El Segundo, Calif. April 10th, 1925.
A regular meeting of the Board of Trustees of the City of El Segundo, California,
was called to order at 7 :00 o'clock P. Me on the above date, in the Council Chamber
of the City Ball of said City by Peter E. Binder, President of the Board.
ROLL CALL.
Trustees Present: Anderson, Love and Binder.
Trustees Absent; cannon and Gerow.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 3rd day of April, 1925,
were read. No errors or omissions appearing, it was moved by Trustee Love, seconded
by Trustee Anderson, that the minutes be approved as read. Carried.
Trustee Gerow and Trustee Cannon appeared during the reading of the minutes,
the hour being 7:10 o'clock P. M. and took their seats.
WRITTEN COORMICATIONS.
The following communications were read and disposed of as indicated:
WALTER J. LITTLE, Assemblyman, 62nd District, acknowledging receipt of
telegram of the Board of Trustees of this City with reference to the passage of
Senate Bill No. 178, advising that said bill has not as yet been referred to the
Assembly, but that when it is, he would keep in mind the recommendations of this
Board of Trustees. Ordered filed.
CHAS. L. MCILWAINs, requesting permission to break the curb on the South
side of Mariposa Avenue east of Sheldon Street, for the purpose of constructing
a driveway into Lot 34 of Tract 2540. Moved by Trustee Gerow, seconded by Trustee
Anderson, that Chas. L. Mollwaine be and he is hereby granted permission to break
the curb on the South side of Mariposa Avenue east of Sheldon Street, and to con-
struct a macadam or cement driveway into his premises, Lot 34, Tract 2540, all of
the work for which permission is hereby granted to be performed and completed to the
satisfaction of the Street Superintendent of the City of El Segundo. Carried.
PACIFIC TELEPHONE & TELEGRAPH CO., requesting permission to place one anchor
in the alley West of Concord Street south of Franklin Avenue. There being some
question as to the correctness of the location mentioned in said letter and shows
In the sketch attached thereto, action was deferred one week to permit the City
Clerk to verify the same.
EL SEGUNDO CHAMBER OF CO13.!ERCE, referring to its budget for the unexpired
portion of this year. Mr. E. L. Badger, President of the Chamber of Commerce,
supplemented the letter with a brief verbal statement as to the needs and desires
of the Chamber of Commerce, action in the matter being deferred pending an opinion
from the Auditor.

ORAL COMMUNICATIONS-
REPORTS OF STANDING COMI!ITTEES.
Trustee Gerow of the Public Norks Committee, reported complaint concerning
the failure to collect rubbish within the business district. The Street Superin-
tendent advised that his men had reported to him that the matter had been attended
to in accordance with instructions, but that he would investigate the matter further.
Trustee Gerow suggested that new buildings being erected in Fire District
No. 1 be required, through the passage of a new ordinance, to construct, at the time
of the erection of such new buildings, incinerators for the purpose of burning
rubbish or refuse which might accumulate from the use or occupancy of any such
buildings. Desiring time to investigate the matter, by general consent action on
the suggestion was postponed.

REPORTS OF OFFICERS & SPECIAL COLS!ITT E .
The City Attorney presented to the Board the tentative agreement drawn by
him respecting the use of the City of Los Angeles outfall sewer by the City of El
Segundo. The same was read, discussed and changes in a few particulars recommended
by the Board of Trustees, following which, by general consent of the Board, the City
Attorney and the City Engineer were instructed to discuss the proposed agreement
with the City Engineer of the City of Los Angeles, for the purpose of ascertaining
whether or not the document, as drawn, would be acceptable to said Los Angeles
City Engineer and the City Council of said City, and that Koebig & Koebig, Consulting
Engineers, be given an opportunity to have representation at said conference.
The State Compensation Insurance Fund, having filed with this Board of Trustees
a copy of its answer in the matter of Claim No. LA 4612, before the Industrial
Accid -.;nt Commission of the State of California, S. E. Dare, Applicant, vs. The City
of F.1 Segundo and State Compensation Insurance Fund, Defendants, the same was
referred to the City Attorney for inspection and approval, whereupon he reported
that, in his. opinion, it is satisfactory.
The City Clerk reported that waste redeptaeles, known as Solar Receptacles,
had been placed in the rest rooms of the City Hall on approval in place of wire
baskets heretofore used, and the Board was requested to inspect the same during the
coming week in order to determine whether or not they desired to purchase the same.

