El Segundo, Cal. April 19th, 1926.
An adjourned regular meeting of the Board of Trustees of the City of E1 Segundo,
California, was called to order at 7 :00 o'clock P. M. on the above date, in the
Council Chamber of the City Hall of said City, by Peter E. Binder,'President of the
Board.
ROLL CALL.
Trustees Present: Anderson, Carmon, Gerow and Binder.
Trustees Absent: Love.
The minutes of the regular meeting held on the 16th day of April, 1926, were read
without error or omission appearing, and it was Moved by Trustee Gerow, seconded by
Trustee Love, that the minutes be approved as read. Carried.
Trustee Love appeared during the reading of the minutes at the hour of 7:15 o'clock
P. M. and immediately took his seat.
Moved by Trustee Gannon, seconded by Trustee Love, that the regular order of
business be dispensed with. Carried.
The City Clerk reported that the returns of the General Municipal Election held
on Monday, the 12th day of April, 19269 in the City of E1 Segundo, California, were
then and had been in his possession in the envelope containing them, in the same
condition as when received and the said Clerk presented said returns to the Board of
Trustees at this meeting.
It was thereupon moved by Trustee Cannon, seconded by Trustee Love, that the
Board proceed forthwith to canvass said returns. The said motion was adopted by the
following vote:
Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder.
Noes: Bone.
Absent: Hone.
Said motion being carried, the Board of Trustees then proceed forthwith to
publicly examine and canvass said returns, and upon the completion of said canvass by
said Board, it was moved by Trustee Love, seconded by Trustee Gerow, that the following
resolution be adopted:
"WHEREAS, a General Municipal Election was held and conducted
in the City of E1 Segundo, County of Los Angeles, State of California,
on Monday, the 12th day of April, 1926, as required by law; and
SAS, it appears that notice of said election was duly and
legally given, and that there were three voting precincts established
for holding said election, consisting in certain instances of a con-
solidation of the regular voting precincts for holding State and County
elections, as the same were established by the Board of Supervisors of
Los Angeles County on the
_18 day of December 192 5 , and now
being of record in Book 106-A of the Minutes of the said Board of
Supervisors; that Olection officers were appointed and election supplies
furnished, and that in all respects said election was held and conducted
and the votes cast thereat received and canvassed and the returns thereof
made and declared, in time, form and manmer as required by the General
Laws of the State of California governing elections in cities of the
fifth and sixth classes; and,
WEMUAS, the Board of Trustees of said City of El Segundo met
at the Council Chamber of the said Board on Monday, the 19th day of
April, 1926, to canvass the returns of said election and install the
newly elected offloers, whereupon the said Board found that the number
of votes cast, the names of the persons voted for, the result of said
election, and other matters required by law, to be as hereinafter stated;
NOW THMUFORE, it is hereby resolved and declared as follows:
That said General Municipal Election was held and conducted in
the City of E1 Segundo, California, on Monday, the 12th day of April,
1926, in time, form and manner as required by law;
That there were three voting precincts established for the
purpose of holding said election, consisting in certain instances of a

consolidation of the regular voting precincts established
for holding general State and County elections, as follows:
Voting Precinct "A" comprising State and County Precinct
No. 1;
Consolidated Voting Precinct "B" comprising State and
County Precincts Nos. 2 and 3; and
Consolidated Voting Precinct "C ", comprising State and
County Precincts Nos. 4 and 5.
That the whole number of votes cast in said City of E1
Segundo at said election was 1078;
That the names of the persons voted for, the offices for
which they were voted, the number of votes given in each
precinct to each of said persons, together with the whole
number of votes Which they received in the entire City of
EL Segundo, are as follows:

BE IT FMTHHR RESOLVED AND 18TE MINED, that at said General
Mnnicipsl Election:
Peter Be Binder Was elected to the office of Member of the
Board of Trustees of the City of EI Segundo, California, for
the full term of four (4) years;
Also, that William A. Brimel, Jr. was elected to the
office of Member of the Board.of Trustees of the City of EL
Segundo, California.., for the fall term of four (4) years,
AND BE IT FMTMM RESOLVED that the City Clerk shall enter
on the records of the Board of Trustees a statement of the
result of the said election, showing:
(1) The whole number of votes cast in the City of El Segundo;
(2) The names of the persons voted for;
(3) The office to fill which each person was voted for;
(4) The number of votes given for each Precinct to each
of such persons; and
(5) The number of votes given in said City to each of such
persons,
AND BE IT FMtTHER RESOLVED, that the City Clerk shall
immediately make and deliver to each of such persons so elected
a Certificate of Election signed by him and duly authenticated;
that he shall also impose the constitutional oath of office upon
the said persons so elected as Members of the Board of Trustees
of said City, and shall have them subscribe thereto and file

