A regular meeting of the Board of Trustees of the /City of EZ Segundo,
California, was called to order at 7 :00 o'clock P. 11* on the above date in
the Council Chamber of the City Hall of said City by Peter 3. Binder,
President of the Board.
ROLL CALL.
Trustees Present: Cannon, Gerow, Love and Binder.
Trustees Absent: Anderson.
READING OF MINUTES OF PREVIOUS IT `,TIITG.
The minutes of the regular meeting held on the 2nd day of January, 1925,
were read. No errors or omissions appearing, it was moved by Trustee Love,
seconded by Trustee Cannon, that the minutes be approved as read. Carried.

The following communications were read and disposed of as indicated:
C. K. w!cCOI,17ELL, Fire Chief, being a list of the officers of the El
Segundo Volunteer Fire Department recently elected by said organization for
the ensuing year, and requesting the Board's approval of the same. Moved
by Trustee Love, seconded by Trustee Cannon, that the officers of the Z1
Segundo Volunteer Fire Department elected for the year 1925, at the last
annual meeting of said Fire Department, and submitted to this Board of
Trustees this date, in the communication of C. K. McConnell, Chief, dated
January 9th, 1925, be and the same are hereby approved. Carried.
, OMAN'S CI7IC I~`M30V- .t.01'1 CLUB, requesting permission to use six of
the city's portable tables and the necessary horses during the day of
January 16th, 1925* loved by Trustee Cannon, seconded by Trustee Love,
that this permission be granted, it being understood that the City of E1
Segundo shall be put to no expense in connection therewith, and that said
Woman's Civic Improvement Club reimburse the City of E1 Segundo for any
loss or damage sustained through such use of said equipment. Carried.
STA M0D OIL COLT,',I^i, letter dated January 7th, 1924, being an
application for a permit to construct a temporary railroad, spur track
across Rosecrans Avenue within the City of E1 Segundo, at a point approximately
1360 feet West of Inglewood- Redondo Boulevard. Moved by Trustee Gerow,
seconded by Trustee Love, that the following resolution be adopted:
"RSOLVED, That Standard Oil Company be and it is hereby
granted permission to cross Rosecrans Avenue at a point
approximately 1360 feet West of Inglewood- ledondo Boulevard,
with a temporary railroad spur, as shown on the print of said
Company's drawing Ito. SC 8078, filed with the before mentioned
application, to permit said Company to deliver construction
and /or other materials to its proposed reservoir site South
of said crossing, provided said railroad spur track shall be
laid as nearly as possible flush with the present street level,
and will be so constructed, maintained and used as not to
seriously hinder the public use of said roadway; that freight
cars, motor cars or engines will not be permitted to obstruct
the said highway* at said crossing for a period longer than
five minutes; that a flagman shall be on duty at all times while
said track is in use to flag all trains across said street;
that this permit is granted for a period not to exceed twelve
months from date unless sooner revoked by the Board of Trustees

of the City of El Segundo; that at the termination
of the period for which this permit is 3ranted, or the
sooner termination of the use of or need for said track,
the same shall be removed and the roadway restored as
nearly as possible to its original condition, and to the
satisfaction of the Street Superintendent of the City of
El Segundo, and further provided that this permit is
subject to being approved by the Railroad Commission of
the State of California, and such additional conditions,
restrictions or limitations as said Railroad Commission
may impose".

The ; 3uperintendent of the slater Department, pursuant to instructions of
the Board of Trustees heretofore given, filed in writing his estimate of the
cost of installing additional fire hydrants within the City of El Segundo,
as recommended by the Fire Chief, and explained the same in detail to the Board.
Following lengthy discussion, it was moved by Trustee Gerow, seconded by
Trustee Cannon, that the Superintendent of the Water Department be and he is
hereby authorized and instructed to proceed with the installation of three fire
hydrants in accordance with his recommendation, one each at the following
corners:
Hillcrest Avenue,rast side, between Walnut Avenue and Collingwood St.,
Hillcrest Avenue, Southeast corner of Maple Avenue,
Lomita Street, Southeast corner of molly Avenue,
all at a cost not to exceed 4299.00. Carried by the following vote:
Ayes: Trustees Cannon,

