1925 AUG 21 CC MINP289 El Segundo,California, August 2191925 A regular meeting of the Board of Trustees of the City of E1 Segundo California, was called to order at 700 o'clock-P.Mo of the above date in the Council Chamber of the City Hall of said City by the City Clerk, the President of the Board being absent. Trustee Gerold was unanimously -chosen as President Pro Tom of the Board and he immediately assumed the duties of the President. ROLL CALL Trustees Presents Anderson, Cannon, Gerow, Love. Trustees Absents Binder., RE4DING OF MUTES The minutes of the regular meeting of the Board of Trustees held on August 1491925 were read. No errors or emissions appearing, it was moved by Trustee Cannon, seconded by Trustee Love that the said minutes be approved as read. Carried. Trustee Binder appeared at this time, the hour being 7s40 o'clock P,M* and he immediately took his seat and assumed the duties of the President, Trustee Gerow thereafter ceasing to serve as President Pro Tom. The minutes of the adjourned regular meeting held August 18,1925 were then read without errors or omissions being noted, and it was moved by Trustee Gerow, seconded by Trustee Love that the said minutes be approved as read. Carried. WRITTEN COMi![TNICATIONS The following communication was read and disposed of as i #dieateds Railroad Commission of the State of California enclosing two copies of said Commission's General Order No.729 respecting approved types of pavement construction for use at grade crossings of railroad tracks with public thorough fares in the State of California. By general consent, the City Clerk wss is- structed to file said com=unicationa, one copy of General Order No.72 in his offioe, and one copy of said order with the City Engineer of said City. ORAL 001MINICAT IONS Mr.Speer of the Anglo London Paris Company addressed the Board relative to having such portion of the proceeds from the sr_le of the $200,000 sewer bonds as will not be required for immediate use deposked with the bank of said company. Foy lowing discussion, Mr.Speer was advised that if all the requirements of the State Laws providing for the deposit of public moneys are complied with, the Board felt that the City Treasurer would be disposed to give said bank consider- ation. REPORTS OF STANDING COMVITTEES None., REPORTS OF OFFICERS AND SPECIAL COW111TTEES The City Attorney reported that it had been impossible for him to pro - pare the sewer contract for presentation to the Board at this meeting, but that a conference between himself, the City Engineer R.T.Hutohins, and the consult- ing engineers Koebig & Koebig would be held in the latter's office on Saturday morning, at which time a tentative contract would be prepared. Right -of Way Agent Harold D.Dale advised the Board that certain property owners on Richmond Street had requested that when the assessment district is formed for the improvement of the roadway on Grand Avenue, and the installation of electroliers thereon, that said assessment district be extended to include the installation of electroliers on Richmond Street from Grand Avenue to El Segundo Avenue, and he inquired whether or nor the enlargement of the proposed assessment district in this parteulab would be satisfactory to the Board* Fol- lowing discussion, it was moved by Trustee Cannon, seconded by rsteaAnderson nue that an authorization for the circulation of the Petition imp �2 0 ,1 between Main Street and Concord Street by the construction of a new roddway and the erection of electroliers be, and the same is hereby extended to include the erection of electroliers on Richmond Street between Grand Avenue and El Segundo Avenue, and the Right of Way Agent is hereby authorised to eiroalate said petition when prepared among the property owners on Richmond Street for their signatures. Carried. Right -of -Way Agent Dale advised the Board that he felt that some of the property owners who had signed the petition heretofore filed with this Board of Trustees for the condesmatiom of certain portions of Grand Avenue between Main Street and Eucalyptus Drive for the improvement of said thoroughfare were not aware that the Pacific Electric Railway Company would be allowed damages for the land taken for public street purposes, and that in addition considerable• expense might be incurred in the lowering of their roadbed, and the substitution of grooved girder rails for the lighter rails at present in use, which cost he felt would be prohibitive, and would not be approved by the property owners at this time, if they were aware of the facts. Some discussion was bad upon the subject but no definite action was taken thereon. The City Engineer presented to the Board for approval a map showing the land to be acquired for the opening of Acacia Avenue and Oak Avenue from the west city boundary to the west boundary of the Fisher Subdivision, also