1924 JAN 29 CC MIN195 El Segundo, Cal. January 29th, 1924. A regular meeting of the Board of Trustees of the City of El Segundo, California, was called to order at 7:30 o'clock P. M. on the above date in the Council Chamber of the City Hall of said City by -William C. Bryson, President of the Board. ROLL CALL. Trustees Present: Binder, Gerow, Rueger, Smiley and Bryson. Trustees Absent: None. READING OF MINUTES OF PREr VIOUS 1= TING. The minutes of the regular meeting held on the 22nd day of January, 1924 were read. No errors or omissions being noted, they were approved upon motion of Trustee Binder, seconded by Trustee Gerow, which carried. WRITTEN COMTITICATIONS. The following communications were read and disposed of as indicated: BOARD OF PUBLIC UTILITIES, City of Los Angeles, copy of their letter addressed to the members of the City Council of said city, advising that the request of the City of E1 Segundo for a traffic officer to assist in the handling of vehicular traffic on the Coast Boulevard on Sundays and Holidays had been referred to the Chief of Police of the City of Los Angeles. Ordered filed. i- rFRON- ILTcCRAY -ST. J010, requesting an estimate of the cost of im- proving Whiting Street from Mariposa Avenue to Palm Avenue. Moved by Trustee Rueger, seconded by Trustee Smiley, that the City 1;1�2gineer be and he is hereby instructed to supply the Board with an estimate of the cost of improving said street. Carried. WILLIAI7 C. BRYSON, being his resignation as a member of the Board of Trustees of the City of El Segundo, effective at the pleasure of the Board. Moved by Trustee Rueger, seconded by Trustee Smiley, that the resignation of 'illiam C. Bryson as a member of the Board of Trustees of the City of E1 Segundo be and the same is hereby accepted as of midnight, the 31st day of January, 1924. Carried. ORAL COLM?ONICATIONS. Fire Chief McConnell advised the Board that the El Segundo Volunteer Fire Department were sponsoring a fire prevention lecture to be given at the El Segundo Grammar School Auditorium, Thursday evening, January 31st, 1924, and extended to the Trustees and their families an invitation to be present, seat reservations having been made for them for the occasion. The City Attorney reported that he had received from the cities of Long 3each, Huntington Beach and Llos Angeles, copies of their respective ordinances overning the matter of drilling and maintaining of oil wells within each municipality. The City lbigineer advised that he had communicated with Mr. 0. 0. Allen of the Production Department of the Standard Oil Company and with Mr. Dodd of the State Department of Gas and Petroleum, each of whom believed that 250 feet i 96 v from the water works reservoir site and the School would be a safe distance outside of which to permit the drilling and maintaining of oil wells. Following discussion of the matter, Trustee Smiley introduced Ordinance No. 99, entitled: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REGULATING THE DRILLING, MAMTMUNCE r_ND CONSTRUCTION OF OIL AND GAS WELLS THEREIN; DECLARING OIL AND GAS :V.sLi.S WITHIN CERT -AlK DISTRICTS WITHIN SAID CITY TO BE W- ISA1 CES, AND t,AKING IT UNLA:7FUL TO DRILL, MAINTAIN OR OPERATE OIL OR GAS 7,MLS 'iVITHIN SUCH SPECIFIED DISTRICTS; AND PROVIDING PMEITALTIES FOR THE VIOLATION OF THE PRO- VISIONS THEREOF", which was read. Trustee Rueger suggested that the sand be removed from E1 Segundo Avenue east of Arizona Drive. Moved by Trustee Binder, seconded by Trustee Gerow, that the Street Superintendent be and he is hereby authorized and instructed to remove sand from E1 Segundo Avenue east of Arizona Drive. Carried by the following vote: Ayes: Trustees Binder, Gerow, Rueger, Smiley and Bryson. Noes: None. Absent: None. PAYING BILLS. Carried by the following vote: Ayes: Trustees Binder, Gerow, Rueger, Smiley and Bryson. Noes: None. Absent: None. NEW BUSINESS. The Building Inspector advised that he had granted George M. Easton a permit to alter one of the stores in the Grand Hotel Building, which permit should be sanctioned by the Board of Trustees. It was thereupon moved by Trustee Smiley, seconded by Trustee Gerow that the action of the Building Inspector in granting permission to George M. Easton to alter one of the stores in the Grand Hotel Building be and the same is hereby approved and ratified. Carried. Mr. Russell Thomas Hutchins, a licensed surveyor, presented to the Board a map of Tract 8159, being a subdivision of Lots 13 and 14, Block 81, E1 Segundo Sheet No. 3, requesting that the same be approved by the Board. The matter was discussed and it was recommended by the City Engineer that the map be approved, khereupon it was moved by Trustee Gerow, seconded by Trustee Binder, that the following resolution be adopted: "SEAS, a certain map of Tract No. 8159, in the City of E1 Segundo, County of Los Angeles, State of California, has been submitted to this Board for approval, and WHEREAS, the City Engineer has examined said map and has approved the same, NOW THEREFORE, BE IT RESOLVED, that the said map of Tract '"o. 8159 be and the same is hereby approved by this Board and the City Clerk is hereby directed to endorse the approval of this Board upon the same". Carried by the following vote: Ayes: Trustees Binder, Gerow, Rueger, Smiley and Bryson. Noes: None. Absent: None. No further business appearing to be transacted at this session, it was moved by Trustee Smiley, seconded by Trustee Gerow, that the meeting adjourn until Friday, the 1st day of February, 1924, at the hour of 11:30 o'clock A.
