1924 SEP 05 CC MIN35` Z1 Segundo, Cal. September 5th, 1924. A regular meeting of the Board of Trustees of the City of -%1 Segundo, California, was called to order at 7 :00 o'clock P. M. on the above date in the Council Chamber of the City Hall of said City by Peter E. Binder, President of the Board. ROLL CALL. Trustees Present: Anderson, Gerow, Love and Binder. Trustees Absent: Cannon. R P.DING OF YINUT S OF P_REE7IOUS =T INGS. The minutes of the regular meeting held on August 29th, 1924, were read. No errors or omissions being noted, it was moved by Trustee Gerow, seconded by' Trustee Love, that the minutes be approved as read. Carried. The minutes of the adjourned regular meeting held on the 2nd day of September. 1924, were read without error or omission appearing and it was moved-by Trustee Love, seconded by Trustee Anderson, that the minutes be approved as read. Carried. ,'JRITT= COMMMIUCATIONS. The following communications were read and disposed of as indicated: WOMAXIS BN'12FIT ASSOCIATION OF TF.; MACCABE.S, requesting permission to use three dozen forks at the pflblic celebration to be held in EZ Segundo on September 9th, 1924. Moved by Trustee Love, seconded by Trustee Anderson, that the Woman's Benefit Association of the Maccabees be granted permission to •r� s� e use three dozen of the City's. forks on September 9th, 1924, provided the same are returned the next day and provided further that the City will be reimbursed for the cost of replacing any of such equipment as might be lost or need replacement through damage. Carried. ',MME -N'S CIVIC IMPROVM-TENT CLUB, requesting permission to borrow one of the City's portable tables and two wooden horses for use during the Admission Day Celebration, Sept. 9th, 1924. Moved by Trustee Gerow, seconded by Trustee Anderson, that this permission be granted, it being understood that said equipment will be returned September 10th, 1924, in as good condition as when received and that any replacement or repair made necessary by reason of the use of same by said organization will be paid for by said Club. Carried. HARRY H. CULVER, calling attention to the progress that is being made with the construction of the Hollywood - Redondo Blvd. and asking that the dues of this City to the Hollywood - Redondo Boulevard Association for the balance of the year be paid in advance. Trustee Love advised the Board having attended a meeting in the City of Los Angeles called for the purpose of completing plans for the creation of a Co=nunity Chest. A circular explacing what the Community Chest is and what it will do was read to the Board and ordered filed. SPORTS OF OFFICERS AMID SP:TIAL COISTITI -1ES. The Marshal announced the revocation of the appointment of F. E. Gordon as a Deputy riarshal. Trustee Gerow, -pursuant to an assignment made to him at the last regular meeting of the Board, looked into the matter of the installation of drain pipes in the Duley Road and reported that it is the Street Superintendent's intention to defer the placing of these pipes until after the first rains, at which time he can better tell where to locate them most advantageously. The Clerk presented to the Board diagram of the method of planting shrubbery and foliage in the City of El Segundo Park east of the Amerioan Legion Building, together with a statement of the cost thereof, all as submitted by the Beverly Hills Nurseries. After examining and discussin7 the sane, by general consent action was deferred one week in order to permit Trustee Geroc: to confer v:ith 11r. Arthur Budgen, a landscape gardener residing within the City of El Segundo, for the uurpose of ascertaining.1 1r. Budgen's_ opinion as to the practicability of the lay -out and the adaptability of the plants proposed to.be furnished to the climate and soil of this vicinity. The matter of the erection of a flag -pole in the City Park was a subject of discussion and by general consent referred to Trustee Anderson to see what might be done about the construction of a metal pole. zt this point, the hour being 8 :15 o'clock P. 1=. the Chair declared a recess of five minutes. At 8 :20 o'clock P. L:. the meeting was called to order by the Chair, all Trustees answering the roll call except Trustee Cannon. Moved by Trustee Gerow, seconded by Trustee Love, that V. C. McCaslin and I. L'. Sumner be and they.are hereby granted permission to take their customary annual two weeks vacation begin -ring September 10th, 1924 and Sent. 8th, 19249 res?)ectively. Carried by the following vote: Ayes: Trustees Anderson, Gerow, Love and Binder. noes: None. Absent: Trustee Cannon. 371 The Fire Chief recomc:ended the purchase of two of a type of small fire extinguishers differing from the extinguishers now in use on the fire apparatus. After explaining in detail his reason for this request, it was moved by Trustee Love, seconded by Trustee Anderson, that the City Clerk be and he is hereby authorized to purchase two 12 qt. Child's Pump Guns at a cost not to exceed X25.00. Carried by following vote: Ayes: Trustees Anderson, Gerow, Love and Binder. Noe s: Ilona. Absent: Trustee Cannon. Trustee Anderson_ stated that complaint had been made to him that the curbing at the 6outhviest corner of ►+biting Street and Mariposa Avenue had been damaged through the prosectuion of certain municipal work. During discussion it developed that the curbing, when constructed, had not been„12n accordance with official grade and that the damage was caused by the gradual slonghing away of the earth which supported it. It was shown that the reconstruction of this curb would be valueless until the parking is graded down to the official grade of the street and upon motion of Trustee Gerow, seconded by Trustee Anderson, the Street Superintendent was instructed to remove from the corner of 11a.riposa Avenue and Whiting Street such pieces of cement curbing as have fallen from their original position into the public street. Carried. Trustee Love advised the Board that the "uia.sonic Lodge desired to rent the City Hall &uditorium for use Monday night, September 29th, 1924. Loved by 'trustee Gerow, seconded by Trustee Love that this permission be granted and the customary rental charge of X3.75 be made therefor. Carried. Pursuant to requests from the Adjutant General of the State of California that this Board of Trustees arrange a fitting observance of Defense Test Day, September 12th, 1924, the Board considered the matter in collaboration with fir. A. 5;. Gleason of the American Legion and decided to notify each registered voter of CD the City of M Segundo by letter not later than September 10th of its intent.to participatE and the manner in Which said day. would be observed. It was also agreed that on September 12th, 1924, all citizens of the United States, male and female, over the age of lE years, residing within the City of Zl Segundo, would be requested to complete an informal questionnaire,these questionaairesto be distributed and collected by workers whose services will be requested during the week through the agency of the Board of Trustees. The completion of further details in the matter was left to the judgment of the President of the Board of Trustees, the City Clerk and Mr. A. ,7.