Sycamore Avenue from Main Street to Penn Street within the City of E1 Segundo, said map being numbered M250811l said map showing also the boundary of the district to be assessed for the opening of said avenues, and by general consent said map received the approval of the Board. The City Engineer then presented to the Board for approval a map showing easements to be acquired on the southerly and easterly * feet of the Pacific Electric Railway Company's right of way and the northerly and westerly 7* feet of property abutting the southerly and easterly line of said right of way, for the construction of sanitary trunk line sewer system between the easterly line line of Eucalyptus Drive and the easterly line of Main Street in the city of El Segundo, California; said map being numbered M241145. On motion of Trustee bate, seconded by Trustee Gerow, it was carried unanimously that said map be approved, and that two prints of the same be forwarded to Mr.C.E.Johnsoa,Chief Engineer of the Pacific Electric Railway Company together with a letter request- ing said company to grant to said city the easements shown of said map. The -City Engineer then presented detailed connections of the sanitary trm* line sewer system of the City of E1 Segundo,California, to the Belleview outfall sew of the City of Los Angeles, California, numbered D258219 advising that it would be necessary to send copies of this detail to the Board of Public Works of the City of Los Angeles together with a written request for permission to mays connections shown on said detail. Moved by Trustee Love, seconded by Trustee Anderson that the City Clerk be and he is hereby authorised *ad Instruct- ed to write to the Board of Public Works of the City of Los Angeles for and on behalf of the City of E1 Segundo asking permission to mate sewer connections at points B and C as shown upon the detail of connections D25821 presented to this Board of Trustees this date. Carried by the following votes Ayess Trustees, Anderson, Cannon, Gerow, Love, Binder. Nouss Hone Absents None The City Clerk advised that it would be necessary to transfer tQ the Main Street Improvement and Redemption Fund the sum of $23.39 from the General Fund of the City of E1 Segundo in order to meet bond interest coupons falling due owing to delinquent payment of taxes. It was thereupon moved by Trustee Love seconded by Trustee Gerow that the City-Clark and the City Treasurer of the City of El Segundo be and they are hereby authorised to transfer from the Gen- - eral Fund of the City of E1 Segundo to the Main Street Improvement and Redemption Fund the sum of $23.399 Carried by the following votes Ayess Trustees, Anderson, Cannon, Gerow, Love, Binder. Noess None* Absents None 2=7'1 The City Marshall announced the appointment of JeWeNoore as a depgl* Marshal and requested the Board's approval of the same. Moved by Trustee Cannon and seconded by Trustee Anderson that the appointment of J.W.Moore as deputy marshal be and the same is hereby approved. Carried. SPECIAL ORDER OF BUSINESS The hour of 7=30 o'clook P.M. this date, having heretofore been set as the hour and date for the hearing of protests against the laying out and open- ing of the certain new public street within the city of El Segundo between Arizona Drive and the Inglewood- Redondo Boulevard to be designated and known as Mariposa Avenue, having arrived; the President arose and announced the hour of TIM *'clock P.M. and asked if any person or persons present desired to file protests against the said work or improvement. The City Attorney advised the Board that he had received a telephone communication from 8r.8.0.Leake repres- enting certain property owners who had heretofore filed written protests against this work, and that Mr.Leake had indicated that tkn a formal withdrawal of the protest heretofore filed would be presented to the Board on behalf of his cli- ents prior to the next regular meeting of the Board. He further stated that Mr. Hsas,representing other objectors, is out of the City of Los Angeles on a vaca- tion, and that it was anticipated that Mr.Haas would be able to secure the consent of his clients to a withdrawal of the objection heretofore filed with this Board. Following this announcement, and no other persons present indisating a desire to protest against said work, it was moved by Trustee Cannon, seconded by Trustee Anderson, that the hearing of protests against the laying out and open- ing of the certain new public street within the City of El Segundo to be known as Mariposa Avenue as hersinbefore referred to, be and the same is hereby ad- journed until the 4th day of September, 1925, at the hour of 700 p.m. Carried. UNFINISHED BUSINESS The City Engineer presented plan and profile for the improvement of Hill - crest Avenue in the City of E1 Segundo by grading and construction of sidewalk and curb from the