1925 JUL 24 CC MINF'D5 S1 Segundo, Cal. July 24th, 1925. A regular meeting of the Board of Trustees of the City of 81 Segundo, California, was called to order at 7s00 o'clock P. Me on the above date in the Council Chamber of the City Ball of said City by Peter B. Binder, President of the Board. The City Clerk being absent, it was moved by Trustee Gerow, seconded by Trustee Anderson, that Trustee Love be appointed Clerk pro -tome Carried. BOLL CALL. Trustees Presents Anderson, Gerow, Love and Binder. Trustees Absents Cannon. BEADING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 17th day of July, 1925, were read. No errors or omissions appearing, it was moved by Trustee Love, seconded by Trustee Gerow, that the minutes be approved as read. Carried. Trustee Cannon appeared during the reading of the minutes and took his seat, the hour being 7sO5 o'clock P. No WIT EN CONNUNICATIONS. Thw following communications were read and disposed of as indicateds the improvement of W. W. BRIDGES, advising that he had been assessed fot/the entire North 100 fte of the South 200 ft. of +rot 1, Block 96, El Segundo, of which he owns only the South 50 ft. and asking the Board of Trustees if there is any method by which he could pay off the assessment on his own property. It appearing that when the assessment roll covering property improved under Resolution of Intention No. 79 of the Board of Trustees was made up, that the entire 100 ft* of the South 200-ft. of Lot 19 Block 96, E1 Segundo was shown in tiro Bridges name, that bonds are now being issued covering the unpaid assessments and that the matter is now beyond the jurt6di.otion of this Board of Trustees, the City Clerk was instructed to write Wr. Bridges to that effect, advising him that it is now too late for this Board of Trustees to be able to take any action in the matter. SPECIAL ORIZR OF BUSINESS. The hour of TOO o'clock P. N. this date having been heretofore set as the date and hoar for the hearing of protests against the laying out and opening up of Mariposa Avenue as provided for under Resolution of Intention No. 949 the President of the Board arose and announced the hour of 7s29 o'clock P. N. and asked if there were any person or persons present who desired to file protests .against the laying out and opening of Mariposa Avenue. Dr. A. S. Gough, owner of property abutting the proposed improvement, advised that he expected his attorney to be present to file protest against the work as aforesaid, but that he had been delayed. 2ftumcbm No other protests being filed, it was thereupon moved by Trustee Love, seconded by Trustee Gerow, that the hearing of protests against the laying out and opening up of Mariposa Avenue as provided for under Resolution of Intention No. 94 be postponed until the hoar of S OO o'clock P. M. at this meeting. Carried. WRITTEN COIDMICATIONS. - Continued. PETITION OF W. Be MORGAN and 38 others, requesting that the Roard give its attention to the request of property owners for the widening of Grand Avenue from Main Street to the West line of Eucalyptus Avenue. Ordered filed for future reference. AUTOMATIC SMM FLUSHER COMPANY, returning the burns Automatic Sewer License Agreement, which had been returned to them for minor changes. These changes having been made, and said agreement now being approved by the Acting City Attorney, it was ordered turned over to the City Engineer for his information and perusal. 260F ORAL COMOCE CATIONS. Mrs. Helen S. Brock requested use of the City Hall Auditorium and the City's banquet equip wnt on August 8th9 1925, for use of meeting of the County Association of City Planners. It appearing that the Auditorium was not engaged for that date, it was moved by Trustee Gerow, seconded by Trustee Cannon, that this request be granted. Carried. REPORTS OF STANDING COMMITTEES. Trustee Gerow advised that Mr. 8.;8* requested an increase in the wages being matter, it was unanimously agreed by the Dare all that the present work performed fore, could not be complied with. Dare, employed as a street cleaner, had paid hie. After discussion of the Board that the City is now paying Nre by him is worth and his request, there- REPORT OF OFFICERS & SPECIAL COMMITTERS. The City Engineer, reporting on the matter of the printing oZ.,psps of the . City of 81 Segundo, which matter had been heretofore referred to�by this Board, advised that the E1 Segundo Herald had quoted him a price of $125.00 for 1250 or $115.00 for 1000 maps, size 18 x 22 inches, the outs from which the maps are printed to be turned over to the City. This price appearing to be reasonable and the sample of the proposed map submitted being satisfactory to the Board. it was moved by Trustee Gerow, seconded by Trustee Cannon, that the City Clerk be and he is hereby instructed to order printed by the E1 Segundo Herald 1000 pocket maps of the City of Al Segundo at a price not to exceed $115.00p it being understood that the outs of said map will be turned over to the City of R1 Segundo as soon as the maps are printed. Weatherfield, acrem a portion of whose property it is proposed to ran the sewer line ant hpoh Which particular portion his garage now stands, which it will be necessary to either move or tear down, had advised him that he would accept $20.00 as damages for the said gage. After discussion of the matter, it was moved by Trustee Cannon, seconded by Trustee Germ, that an amount of $20.00 be allowed ir.