1926 APR 30 CC MING-1951 21 Segundo, Cal. April 30th, 1926. A regular meeting of the Board of Trustees of the City of EL Segundo, California, was called to order at 7s00 o'clock P. M. on the above date, in the Council Chamber of the City Nall of said City, by Peter E. Binder, President of the Board. ROLL CALL. Trustees Presents Cannon, Gerow, Krimel and Binder. Trustees Absent; Love. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 23rd day of April, 1926 were read, without error or omission being noted, and it was moved by Trustee Cazmon, seconded by Trustee Kriamnel, that the minutes be approved as read. Carried. Trustee Cannon was excused by the Chair at this time, the hour being 7x14 o'clock P. M. SPECIAL ORDER OF BUS NESS. The hearing of protests against the laying out and opening of a certain new public street within the City of M Segundo, between Arizona Drive and Inglewood - Redondo Road, to be designated and known as Mariposa Avenue, having heretofore been adjourned to the hour of 7 ;15 O'clock P. M. at this meeting, and said hour having arrived, the President arose and asked if there were any person or persons present who desired to file protests against the said work or improve- ment. No protests were filed, but the Board, deeming it advisable to adjourn said hearing,,it was moved by Trustee Gerow, seconded by Trustee Kriamel, that the hearing of protests against the laying out and opening of a certain new public street within the City of E1 Segundo, California, to be designated and known as Mariposa Avenue, as contemplated under Resolution of Intention No. 94 of the Board of Trustees, be adjourned until Friday, the 7th day of May, 1926, at the hour of 7s15 O'clock P. M. Carried. WRITTEN COMMUNICATIONS. The following communications were read and disposed of as indicateds R. A. WATTSON, Contractor, letter dated April 30th, 19269 authorizing the Street Superintendent of the City of Al Segundo to proceed with the paving of Grand Avenue between Main Street and Concord Street, as contemplated in that certain contract between the City of El Segundo and R. A. Wattson, dated Feb. 6th, 1926, and numbered Street Contract No. 8, for the construction of Lateral Sewers in Lateral Sewerage District No. 1 and for the Improvement of a portion of Grand Avenue within the City of E1 Segundo. The work performed by the City of E1 Segundo for the account of R. A. Wattson in this connection to be paid for by the said R. A. Wattson on a basis of cost plus 10%. Following discussion, it was moved by Trustee Gerow, seconded by Trustee Krimmel, that the Street Superintendent of the City of E1 Segundo be and he is hereby authorized and instructed to proceed with the paving of Grand Avenue between Main Street and Concord Street, for the account of R. A. Wattson, Contractor, on a basis of cost plus 10% Said Street Superintendent is hereby instructed to keep a full, true and complete record of time and materials used in connection with said work and to file a report of the same daily with the City Clerk. Carried by the following votes Ayess Trustees Gerow, Kriamel and Binder. Noes: None. Absents Trustees Cannon and Love. ORAL COMMUNICATIONS. None. REPORTS OF STANDING COMMITTEES. None. REPORTS OF OFFICERS & SPZCIAL COMI'ITTEES. Trustee Brimael reported having interviewed one of the property owners affected by the proposed setback ordinance on Whiting Street as the same would apply to buildings erected on the East side of Whiting Street between Grand Avenue and Franklin Avenue, and that this property owner favored a setback which would conform to that voluntarily established by property owners prior to the erection of the Evans dwelling. The City Engineer reported having interviewed two of the property owners in said block, their views coinciding with those expressed in the report of Trustee Krimnel. The Trustees thereupon agreed upon the setback distance to be established in the various blocks, so that the Oity Engineer might submit the descriptions of the district to the City Attorney, as instructed in a previous resolution of this Board. Loved by Trustee Kriamel, seconded by Trustee Uerow, that, until the further order of this Board, the building Inspector of the City of El Segundo, be and he is hereby instructed to refuse to grant permits for the erection of any buildings on Whiting Street between EL Segundo Avenue and Palm Avenue, without first submitting the application therefor to this Board of Trustees, unless it may be readily ascertained from the application for a permit and the plans and specifications accompanying any such application, that setback distances on said street between said points, as heretofore