A regular meeting of the Board of Trustees of the City of B1 Segundo,
California, was called to order at 7 :00 o'clock P. 11. on the above date, in the
Council Chamber of the City Hall of said City by Peter Binder, President of
the Board.

The minutes of the regular meeting held on the 23rd day of January, 1925,
were read. do errors or omissions appearir.,-,, it was moved by Trustee Love,
seconded by Trustee Cannon, that the minutes be approved as read. Carried.

The following communications were read and disposed of as indicated:

Trustees to attend a meeting to be held Tuesday evening, February 3rd, 1925,
at 7 :30 o'clock P. E. in Ontario, Californi4, for the purpose of attempting to
work out some plan whereb- citrus groves might be adequately heated without
creating smut and smudge. Ordered filed.
PACIFIC ZLECTRIC RAIL;:AY CO., acknowledging receipt of the City Clerk's
letter of January 12th, 1925, concerning re- establishment of train schedules
on the 31 Segundo- Hawthorne Line in effect prior to the power shortage, and
advising that one of said company's representatives will call in the near
future and the matter gone into. Ordered filed.
COUNTY H ALTH OFFICER, being a report of the activities of his Department,
and health conditions as pertaining to the City of El Segundo for the month
of December, 1924. Ordered filed.
CHAS. W. LYON, Senator, acknowleging receipt of the City Clerk's letter
of January 16th, 1925, with respect to having copies of all bills introduced
before the Legislature, printed and distributed among interested citizens,
and stating that it would be impossible to supply copies to all citizens of
the municipality, but that in conjunction with Assemblyman Little, he will see
that copies of all bills are sent to the City Clerk, the =%1 Segundb Herald
and the El Segundo Chamber of Commerce, at any one of which places interested
citizens may inspect the same. Ordered filed.

Post in organizing and taking a census of the City of ::l Segundo, in the
belief that the data compiled would be a factor in securing a second -class
Post - Office for the City of Ll Segundo, and be valuable in other respects.
On motion of Trustee Love, seconded by Trustee Cannon, which carried, action in
this matter was deferred one week, in order to permit the City Attorney to look
up the law and advise the Board with respect to the State Lacy governing the
taking of an official census by municipalities.
PLTITION OF D. 1icK121L:Y and others, requesting the improvement of Hillcrest
Avenue between Palm Avenue and Holly Avenue. Moved by Trustee Gerow, seconded
by Trustee Love, that the following resolution be adopted:
SEAS, it appears that certain residents and property
owners of the City of El Segundo are willing to pay certain
moneys in the sum of 1=0.85 into the Treasury of the City
of 21 Segundo, California, and into the General Fund thereof,
for the purpose of causing certain street improvements within
said city to be made, and,

5AEAS, said sum has been deposited with the City
Clerk of said City with instructions to pay the same into
said General Fund upon the adoption of the following:
ITOW TH1,0F ORE, BE IT R�:SOLY D: That the Street Superin-
tendent be and he is hereby authorized and instructed to cause
the portion of that certain public street within the City of
E1 Segundo, known as Hillcrest Avenue, lying and being between
Palm Avenue and Holly Avenue, to be improvemend by the con-
struction therein of the following improvement, to -wit:
A macadam veneer improvement similar in character to the
improvement constructed in Palm Avenue between Virginia Street
and Hillcrest Avenues.
Carried by the following vote:
Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder.
Noes: None.
Absent: None.
ORAL C0121UN ICAT IONS.
Mr. F. H. Jensen made inquiry as to the method to be pursued in assessing
for the expense in connection with the opening of Sycamore Avenue, and what
the costs of this proposed work will be. The President of the Board of Trustees
and the City Attorney both explained that it would be impossible at this time to
determine what the cost of this work will be, or how such cost will be distributed
over the property, but it was pointed out that after the assessment is made, the
*.latter will be uublished in the local newspaper and not less than three weeks
time will be given all property owners to examine the same and enter protests if
so desired.

