A regular meeting of the Board of Trustees of the City of Zl Segundo, California, was called to order at 7:00 o'clock P. 11. on the above date, in the Council Chamber of the City ?call of said City by Peter R. Binder, President of the Board. ROLL CALL. Trustees Presents Anderson, Cannon, Love and Binder. Trustees Absent: Gerow. RMUING OF ?'INUTy3 OF PREVIOUS I'METING. The minutes of the adjourned regular meeting held on the 4th day of May, 1925, were read. No errors or omissions appearing, they were approved as read upon motion of Trustee Love, seconded by Trustee Cannon, which carried. Trustee Gerow appeared curing the reading of the minutes and took his seat, the hour being 7 :10 o'clock P. 1i. WRITTMJ CO. MILTITICATIONS. The following communications were read and disposed of as indicated: ADJUTANT G MAL OF 1.11M, STATE OF CALIFORi,: La, advising that there is available for distribution to coru=ities in California desiring the sane, certain captured war devices as °trophies, a list of which is attached to the com^unication. By general consent the Clerk was instructed to refer the matter to the American Legion. J. L. Rx- ]PORTS OF STANDIIiG C0121ITT.I:S. REPORTS OF OFFICERS & SPECIAL COM'ITTRES. The Street Superintendent reported that the sidewalk and curb recently constructed in the Fast side of Bonita Vista Avenue betcreen walnut Avenue and Collingwood Street is approximately two feet below the surface of the street and that to lower the roadway would entail an expenditure of approximately 4200.00. The Board deeming it advisable to view this situation personally and to inspect other conditions within the City of .01 Segundo, by general consent it was agreed that the Board of Trustees and the Btreet Superintendent would make a tour of the city on Sunday morning next,Meting at the City Hall at 8:30 o'clock A. W. The City Attorney advised that he is prepared to draw a contract for services of the Chamber of Commerce to be rendered the City of , Segundo, whenever this Board is ready to advise him the nature of the services it is desired the Chamber of Commerce should furnish, and upon motion of Trustee Gerow, seconded by Trustee Anderson, which carried unanimously, the matter v6as taken under advisement for one week. The Street Superintendent reported that he needed fifty road oil buckets and covers, and upon motion of trustee Gerow, seconded by Trustee Cannon, which carried by the following vote, to -wits 4498 , Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Noess None. Absent: None 04 the City Clerk was instructed to purchase said buckets at a cost not to exceed $75.00. The Fire Chief reported that the hose received pursuant to an award recently made to the American Rubber Manufacturing Company does not in all respects compare with the sample submitted when bid was filed and by general consent the City Clerk was instructed to request said company to have a representative at the next meeting of the 3oard to confer with respect to said matter. UNFINISHED BUSINESS. The City Engineer requested information as to the desires of the Board with respect to the boundaries of the District to be assessed for the opening of Mariposa Avenue from Arizona Drive to Inglewood- Redondo Boulevard. After discussion it was moved by Trustee Cannon, seconded by Trustee Gerow, that the City Engineer delineate upon a plat and furnish the same to the City Attorney, the outline of an assessment district for the opening of LTariposa Avenue to a width of 80 feet from the Westerly line of Redondo 3oulevard to the easterly line of Arizona Drive, showing the northerly and southerly boundaries of said assessment district to be lines distant two hundred feet northerly and southerly respectively from and parallel with the center line of Mariposa Avenue as the same is proposed to be opened. Carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Noes: None. Absent: None. NEW BUSINESS. The City Marshal announced the appointments of G. R. Axelson, J. T. Turner and We A. Bouve as Deputy Marshals and requested the Board's approval of the same. It appearing from explanation as to these appointments that the appointment of Mr. Axelson was for a vacation period only and that the appointments of : 1urner and Bouve were in connection with the performance of their duties with the General Chemical Company, it was moved by Trustee Gerow, seconded by Trustee Love that the appointments of J. T. Turner and "I. A. Bouve as Deputy yarshals be and the same are hereby approved and that the appointment of G. R. Axelson be not approves, as this Board of Trustees