south property line of Pala Avenue to 400 -feet south of Pine Avenue. After examination of said plan and profile, it was moved by Trustee Go- row, seconded by Trustee Cannon, and unanimously carried, that said plan and pro file be and the same are hereby approved and adopted for the work or improvement of Hillcreat Avenue from the south property line of Palm Avenue to 400 feet south of Pine Avenue within the City of El Segundo,California; and the City Engineer Is hereby instructed to place them on file in his office and designate them as Plan and Profile No.P25630. The City Engineer presented plan and prcfile for the improvement of Pins Avenue by grading and construction of sidewlk and curb on the north side of the street from the west property line of Hillarest Avenue to 96.74 feet west of Hillcreat Avenue. After examination of said pban and profile, it was moved by Trustee Gerow, seconded by Trustee Cannon, and unanimously carried, that said plan and prfile be and the same are hereby approved and adopted for the work or improvement of Pine Avenue P w.,ththwest property line of Hiller*st Avenue to 96.74 feet west of Hillarest Avenue, within the City of El Segundo,California; and the City Engineer is hereby instructed to place these on file in his office and designate them as Plan and Profile No.P25629, The City Engineer then presented a certain map prepared by him designated as Plat Y25716, and entitled "Yap of District to be Assessed for the Improvement Of 'a Portion of Hillarest Avenue and Pine Avenue, Qity of E1 Segundo,California." which said map delineated the property to be benefited by and to be assessed for the costs and expenses of the work or improvement of Hillarest Avenue from the south property line of Palm Avenue to 400 feet south of Pine Avenue, and of Pine ,Avenge on the north side of the street from the west property line of Hillorest Avenue to tit 96.74 feet west of Hillerest Avenue within the City of 31 Segundo, California, for examination. After examination of the same.it was moved by Trustee Love, seconded by Trustee Gerow, and unanimously carried that said map or plat be approved, and that the same is hereby approved and adopted for the work or im- provement of Hillerest Avenue from the south property line of Palm Avenue to 400 feet south of Pine Avenue, and of Pine Avenue on the north side of the street from the west property line of Hillarest Avenue to 96.74 feet west of Hillorest Avenue within the City of al Segundo, and the said City Engineer of said city is hereby instructed to place the same on file in his office and desig- nate it as Plat No.M25716 entitled "Map of District to be Assessed for the Improve- ment of a Portion of Hillarest Avenue, and of Pine Avenue, City of B1 Segmmdo, California." 2 .9 2 -� The City Engineer then submitted the following as written estimate for the work or improvement of Hillerest Avenue from the south property line of Palm Avenue to 400 feet south of Pine Avenue, and of Pine Avenue on the north side of the street from the west property line of Hillerest Avenue to 96.74 foot west of Hillorest Avenue, within the City of El Segundo; said estimate being •3687.96 Moved by Trustee Cannon and seconded by Trustee Gerow that Resolution of Intention No.103 Butitledt A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF EL SEGUNDO, CALIFORNIA, DECLARING THE INTENTION OF SAID BOARD TO ORDER THE IMPROPEMEN'!' OF A CERTAIN PORTION OF HILLCREST AVENUE AND OF A CERTAIN PORTION OF PINE AYENU39 WITHIN SAID CITY; DECLARING THE V0RK OR IMPROPEIIT TO BE OF MORE THAN LOCAL OR ORDINARY PUBLIC BENVIT; THAT THE COST OF SAID WORK OR IiPROVFr MENT SHALL BE ASSESSED UPON A DISTRICT, AND DETERMINING THAT BONDS SHAI1 BE ISSUED TO REPRESENT THE COST THEREOF. Noess None Absents None Moved by Trustee Gerow, seconded by Trustee Carman that Resolution No, 104 entitleds A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF SL SEGUNDO, CALIFORNIA, FIXING THE RATES OF TA7L�3 LEVIED IN AND FOR THE SAID CITY SUFFICIENT TO RAISE THE AMDUNT OF MONEY FIXED BY THE SAID BOARD IN ORDINANCE 80.119 THM" PASSED AND ADOPTED ON TER 18th DAY OF AUGUST919259AND THE EXPENSE OF COLLECTION OF SAID AMOUNT AND SAID RATES HEREIN FIXED BEING THE RATES AND TAXES IN AND FOR SAID CITY FOR THE CURRENT YEAR 1925 -1926. which was read, be adopted. By general consent, the Street Superintendent was instructed to in- spect certain of the trees in the parkways throughout the city recently trimmed by his department and to have those needing attention retrimmed. Trustee Anderson initiated discussion relative to establishing boul- evard stops at the intersection of Arena Street and E1 Segundo Avenue. The mat- ter was discussed but no definite action was takene further business appearing to be transacted at this meeting, it was moved by Trustee Gerow, seconded by Trustee Lowe that the meeting adjourn.
