1925 MAY 15 CC MINEl Segundo, Cal. May 15th, 1925. A regular meeting of the Board of Trustees of the City of "'1 Segundo, California, was called to order at 7 :00 o'clock P. 1% on the above date in the Council Chamber of the City Hall of said City by the City Clerk, the President of the Board being absent. Trustee Cannon was unanimously chosen President pro -tem and he immediately assumed the duties of the President. ROLL CALL. Trustees Present: Anderson, Cannon, Gerow and Love. Trustees Absent: Binder. R (DING OF M=..ES OF PREVIOUS Z'711111TING. The minutes of the regular meeting held on the 8th day of May, 1925, were read. No errors or omissions appearing, it was moved by Trustee Love, seconded by Trustee Gerow, that the minutes be approved as read. Carried. MIT= COMMUCATIONS. The following communications were read and disposed of as indicated: Eh SE LLI'DO i3:ZM:`W OF YACCA3:.E3, advising that said organization did not use the Uity Hall Auditorium on the evening of !larch 31st, 1925, special permit for which had been heretofore granted by this Board of Trustees and asking that the charge made for such-use be cancelled. Moved by .erustee Gerow, seconded by Trustee Anderson, that in view of the fact that the E1 Segundo Review of the Maccabees did not use the City Hall Auditorium on the evening of `Parch 31st, 1925, and that the City Clerk be and he is hereby authorized and Instructed to cancel the charge made therefor through his office. Carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow and Love. Noes: None. Absent: Trustee Binder. JAY L. SMITH and others, requesting the Board of Trustees to consider amending the dog license ordinance, so as to provide a license for kennels in lieu of licensing each dog separately as now provided in said ordinance. It was moved by Trustee Gerow, seconded by Trustee Anderson and unanimously carried, that the matter be referred to the City Attorney with instructions to prepare the necessary legal procedure. WALTER A. 3LACKBLBN and 350 others, a petition in six sections, requesting that in the construction of the sewer system for the City of .:1 Segundo, the Board of Trustees stipulate that white nen only be employed and residents of the City of yl Segundo as far as practicable. Ordered filed. DAVID ll KINLEZY and others, requesting the construction of sidewalks and curbs in Hillcrest Avenue between Holly Avenue and Pine Avenue under such improve- ment acts of the State of California as in the opinion of the Board of Trustees nay be most advantageously used. Moved by Trustee Gerow, seconded by Trustee Anderson, that the City Engineer be and he is hereby instructed to prepare the necessary data and to furnish the same t6 the City Attorney so that he may prepare the necessary legal proceedings. Carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow and Love. Noes: None. Absent= Trustee Binder. ORAL CO1IMNICATIOI'S. Mr. F. G. Harris, a disabled ex- soldier, applied for permit to conduct Y' 1 a stand for vending Tait's box lunches near the corner of Richmond Street and r'IL Segundo Avenue. Following consideration, it was moved by Trustee Gerow, seconded by Trustee Love, that this permit be granted, subject, however, to revocation by the Board of Trustees at any time in its discretion. Carried. NOXZ. RMMORT OF STAINDING CO1MYITT:::.S. REPORTS OF OFFICs..'RS & SPECIAL COLMITTE S. Trustee Binder appeared at the meeting at this time, the hour being 7:20 o'clock P. M. and took his seat. He immediately assumed his duties as president of the Board, Trustee Cannon thereafter ceasing to serve as president pro -tem. :'he City attorney reported having visited the office of the City Attorney of the City of Los Angeles with respect to the present status of the sewer agreement between said city and the City of El Segundo, and he learned that the completed document as amended and approved by the City Attorney of the City of Los Angeles should reach him within the next few days. He advised also having conferred with OlMelveney, Milliken, `fuller & McNeill, consulting bond counsel, in the matter of the issuance of Y375,000.00 sewer bonds and learned that said firm of bond attorneys would not approve the bond Issue until at least thirty days after the final passage and adoption by the City of Los Angeles of an ordinance approving the contract which will be entered into between said city and the City of El Segundo for the connection of the E1 Segundo sewer system with the Los Angeles City Hyperion Outfall Sewer. The City Attorney advised the Board also that in the event it becomes necessary to condemn any real property within the City of Ll Segundo for sewer rights -of -way, that he can acquire possession of the necessary property within one week's time. Fire Chief McConnell advised the Board that the E1 Segundo Fire Department had delegated him to request the Board to create boulevard stops on a number of the East and West streets entering Main Street, with the idea of eliminating the existing vehicular traffic hazard. The President of the Board advised the Chief that he might report to his department that the Board has already taken steps to minimize the hazard by the purchase of traffic buttons warning traffic to enter such intersections slowly and that if this method does not prove successful, other