and warrants drawn on the respective funds covering the same. Carried by the following

SPECIAL ORDER OF BUSINESS.
The receiving of bids for furnishing the City of Ll Segundo with 500 feet of
2 -1/2 inch double jacketed fire hose in accordance with bids as advertised for,
having heretofore been made a special order of business for the hour of 7:45 o'clock
P. M. at this meeting, pursuant to previous action of the Board of Trustees and notices
to that effect duly published, the President arose and announced the hour of 7:44
o'clock P. M. and stated that if any person or persons present desired to file bids for
said hose, they should do so immediately.
The hour of 7:45 o'clock P. Ile having arrived, and all bids being in, the President
that all bids for furnishing the City of Ll Segundo with 500 feet of 2 -1/2 inch double
jacketed fire hose as advertised for, were closed.
Moved by Trustee Gerow, seconded by Trustee Love, that the Board proceed to open
and publicly declare all bids received for furnishing the City of Ll Segundo with 500
feet of 2 -1/2 inch double jacketed fire house. Carried.
The Board then proceeded to open and publicly declare all bids received for
furnishing the City of .41 Segundo with 500 feet of 2 -1/2 inch double jacketed fire house.
Said bids were found by said Board to be as follows, to -wit:

After formal opening and declaration of said bide, it was moved by Trustee
Love, seconded by Trustee Cannon, that all bids received for furnishing the City
of E1 Segundo with 500 ft. of * double jacketed fire hose be taken under advisement
until the next regular meeting of this Board at the hour of 7s15 o'clock P. M.

MW BUSINESS.
Moved by Trustee Gerow, seconded by Trustee Cannon, that the following
resolution be adopted:
, on the third day of April, 1925, Officers V. C.
McCaslin and M. W. Stogdill, in the performance of their duties,
had under surveillance, because of suspicious actions, the
occupants of an Essex Coach, carrying License No. 777669;
AND I E T S, this Board is informed that while said officers
were following said Essex Coach, the operator thereof drove the
same at a high rate of speed through the public streets of the
City of M Segundo, during which time the said Essex Coach was
pursued by said officers in another automobile;
AND WHER?AS, this Board of Trustees is informed that during
said pursuit one of the occupants of said Essex Coach did fire,
with a pistol, upon the said officers, which fire was returned
by said officers, resulting in the wounding and death of one of
the occupants of said Essex Coach, who, with his companion, was
captured and arrested and have been identified by Sheriff's deputies
as much sought bandits, which suspicion apparently is substantiated
by their possession of guns, ammunition, armored jackets and dis-
guises;
AND 'MTEREAS, this Board of Trustees feels, from all of the
circumstances surrounding this occurrence, that if said alleged
bandits had not been apprehended at said time and in said manner,
additional crimes and possibly injury or loss of life might
have been suffered by citizens of this community;
NOW TMR. -E ORE, RE IT RZSOLVED, That this Board of Trustees
does hereby publicly commend said Officers V. Co McCaslin and
M. Wo Stogdill for their devotion to duty and bravery displayed,
resulting in the capture of said alleged bandits.

The Street Superintendent advised that Mr. C. T. Ainsworth of the Street
Department had-asked for several days leave of absence without pay to attend to
private business, which he had granted, but that later said city employee had asked
that the time off be considered as a part of his customary annual two weeks vacation
and the Street Superintendent asked the Board's permission to so consider such
lost time. By general consent of the Board the Street Superintendent was permitted
to accede to this request.
Trustee Anderson advised the Board that owing to the maintenance of a rubbish
dump by the City of El Segundo in the Northwesterly section of the City, small
pieces of broken glass and other small pieces of refuse have accumulated through
being dropped from time to time on West Collingwood Street west of Bonita Vista
Avenue, making it impractical to drive automobiles thereon, and suggested that said
roadway be made passable. By general consent, the Street Superintendent was in-
structed to make an estimate of the cost of repairing said street and report to the
Board for its further action.
No further business appearing to be transacted at this meeting, it was moved
by Trustee Gerow, seconded by Trustee Cannon, that the meeting adjourn. Carried.