fixed by this Board of Trustees, will be adhered to by such applicant or builder. Carried. Trustee Krimmel reported that he and Trustee Binder had inspected the premises of Mrs. Alice Tuck relative to the condition in which the same were left following the construction of trunk line sewers across her premises; that one hen house had been removed from its original location and not replaced following the completion of backfilling, that another hen house had been demolished, a line fence torn down, water spigots had been bent and covered with earth apd that oil cake and gravel appeared on the surface of the back -fill. Following discussion, it was agreed that a correction of these conditions would be deferred until a final check and clean -up is made prior to the settlement for the work with the contractor. The City Clerk advised having received from Pacific Electric Railway Company easement for highway purposes across a part of the right -of -way or property of said Company at Grand Avenue near Main Street, being a portion of Lot C. Tract 18269 as per map recorded on Page 93 of Book 21 of Maps, Los Angeles County Records. The said easement having been approved as to form by the City Attorney, after he had verbally drawn the attention of the Board to certain of the provisions in said easement, it was moved by Trustee Krimmel, seconded by Trustee Gerow, that the following resolution be adopted: RESOLVED, that that certain Easement dated the 26th day of January, 1926, No. 9- 8-478, between Pacific Electric Railway Company, a California Corporation, party of the first part, and the City of El Segundo, a Municipal Corporation, party of the second part, granting to the City of E1 Segundo easement for highway purposes across that part of the right - of -way or property of said Pacific Electric Railway /Companyy, which said property is described as follows: A parcel of land, being a portion of Lot O of Tract 1826,.as per map recorded on Page 93 in Book 21 of Naps., Los Angeles County Recorde, more particularly described as follows: Beginning at the intersection of the Northerly line of said Lot C with the prolonged east line of Main Street as shown on said map of Tract No. 1826; thence southerly along said prolonged east line, 40.11 feet to the southerly line of said Lot C; thence easterly along said southerly line 55.77 feet; thence northwesterly, northerly and northeasterly, along a curve concave to the east and having a radius of 20 feet, a distance of 62.83 feet to a point in the northerly line of said Lot C distant easterly thereon 50.26 feet from said prolonged east line of ]Bain Street; thence westerly along said northerly line 50.26 feet to the point of beginning, And the land conveyed thereby, be and the same are hereby accepted on behalf of the City of 21 Segundo, and the President :1 W ri Q l9 of the Board of Trustees of the City of El Segundo is hereby authorized and instructed to execute the same in duplicate on behalf of said City and the City Clerk is directed to attest the same and affix the City seal thereto and to cause the same to be filed for record. Said resolution was carried by the following vote: Ayess Trustees Gerow, Krimmel and Binder. Noess Bone. Absents Trustees Cannon and Love. The Gity Clerk presented to the Board of Trustees Lease No. 6596 of Pacific rZlectric Railway pompany to the City of E1 Segundo, covering a portion of said Company's right -of -way on Grand Avenue near Main Street as a site for park purposes. After drawing the Board's attention to certain provisions of said lease, the same was approved as to form by the City Attorney, whereupon it was moved by Trustee Gerow, seconded by Trustee Krimmel, that the following resolution be adopted: RESOLVED, that the.President of the Board of Trustees and the City Clerk be and they are hereby authorized on behalf of the City of E1 Segundo to execute in duplicate Lease No. 6596 of Pacific Electric Railway Company, leasing to said city for public park purposes a certain portion of the property or right - of way of said Company, in the City of 31 Segundo, County of Los Angeles, State of California, more particularly described as follows, to -wits A parcel of land being a portion of Lot C of Tract 1826, per map recorded on Page 93 in Book 21 of Maps, Los Angeles County Records, particularly described as follows: Beginning at a point in the northerly line of said Lot 0 distant 50.26 feet easterly thereon from the prolonged east line of Main Street as shown on said map of Tract No. 1826; thence southwesterly, southerly and southeasterly along • curve concave to the east and having a radius of 20 feet, • distance of 62.83 feet to a point