steps may be taken at a later date. Right -of -way Agent Dale reported having encountered some conflict of opinion as to the damages which would be allowed property owners for easements for sewer lines over private property and recommended the appointment of three Commissioners to view the lands required and to fix the values of same, so that all property owners affected might be treated fairly and uniformly. The discussion, which followed, indicated that the Board believed such a method expedient and it was moved by Trustee Love, seconded by Trustee Gerow, that Messrs. Adolph Leuzinger, A. F. Fitzgerald and George A. Johnson be and they are hereby appointed Commissioners for the purpose of fixing the value of lands necessary to be taken for sewer rights -of -way, said Commissioners to serve without bonds and to assume the duties of their office at the earliest date possible. After viewing the lands necessary to be taken and fixing the value of the same, said Commissioners shall file with this Board of Trustees a written report of their findings. They shall serve as such Commissioners during the pleasure of this Board of Trustees and in said capacity shall be compensated at the rate of '„200.00 per month for such time as they are actually engaged in said work. Moved by Trustee Love, seconded by Trustee Cannon, that the following resolution be adopted: SP=AS, in the construction of the proposed sewer system for the City of L1 Segundo, it will be necessary to secure easements over private property; AND WrHMMS, it is desired to expedite the acquisition of such easements; AND �� , this Board of ': steeshas heretofore appointed three Commissioners to appraise the value of the lands to be taken; N0.7 THMZFOR , B3 IT RESOLVED, that upon the filing of the report of said Commissioners with the City Clerk, the President of the Board of `Trustees of the City of M Segundo and the City Clerk of said City be and they are hereby authorized and instructed to make and execute on behalf of said City, propositions to the owners of the real property affected, for rights -of -way over and across their respective lands, such propositions to be based upon the findings of said Commissioners and without further action by this Board of Trustees, unless, in the opinion of the -President of this Board, further consideration is necessary. The foregoing resolution was carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Noes: None. Absent: None. UNFINISHED BUSINESS. The City Attorney, having prepared and filed with the Board quitclaim deed releasing to the owners of "ot 3, Block 2, Tract 1685, all interest in and to said real property except the Westerly five feet thereof, which document had been prepared pursuant to request of the Lumbermen's Finance Corporation, filed with the Board of Trustees on April 30th, 1925, it was moved by Trustee Gerow, seconded by Trustee Gannon, that the President of the Board of Trustees and the City Clerk of said City be and they are hereby authorized and instructed to execute said deed on behalf of said city and to deliver same to the grantee therein named. Carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Noes: None. Absent: None. Action on the matter of lowering the grade of the roadway in Bonita Vista Avenue between Walnut Avenue and Collingwood Street having been deferred from the last meeting of the Board, and the situation having been viewed by the various members of this Board and having had due consideration, it was moved by Trustee Gerow, seconded by Trustee Anderson, that the Street Superintendent be and he is hereby authorized and instructed to clear Bonita Vista Avenue between Walnut Avenue and Collingwood Street, so as to make the same passable and remove any dangerous conditions which may at present exist, all at a cost not to exceed 9'200.00. Carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Noes: None. Absent: None. The matter of the fire hose recently received from the American- LaFrance Fire rngibe Company differing from the sample shown by the representative of said company at the time contract for furnishing the City of it Segundo with 500 ft. of hose was awarded was discussed in detail, and it appearing that a representative of said company had conferred with several members of this Board of Trustees during the week, during which time it was claimed that hose samples submitted by all.hose manufacturers differs in appearance from the hose actually delivered, by reason of the fact that such samples are made and assembled in a manner different from that in which the hose when made in quantity for delivery is manufactured, and it further appearing that the hose actually delivered by said company complies with the specifications furnished by said company, when submitting its bid, it was moved by Trustee Cannon, seconded by Trustee Gerow, that the 500 �204 feet of *I Double- Jacket Wawona Brand Fire hose recently delivered to the City of :1 Segundo by the American Rubber 'Manufacturing Company, pursuant to award made by this Board of Trustees on April 17th, 1925, be and the same is hereby accepted on behalf of the City of E1 Segundo and that claim for payment for awe when properly presented in the form and manner required by law and approved by the Finance Committee of this Board, be allowed.