REPORTS OF OFFICERS & SPIX IAL C012TITTEES.
The City Clerk filed with the Board this date his Quarterly Report for the
quarter ending December 31st, 1924. By general consent he was instructed to post
a copy of the same on the Bulletin Board in the City Hall.
The Cit? Clerk reported that the Pacific Electric Railway Company's Engineers
had been in EZ Segundo recently to inquire as to the nature of the improvement
the City proposed making across said Company's right -of -way at Main Street and
Grand Avenue, E1 Segundo, but that consent to the macadamizing at this point
had not been received from said Railway. Some discussion was had, and it was
felt by the Board of Trustees that the Pacific Electric Railway Company would not
object to the macadamizing over its right-of-way, so long as said company was not
required to pay for the same, and so long as it did not interfere with the
Company's use of its tracks, whereup6n it was moved by Trustee Anderson, seconded
by Trustee Love, that the Street Superintendent be and he is hereby authorized
and'instructed to construct a macadam veneer pavement across the Pacifio- Falectric
right -of -way West of said Company's telephone booth at Main Street and Grand
Avenue, at a cost not to exceed X20.00. Carried by the following vote:
Ayes: Trustees Anderson, Cannon% Gerow, Love and Binder.
Noes: None.
Absent: None.
The City Attorney reported having communicated r.•ith Senator Roseberry,
Attorney for the estate having control of the Fisher Subdivision, through which
property the City desires a right -of -way for public street purposes, as a con-
tinuation of 1!ariposa Avenue, East of Main Street. Senator Roseberry felt that
this right -of -way could be procured in the manner suggested by City Attorney
;`loodworth, but desired to confer with 11r. R. E. Mattison, co- executor of the
estate, before definitely committing himself on the matter.

The Hight -of -flay Agent submitted to the Board a map of the proposed street
openings through the acreage North of Palm Avenue, which map he had colored in such
manner as to indicate the result of his work thus far, and which was examined
and considered satisfactory by the Board of Trustees. He reported that he is
continuing his negotiations with the Dinsmore Estate for the purpose of securing
deed for right -of -way over its property as a further continuation of 14a.riposa
Avenue easterly from Arizona Drive.
The Street Superintendent recommended the improvement of the intersection
of Virginia Street and Collingwood Avenue and on motion of Trustee Gerow, seconded
by Trustee Cannon, it was moved that the Street Superintendent be and he is hereby
authorized and instructed to repair the intersection of Virginia Street and
Collingwood Street at a cost not to exceed $200.00. Carried by the following vote:
Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder.
Noes: None.
Absent: None.
The City -7hgineer reported that the Gasteam radiators had been installed
in the City ?call Annex and that the same are operating satisfactorily.
The City Attorney reported that the case of Title Guarantee & Trust Company
vs. the City of Los Angeles, which has to do with the proposed leasing of beach
frontage adjacent to the C?ty of 21 Segundo to private parties has been called
in the superior Court on three different occasions, and continued for hearing
each time, the last continuance being until June 9th, 1925.
The City Clerk reported receipt of the agreement between the County of Los
Angeles and the City of 81 Segundo for the functioning of the County Health Denartment
as Health Jepartment of the City of =47 Segundo, said agreement having been duly
executed by proper officers of the County of Los Angeles.

2 �'d BUSINESS.
The Board of Trustees, deeming it advisable to employ consulting engineers
to collaborate with the City Engineer of the City of 21 Segundo in the matter of
the construction, designing and completion of a sewer system and disposal plant
for the City of El Segundo, lengthy discussion ensued, four firms of engineers
being considered. It was moved by Trustee Cannon, seconded by Trustee Gerow, that
the Board cast ballots for the selection of one of the firms, the result of such
41lot to be final and binding upon the Board. This notion having carried, the
bAllot was had, the result being as follows: For Koebig & Koebig - 3; for
Burns, McDonald & Smith - 1; for Currie =Engineering Company - 1.
At this point, the hour being 8 :43 o'clock P. IS., Trustee Gerow was
excused by the Chair, and he returned and resumed his seat at the hour of 8 :45
o'clock P. 17.
The City Attorney then submitted a form of contract, which he had prepared
for use in connection with the employment of consulting engineers in the matter
of the designing, construction and completion of a sewer system and disposal plant
for the City of El Segundo, and after the same was re�L and amended in minor
particulars to conform to the desires of the Board of Trustees, it was moved by
Tr'Kstee Love, seconded by Trustee Anderson, that the ?resident of the Board of
Trustees be and he is hereby authorized and instructed to execute on behalf of the
City of :.1 Segundo, California, that certain contract with Koebig & Koebig, an
engineering co- partnership of Los Anbelea, California, for their services as con-
sulting engineers in connection with the construction, designing and completion
of a proposed sewer system and disposal plant for the City of El Segundo, California,

