1925 JAN 16 CC MINP115 1 Segundo, Cal. January 16th, 1925. A regular meeting of the Board of Trustees of the City of El Segundo, California, was called to order at 7 :00 o'clock P. M. on the above date in the Council Chamber of the City Hall of said City by the City Clerk, the President of the Board being absent. Trustee Anderson was unanimously chosen President pro -tem and he immediately assumed the auties of the President. ROLL CALL. Trustees Present: Anderson, Cannon, Gerow and Love. Trustees Absent: Binder. MOING OF 1AINUTES OF PREVIOUS MVING. The minutes of the regular meeting held on the 9th day of January, 1925, were read. No errors or omissions appearing, it was moved by Trustee Cannon, seconded by Trustee Love, that the minutes be approved as read. Carried. Trustee Binder appeared during the reading of the minutes at the hour of 7 :12 o'clock P. I'.. and took his seat, and immediately assumed his duties as President of the Board, Trustee Anderson thereafter ceasing to serve as President pro -tem. WRITTEN COMIUNICATIONS* The following communications were read and disposed of as indicated: PETITION OF JZTES II. MOMOE and others, requesting that the petition signed by himself and others, dated November 8th, 1924, and filed with this Board of Trustees December 12th, 1924, be construed as requesting the improvement of Bayonne Street by the construction therein of cement sidewalks and curbs, and the grading of roadway only, that it was the intention of the petitioners to circulate in the future another petition for the improvement of the roadway, after grading, by the construction therein of macadam veneer paving, and that for their future convenience the Board of Trustees have the City Engineer estimate the cost of such a macadam veneer pavement. By general consent of the Board, the Detition was ordered filed, the City Engineer instructed to adapt the plans he is preparing for the improvement of Bayonne Street to conform to the desires of the petitioners, to -wit: That sidewalks and curbs only be constructed, and that the roadway between curbs be graded to conform to the grade of such curbs, and that in anticipation of the future construction, in the usual manner, of providing macadam veneer pavements9 he estimate the cost of this latter improvement, advising this Board. ING"EMOD CHAIIBM OF COMTERCE, a letter announcing a meeting to be held at the Inglewood Woman's Club Building, Friday, January 16th, 1925, for the purpose of discussing agitation regarding the division of Los Angeles County into seven Supervisorial Districts instead of the present five districts. Ordered filed. LEAGUE OF CALIFORNIA IIUNICIPALITIM, Legislative Committee, requesting the adoption of suitable resolution to be addressed to the Legislature, requesting that Body to make efforts to have all bills introduced at the first session of the Legislature printed as speedily as possible and distributed among interested citizens, to permit of their study during the constitutional recess of the Legislature, and before their final disposition at the second session of said Body. On motion of Trustee Gerow, seconded by Trustee Love, which carried by the unanimous vote of the Board of Trustees, the following Resolution was adopted: „�iZAS, the Constitution of the State of California was amended in 1911, so as to provide for the division of the regular session of the Legislature into two periods, with an intervening recess of thirty days, and .4 1 a W =:AS, it is apparent to this Board of Trustees that the intent of this amendment was to permit of the printing and dissemination of copies of all of the bills introduced during the first period, to enable the people of the State of California, interested therein, to study the same before their final disposition during the second session, and this Board of Trustees feels that acquiescence on the part of the Legislature to the desires of the people of the State of California thus expressed, will stimulate the confidence of the people in its public officials, and that the legislators will receive comments of a nature to guide them in the final disposition of proposed legislation, NOW T'rL"� - 012, BE IT RESOLVED, That the Board of Trustees of the City of El Segundo hereby goes on record as favoring compliance with the constitutional amendment hereinabove referred to, as nearly as may be practical, by the Legislature of the State of California, and recommends that all bills introduced during the first session be printed as speedily, as possible and sent to interested citizens without delay, and BE IT FURT'IM RESOL77ED, That the City Clerk of the City of M Segundo be and he is hereby instructed to forthwith fox-;+ard a copy of this resolution to the Legislature of the State of California, and to Charles 71. COUI'= OFFICER, a digest of the activities and accomplishments of the County Health Department during the year 1924. Ordered filed. ORAL CO=111CATIONS. A 11'r. Bowser, representing J. J. Gans, operators of slot machines, addressed the 3oard briefly on behalf of his client, with the view of obtaining permission to resume use of these machines, operation of which within the City of E1 Segundo had been stopped by order of the Board of Trustees during the prior week. The discussion which followed terminated in a motion by Trustee Gerow, seconded by Trustee Love and unanimously carried, that the City Marshal be and he is hereby instructed to enforce the provisions of Ordinances 2+o. 8 and 68 of the City of E1 Segundo, and to cause immediate termination of the use, operation or playing of slot machines, and to prohibit the future resumption of the use of any of said machines within the City of E1 Segundo. F.