A regular meeting of the Board of Trustees of the City of El Segundo, California, was called to order at 7:00 o'clock P. 11e on the above date, in the Council Chamber of the City Hall of said City by Peter Be Binder, President of the Board. ROLL CALL. Trustees Present: Anderson, Gerow, Love and Binder. Trustees Absent: Cannon. Rr1ADING OF ]MINUTES OF PRH"VIOUS ! TING. The minutes of the regular meeting held on the 15th day of ".ray, 1925, were read. No errors or omissions appearing, it was moved by Trustee Love, seconded by Trustee Anderson and unanimously carried that the minutes be approved as read. Ms ITTZ; COZAtUNICATIO.IS. The following communications were read and disposed of as indicated: PACIFIC ELECTRIC RAULVAY COMPANY, L. C. Johnson, Chief Engineer, advising that in connection with this city's request for an easement for sewer purposes along said company's right -of -way in the City of El Segundo, ex- tending from 1�ucalyptus Lrive to Maryland Street, it is strictly against the policy of said company to grant an easement permitting longitudinal occupancy of its right -of -way and suggesting that the city attempt to procure such easements along private property adjacent to said right -of -way. A diligent study of the most feasible route for the proposed trunk line sewer by the Engineering Department of the City of El Segundo, as well as the consulting engineers employed for that purpose, revealing that paralleling the Pacific Electric right -of -way is the logical location for such trunk line, the con - census of the Board was that it should avail itself of the powers vested in munic4pal corporations to condemn the necessary right -of -way, but before initiating a proceeding of this character, it preferred to arrive at an amicabld settlement of the controversy if possible, and again referred the matter to the City Engineer for one week, so that he might negotiate further with the Pacific Electric Railway Company in an endeavor to change said company's attitude. BOARD OF TRUSTEES, , EL SEG01DO GRAM.%R SCHOOL, extending to the Baa rd of Trustees of the City of El Segundo and other officials and employees of said city a cordial invitation to attend the fourth annual Grammar School Swimming feet to be held in the Grammar School Plunge, Tuesday Evening, May 26th, 1925, at 7 :00 o'clock P. M. On motion of Trustee Gerow, seconded by Trustee Love, which carried, the invitation was accepted on behalf of the officials and employees of the City of E1 Segundo. HUGH Be CUSHU- N, Public Accountant, advising of his having opened an office in Redondo Beach and requesting an opportunity to be employed by this city. Ordered filed. HUGH R. POIMOY, Secretary, Regional Planning Commission, requesting the Board of Trustees to endorse Assembly Bill No. 688, which has for its purpose the simplifying of the formation of improvement districts, the acquisition of rights - of -way for public purposes and provides more satisfactory methods of issuing bonds for public work, the redemption of such bonds and the lengthening of their maturity. On motion of Trustee Gerow, seconded by Trustee Love, this bill received the endorsement of the Board of Trustees of the City of E1 Segundo and the City Clerk was instructed to notify the Governor of the State of California by telegraph of such endorsement. Said mention was carried unanimously. IMS. IWIGAIIIET M. THORBURI , requesting permisdon to remove or have removed an acacia tree from the parking in front of her premises No. 671 'Mast � 7 3 Wariposa Avenue. On motion of Trustee Love, seconded by Trustee Anderson, which carried, this matter was referred to the Street Superintendent with power to act. H. J. BALLWIN, owner of Lot 10 in Block 34, E1 Segundo, which is within the block where the municipal reservoir site is located, agreeing to sell said lot to the City of E1 Segundo for the sum of $800.00 net cash to him. It was moved by Trustee Gerow, seconded by Trustee Love, that the action of this Boa rd of Trustees heretofore taken, authorizing the offer of $800.00 cash to the owners of certain lots in Block 34, be and the same is hereby ratified and approved, and the City Clerk be and he is hereby authorized and instructed to open an escrow with any reputable bank or title company of Los Angeles County, for the purpose of effecting the purchase of Lot 10 in Block 34 of the City of E1 Segundo, free and clear of encumbrances, excepting conditions,restrictions, reservations, etc. of record and usual to real property within the City of E1 Segundo, the present owner of said property to