A regular meeting of the Board of Trustees of the City of E1 Segundo,
California, was called to order at 7 :00 o'clock P. 8io on the above date,in the
Council Chamber of the City Hall of said City, by Peter E. Binder, President
of the Board.
ROLL CALL. -
Trustees Present: Anderson, Gerow, Love and Binder.
Trustees Absent: Cannon.
READING OF "INUTES OF PREVIOUS ti.E:;TING•
The minutes of the regular meeting held on the 24th day of October, 1924,
were read. No erfors or omissions appearing, it was moved by Trustee Gerow,
seconded by Trustee Anderson, that the minutes be approved as read. Carried.
Trustee Cannon appeared at the meeting during the reading of the minutes
and took his seat, the hour being 7 :06 o'clock P. ".:.

The following communications were read and disposed of as indicated:
,�0,IU!''S CIVIC IMPROV21Y :idT CLUB OF M S :GUNDO, requesting permission
to use one hundred of the City's collapsible chairs at the Grammar School
auditorium on the evenings of November 7th and 8th, 1924, and that they be
afforded police protection to maintain order among the boys and for the
protection of owners of parked automobiles who will attend their entertainment
at said place on said dates. Nbved by Trustee Love, seconded by Trustee
Gerow, that.the requests made be granted, it being understood that the expense
of transportation on the chairs to be borrowed be borne by the Club, and that
the cost of replacing or repairing chairs lost or damaged also till be borne by
said Club. Carried.
Petition of J. W. Gilbert and others, expressing the belief that the
time is opportune for the acquisition of a public park site for the reason that
property values probably are as low at this time as they will be at any time
in the future and asking the Board to consider the acquisition of Blocks 75,
76, 77 and 85 in the City of E1 :Segundo, or some other suitable site. Ordered

Trustee Gerow, Chairman of the Public Works Committee, requested an
expression from the Board respecting the removal of the flag pole from its
present location over the fire department headquarters to the front of the City
';all Building. Discussion disclosing that re -:oval of the flag pole and replace -
nant as suggested would cost not to exceed V15.00, it z^.as moved by Trustee Love,
seconded by Trustee Anderson, that Trustee serovi be authorized to arrange the
- sane. Carried by the following vote:

Trustee Ceronr, Chairman of the Public Zorks Committee, recommended the
rena.ihting of the air - receiver used in connection with the diaphone signalling
apparatus. P,'oved by Trustee Anderson, seconded by Trustee Cannon, that the air
receiver used in connection with the diaphone signalling apparatus be given one
coat of red lead and one cost of black oronite paint at a cost not to exceed :25.00.

Trustee Gerow advised having been approached by a member of the La Follette -
'heeler Campaign Committee, who was seeking permission to use the band stand for
a public meeting to be held Sunday evening, November 2nd, 1924. Y.r. H. R. Noldine,
the applicant, being present, stated that since interviewing Trustee =erow he had
learned that he could procure speakers for Yonday night instead of Sunday night.
Following discussion, it was moved by Trustee Gerow, seconded b;; Trustee Carron.,
that the LaFOi let tee7?heeler Campaign Committee be granted permission to use the
City of Z1 5egundo's band stand on Ylonday evening, November 3rd, on condition that
the applicant will first procure permission to use the property upon which said
band stand is located from the owners thereof. Carried by the following votes
Ayes: Trustees Anderson, Cannon, Gerow and Binder.

The Superintendent of the Water Department reported that the 'ater 71orks
Convention held at Sacramento, which he attended, was successful and that he
questioned a number of water works officials concerning standby charges such as
are proposed by the City of ZI Seg -:ndo, and that while all agreed the met%od a good
vvray to raise money, they had had no experience of similar character. He expressed
the belief that his attendance was of considerable benefit to him in his
capacity as Superintendent of the Municipal :Pater Department.
Harold D. Dale, right -of -way agent, reported further progress in the matter
of procuring east and west streets through the acraage and filed with the Board
a typewritten report of his accomplishment to date.
The City Marshal filed with the Board quotations he had received on various
makes of motorcycles. The prices, together with the relative merits of the --
respective motorcycles and the question of leasing one or more were the subject
of lengthy discussion, at the termination of which it was moved by Trustee Love,
seconded by Trustee Gerow, that the following resolution be adopted:

of Trustees of the City of El Segundo, California, that the
public peae• and safety of the said city require the acquisition
of motorcycles for the use of the Police Department of said city, and

for two motorcycles with Rich Budelier of the City of Los Angeles,.

I= BUSINESS-
Loved by Trustee Gerow, seconded by Trustee Love, that the City Marshal be
and he is hereby authorized to create a safety stop on the south side of Grand
Avenue at the intersection of Virginia Street in accordance with the provisions
of Ordinance No. 108 of the City of Z1 Segundo and the Street Superintendent is
hereby instructed to paint the required lines and words on the surface of said
street in accordance with the provisions of said ordinance and the directions of
the said City 11:arshal. Carried by the following vote:

The Marshal announced that the Automobile Club had requested the construction
of an approach to Rosecrans Avenue from the .1 Segundo side of said Avenue at the
Ingleweod- Redondo Boulevard. After discussion of the matter, it was moved by.
Trustee Gerow, seconded by Trustee,Cannon, that the Street Superintendent be and
he is hereby instructed to construct a macadam roadway in,a portion of the easterly
end.of Rosecrans Avenue and adjoining the portion of said Rosecrans Avenue recently
improved by the City of Manhattan Beach, at a cost not to exceed ,;200.00.

Consideration was given to the - petition of J. Gilbert and others respecting
the acquisition of a park site by the City of E1 Segundo, the result being general
understanding that the acquisition of Block 85, the same being directly east of
the present M Segundo Grammar School and bounded by Main Street, Palm Avenue,
Richmond Street and Mariposa Avenue, is desirable at this time and to this end it
was moved by Trustee Gerow, seconded by Trustee Cannon, that Harold D. Dale,,
right -of -way agent, be and he is hereby instructed to ascertain at the earliest
possible time the lowest price for which the real property embraced in Block 85
may be purchased by the City and to report his findings to this Board of Trustees.
