A regular meeting of the Board of Trustees of the City of El Segundo, California, was called to order at 7 :00 o'clock P. 1% on the above date, in the Council Chamber of the City Hall of said City, by Peter ::. Binder, President of the Board. ROLL CALL. Trustees Present: Anderson, Cannon, Love and 3inder. Trustees absent: Gerow. READING OF 1'.INUT -S OF PR'.;; IOLS :: ETING. The minutes of the regular meeting held on the 6th day of November, 1925, were read. No errors or omissions appearing, it was moved by Trustee Love, seconded by Trustee Anderson, that the minutes be approved as read. Carried. MM C012-M,ICATIONS* The following oommunications were read and disposed of as indicated: CA•LIFOXUA STATE BOARD OF H ALTH, advising that at its regular meeting held November 7th, 1925, a permit was granted to the City of Bl Segundo to con - structsewerage works in accordance with plans filed with said Board, August 4th, 1925, and further in accordance with contract with the City of Los Angeles dated June 25th, 1925, and forwarding a copy of the order granting the permit. Ordered filed. ORAL COlUAMICAT IONS. Mr. J. R. Black complained of the dilatory methods used by contractor Miller in completing the work necessitated by the removal of his house, made necessary by the opening of Sycamore Avenue, also the inferior workmanship apparently being done. The Board discussed the matter at considerable length, it being pointed out during the discussion that Messrs. Pease and Sloat likewise had filed complaints of a similar nature on several occasions. It was also shown that Mr. Miller had promised, on a number of occasions, various of the City officials that he would speed up the work and obviate the other causes for complaint, and it appearing that he had failed to make good on any of his promises, and it appearing further that these delays are causing the property owners monetary loss and might result in damage to the city, it was moved by Trustee Love, seconded by Trustee Cannon, that the .building Inspector of the City of El Segundo be and he is hereby authorized and instructed, in accordance with the sentiment of the members of the Board of Trustees as expressed, to take charge of the work now being performed by Mr. E. V. Biller for and on behalf of the pity of jl Segundo, in accordance with contracts with said city, and that if lire Miller fails to employ such satisfactory and skilled Workmen to complete the work as may be recommended to the said Miller by the said City Building Inspector, that then and in that event the said City Building Inspector is hereby instructed to immediately employ such men for the immediate completion of the work under way and to charge the cost thereof to the said R. V. 11iller. Carried by the following vote: Ayes: Trustees Anderson, Cannon, Love and Binder. Noes: None. Absent: Trustee Gerow. SPA IAL ORDER OF BUSINESS. The hearing of protests against the laying out and opening; of a certain new public street within the City of El Segundo, between Arizona Drive and Inglewood - Redondo Road, to be designated and known as Mariposa Avenue, having heretofore been adjourned to the )tour of 7 :15 o'clock P. Me at this meeting, and said hour having arrived, the President arose and asked if there were any person or persons WE G 71 present who desired to file protests against the said viork or improvement. There being no protests filed at this meeting, it appeared to be desirable to have the hearing adjourned until a future neeting, and it was thereupon moved by Trustee Love, seconded by Trustee Cannon, that the hearing of protests against the laying out and opening of a certain new public street within the City of El Segundo, to be desiLmated and known as Yariposa Avenue, as con- templated under Resolution of Intention No. 94 of the Board of Trustees of the said City, be adjourned until the 27th day of November, 1925, at the hour of 7 :15 o'clock P. M. Carried. The hour of 7 :30 o'clock P. M. at this meeting, having heretofore been fixed as the time for receiving bids for doing the work or improvement of a certain portion of Grand Avenue and of a certain portion of Aichmond Street, within the City of El Segundo, California, the President arose and announced the hour of 7:29 o'clock, and asked if there were any person or persons present desiring to file bids for doing said work. The hour of 7:30 o'clock P. M. having arrived, and all bids being in, the President then declared the time for receiving bids for doing the work or improvement of a certain portion of Grand Avenue and of a certain portion of Richmond Street, within the City of ::1 Segundo, as advertised for, were closed. Moved by Trustee Anderson, seconded by Trustee Love, that the Board proceed to open, examine and publicly declare all bids received for doing the work of improvement of a certain portion of Grand Avenue and of a certain portion of Richmond Street, within the City of 31 Segundo, California. Carried. The Board then proceed to open, examine and publicly declare all bids received for the work or improvement of a certain portion of Grand Avenue and of a certain portion of Richmond Street, within the City of D1 Segundo, California, as contemplated in the notices calling therefor, given pursuant to Resdlution of Intention No. 109 of the Board of Trustees of said City. Said bids were found by said Board to be as follows, to -wits Bids submitted on regular form therefore, as follows: Bid of George W* Kemper, on Ornamental Street Lighting System - X8200.00 Said bid was accompanied by Bidder's Bond in amount of :1000.00, with the Metropolitan Casualty Insurance Company of New York as surety and George Y. Kemper as principal. Bid of C. W* Sparks on Ornamental Street Lighting System - p6795.00 Said bid was accompany by Bidder's Bond in the scan of 4800.00, with A. G. Quirk and Be P. Following the opening, examination and public declaration of the bids received for the work or improvement of a certain portion of Grand Avenue and a certain portion of Richmond Street, within the City of M Segundo, California, it was moved by Trustee Cannon, . seconded by Trustee Love, that the following resolution be adopted: WHEREAS, pursuant to published notice calling for same, the Board of Trustees of the City of E1 Segundo has this date received, and publicly opened, examined and declared nine bids for the improve- ment of a certain portion of Grand