is not in favor of convenience appointments of Deputy Marshals. Carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Noess None. Absents None. The Marshal then announced the revocation of the appointments of Adrian Hartley and Co G. Ritchie and the withdrawal of the appointment and request for approval of the appointment of G. R. Axelson. A. H. Koebig, Jr. of the firm of Koebig & Koebig, consulting engineers in the matter of the construction of a sewer system for the City of Z1 Segundo, it appeared that certain formalities should be gone through with respect to obtaining permits from the State Board of Health and from the County Board of Health, which matter was discussed at some length by the Board. It was then moved by 'Trustee Gerow, seconded by Trustee Love, that the following resolution be adopted: "RESOLVED by the Board of Trustees of the City of El Segundo, County of Los Angeles, California, that pursuant and subject to all the terms, conditions and provisions of the - eublic Health Act of the State of California, approved March 23, 1907, and all amendments thereto, application by this City be made to the State Board of Health of the State of California, for a permit to construct, use and maintain a collecting sewer system for the entire City of 21 Segundo, disposing into the Selleview Outfall Sewer of the City of Los Angeles and the Lo:, Angeles County '"etropolitan Sewer District 75, as delineated upon Map 11,241101 and data attached thereto accompanying this application for permit, and That the President of said Board of Trustees of City of El Segundo be and he is hereby authorized and directed to cause the necessary data to be prepared, and investigations to be made, and in the name of said City of `1 Segundo to sign and file such application with the said State Board of health ". Dale, might- of -vray :gent for the 8ity of El Segundo be and he is hereby authorized and instructed to immediately proceed to procure all rights -of -way necessary for the construction of a sewer system for the City of E1 Segundo according to plans therefor heretofore adopted by this Board of Trustees and on file in the office of the City Engineer. Absent: None. •� •i r �.4 - The City Engineer then presented to the Board the Assessment Diagram for the improvement of Bayonne Street and a. portion of Bonita Vista Avenue within the City of r1 Segundo, as provided for under Resolution of Intention No. 85 of the Board of Trustees of said City, said diagram being numbered M 25407. After examination of said diagram by the Board, it was moved by Trustee Gerow, seconded by Trustee Cannon, that the following resolution be adopted: RESOLVED, that the Assessment Diagram for the improvement of Bayonne Street and a portion of Bonita Vista Avenue, within the City of E1 Segundo, under Resolution of Intention No. 85, said diagram being numbered W 254079 is satisfactory to this Board in all particulars and that the same is hereby approved by this Board and the Oity Clerk is hereby authorized and directed to endorse the approval of this Board upon the said Assessment Diagram. Said resolution was carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow, iov.e.and Binder*- Noes: None. Absent: None. The City Engineer advised the Board that considerable field work will have to be done by the Engineering Department of the City of Ll Segundo in connection with the construction of the sewer system for said city and he recommended the appointment of J. E. Gibbs as instrumentman. I -loved by Trustee Gerow, seconded by Trustee Anderson, that Mr. J. Be Gibbs be employed by the City of E1 Segundo as instrument man for the Engineering Department of said City, to assume his duties on the 14th day of May, 19259 Until the further order of this Board he shall be compensated in full for all services rendered as such instrumentman at the rate of 4175.00 per month, which said compensation shall be paid monthly as other city salaries are paid. Carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Noes: None. Absent: None. The Marshal requested authority to purchase traffic buttons for use on certain streets intersecting Main Street north of Pine Avenue and at the inter- section of Hichmdnd Street and Grand Avenue and upon motion of Trustee Gerow, seconded by-Trustee Cannon, permission was granted to purchase one four aided Univer- sal Traffic Control button and four one -sided Universal Traffic Control buttons, at a cost not to exceed x$50.00. Carried by the following votes Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Noes: Nona* Absent: None.
