1926 APR 23 CC MING1891 E1 Segundo, Cal. April 23rd, 1926. A regular meeting of the Board of Trustees of the City of 31 Segundo, California, was called to order at 7sOO o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, President of the Board. BOLL CALL. Trustees Presents Cannon, Gerow, Krimmel, Love and Binder. Trustees Absent: None. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the adjourned regular meeting held on the 19th day of April, 1926 were read. No errors or omissions appearing, it was moved by Trustee Cannon, seconded by Trustee Lave and Carried, that the minutes be approved as read. WRITTEN CC51MUNICATIONS. The following comaunteations were read and disposed of as indicated: R. A. r'ATTSON, Contractor, a letter dated April 20th, 1926, requesting a sixty day extension of time for the completion of his contract for the con- struction of sewers in Lateral Sewerage District No. 1 and for the improvement of a portion of *rand Avenue under his contract with the City of El Segundo, which is numbered Street Contract No. Be Moved by Trustee Gerow, seconded by Trustee Krimmel, that R. A. Wattson be and he is hereby granted a sixty day extension of time in which to oimplete the work specified under contract entered into between himself and the City of El Segundo for the construction of lateral sewers in Lateral Sewerage District No. 1 and for the improvement of a portion of Grand Avenue, said contract being Street Contract No. 8, dated February 6th, 1926. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: Nona. Absent: None. A. A. GUNN and others, a petition dated April 19th, 1926, requesting the adoption of an ordinance establishing set back lines on Whiting Street, between E1 Segundo Avenue and Palm Avenue. Moved by Trustee Love, seconded by Trustee Cannon, that this matter be referred to Trustees Gerow and Krimmel and the City Engineer for investigation and determination as to proper set back distance and that following agreement of this Committee, the City Engineer is authorized and instructed to prepare legal descriptions of the district and all other engineering data necessary and to furnish the same to the City Attorney, who shall prepare all of the legal proceedings necessary for the establishment of set back lines as prayed for. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Krimmel, Love and Binder. Noes: None. Absent: None. Z. L. POIMOY, County Health Officer, a letter dated April 20th, 1926, explaining several items shown in the monthly report of the Health Officer for the month of March, 1926. Ordered filed. J. G. STAFFORD, Consultant, a letter dated April 20th, 1926, soliciting employment in the preparation of a report on real estate and improvement values for tax equalization purposes. Ordered filed. ORAL COMMUNICATIONS. Mr, 8. L. Clark made inquiry as to the compensation which might be allowed him when certain of his property is taken in connection with the proposed '1.90 street opening plan now under way within the City of E1 Segundo. He was advised by the Chair that it is impossible for any member of the Board to Intelligently answer his question at this particular time, but that on or about May 21st, 1926, the hearing of protests against the work proposed under Resolution of Intention No. 130 for the laying out and opening of certain new public streets to be known as Acacia Avenue, Oak Avenue and Sycamore Avenue will be commended and that he and other interested property owners should keep in touch with the proceedings as they progress from that time. Mr. Chas. Cramp, residing at No. 748 West Collingwood Street, made Inquiry as to whether or not his property to to be included in Lateral Sewerage District No. 2 and was informed that it is not to be included in said District. REPORTS OF STANDING COMMITTEES. Hone. REPORTS OF OFFICERS & SPECIAL CCUMITTE&S. The City Clerk filed with the Board this date his quarterly report for the quarter ending Starch 31st, 1926. The Street Superintendent urged the employment of a tree expert for a brief period to assist in the trimming of trees and to advise in the planting of trees recently purchased and in the preservation of new trees recently planted. Moved by Trustee Love, seconded by Trustee Cannon, that the employment of a tree expert by the Street Superintendent for a period of not to exceed sixteen hours and at a rate not to exceed #1.00 per hour be and the same In hereby authorized. Carried by the following votes Ayess Trustees Cannon, Gerow, Kriamell, Love and Binder. Noses None. Absents lone. The City Attorney advised having been in communication with the Pacific Telephone & Telegraph Company respecting the local exchange boundary matter and that said Telephohe Company had advised him that its application had been made to the Railroad Commission to alter the boundary in conformity with its recent advioe_s to the Board of Trustees of this City and that said Telephone Company felt certain their application would be granted. The City Clerk reported that following the action of the Board of Trustees taken April 12th, 1926, granting