Avenue and of a certain portion of Richmond Street within the City of r., Segundo as contemplated under Resolution of Intention No. 109; and 7MEREAS, after mature consideration this Board of Trustees feels that the best interests of the City of M Segundo would be conserved by not accepting any of the bids received this date, and that more advantageous bids would be received if again called for; NOT THM:-YORE, BE IT RESOLVED, that all of the bids received this date for the improvement of a certain portion of Grand Avenue and of a certain portion of Richmond Street within the City of E1 Segundo, California, be and the same are hereby rejected and the City Clerk of the City of 31 Segundo is hereby instructed to return the checks of the said bidders, and to readvertise for bids upon the said work in the manner provided by law. The matter .of the opening of East and 'lest streets through the acreage was discussed and the thought expressed that prior to the passage of the Resolutions of Intention respecting the same, that the property owners affected be given an opportunity to appear before the Board of Trustees for a hearing in the matter. Whereupon it was moved by Trustee Love, seconded by Trustee Cannon, and aarried, that further consideration of the opening of East and Crest streets through the acreage be laid over for one week for further consideration. The City Engineer presented to the Board of Trustees for its approval, map showing lateral sewers to be constructed in Lateral Sewerage District No. 1. After ezatft ation of said map, it was moved by Trustee Cannon, seconded by Trustee Anderson, that said map be and the same is hereby approved and adopted for the lateral sewers to be constructed in Lateral Sewerage District No. 1, and t1te City Engineer is hereby instructed to place same on file in his office and designate said map as M 25000. After examination of the same, it was Moved by Trustee Cannon, seconded by Trustee Anderson, and unanimously carried, that said details be and the same are hereby approved and adopted for the work as shown thereon, and the City Engineer Is hereby instructed to place the said details on file in his office and to designate the same as Detail No. S 2411299 Detail No. S 241130 and Detail No. S 251150. It was then moved by Trustee Love, seconded by Trustee Anderson, that Resolution No. 116, entitled= A RESOLUTION OF TM-3 BOARD OF TRUSTEES OF THv CITY OF EL SEGUNDO, CALIFORNIA, ADOPTING SPECIFICATIONS NO. 16 OF THE SAID CITY FOR THE CONSTRUCTION OF BANITARYSSF.WERS IN AND FOR TIM CITY OF M SEGUNDO, which was read, be adopted. Carried by the following vote: Ayes: Trustees Anderson, Cannon, Love and Binder. Noes$ None. Absent: Trustee Gerow. ,74 The City Engineer then presented for the approval of the Board of Trustees, Plan and Profile No. 251107, being plan and profile of Grand Avenue for grading and paving between Main Street and Concord Street in the City of 21 Segundo. After examination of said plan and profile, it was moved by Trustee Cannon, seconded by Trustee Love, that said plan and profile be and the same are hereby approved and adopted for the grading and paving of Grand Avenue, between Main Street and Concord Street, within the City of El Segundo, California, and the City Engineer is hereby instructed to place them on file in his office and designate them as Plan and Profile Nog -251107. Carried. The City Engineer then presented a certain map prepared by him, designated as M 251106, and entitled "Map of District to be assessed for the installation of a lateral sewer system and improvement of Grand Avenue in Lateral Sewerage District Ho. 1, City of.31 Segundo, Cal.", which said *ap delineates the property to be benefited by and to be assessed for the costs and expenses for the installation of a lateral sewer system and the improvement of Grand Avenue in Lateral Sewerage District No. 1 in the City of E1 Segundo, California. After examination of the said map, it was moved by Trustee Love, seconded by Trustee Cannon, and unanimously carried, that said map be and the same is hereby approved and adopted for the installation of a lateral sewer system and improvement of Grand Avenue in Lateral Sewerage District No. 1 within the City of El Segundo, and the City Engineer is hereby instructed to place the same on file in his office and designate it as Map No. M 251106, entitled "Map of District to be assessed for the installation of a Lateral Sewer System and improvement of Grand Avenue in Lateral Sewerage District No. 19 City of E1 Segundo, Cal." It was moved by Trustee Love, seconded by Trustee Anderson, that the following resolution be adopted: WHEREAS, this Board contemplates the improvement of various districts in the City of El Segundo, California, including therein various streets, avenues, ways and places within the said city, by installing in such streets various lateral sewers and appurtenances under special assessment acts of the State of California; and WAS, it will be convenient to refer to each of such respective districts by some appropriate name; and SAS, this Board has now in mind the boundaries of the first of such districts, and among other things, for the purpose of con- venience in reference,desires to name said district; NOW THEREFORE, BE IT RESOLVED, that all of the territory within the blue colored exterior boundary line on that certain map or plat designated as M 2500 now on file in the office of the City Engineer of the City of 31 Segundo, California, heretofore approved by this Board and open to public inspection, be and the same is hereby named and the same shall hereafter be ]mown and designated as Lateral Sewerage District No. 1; and that reference to said map, which is now on file as aforesaid, is hereby made for all further particulars with reference to the extent of said District and of the property and streets, avenues, ways and places and portions thereof included therein. The City !kgineer then filed his estimate for the installation of Lateral Sewer System, and Improvement of *rand Avenue in Lateral Sewerage District No. 1, said estimate being $329656.73. Moved by Trustee Love, seconded by Trustee Cannon, that Resolution No. 117, entitleds A RESOLUTION OF THE BOARD OF TRUSTEES OF THA CITY OF ZL SEGUNDO, CALIFORNIA, ADOPTING SPECIFICATIONS NO. 17 FOR THE GRADING, SURFACING AND IMPROVING OF STREETS WITHIN SAID CITY, which was read, be adopted.
