1925 NOV 27 CC MIN•a • E1 Segundo, Cal. November 27th, 1925. A regular meeting of the Board of Trustees of the City of E1 Segundo, Galifornia, was called to order at 7:00 o'clock P. M. on the above date, in the Council Chamber of the City Hall of said City by Peter E. Binder, President of the Board. ROLL CALL. Trustees Present: Anderson, Cannon, Gerow and Binder. Trustees Absent: Love. READING OF MINUTES OF PREVIOUS IMTING. The minutes of the regular meeting held on the 20th day of November, 1925, were read. No errors or omissions appearing, it was moved by Trustee Gerow, seconded by Trustee Cannon, that the minutes be approved as read. Carried. :7RITTEN COlUWNICATIONS. The following commmioations were read and disposed of as indicated: CHMSTER L. COFFIN, City Attorney, Santa Monica, a letter soliciting the financial cooperation of the City of El Segundo in conjunction with other cities, to oppose, before the Railroad Commission of the State of California, the application of several gas companies for an increase in rates. Trustee Gerow expressed the belief that inasmuch as the State Railroad Commission is appointed by the Governor of the State of California for the purpose of fixing rates and charges of public utilities, that this body should employ all of the experts necessary to produce and present the required data before the Commission to guide it in its decision, and that the necessity for the municipalities subscribing to a fund to engage the technical experts referred to in the proposition of Joseph Me Berkeley, which accompanied the letter of Mr. Coffin, is an imposition, and that the matter should be brought to the attention of the Governor. Following further discussion, participated in by various members of the Board, it was moved by Trustee Gerow, seconded by Trustee Anderson, that the City Cleric be and he is hereby instructed to write Mr. Chester L. Coffin, City Attorney, Santa Monioa, advising him that this Board of Trustees feels that the creation of a fund by various municipalities in this locality, for the purpose of attacking an application for an increase of gas rates now pending before the Railroad Commission of the State of California is unreasonable, and increased the tax burden of the tax payers in these various communities by reason of the fact that said tax payers already are paying the salaries and expenses of the members of the State Railroad Commission and that therefore said Commission should gather all of the information and data necessary to enable it to render fair decisions, and that this Board suggests that the cities subscribing or requested to subscribe to the Rind herein mentioned be requested to join in a protest against the necessity of raising large sums to protect the public's interest in matters pending before the State Railroad Commission, said protest to be filed with the Governor of the State of California. Mr. John Alexander, through the City Clerk, thanked the Board for use of certain of the municipal equipment which he borrowed on the 22nd inst. and by general consent the Clerk was instructed to acknowledge his expression of gratitude. SPEC IAL ORDER OF BUSIN3SS. The hearing of protests against the laying out and opening of a certain new public street within the City of rZl Segundo, between Arizona Drive and Inglewood - Redondo Road, to be designated and known as ?Iasi- -osa Avenue, having heretofore been adjourned to the hour of 7:15 o'clock P. 11. at this meeting, and said hour having arrived, the President arose and asked if there were any person or persons present who desired to file protests against the said work or improvement. No additional protests were filed, but the Board desiring to hear from interested parties who had previously filed protests and which protests the Board had been advised were to be withdrawn, it was thought advisable to continue the hearing, whereupon it was moved by Trustee Cannon, seconded by Trustee Gerow, that the hearing of protests against the laying out and opening of a certain new public street within the City of E1 Segundo, to be designated and known as Uariposa Avenue, as contem- plated under Resolution of Intention No. 94 of the Board of Trustees, be adjourned until Friday, the 18th day of December, 1925, at the hour of 7 :30 o'clock P. 14. . Moved by Trustee Cannon, seconded by Trustee Gerow, that Ordinance No. 121, entitleds AN ORDINANCE OF T111E, CITY OF E, SEGUNDO, CALIFORNIA, D+'LARING VACANT FOR PUBLIC ST M�T PURPOSES A CERTAIN PORTION OF PORT ATENUE WITHIN SAID CITY, AS CONTMPLATED BY RESO--,UTION OF INT10TION N0. 110, which was introduced and read at a regular meeting of the Board of Trustees held on November 20th, 1925, and reread at this meeting, be adopted. Carried by the follrnving vote: Ayes: Trustees Anderson, Cannon, Gerow and Binder. Noes: None. Absent: Trustee Love. The City Engineer, through the City Clerk, then presentee to the Board of Trustees the Assessment Diagram for the improvement of a portion of Hillcrest Avenue and a portion of Pine Avenue, within the City of El Segundo, as provided fdr under Resolution of Intention No. 103 of the Board of Trustees of said City, said diagram being numbered 1! 25717. After examination of said Diagram, it was moved by Trustee Gerow, seconded by Trustee Anderson, that the following resolution be adopted: RESOLVED, that the Assessment Diagram for the improvement of a portion of Hillcrest Avenue and a portion of Pine Avenue, within the City of El Segundo, under Resolution of Intention No. 103, said diagram being numbered u 25717, is satisfactory to this Board in all particulars and that the same is hereby approved by this Board and the City Clerk is hereby authorized and directed to endorse the approval of this Board upon the said Assessment Diagram. Said Resolution was carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow and Binder. Noes: None. Absent: Trustee Love. NEW BUSIEWS. Trustee Cannon introduced Ordinance No. 122, entitled: MOM AN ORDINANCE OF THE' CITY OF EL SEGUNDO, CALIFORNIA, AMENDING ORDINANCE NO. 99 OF SAID CITY, ENTITLED: "AN ORDINANCE OF THE CITY OF EL SEGLWX, CALIFORNIA, REGULATING THE DRILLING, MAINTAINING AND CONSTRUCTION OF OIL AND GAS 1ZLLS THEREIN; DECLARING OIL AND GAS TELLS WITHIN CERTAIN DISTRICTS WITHIN SAID CITY TO BE NUISANCES AND MAKING IT UNLAWFUL TO DILL, MAINTAIN, OR OPERATE OIL OR GAS WELLS WITHIN SUCH SPECIF M DISTRICTS; AND PROVIDING PENALTIES FOR THE VIOLATIONS OF THE PROVISIONS THEREOF", PASSED AND ADOPTED ON TIC 5TH DAY OF FEBRUARY, A.