The motion to adopt the foregoing resolution was carried unanimously by
the vote shown in the following certificate of the City Clerk, to -wits

I, the undersigned, Victor D. McCarthy, City Clerk of the City of El
Segundo, California, do hereby certify that the foregoing resolution was duly and
legally introduced and adopted by the Board of Trustees of the City of El Segundo,
California, at an adjourned regular meeting of the said Board held on the 19th
day of April, 1926, and that the same was adopted by the following vote, to -wits
Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder.
Noes: Hone.
Absents None.
IN TESTIMONY WSERROP, I have hereunto set my hand and affixed the

The City Clark then reported that he had caused to be entered in the
Minute Book a statement of the result of said election, showing all matters
required by law to be shown therein, and that he had done so by copying in
the resolution last hereinabove set forth in hill.
The City Clerk then read the minutes of this meeting up to this point,
whereupon it was moved by Trustee Love and seconded by Trustee Cannon, that the
said minutes stand approved as read. The said motion was carried by the
following votes
AYES: TRUSTEES Anderson, Cannon, Gerow, Love and Binder.
NOES: None.
ABSENT: TRUSTEES - None.
Andrew Anderson then retired from the Board as a member thereof, and
the Trustees elect, Peter E. Binder and William A. Brimmel, Jr., who were present
at the meeting, at this point immediately, took, subscribed and filed the con-
stitutional oath of office as required by law, and took their seats at once
with Trustees Cannon, Gerow and Love, and the Board as thus constituted proceeded
forthwith to organize by the election of a prebident thereof.
Trustee Binder was unanimously chosen President of the Board and he
Immediately assumed the duties of his office.
Mr. Albert J. Sullivan then addressed the Board respecting the payment
to him of the balance due under his contract with the City of El Segundo for the
erection of a one story frame dwelling house and garage and a one story brick
warehouse. Following discussion, the City Clerk was requested to consult with
the City Attorney as to the legality of paying to Mr. Sullivan the balance due
him on his contract price for the erection of the one story frame dwelling house
and garage, which was accepted by the Board of Trustees on the 16th day of March,
1926, and to report to the Board at its next meeting.
Trustee Gerow advised that a Mr. Ed Pearson, owner of the
dwelling house located at No. 514 East Mariposa Avenue was desirous of obtaining
permission to cut the curbing in front of his premises for the purpose of
constructing a cement driveway. It was moved by Trustee Cannon, seconded by

Trustee Love, that this permission be granted, subject to the applicant's
first filing with the City-Clark a written request for such permit and farther
subject to the contemplated work being prosecuted and completed to the
satisfaction of the Street Superintendent of the City of $1 Segundo. Carried,
Hre Re As Mattson, sewer contractor, filed with the Board of Trustees
an authorization and request for the Street Superintendent to proceed with the
patching of street surfaces broken by reason of the construction of lateral
sewers in Lateral Sewerage District No. 1 of the City of El Segundo, and
agreeing to pay for such resurfacing on a basis of cost plus 10%, provided,
however, that the cost of resurfacing macadam veneered streets will not
exceed 11¢ per line fto of pipe laid, and the cost of resurfacing 5" macadam
streets will not exceed 30¢ per line ft. of pipe laid and further agreeing
to settle for the City's charges in this connection within ten days after the
City's bill has been rendered. It was thereupon moved by Trustee Gerow,
seconded by'llrustes Love, that the following resolution be adopted:
1. Wi�rytEAS9 it is the desire of the Board of Trustees of
the City of El Segundo to restore street surfaces within the
said City to the same condition in which they were in prior
to the installation of Uteral Sewerage District Kos 1 at as
early a date as possible; and
F 9 the Street Superintendent has reported that the
cost of restoring damaged street surfaces would not exceed 11¢
per line fto for macadam veneer pavements and 34 per line fte
for 5" macadam pavements;
HOW THEREFORE, BE IT RESOLVED, that the Street Superin-
tendent of the City of $1 Segundo be and he is hereby authorized
and instructed to proceed with the repairing of all street
surfaces broken or damaged by reason of the construction of
lateral sewers in Lateral Sewerage District Hoe 1 for the account
of Re As Wattson, the contractor installing said sewers, on a
basis of cost plus 10%. and that said Street Superintendent be
further instructed to beep an accurate and complete record of
the time, materials and equipment used in said work and to file
the same daily with the City Clark for Mm proper accounting
and prompt billing to the said Contractor.
Said resolution was carried by the following votes

No further business appearing to be transacted at this meeting, it
was moved by Trustee Love, seconded by Trustee Gerow, that the meeting
adjourn. Carried.