-Weatherfield for damages to his garage account of same being located on property to be used for sewer purposes, this amount to be paid as soon as funds for this purpose are available. The Marshal announced the revocation of the appointment of Co Woodyard as a Deputy Marshal. SPECIAL ORDER OF BUSINESS. The hour of 8:00 o'clock P. M. this date haveing heretofore been not at this meeting as the hour for the hearing of protests against the laying out and opening up of Mariposa Avenue as provided for under Resolution of Intention No. 949 the President announced that said hour had arrived and asked if any person or persons present desired to file protests as aforesaid. Mr. E. 0. Leaks, Attorney, representing the Estate of Fronia May Soolfield, Laura Boeck, Margaret& Gard and A. 3. Dough, owners of property abbtting the proposed improvement, addressed the Board in behalf of his clients, advising that the opening of Mariposa Avenue as proposed under Resolution of Intention Yo. 94 would work a hardship on the owners of the property through which the street would be opened because of the fact that the acreage is owned by only a few persons and the entire smonnt of the assessment would have to be borne by a few, that the property is agricultural property only, that no street is needed through this property at the present time and that putting a street through as outlined would be detrimental to the purposes for which it Is now being used. He advised that his clients owned 50% of the frontage represented under the proposed improvement and it was his belief that other owners would desire to file protests if they were given a chance to do so. It being the desire and intention of this Board of Trustees to give every person interested, who might wish to do so, a chance to file or make protests against the proposed opening of Mariposa Avenue as provided for under Resolution of Intention Bo. 94, it was moved by Trustee Gerow, seconded by Trustee Love, that the hearing of protests against the laying out and opening up of Mariposa Avenue as provided for under Resolution of Intention No. 94, be oonti=od until Friday, the 31st day of July, 19259 at the hour of 8 :00 o'clock P. The City Engineer presented to the Board &"Map Showing Initial Installation 9262 Of E1 Segundo Sewer System and Disposal System, and Plants Incidental Thereto ", which said map was numbered Y 241101 B, and requested the Board's approval of the same. After consideration and examination of the same, it was moved by Trustee Cannon, seconded by Trustee Gerow, that the map presented by the City Rugineer biking "clap Showing Initial Installation of E1 Segundo Sewer System and Dispoal System, and Plants Incidental Thereto" and bearing umber M 241101 -B, be and the same is hereby approved. Discussion was then had relative to the amount of sewer bonds it would be necessary to sell at this time and it appearing from the Engineer's estimate that $200900040 would be sufficient to cover the cost of the initial installation of the sewer system as now contemplated, it was moved by Trustee Gerow, seconded by Trustee Cannon that the City proceed to advertise for bids on and sell $800.9000000 worth of the $3759000.00 sewer bonds recently voted and that when bids are received on the construction work now contemplated, should it appear that sufficient bonds have not been sold to cover such cost, the City shall then advertise for bids on the sale of such additional bonds as may be necessary. M. for construction of a trunk line sewer system and appurtenances thereto in the City of 11 Segundo, California, which said notice shall be substantially in the following form, to -wits "SEWER CONSTRUCTION El Segundo, Cal. Sealed proposals will be received by the Board of Trustees of the City of E1 Segundo, California, at the City Hall in said City, until 9s00 o'clock P. Work is to oommence within ten days after signing of the contract and mast be completed within 120 days. A certified check in the am of 5% of the amount bid, payable to the order of the Board of Trustees of the City of 11 Segundo, California, mast accompany each bid. The City Engineer then presented specifications for construction of Trunk Line- Sewer System _in the City of 81 Segundo, which were read. It was then moved by Trustee Love, seconded by Trustee Gerow, that the specifications for the Construction of Trunk Line Sewer System in the City of 11 Segundo, California, as presented to the Board of Trustees by the City Engineer this date, be adopted. Carried by the following votes Ayes$ Trustees Anderson, Cannon, Gerow, Love and Binder. Noess None. Absents None. The City Engineer then advised that he was ready to proceed with the engineering work in connection with the construction of laterals for the business district of the City of 31 Segundo, whenever the Board so desired. The Board, having been previously advised by swmerous merchants within the City, that they were desirous of having this work done as soon as possible, It was moved by Trustee Cannon, seconded by Trustee Love, that the City Engineer be and he is hereby instructed to proceed with the engineering work for the construction of sewer laterals within the business district of the City of 31 Segundo. Carried by the following votes Ayess Trustees Anderson, Cannon, Gerow, Love and Binder. Noes: None. Absent: Boas. The City Marshal advised that the Police Department would have no further use for the telephone now in the residence of V. C. MoCaslin, former Traffic Officer of the City of El Segundo, and it was moved by Trustee Gerow, seconded by Trustee Love, that the City Clerk be and he is hereby instructed to have said telephone removed* Carried. X264_. 1 The American Legion, through Mr. He T. Hutchins, requested use of seven or eight of the City's portable tables for use on Friday, July 31st, 1925. It appearing that said tables would not be in use on said evening, it was moved by Trustee Gerow, seconded by Trustee Cannon, that the request be granted, said equipment to be returned in as good condition as when received by the American Legion.