--.PORTS OF ST EDING COMMITTEES. Trustee Anderson of the Public ::orks Committee, stated that in his opinion the condition of Collingwood Street bet:reen Main Street and Virginia Street Is- such as to require some temporary repair work being done there, and he moved that the Street Superintendent be instructed to cause said street to be temporarily repaired at a cost not to exceed 4250.00. This motion was seconded by Trustee Gerow, and carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Hoes: None. Absent: None. I J. OF OFFICEaS & SPECIAL COMTITTIZS• The City Clerk reported that, at the request of the Chairman of the Board of Trustees, he attended a meeting held this date at the Inglevro od Woman's Club Building, for the purpose of discussing an amendment to the Los Angeles County Charter, which would permit of seven instead of five Supervisors. He stated that the proponents of the measure did not have the matter sufficiently well in hand to ascribe any definite desires for the change, and that from the presentation of the subject, most of the representatives at the meeting felt that they could make no recommendation to the bodies which had sent them. The meeting terminated in the F117t adoption of a motion introduced by Mr. Clyde Bloodworth, City Attorney, requesting the Long Beach Chamber of Commerce, which is the chief advocate of the suggested plan, to prepare and furnish to the various civic and political bodies they desire to interest, a printed or written statement of their reasons for, and arguments in favor of a departure from our existing form of County Government. The City Clerk reported that Mr. P. S. iiinner, Manager of the Southern California Edison Company, had visited his office in response to a letter addressed to him by the City Clerk, with respect to the installation of a street light at the corner of Eucalyptus Drive and Collingwood Street, and stated that his company considered the cost of construction to provide this light not justified by the revenue which would be derived therefrom, but that, if the Board of Trustees would order a 400 c.p. lamp installed at this corner, as well as at the corner of Sheldon Street and Collingwood Street, he felt that his company would authorize the expenditure. Moved by Trustee Gerow, seconded by Trustee Anderson, that the City Clerk be and he is hereby authorized and instructed to amend the request heretofore made to the Southern California Edison Company to call for 400 c.p. light at the corner of Eucalyptus Drive and Collingwood Street, and to request at the same time that 400 c.p. lamp be substituted for the 60 c.po lamp at present in use at the corner of Sheldon Street and"Collingwood Street. Carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Noes: None. Absent: None. The Superintendent of the dater Department filed with the'Board his preliminary estimate of the cost of rehabilitating the municipal water system in the acreage North of Palm Avenue between the nest City Boundary and the Fisher Subdivision, said estimate being dated Jan. 13th, 1925, which was ordered filed for future consideratiob. The Superintendent of the slater Department recommended the laying of a 4" cast iron water main in Bayonne Street between Palm Avenue and Maple Avenue, prior to the macadamizing of the roadway of said street. The matter was . discussed at some length, at the termination of which it was moved by Trustee Gerow, seconded by Trustee Love, that the Superintendent of the dater Department be and he is hereby authorized and instructed to lay a 2" screw pipe water main in Bayonne Street between Palm Avenue and Kaple Avenue and to install a fire hydrant in said street at a point which will insure its location being satisfactory when the new street proposed to be out Fast and West through Block 96 is opened, all at a cost not to exceed $290.00. Carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Noes: hone. Absent: None. The City Engineer reporting, pursuant to previous instructions, con- cerning prices on equipment it would be necessary for the City to procure in order to provide a cesspool pumping service for property owners of this municipality, stated that, after consultation with the Street Superintendent, it had been decided, that with slight alteration, the sprinkling wagon, which is seldom used by the Street Department, could be adapted to such use; also that through Fairbanks, Morse & Company, he had obtained a price of $14.90 on a double action, valve hand pump, with a lifting capacity of two barrels per minute, and from Smith -Booth -Usher Company a price of $48.50 on a diaphram pump with a capacity of forty gallons per minute. He also stated that about thirty feet of 3" auction hose would be required and that Fairbanks -Morse & Company had quoted a price of j2.16 per foot for the same. Following discussion, it was moved by Trustee Gerow, seconded by `trustee Love, that the City Clerk be and he is hereby authorized to purchase a double action, valve, hand pump from Fairbanks, Morse & Company at a cost 11ot to exceed 915.00 and the required quantity of 3" suction hose, all at a cost not to exceed }100.00, and the Street Superin- tendent be and he is hereby authorized and instructed to have the water wagon altered in such manner as to make the same available for use in connection with cesspool pumping service at a cost not to exceed $25.00. The City Ikgineer reported that, pursuant to previous instruction of the Board, he had communicated with two suppliers handling radiators and steam heating apparatus, each of whom promised to call upon him, but up to this time they had failed to do so. The Board having given informal consideration to the matter of constructing a macadamized roadway surface across the tracks of the Pacific 1Z ectric Railway Company at its terminus, Main Street and Grand Avenue, north of the Service Station of the Standard Oil Company, Trustee Binder stated that he and the Street Super- intendent had investigated conditions at this corner, and the feasibility of such construction, and had determined that the roadway could be constructed Jest of the point where the cars are �.eR�{ at the present time without interferring with the service of the Pacific Railway Company, but that it would be desirable to have them remove one length of rail on each side of their track, and by general consent the City Clerk Was instructed to write the Pacific Zlectric Railway Company in this connection, and requesting that they comply with the recommendation hereinbefore mentioned. Presnall, residing on 1hiting Street between Mariposa Avenue and Palm Avenue, had requested that when sidewalks and curbs are constructed in said street, the same be depressed, so as to provide a driveway into his premises. It appearing that the plans, as prepared for this proposed street work, did not contemplate such depression, and that the proceedings in connection with the improvement of said street had progressed to the point where the plans could not be changed, the matter was not given further consideration. At the suggestion of Trustee Gerow, the City Clerk was instructed to request the Pacific Telephone & Telegraph Company to remove one of its telephone poles from the North side of koest granklin Avenue between Concord Street and the Alley Zast thereof, and directly in front of the municipal park. No further business appearing to be transacted at this meeting, it was moved by Trustee Gerow, seconded by Trustee Love, that the meeting adjourn. Carried.
