1924 OCT 24 CC MINP 83-.. IF El Segundo, Cal. Oct. 24th, 1924. A regular meeting of the Board of Trustees of the City of E1 Segundo, California, was called to order at 7 :00 o'clock P. M. on the above date in the Council Chamber of the City Hall by Peter E.Binder, President of the Board. ROLL CALL. Trustees Present: Cannon, Love and Binder. Trustees Absent: Anderson and Gerow. READING OF YI v lES OF PRZV IOUS =m, .0 %G. The minutes of the regular meeting held on the 17th day of October, 1924, were read. No errors or omissions appearing, it was moved by Trustee Love, seconded by Trustee Cannon, that the minutes be approved as read. Carried. i7RITrT COZS&1UNICATIONS. The following communications were read and disposed of as indicated: STA.11DARD OIL COMPAN7, requesting permission to excavate in the Forth side of Rosecrans Avenue, opposite their Gate No. 21, for the purpose of constructing an approach into their property, such work being necessary owing to a change in the grade of the roadway account of the South half of said Rosecrans Avenue having been paved by the City of Manhattan Beach. Loved by Trustee Love, seconded by Trustee Cannon, that this permission be granted, provided said work is completed to the sa.tisfdction of the Street Superintendent of the City of M Segundo and provided further that the work contemplated under this permit be completed within thirty days from date. Carried by the following vote: Ayess Trustees Cannon, Love and Binder. Noes: None. Absent: Trustees Anderson and Gerow. PETITION OF A. HANCOCK and others, requesting the improvement of the Alley in Block 14 and contributing X71.50 towards the cost thereof. Moved by Trustee Love, seconded by Trustee Cannon, that the following resolution be adopted: "AREAS, it appears that certain residents and property owners of the City of El Segundo are willing to pay certain moneys in the sum of 4471.50 into the Treasury of the City of E1 Segundo, California, and into the General Fund thereof, for the purpose of causing certain street improvements within said city to be made, and, MAERUS, said sum has been deposited with the City Clerk of said City with instructions to pay the same into said General Fund upon the adoption of the following: THU?rORL, BE IT R:SOLV ED& That the Street Superintendent be and he is hereby authorized and instructed to cause the portion of that certain public street within the City of E1 Segundo, known as the alley in Block 14, running east and west, between Whiting and Virginia Streets, to be improved by the construction therein of the following improvement, to -wit: A rock and oil improvement similar in character to that constructed in the alley in 3lock 45!'9 Carried by the following vote: Ayes: Trustees Cannon, Love and Binder. Noes: None. Absent: Trustees Anderson and Gerow. PETITION OF L& M. Wo '!UCY and others, requesting the Board of Trustees to take such steps as may be necessary to provide four foot sidewalks and curbs in the East side of Bonita Vista Avenue between Walnut Avenue and Collingwood Street, under such street improvement and bond acts of the State of California as will extend payment for same over a period of ten years. The signers to such petition appearing to represent ownership of over 50 of the property involved in the pro - *)osed improvement, it was moved by Trustee Love, seconded by Trustee Cannon, that the City Engineer be and he is hereby instructed to prepare all of the preliminary data necessary to initiate the improvement prayed for and to furnish such data to the City Attorney for his use in the preparation of the necessary legal procedure. Carried by the following vote: Ayes: Trustees Cannon, Love and Binder. Noes: None. Absent: Trustees Anderson and Gerow. OPAL COISNLINICATION S. Pete Hebertz, residing at the corner of Grand Avenue and Arena Street, addressed the Board in an endeavor to have them restrain an adjoining property owner from erecting a garage close to his property line. Upon being inforned by the Chair and the City Attorney that the City is not aware of any lair which would prevent the erection of the building complained of, fir. Hebertz advised that he had made investigation and found that there is such a law. The Board agreed to take appropriate action whenever Yr. Hebertz can definitely refer them to the law he mentions. "Mr. J. F. Fielder, owner of a lot in Block 10, Tract 1685, a portion of which lot will be required in the opening of East and ;lest streets through the acreage, stated that he had just completed arrangerents to erect a dwelling house on this lot, and asked that the Board attempt to arrive at a definite understanding of what would be done in his case, so that he could arrange to procure a building site elsewhere if necessary. None. REPORTS OF ST UTMING COLMITTZMe REPORTS OF OFFICMS A!.D SPFCIAL COMMITTELS. Yr. Harold D. Dale, right -of -way agent, reported that he had made good progress during the prior week and had met with no objections to the proposed street opening program. The City Clerk reported that the Western Blind & Screen Company had agreed to revarnish and retape the Venetian Blinds in the City Hall Building at a cost of 't­c z X116.00, or to replace the present blinds with new ones at a cost of 4P'220.00. After discussion it was moved by Trustee Love, seconded by Trustee Cannon, that the City Cleric be and he is hereby authorized to have the Venetian Blinds in the City Hall building repaired at a cost not to exceed 1125.00. Carried by the following vote: Ayes: Trustees Cannon, Love and Binder. Loess :None. Absent: Trustees Anderson and Gerow. The City Attorney reported that it had been discovered that sorie slight errors had crept into the description of the district to be assessed for the im -orove ^ants mentioned in Resolution of Intention No. 77 and he felt that the Board should repeal its previous action and start the proceedings anew, so as not to jeopardize the legality thereof. He stated further that he had prepared a resolution which could be introduced at the proper time, repealing the action heretofore taken. Trustee Cannon reported that Mrs. G. L. Stephenp,residing on Lucalyptus Drive had complained to him that papers being burned by the City on Standard Street had been allowed to blow around and littered up her premises. The Street Super- intendent, who was present, expressed the belief that the papers came from another locality, but stated that he would investigate and take action to prevent a recurrence.