the Pacific Telephone & Telegraph Company, pursuant to its Application No. 32, permission to ergot five poles and two anchors on the North side of Rosecrans Avenue East of Arizona Drive on a line 9 feet North of the center line of Rosecrans Avenue, said Telephone Company sent its engineers to this City to confer with the City E4sgi.neer of the City of El Segundo, and that in conference they determined that Roseorans Avenue is a 40 ft* street instead of a 60 fte street and that, in view of this fact, the Telephone Company had requested the Board of Trustees to reconsider its former action. It was thereupon moved by Trustee Love, seconded by Trustee Gerow, that the following resolution be adopted: "WHEREAS, on the 12th day of April, 1926, this Board of Trustees granted Pacific Telephone & lolegraph Company, pur- suant to Application No. 32 of said Company, permission to erect poles and anchors on the North side of Rosecrans Avenue, on a line parallel with and distant 9 feet from the Northerly property line of.said Rosecrans Avenue under the assimmption that said Rosecrans Avenue was a 60 fte street; and WHEREAS, it has since been determined that Rosecrans Avenue is a 40 fto street, and that therefore any poles erected by public service corporations should be in a location other than that specified in the resolution of the Board hereinabove referred to; NOW THEREFORE, BE IT RESOLVED, that the Resolution of the Board of Trustees passed April 12th, 19269 of record at Page G-180, granting permission to Pacific Telephone & Telegraph FiF W 0194 Company to ereot.poles and anchors on Rosecrans Avenue East of Arizona Drive at points 9 feet South of the Borth property line of said Street be and the same is hereby repealed; and BE IT FURTHER RESOLVED, that said Telephone Company be and it is hereby granted permission to erect poles and anchors, pursuant to its Application No. 32, on the Borth side of Rosecrans Avenue East of Arizona Drive on a line parallel with and distant 6 feet South of the Northerly property line of said Street, and said Company is further granted permission to trim such eucalyptus trees as may be necessary to permit of the erection of said poles and anchors, all the above work to be prosecuted and completed to the satisfaction of the Street Superintendent of the City of M Segundo. Carried. The City Attorney delivered to the City Clerk contracts and bonds which he had prepared covering recent awards made by the Board of Trustees of the City of E1 Segundo to Grinnell Compa y of the Pacific and United States Cast Iron Pipe & Foundry Company, for furnishing certain pipe and fittings to said City as enumerated in said award and in said respective contracts. 'the City Clerk advised that Mr. C. W. Lewis and Mr. Jay L. Smith had filed with him requests for the segregation of certain street assessments heretofore levied against the Southerly 100 feet of Lot 14, Block 95, El Segundo, for the improvement of Rain Street and Balm Avenue within the City of El Segundo. It was thereupon moved by Trustee Love, seconded by Trustee Gerow, that Resolution Bo. 132, entitled:. A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF EL SEGUXD09 CALIFORNIA, ACQUIESCING IN THE REQUEST OF OWNERS OF C AIN PROPERTY WITHIN SAID CITY, TO THE SBGRION OR DIVISION OF A CERTAIN ASSESSMENT LEVIED UPON THE PROPERTY OF SUCH OWNERS, FOR THE Imago= OF MAIN STREET FROM EL SEGUNDO AVENUE TO COLLINGWOOD STREET, WITHIN MM SAID CITY, AS PROVIDED FOR UNIT RESOLUTION OF INTENTION NO. 63 OF THE SAID BOARD, which was read, be adopted. Carried by the following vote: Ayes: Trustees Cannon, Gerow, 8r1mmel, Love and Binder. Noses Gone. Absents Hone. Moved by Trustee Gerow, seconded by Trustee Love, that Resolution No. 133, entitled: A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY . OF EL 3BGUNDD9 CALIFORNIA, ACQUIESCING IN THE REQUEST OF OWNERS OF CERTAIN PROPERTY WITHIN SAID CITY, TO THE SEGREGATION OR DIVISION OF A CERTAIN ASSESMUST LEVIED UPON THE PROPERTY OF SUCH OWNERS-, FOR THE IMPROV OF PORTIONS OF VIRGINIA STREET, WHITING STREET, BONITA VISTA AVENUE, MAPLE AVENUE, MARIPOSA AVENUE AND PALM AVENUE WITHIN THE SAID CITY, AS PROVID3D FOR UNDER RESOLUTION OF INTENTION B0. 79 OF THE SAID BOARD, which was read, be adopted. The City Engineer presented to the Board of Trustees for its approval, map, consisting of seven sheets, showing lateral sewers to be constructed in Lateral Sewerage District No., 2. After examination of said map, it was moved by Trustee Gerow, seconded by Trustee Love, that said map be and the same is hereby approved and adopted for the lateral sewers to be constructed in Lateral Sewerage District No. 2, and the City Engineer is hereby instructed to place same on file in his office and designate said map as M 26000. Carried. The City 9agineer then presented to the Board of ierustees for its approval Profiles nmbered 8 26001 to B 26103 both inclusive, being profiles of the lateral sewer construction work to be done in Lateral Sewerage District No. 2 and the locations of the streets, alleys and other public places in which the said