receive $800.00 net cash,'all expenses in connection with the escrow and obtaining certificate of title not to exceed $75.00. Carried by the following vote: Ayes: Trustees Anderson, Gerow, Love and Binder. Noes: None. Absent: Trjistee Cannon. ORAL COMMICATIONS. None. REPORTS OF STAu'"DING COMTITTE S. None. REPORTS OF OFFICERS & SPECIAL COLT UTT...11M. Trustee Gerow drew the City Marshal's attention to the fact that the erection of a new building on Grand Avenue between Richmond Street and the alley west thereof creates a dangerous condition for motor vehicles at said point by reason of vehicles entering Grand Avenue from said alley at too great a speed. Thereupon by general consent the City Marshal was instructed to have painted on the roadway of said alley at said point a white line and the word 11SWU11. - The Commissioners appointed to appraise the value of lands over which the City of E1 Segundo will require easements for public sewer purposes, filed with the Board this date its written report, which was examined and considered in every detail by the Board of Trustees, following which it was moved by Trustee Gerow, seconded by Trustee Love that the values of land within the City of El Segundo, over which said City will require easements for public sewer purposes qs fixed by the three Commissioners appointed to appraise said land, and as shown in the written report of said Commissioners filed with the Board of Trustees this date, each be increased 505' with the exception of Lots 1, 2, 3, 4 and 5 in Block 7 of Tract 1685, and that the values on these latter parcels be increased 100;x. Carried by the following vote: Ayes: Trustees Anderson, Gerow, Love and Binder. Noess None. Absent: Trustee Cannon. The City Attorney advised having consulted with bir. Schwab of the firm of C'Melveny, Milliken, Tuller & t!cNeill, and of having learned that the ruling of said attorneys that the sewer bonds could not be approved until thirty days after the final passage and adoption of an ordinance by the City of Los Angeles approving any agreement between the City of Los Angeles and the City of E1 _ Segundo with respect to a sewer connection, was based upon said attorneys' understanding that a portion of the City of M Segundo sewer line was to be constructed within the City of Los Angeles. However, a conference with the Engineering Department and the Legal Department of the City of El Segundo having corrected the misinformation, said consulting counsel now feels that it will not be necessary for the City of Los Angeles to adopt such an ordinance, thus permitting earlier approval of the bond issue. yi The City attorney reported likewise having communicated with the legal department of the City of Los Angeles with respect to its approval of the sewer agreement and found that owing to important political matters engaging the attention of practically the entire personnel of the Los Angeles City Attorney's office that the required approval has not yet been had. The City Attorney delivered to the City Clerk forms of grants of easements for sewer lines, together with letters which should accompany the same, which had been prepared by his office; also copy of forms for taking the census. The City Clerk advised that the contractor's warrant for the improvement of Bayonne Street and a portion of Bonita Vista Avenue, and for the improvement of portions of Virginia Street and other streets would not be completed until next week and that the date for the hearing of protests against the assessment will be set for June 19th, 1925. . "he Fire Chief reported that dry grass and weeds on vacant property throughout the city create a fire hazard and requested that the Street Superin- tendent be instructed to burn the same. By general consent the Street Superintendent was instructed so to do. Right -of -way Agent Dale reported that in his opinion the value of the small piece of land owned by the City of M Segundo on West Maple Avenue between Lair. Street and Virginia Street is 4200.00 without taking into consideration the value of street improvements recently constructed in said street. Moved by Trustee jerow, seconded by Trustee Love, that the following resolution be adopted: ?TIEME:AS, this Board of Trustees has had the right -of -way agent of the City of :11 Segundo make inquiry as to the value of land in the vicinity of real property of the City of El Segundo or. ,Jest Maple Avenue between Lain Street and Virginia Street; And Whereas, after due investigation said right -of -way agent has reported to this Board of Trustees that in his opinion