1925 DEC 04 CC MINV5 k 1 Segundo, Cal. December 4th, 1925. A regular meeting of the Board of Trustees of the City of E1 Segundo, California, was called to order at 7 :00 o'clock P. Y. on the above date in the Council Chamber of the City Hall of said City by Peter E. Binder, President of the Board. ROLL CALL. Trustees Present: Anderson, Cannon, Gerow, Love and Binder. Trustees Absent: None. R--:10ING OF III::UTES OF PR_ WIOUS =TINGS. The minutes of the regular meeting held on the 27th day of November, 1925, were read. No errors or omissions appearing, it was moved by Trustee Cannon, seconded by Trustee Love, that the minutes be approved as read. Carried. The, minutes of the adjourned regular meeting held on the 2nd day of 1�ecember, _ 1925, were read without error or omission appearing and were approved as read upon motion of Trustee Love, seconded by Trustee Gerow, which carried. .7RIT= T, COL TUNICATIONS. The following communications were read and disposed of as indicated: STREET SUP_MINl =:DMTT, KA- NHATTAX B ACTT, inquiring if said city might rent the City of El Segundo's road roller. On motion of `Trustee Gerow, seconded by Trustee Love, which carried, it was moved that, at the convenience of the Street Superin- tendent of the pity of -1 °egundo, the road roller of said Gity be rented to the City of Manhattan Beach at the customary rental charge of 0"25.00 per day. The Secretary of the Chamber of Cornerce informed the Board of I stees that several members-of said Body had requested her to take up with the Trustees of the City of E7 Segundo the matter of the City purchasing a Christmas tree and decorations for out of door display. Moved by Trustee Cannon, seconded by Trustee Geroty, that the purchase of a Christmas tree and decorations at a cost not to exceed 425.00 be and the same is hereby authorized. Carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Noes: None. Absents None. None. REPORTS OF STANDING CO1!7ITT -S. REPORTS OF OFFICERS & SPECIAL C0121ITTEE5. Thg i�Y tto ey dvised that he is able to approve as to form the easement granted, by tYzls 1'ac is Electric Railway Company across a part of its right -of -way within the City of E1 Segundo for sanitary sewer construction purposes. It was thereupon moved by Trustee Love, seconded by Trustee Cannon, that the easement for sanitary sewer construction purposes, granted to the City of E1 Segundo by Pacific Electric Railway Company, dated September 11th, 1925, be and the same is hereby accepted by the City of 41 Segundo, and the President of the Board of Trustees be and he is hereby authorized to execute the same on behalf of said City, and the City Clerk is hereby authorized to attest the same and to cause said easement to be filed for record. Carried by the following vote: Ayes: Trustees Anderson, Cann#, Gerow, Love and Binder. Does: None. Absent: None. X86 The Building Inspector, reporting with reference to the completion of the work of moving and repairing certain dwelling houses, undertaken by E. Q. Miller "? of Inglewood, California, and which work was taken over by the City of E1 Segundo, advised that the Pease & Sloat residence is completed and that the key was turned over to Mr. Pease on the first inst., with the request that the Building Inspector be immediately advised of any dissatisfaction with the work as completed. Having heard no complaints to date, he assumed that the owners are satisfied. As to the J. R. Black building, this work can progress no further until the return of Mr. J. R. Black, who is at present out of the City, as it is necessary to consult with him with reference to certain of the work to be done. The City Clerk advised that Mr. George M. Green, Acting Secretary of the Trustees of Inglewood Union High School District, had asked him to request the Board of Trustees to take such steps as might be necessary to require the railway company operating trains over the Santa Fe Railway Company's tracks for the filming of moving pictures, to have competent flagmen stationed at street crossings to warn the public of the movement of such trains during such operation. After consideration and discussion, it was moved by Trustee Gerow, seconded by Trustee Love, that the City Clerk be and he is hereby authorized and instructed to request the Atchison, Topeka & Santa Fe Railway Company to provide such flagmen. Carried. SPECIAL ORDER OF BUSINESS. The hour of 7130 o'clock P. Me having arrived, the City Clerk announced that the following matters had been scheduled for hearing at said hours The receiving of bids for the vork or improvement of a portion of Grand Avenue and a portion of Richmond Street within the City of E1 Segundo, by installing thereon an ornamental street lighting system, under the provisions of Resolution of Intention No. 109; and for the receiving of bids for the erection and com- pletion of a one story frame dwelling and garage, and a one story brick warehouse in and for the City of E1 Segundo. Moved by Trustee Gerow, seconded by Trustee Love, that said matters�be taken up in the order announced by the Clerk, to -wit: The receiving of bids for the work or improvement of a portion of Grand Avenue and a portion of Richmond Street within the City of El Segundo, by installing thereon an ornamental street lighting system, under the provisions of Resolution of Intention No. 109; and the receiving of bids for the erection and completion of a one story frame dwelling and garage, and a one story brick warehouse in and for the City of El Segundo. The President then arose and asked if any person or persons present desired to file bids for doing the work or improvement of a portion of Grand Avenue and a portion of Richmond Street, within