in the southerly line of said-Lot C distant easterly thereon 55.77 feet from said prolonged east line of Rain Street; thence easterly along said southerly line 12980 feet; thence northerly 40 feet to a point in the northerly line of said Lot C distant easterly thereon, 61.96 feet from said prolonged east line of Main Street; thence westerly along said northerly line of Lot C 11.70 feet to the point of beginning. The City Clerk is hereby directed to affix the City seal the o� o as the said lease to be placed of record if th�BOarN d ofrustees of the City of EL Segundo shall so direct. Said resolution was carried by the following vote: Ayes: Trustees Gerow, Krimmel and Binder. Noes: Noned, Absent: Trustees Cannon and Love. The Street Superintendent expressed need for 250 feet of 1 -1/2" hose whereupon it was moved by Trustee Gerow, seconded by Trustee Krimmel 9 that the City Clerk be and he is hereby authorised to purchase 250 feet of 1 -1/2" hose, coupled, at a cost not to exceed $200.00. Carried by the following votes Ayes: Trustees Gerow, Krimmel and Binder. Noes: None. Absent: Trustees Cannon and Love. The Street Superintendent reported that pursuant to resolution of the Board of Trustees heretofore adopted, authorizing the employment of two men to trim and restake trees throughout the City, he had cormunicated with Beverly Hills Nurseries in an attempt to procure the desired assistance. However, r 198 through a misunderstanding, said Beverly Hills Nurseries had sent to El Segundo a crew of four men to do the work contemplated by the Street Superin- tendent and that the men had been working several hours when discovered, so that he had authorized the continuance of their employment throughout the day, to complete all of the work contemplated. It was thereupon moved by Trustee Krimmel, seconded by Trustee Gerow, that the employment by the Street Superin- tendent of the Beverly Hills Nurseries to trim and restake trees throughout the City of El Segundo be and the same is hereby ratified and approved, provided the cost of said work does not exceed $369009 any previous action of this Board of Trustees with reference to this matter to the contrary or of a different nature notwithstanding. Carried by the following vote: Ayes: Trustees Gerow, Krimmel and Binder. Noes: None. Absent: Trustees Cannon and Lave. The Street Superintendent advised that eleven additional trees were necessary to complete the tree planting program heretofore arranged, following which it was moved by Trustee Gerow, seconded by Trustee Krimmel that the City Clerk be and he is hereby authorized to purchase obven trees at a cost not to exceed 45.00. Carried by the following votes Ayes: Trustees Gerow, Krimmel and Binder. Noes: None. Absent: Trustees Cannon and Love. Reporting respecting the claim of $190.00 of A. W. Robertson against the City of E1 Segundo for damages to his automobile occasioned through a collision while said automobile was under hire to the City of El Segundo, the City Engineer reported having interviewed Mr. Robertson and tentatively effected a compromise for the sum of $150.00. It was thereupon moved by Trustee Krimmel, seconded by Trustee Gerow, that the claim of $190.00 of A. W. Robertson against the City of E1 Segundo for damages alleged to have been sustained by his automobile in an accident while the said automobile was under hire to the City of El Segundo be compromised for the sum of $150.00, upon delivery to the City Clerk of the City of 31 Segundo of a receipt releasing said City from any and all liability for or on account of said automobile. Carried by the following vote: Ayes: Trustees Gerow, Krimmel and Binder. Noest None. Absent: Trustees Cannon and Love. UNFINISHED BUSINESS. The,Superintendent of the Water Department advised that all of the cast iron pipe recently ordered has arrived and that he is prepared to lay the same where necessary upon authorization of the Board. It was thereupon moved by Trustee Gerow, seconded by Trustee Krimmel, that the Superintendent of the Water Department be and he is hereby authorized and instructed to lay such cast iron pipe as has been made necessary by the installation of sewer within the City of El Segundo and that he be authorized to employ a caulker during the progress of said work, whose compensation shall not exceed $7.00 per day. Carried by the following vote: Ayes: Trustees Gerow, Krimmel and Binder. Noes: None. Absent: Trustees Cannon and Love. No further business appearing to be transacted at this session, it was moved by Trustee Gerow, seconded by Trustee Krimmel, that the meeting adjourn until Monday, the 3rd day of May, 19269 at the hour of 7 %00 o'clock P.
