of 21 feet to a point; thence northeasterly in a straight line to the point of beginning; be and the same are hereby accepted on behalf of the City of E1 Segundo and the City Clerk of said City is hereby directed to cause to be affixed to said instruments his certificate, showing the acceptance of the same and thereafter to cause the said instruments to be filed for record; AND Ba IT FURTHER RESOLVED, that a warrant in the sum of $598.78 as compensation for said easements be drawn payable to the order of said John M. Edgar; AND BE IT FIIRTIMR RESOLVED, that those certain Grants of Easement dated Hscember 27th, 1926, executed by Herbert H. Stewart and Mary S. Stewart, conveying to the City of E1 Segundo easements for sanitary and /or storm sewer purposes, in, over, across and /or along those certain pieces or parcels of land, situated, lying and being within the City of El Segundo, County of Los Angeles, State of California, and particularly described as follows, to -wit: S i Al so Al so Also All of that portion of Lot 1, Block 118, as said lot and block are shown upon that certain map of E1 Segundo Sheet No. 7, recorded in Book 22, pages 54-55 of Maps, records of Los Angeles County, California, and on file in the office of the County Recorder of said county, lying within the following described boundary line, to -wit: Beginning at a point on the easterly line and 24 feet southerly of the northeasterly corner of said lot; thence northerly along the easterly line to the said northeasterly corner; thence southwesterly along the northerly line of said lot to the northwesterly corner thereof; thence southerly along the westerly line of said lot a distance of 20 feet to a point; thence northeasterly in a straight line to the point of beginning; All of that portion of Lot 2, Block 118, as said lot and block are shown upon that certain map of E1 Segundo Sheet No. 7, recorded in Book 22, pages 54-55 of Maps, records of Los Angeles County, California, and on file in the office of the Couhty Recorder of said county, lying within the following described boundary line, to -wit: Beginning at a point on the easterly line and 22 feet southerly of the northeasterly corner of said lot; thence northerly along the easterly line of said lot to the said northeasterly corner; thence southwesterly along the northerly line of said lot to the northwesterly corner thereof; thence southerly along the westerly line of said lot a distance of 24 feet to a point; thence northeasterly in a straight line to the point of beginning; A41 of that portion of Lot 7, Block 118, as said lot and block are shown upon that certain map of El Segundo Sheet No. 7, recorded in Book 22, pages 54-55 of Maps, records of Los Angeles County, California, and on file in the office of the County Recorder of said county, lying within the following described boundary line, to- wit: Beginning at a point on the easterly line and 23 feet southerly from the northeasterly corner of said lot; thence northerly along the easterly lige to the said northeasterly corner; thence southwesterly along the northerly line of•said lot to the northwesterly corner thereof; thence southerly along the westerly line of said lot to the southwesterly corner thereof; thence north- easterly in a straight line to the point of beginning; All of that portion of Lot 3, Block 118 as said lot and block are shown upon that certain map of El Segundo Sheet No. 7, recorded in Book 22, pages 54 -55 of Maps, records of Los Angeles County, California; and on file in the office of the County Recorder of said county, lying within the following described boundary line, to -wit: Beginning at a point on the easterly line and 20 feet southerly from the northeasterly corner of said lot; thence northerly along the easterly line to the said northeasterly corner; thence southwesterly along the northerly line of said lot to the northwesterly corner thereof; thence southerly along the westerly line of said lot a distance of 22 feet to a point; thence north- easterly in a straight line to the point of beginning; be and the same are hereby accepted on behalf of the City of E1 Segundo and the City Clerk of said City is hereby directed to cause to be affixed to said instruments his certificate, showing the accept§nce of the same and thereafter to cause the said instruments to be filed for record; AND BE IT FURT-HER RESOLVED, that a warrant in the sum of $1000.00 as compensation for said easements be drawn payable to the order of the said Herbert H. Stewart and Mary S. Stewart. Said resolution was adopted by the following vote: Ayes: Trustees Cannon, Gerow, Krimmej, Love and Binder. Noes: Bone. Absent: None. The City Clerk then advised that he had received from Pacific Electric Railway Company lease covering certain portions of its right -of -way in Grand Avenue near Main Street, to be used by the City of E1 Segundo as a site for beautification and park purposes. It was thereupon moved by Trustee Gerow, seconded by Trustee Love, that the following resolution be adopted: RESOLVED, that the President of the Board of Trustees and the City Clerk be and they are hereby authorized, on behalf of the City of E1 Segundo, to execute, in duplicate, that certain lease dated November 10th, 1926, between the Pacific Electric Railway Company, a corporation, and the City of El Segundo, a municipal corporation, leasing unto the City of E1 Segundo for park and beautification purposes a certain portion of its right -of -way in Grand Avenue near Main Street, E1 Segundo, as more particularly described in said lease, which said lease hereby supercedes and cancels Lease No. 6596, dated April 5th, 1926, and accepted by this Board of Trustees on April 30th, 1926. The City Clerk of the City of El Segundo is hereby directed to affix the city seal thereto and to cause the said lease to be placed of record if the President of the Board of Trustees of the City of El Segundo shall so direct. Said resolution was carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. im BUSINESS. Moved by Trustee Cannon, seconded by Trustee Love, that the Street Superintendent be and he is hereby authorized and instructed to remove from the Christmas Tree in the Grand Avenue Park all of the electric wiring, electric lamps and other appurtenances used in connection with the illumination of the Christmas Tree and to carefully store the same in the municipal ware- house. Carried. Moved by Trustee Krimmel, seconded by Trustee Love, that the Street Superintendent be and he is hereby authorized and instructed to have the municipal park benches repaired and repainted and to allow them to remain at the Grand Avenue Park for the use of the public at said location. Carried by the following vote: Ayes: Trustees Cannon, Gerow, K.rimmel, Love and Binder. Noes: None. Absent: None. Trustee Cannon introduced Ordinance No. 133, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, A'D I2v'G SECTION 3 OF ORDINANCE NO. 83 OF SAID CITY, ENTITLED: " AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REGULATING ELECTRICAL BUSINESS, THE INSTALLATION, ARRANGEMENTS, ALTERATION, REPAIR, USE, MAI L'TMUME AND OPERATION OF ELECTRIC WIRING, ELECTRIC FIXTURES AND OTHER ELECTRIC APPLIANCES AND EQUIRUMT III TH3 CITY OF EL SEGUNDO; PROVIDING FOR ELECTRIC PERMITS AND INSPECTIONS AND FIRING THE FEES THMIMOR; AND PROVIDING PEiCALTIES FOR THE VIOLATION OF THIS ORDINANCE", PASSED AND ADOPTED THE 4TH DAY OF JANUARY, A.