the City of E1 Segundo, by installing thereon an ornamental street lighting system, under the provisions of resolution of Intention No. 109. All bids being in, the President declared the time for receiving bids for doing the work or improvement of a portion of Grand Avenue and a portion of Richmond Street, within the City of El Segundo, by installing thereon an ornamental street lighting system, closed. Following the opening, examination and public declaration of all of the bids received for the improvement of a portion of Grand :venue and a portion of Richmond Street by the installation thereon of an ornamental street lighting system, it was moved by Trustee Gerow, seconded by Trustee Cannon, that when this Board adjourns, it adjourn until the 8th day of December, 1925, at the hour of 4:40 o'clock P. Me and that all of the bids received for the installation of an ornamental street lighting system be taken under advisement until said date and time. The President then arose and asked if any person or persons present desired to file bids for the erection and completion of a one story frame dwelling and garage, and a one story brick warehouse in and for the City of M Segundo. The above bids were then given due consideration by the Board of Trustees, after which it was moved by Trustee Gerow, seconded by Trustee Cannon, that Resolution No. 119, entitled: A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF EL SEGUNDO, CALIFORNIA, AWARDING THE CONTRACT FOR THE CONSTRUCTION OF A CERTAIN =NICIPAL WAREHOUSE AND OF A CERTAIN DWELLING AND GARAGE FOR HOUSING W. NICIPAL EllaWYEES, TO ALBERT J. SULLIVAN; RZTECTING ALL OTHER BIDS RECEIVED EXCEPTING THAT OF SAID SUCCESSFUL BIDDER AND DIRECTING THE CITY CLERK TO RETURN THE CHECKS AND CASH OF ALL UNSUCCESSFUL BIDDERS, which was read, be adopted. Ile at this meeting having heretofore been set as the hour and date for the hearing of protests against the work or improvement of Grand Avenue and the installation of Lateral Sanitary Sewer System and Appurtenances in Lateral Sewerage District No. 1, within the City of El Segundo, Under Resolution of Intention No. 118 of the Board of Trustees of the City of 31 Segundo, and said hour having arrived, the President arose and aslm d if there were any person or persons present who desired to file protests against the work or improvement of Grand Avenue and the installation of Lateral Sanitary Sewer System and Appurtenances in Lateral Sewerage District No. 1. No person or persons desiring to file protests and the City Clerk advising that no written protests had been filed with him, it was moved by Trustee Love, seconded by Trustee Gerow, that Resolution No. 120, entitled: A RESOLUTION OF THE BOARD OF TRUST..rS OF THE CITY OF EL SEGUNDO, CALIFORNIA, ORDERING THE WROVMWT OF GRAND AVENUE WITHIN THE SAID CITY; ALSO THE IMPROVEZIENT OF THAT CERTAIN LATERAL SENPERAGE DISTRICT NO. 1, WITHIN THE SAID CITY, BY THE INSTALLATION OF A LATERAL SANITARY SErM SYSTM AND APPMWANCES; AS COYTT3l'IPLA= IN REESOLUTION OF INTENTION N0. 118, DECLARING Tim WORK OR IMPS CV=T TO BE OF ITORE THAN LOCAL OR ORDINARY PUBLIC BENEFIT; THAT THE COST OF SAID WORK OR IMPROV_WNT SHALL BE ASSESSED UPON A DISTRICT AND DETEREINING THAT BONDS SHALL BE ISSUED TO REPRESENT THE COST THEREOF, which was read, be adopted6 Carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Trustee Gerow recommended the purchase of flower seed for the planting of flowers in the reservoir park site. This suggestion meeting with approval of the Board, it was moved by Trustee Gerow, seconded by Trustee Love, that the purchase of flower and grass seed for public park purposes at a cost not to exceed $40.00 be and the same is hereby authorized. Carried by the following votes Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Noes: None. Absent: None. The rater Works Superintendent presented a plan for the installation of a sprinkling system in the proposed dater Works Public Park site, which said park site this Board has had under consideration and discussion for sometime. Said Superin- tendent advised also that there is a large quantity of used pipe on hand which can be utilized in the construction and completion of this system. The Board thereupon gave lengthy consideration to the matter and after definitely determining that this park may be improved and the sprinkling system installed more economically and efficiently by the Water Department of the City of r1 Segundo, by reason of the fact that said Water Department has on hand much of the materials entering into the installation of the sprinkling system and that the regular employees of said Department can install the same, it was thereupon moved by Trustee Gerow, seconded by Trustee Anderson, that the following resolution be adopted: RESOLVM), that the dater Superintendent of the City of M Segundo, California, be and he is hereby authorized and instructed to proceed on force account with the installation of that certain water sprinkler system contemplated on Plan No. 102, prepared by the City Engineer of the City of 21 Segundo and submitted to this Board this date, which said plan is hereby expressly approved and ordered filed in the office of said City Engineer as a public record; AND BE IT "FURVM RESOLVED that said 77ater Superintendent be and he is hereby authorized to secure such supplies and materials in addition to those now owned and on hand, which may be necessary, to cause said improvement to be constructed and completed; AND BE IT FURTHER RESOLVED that said r +ater Superintendent shall make progress reports each week to this Board at its regular meeting respecting the work which has been completed during the week preceeding such meeting.