The Fire Chief verbally supplemented a former request that the members of
his Department each be furnished with a map, which would show the various fire
limit districts of the City of El Segundo, and the locations and types of fire
hydrants throughout the City, stating that the City Engineer had prepared such
a map and had determined that the cost of prints thereof would not exceed 500 each.
It was moved by Trustee Love, seconded by Trustee Gerow, that the City Engineer
be and he is hereby authorized and instructed to procure three dozen prints
of a map of the City of :.1 Segundo, showing various fire limit districts, and
locations and types of fire hydrants throughout the City, all at a cost not to
exceed X25.00, such prints to be distributed among the members of the El Segundo
Volunteer Fire Department, the Board of Trustees and other municipal departments
needing the same. Carried by the following vote:
Ayes: Trustees Cannon, Gerow, Love and Binder.
Noes: None.
Absent: Trustee Anderson.

The City Clerk suggested to the Board that, inasmuch as an annual audit
of the books and accounts of the City of E1 Segundo is made at the close of each
fiscal year,-it would be helpful and very satisfactory to have an audit of the
books made at the end of each quarter, thus insuring accuracy and reconciliation
of the accounts of each department throughout the year and minimizing the labor
of drawing off the annual statement at the termination of each fiscal year.
After consideration, the Board concurring in the opinion, it was moved by Trustee
Cannon, seconded by Trustee Gerow, that the City Clerk be and he is hereby
authorized to employ Walter Ke Mitchell, Certified Public Accountant, to verify
the books and records of the City of Z1 Segundo for the period ending December
31st, 1924, with the understanding that the figures and information gathered will
be used in the compilation of the annual audit report at the termination of the
fiscal year 1924 -1925. Carried by the following vote:
Ayes: Trustees Cannon, Gerow, Love and -finder.
Noes: None.
Absent: Trustee Anderson.
Trustee Gerow stated that the Pacific Llectric Railway Company had
reduced its train schedule in effect over the is Segundo- Hawthorne line, prior
to the recent power shortage, because of such shortage, as stated by some of its
officials, who conferred with the Board of Trustees at the time the change
was made, and that inasmuch as said power shortage does not now exist and bans
on the use of power have been lifted, he believed said Company should be re-
quested to re- establish its former schedule. There being no objection, the
President instructed the City Clerk to comrunicate with the Pacific Electric
Railroad Company in this respect.
Trustee Gerow drew attention to the fact that Richmond Street, between
Franklin Avenue and El Segundo Avenue, is exceedingly dark at night owing to
the fact that there is no street light at the corner of 21 Segundo Avenue and

Richmond Street. It was thereupon moved by Trustee Cannon, seconded by
Trustee Love, that the City Clerk be and he is hereby authorized and in-
structed to request the Southern California Bison Company to install a
400 c.p* street light at the corner of RZ Segundo Avenue and Richmond Street,
as an addition to the existing street ligbting contract between the City of
El Segundo and said Company, and that said City Clerk also request the further
consideration of the installation of a street light at Collingwood Street and
Eucalyptus Drive, which latter installation had been heretofore recuested,
but delayed at the request of said Company owing to an alleged power shortage,
Carried by the following vote:

Trustee Gerow recommended that the steam heating system of the municipal
hall be enlarged so as to provide heat for the City Hall Annex, gas heaters at
the present time being the only method of heating said building, and such method
being very unsatisfactory. By general consent the City Lngineer was instructed
to ascertain the needs for the building and to obtain prices on radiators and
the cost of the additional construction necessary, and to report to the Board
for its further consideration.
Trustee Grow recommended that the City of =%1 Segundo provide itself with
such equipment and apparatus as would appear necessary to furnish cesspool
pumping service for property owners of the City of El Segundo, with the idea
that unsanitary conditions caused by full or overflowing cesspools could be
quickly abated by the City for such property owners on a basis of cost plus a
reasonable percentage for overhead. It appearing to the Board that such a
service to the public would be a very valuable one, the City 3ngineer was
instructed to procure prices on a portable tank of sufficient size to hold
the contents of an ordinary cesspool, with pump and other necessary appurtenances,
and to report his findings to the Board of Trustees for its further action.
No further business appearing to be transacted at this meeting, it was
moved by Trustee Cannon, seconded by Trustee Love, that the meeting adjourn.
Carried.