work is to be done. After examination of the said profiles, it was moved by Trustee Love, seconded by Trustee Gerow, that each and all of the profiles as enumerated above be and the same are hereby approved and adopted, and that the City Engineer is hereby instructed to place acid profiles on file in his office and designate them as Profiles No. B 26001 to B 26103 both inclusive. Carried. The City Engineer then presented to the Board of Trustees for its approval, Detail No. S 2411299 being details of'Standard Manholes and Flushing Manholes for Sewer System; also Detail No. S 241130, being Detail of Castings, Steps, etc. for Standard Manholes and Flushing Manholes for Sewer System; also Detail No. S 2511509 showing Typical House Connections for Lateral Sewer System, within the City of E1 Segundo, California. After examination of the same, it was moved by Trustee Love, seconded by Trustee Cannon, and unanimously carried, that said details be and the same are hereby approved and adopted for the work as shown thereon, and the City Engineer is hereby instructed to place the said details on file in his office and to designate the same as Detail No. S 241129, Detail No. S 241130 and Detail No. S 2511509 The City Engineer then presented a certain map prepared by him, designated as M 260414, and entitled "]dap of District to be Assessed for the Installation of a Lateral Sewer System in Lateral Sewerage District No. 2, City of E1 Segundo, California ", which said map delineated the property to be benefited by and to be assessed for the costs and expenses for the installation of a lateral sewer system in Lateral Sewerage District No. 2 in the City of E1 Segundo, California. After examination of the said map, it was moved by Trustee Cannon, seconded by Trustee Love, and unanimously carried, that said map be and the same is hereby approved and adopted for the installation of a lateral sewer system in Lateral Sewerage District No. 2 within the City of E1 Segundo, and the City Engineer is hereby instructed to place the same on file in his office and designate it as ]dap No. 260414, entitled: "Map of District to be Assessed for the installation of a Lateral Sewer System in Lateral Sewerage District No. 2, City of EL Segundo, Cal." The City Engineer then filed his estimate for the installation of lateral sewer system in Lateral Sewerage District No. 2, said estimate being $2159549.00 Moved by Trustee Love, seconded by Trustee Krimmel, that Resolution of Intention No. 134, entitled: A RESOLUTION OF THE BOARD OF TZTSTEES OF THE CITY OF EL SEGUNDO, CALIFOHffIA, DECLARING THE INTE9T ION OF SAID BOARD TO ORDM THE IMPROYER]OT OF CERTAIN PUBLIC STREETS, AGUES AND ALLEYS WITHIN THAT CERTAIN LATERAL SEWAGE DISTRICT IN _ SAID CITY, DESIGNATED AND ENOWN AS T•ATMAT, SZW=GE DISTRICT NO. 29 BY THE INSTALLATION IN SUCH STREETS, AYESUES AND ALLEYS NAMED IN SAID RESOLUTION, OF A LATERAL SEWMAGE SYSTEM AND APPURTENANCES; DECLARING THE WORK OR WRO72UMT TO BE OF MORE THAN LOCAL OR ORDINARY PUBLIC BMW IT; THAT THE COST OF SAID WORK OR EUROYFMENT SHALL BE ASSESSED UPON A DISTRICT AND DETMMINING THAT BONDS SHALL BE ISSUED TO REPRZSZffT THE 'COST THEREOF, which was read, be adopted. The City Engineer reported that the City of El Segundo will not have need for the services of Mr. 0. F. PeamwIl a great while longer and that Mr. Peasnall is endeavoring to males a connection elsewhere and would like a letter of reoommendation. It was thereupon moved by Trustee Cannon, seconded by Trustee Love, that Mr. 0. F. Peasnall be given a letter of recommendation based upon his services while in the employ of the City of El Segundo, said letter to be signed by the President of the Board of Trustees. Carried. Moved by Trustee Love, seconded by Trustee Cannon, that the following resolution be adopted: RESOLVED, that until the further order of this Board, any person, firm or corporation furnishing the City of Al Segundo, California, an automobile for hire, shall, at the time of renting the same, designate in a writing, filed by him with the City Clerk of said City, the person or persons who are entitled to drive said vehicle while some to being operated for said City. He shall farther state in said writing that in the event any damage be occasioned to either person or property on account of the said machine, or in the event said machine itself be damaged while being driven by or when the same is in custody of any person so designated, that the City of $1 Segundo will not be liable for any such damage and that the renting or leasing of such machine is made upon condition that the City in such case shall not be liable; AND BE IT FURTHER RESOLVED, that in all cases where the City is at present renting automobiles from persons, firms or corporations, that the City Clerk shall call the attention of such persons, firms or corporations to the requirements of this resolution and secure the necessary written evidence from such persons, firms or corporations, relieving the City from liability and designating persons to be in charge of and to drive such respective automobiles.