the value of the land without street improvements or other improvements being considered is :.e'200.00; Now Therefore, Be It Resolved, That inasmuch as said city has no further use for said property, which is only 38' x 65' in dimension, that said Board will consider the sale of said property at not less than 4350.00 cash. The Street Superintendent reported that he had repaired the damage to the electric sign located at L1 Segundo Avenue and Inglewood- Redondo Boulevard, but that all of the sites should be repainted and suspended on new cables. It was thereupon moved by Trustee rove, seconded by Trustee Gerow, that the Street Superintendent be authorized and instructed to repaint the suspended electric signs within the City of M Segundo and to cause new cable to be used in the, suspension of said signs, all at a cost not to exceed N100.00. Moved by Trustee Gerow, seconded by Trustee Love, that the Superintendent of the mater Department be and he is hereby authorized and instructed to remove a fire hydrant from its present location on the East side of Virginia Street between Palm Avenue and Maple Avenue to a position adjacent thereto, which in his opinion will be practicable and safe. Carried. It appearing that the water lines serving consumers of the water department in and adjacent to Virginia Street north of 4''aple Avenue are inadequate and do not afford ample fire protection, it was moved by Trustee Gerow, seconded by Trustee Love, that the Superintendent of the Water Department be and he is hereby authorized and instructed to make the necessary arrangements for and when the supplies are available, to construct in Virginia Street from Maple Avenue to Collingwood Street a 6" cast iron water main. Loved by Trustee Gerow, seconded by Trustee Love, that the City Clerk be and he is hereby instructed to advertise for sealed bids or proposals, to be received by the Board of &rustees on Friday, the 19th day of June, 1925, at the hour of 7 :45 o'clock P. L:. for furnishing the City of E1 Segundo with 1500 feet of 6" cast iron water pipe, which said notice shall be substantially in the following fora, to -wit: P211- "NOTICZ TO 3IDD:IRS Or, CAST IRON PIPL. Public Notice is hereby given that the Board of Trustees of the City of El Segundo, California, will receive sealed bids or proposals up to the hour of 7 :45 o'clock P. M. on Friday, the 19th day of June, 1925, for the following material to be furnished the said city, to -wit: 1500 feet of 6" Class B cast iron water pipe. All pipe is to be delivered f.o.b. F.1 Segundo, California, at trench - side or at the municipal yard as the Superintendent of the Prater ,forks may direct. Each bidder in bidding shall accompany his bid by a certified check, cashier's check or a bidder's bond for an amount not less than 10;' of the total amount of the proposal or bid. Said check or bond to be payable to said City of El Segundo and to be forfeited to said city in event that the successful bidder shall fail for a period of ten days after award of contract to enter into a contract for furnishing said city the materials bid upon at the price stated in the bid as determined by the Board of Trustees. The Board of Trustees reserves the right to reject any and /or all bids and will award the contract to the bidder bidding upon the pipe which in the opinion of said Board is best suited to the needs and requirements of said city. This pipe is to be used in installing maino in the municipal water works system in the City of it Segundo, California. Trustee Gerow recommended that ornamental trees be planted in all of the streets in which sidewalks and curbs have been recently constructed, and by general consent the President instructed the Street Superintendent-to make an estimate of the number of trees which will be required in order to comply with the suggestion. Uoved by Trustee Gerow, seconded by Trustee Anderson, that the Street Superintendent be and he is hereby instructed to construct a macadam veneer pavement twelve feet wide in the center of Ducalyptus Drive between Walnut Avenue and Collingwood Street, at a cost not to exceed X299.00. Absent: Trustee Cannon. ieport having been !wade to the Board of Trustees that there are two families within the city in need of assistance to provide the necessaries of life, it was moved by Trustee Gerow, seconded by Trustee Anderson, that Trustees Binder and Love be and they are hereby appointed a committee to investigate these reports, will full power to act, it being provided that a sum not to exceed X25.00 for each family shall be expended.
