81 Segundo, Calif. June 24tH, 1924.
A regular meeting of the-Board of Trustees of the City of El Segundo,
California, was called to order at 7s30 o'clock P. M. on the above date in the
Council Chamber of the City Hall of said City by the City Clerk, the President
of the Board being absent. Trustee Gerow ms unanimously chosen President pro -
tem and he immediately assumed the duties of the President.
ROLL CALL.
Trustees Presents Cannon, Love and Gerow.
Trustees Absent: Anderson and Binder.
READILTG OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 17th day of June, 1924, were
read. No errors or omissions being noted, they were approved as read upon motion
of Trustee Cannon, seconded by Trustee Love, which carried.
Y&ITTEN COW-TNICATIONS.
The-following communications were read and disposed of as indicated:
LOUTIS, DOW & CO., referring to a charge they have against the City of El
Segundo in the sum of $22.50 for services alleged to have been rendered. By
general consent the Clerk was instructed to advise said company that the Board
of Trustees feels that it has paid in full for all of the services received from
said Company.
PACIFIC TELEPHONE & TELEGRAPH CO., requesting permission to erect six
poles and anchors on the South side of Pine Avenue between Loma Vista Street and
the Westerly City Limits. Moved by Trustee Love, seconded by Trustee Cannon
that this permission be granted, subject to the work being prosecuted and completed
to the satisfaction of the Street Superintendent of the City of El Segundo. Carried.
Trustee Anderson appeared at the meeting at this time, the hour being
6 :40 o'clock P. Us and immediately took his seat.
ORAL COMMUNICATIONS.
Mr. Mobley, representing an organization known as the Gospel Army, addressed
the Board with the idea of obtaining permission to have his associates solicit
funds within the City of E1 Segundo to enable his organization to carry on
charitable and philanthropic work in and around Los Angeles. Examination disclosed
that the National charter and State permits granted him to do business were regular
and after discussing the matter at some l6ngth, it was moved by Trustee Love,
seconded by Trustee Cannon that the matter of granting the Gospel Army permission
to solicit funds within the City of E1 Segundo be taken under advisement for the
period of one week and the City Marshal instructed to make additional investigation
of the organization and report to the Board of Trustees. Carried.
Mr. Jay L. Smith, Grammar School Trustee, addressed the Board relative to the
City of E1 Segundo taking over the play grounds at the El Segundo Grammar School
during the stormier vacation period. It appearing desirable to beep the El Segundo
Grammar School play grounds open during the summer school vacation period, so as to
_ provide safe and proper recreation for the youth of the City of El Segundo, it was
moved by Trustee Love, seconded by Trustee Cannon, that the Board of Trustees of the
City of El Segundo assume control of the El Segundo Grammar School play grounds from
and after June 26th, 1924 and to and inclusive of September 1st, 1924, and that the
same be placed under the jurisdiction of the Public Safety Committee with full power
to take such steps as may be necessary to properly supervise said playground.
Carried by the following votes
Ayess Trustees Anderson, Cannon, Love and Gerow.
Noes: Bone.

The Street Superintendent reported that he had found it convenient to grant W. G.
Henry his customary annual two weeks vacation beginning June 23rd, 1924, and that the
roller "engineer, Co T. Ainsworth desired his customary two weeks vacation, with a
leave of absence of four weeks, beginning July 7th, 19249 and that during the
absence of C. T. Ainsworth he would like permission to employ A. L. Ainsworth as
roller engineer when needed at the same rate of pay as that received by C. T. Ainsworth.
Loved by Trustee Cannon, seconded by Trustee Love, that the following resolution be
adopted:
"RESOLVED, that the action of the Street Superintendent in granting
W. G. Henry his customary annual two weeks vacation beginning June 23rd,
19249 be and the same is hereby ratified and approved, and
BE IT FURTHER RESOLVED, that C. T. Ainsworth be and he is hereby
granted two weeks vacation beginning July 7th, 1924 with additional
four weeks leave of absence without pay and
BE IT FURTHER RHSOLVED, that the Street Superintendent is hereby
authorized to amply A. L. Ainsworth as roller engineer, if and when
needed during the absence of Co T. Ainsworth, and at the same rate of
pay as that received by said Co T. Ainsworth ".
Said resolution was adopted by the following votes
Ayes: Trustees Anderson, Cannon, Gerow and Love.

Absents Trustee Binder.
The City Attorney delivered to the Clerk copies of plumbing and electrical
ordinances, so that the Board might have an opportunity to study the same before
discussing or taking action relative to their adoption.
The City Attorney requested additional time in which to render report concerning
standby charges, as the letters received from the City Attorney of the City of
Richmond and the Secretary of the League of California Municipalities do not contain
all of the data -he desires before making a recommendation.
The City Attorney advised that a bidder on motor trucks had called his attention
to certain discrepancies in the wording of the advertisement and upon motion of
Trustee Cannon, seconded by Trustee Love, which carried, the City Attorney was
Instructed to correct the wording of the Notice to Bidders on motor trucks and have
same republished, so that the same will convey the intent of the Board of Trustees
in such matter and more specifically indicate to bidders the needs of the City.
The City Marshal expressed the opinion that parking on certain streets,
particularly near corners, should, in the interests of safety, be restricted in
certain measure and following discussion it was moved by Trustee Cannon, seconded
by Trustee Anderson, that the Pblice Department be authorized to prohibit parking
of vehicles on the West side of Concord Street between El Segundo Avenue and a point
40 ft. North thereof and on the West side of Virginia Street from E1 Segmdo Avenue
to the Alley North thereof. Carried.
The City Engineer reported having attended a meeting of the South Los Angeles
Improvement Association, which at the present time is furthering the widening and
paving of Collingwood Street from El Segundo to Orange County. He stated that no
definite program has been arranged, but that the organization expects to meet again
In the near future for the purpose of arranging a pban of action.
Trustee Gerow advised attending a meeting of the Hollywood— isdondo Boulevard
Association at Culver City on the 20th inst* and that reports rendered at said
meeting indicate that the matter is progressing very satisfactorily.

and warrants drawn on the respective funds covering the same. Carried by the follmd ng
vote:

NLV BUSfNEtS.
The Marshal announced the appointment of G. N. Eason as a Deputy and requested
the Board's approval. On motion of Trustee Cannon, seconded by Trustee Love, which
oarried, this appointment was approved.
The City Clerk informed the Board that Mr. L. Lixmpp, Proprietor of the Apartment
House located Not 210 Concord Street, requested permission to construct a cement landing
on the South side of said Apartment House building between the stairs at the rear of
same and the retaining wall surrounding the City parking, so as to provide'a walk
from the alley in the rear of said premises to the porch thereof. It appearing that
such a walk would not interfere in any manner with the free public use of this public
property, it was moved by Trustee Lave, seconded by Trustee Cannon, that this
permission be granted. Carried.
The City Clerk advised having received forms of the petition required to be
signed to place upon the ballot at the next General State Election the constitutional
amendment providing for a distribution among the State, Counties and Cities of the
fees collected by the Motor Vehicle Department of the State of California and that
in his opinion the most practical way to secure signatures to this petition was to
employ someone to do that work alone. It was thereupon moved by Trustee Cannon, seconded
by Trustee Love, that the City Clerk be appointed to employ one or more persons to
procure signatures on said petitions at a cost not to exceed $2040. Carried by the
following vote:
Ayes: Trustees Anderson, Cannon, Love and Gerow.
Noes: None,
Absent: Trustee Binder.
No further business appearing to be transacted at this meeting, it was moved
by Trustee Cannon, seconded by Trustee Love, that the meeting adjourn. Carried.