at this meeting and as amended by it,n and that a copy of said contractl as so
amended, sh=all be designated as Contract 111o.15, and filed in the office of the City
Clerk of the City of 31 Segundo, California, as a permanent Pecord for identification
and future reference.
The said motion was carried by the following vote:
Ayes: Trustees Anderson, Cannon, 2=mw'Love and Binder.
Noes: 'Trustee Gerow.
Absent: None.
The City Clerk informed the Board that request had been made for a light in
the public telephone booth located in the main hall of the City hall Building, so
that patrons could easily refer at night to the directory affixed to the interior
of said booth. It appearing that the cost of the installation of such a light
would be in the neighborhood of $50.00 or 460.00, owing to the necessity for the
installation of additional wiring and conduit, it was decided inadvisable to grant
the request and it was recommended that the City Clerk ask the Telephone Company
to supply a telephone directory which could be affixed to the exterior of the
booth or other suitable place near the same.
The City Clerk stated that he had received inquiry as to the charges which
would be made by the City for pumping cesspools and requested the Board to establish
a rate for such service. Trustee Love thereupon introduced and moved the adoption
of the following resolution:
RIZOLVED9 that until the further 8rder of this Board of
Trustees, cesspool pumping servicpf a rendered by the City of
El Segundo shall be under the direction of the Street Superin-
tendent of the City of !;I Segundo, and that the persons employed
by him in this work be coniensated for such work at the rate of
%il.24 per hour, and
S-= IT , JRTHER REjOLVED, that the Street Superintendent keep
an accurate record of the actual cost of pumping each and every
cesspool, ahich such record or a copy thereof he shall deliver
to the City Clerk of the City of Ll Segundo within twenty -four
tours after the completion of any of such work, and
33 IT FLRTTrM RESOLVED, that the City Clerk shall thereafter
iMnediately bill the person or persons receiving such service for
such cost as reported by the Street Superintendent plus 10.
Motion to adopt this resolution was seconded by Trustee Anderson and carried by the
following vote:
Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder.
Noes: None.
Absent: -tone.
Trustee Gerow recommended the installation of meters at the pumping plant
of the Municipal ";rater Department, so that said Department could have an accurate
check upon water actually pumped and sold, in order to definitely ascertain the
percentage of loss, if any, and by general consent the Superintendent of the Water
Department was instructed to make recommendation as to his needs and report to the
Board at its next meeting.

Board of Trustees the installation of a street light at the corner of Walnut Avenue and
Lucalyptus Drive, Trustee Love moved that the City Clerk be and he is hereby authorized
and instructed to request the Southern California Edison Co. to install, as an addition
to the existing street lighting contrs:ct between said Company and the City of .rlt
Seb -undo, a 60 c.p. btreet light at the corner of Walnut Avenue and Eucalyptus Drive.

Moved by Trustee Cannon, seconded by Trustee Love, that the Street Superin-
tendent be and he is hereby authorized and instructed to trim trees within the City
of El Segundo wherever the same interfere with the illumination of streets at night.
Carried.
No further business appearing to be transacted at this session, it was moved
by 'Trustee Love, seconded by Trustee Anderson, that the meeting adjourn until Z.onday,
the 2nd day of February, at the hour of 4 :40 o'clock P. It. Carried.
