A regular meeting of the Board of Trustees of the City of El Segundo,
California, was called to order at 7:30 o'clock P. M. on the above date in the
Council Chamber of the City Hall of said City by the City Clerk, the President
of the Board being absent. Trustee Binder was unanimously chosen President
pro tem and lie immediately assumed the duties of the President.
ROLL CALL.
Trustees Present: Binder, Gerow, Rueger and Smiley.
Trustees Absent: Bryson.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 8th day of January, 1924
were read. No errors or omissions being noted, they were approved-as read upon
motion of Trustee Smiley, seconded by Trustee Rueger, which carried.
WRITTEN COMMUNICATIONS.
Be F. CORBETT, requesting permission to rent the City Hall Auditorium
on the evening of January 26th, 1924, for the purpose of giving an entertainment
and dance and stating that he might desire to rent the auditorium every Saturday
night thereafter. Moved by Trustee Rueger, seconded by Trustee Smi126ththat
permission to use the City Hall Auditorium on the evening of January ,
be and the same is hereby granted Be F. Corbett and that the usual rental charge
of $7.50 be paid therefor, and that the City Clerk be instructed to advise the
applicant that the Board of Trustees will not definitely o
engage y et
Auditorium for every Saturday night but would consider such applications as are
filed from week to week. Carried.

REPORTS OF STANDING COMMITTEES,

REPORTS OF OFFICMS AND SPECIAL COMKITTEES.
The City 'Marshal reported that he had had one of his deputies check the
number of motor vehicles traversing the Coast Boulevard west of the City on the
12th and 13th inst., 1576 vehicles passing over the highway on the former day and
5156 vehicles on the latter between the hours of 12 =00 o'clock P. M. and 10 :00 P. M.
The matter of congestion of vehicular traffic and the necessity of some
means of regulating the same was discussed at some length, following which it was
moved by Trustee Rueger, seconded by Trustee Smiley, that the City Clerk be and
he is hereby instructed to advise the City Council of the City of Los Angeles the
result of the check made by the City Marshal and to request said d.4 to
provide an officer to handle the traffic on Sundays and Holidays. Carried.
The City Engineer advised the Board that he had prepared forms to be
used in connection with the construction of concrete approaches to private drive-
ways where street improvements are being made under contract, such forms being as
follows:
"Street Superintendent, City of E1 Segundo:
I desire to have apron for dtiveway put in between
curb and sidewalk in front of my property located at No.
_ Street.
I desire that this be constructed by the Contractor
now putting in the curbs and sidewalks and will agree with
him as to price and settle with him direct.

"Street Superintendent, City of EL Segundo:
I desire to have an opening left in the curb in front
of my property at No. St. for a driveway. I
do not desire that the apron be put in by the Contractor
now constructing curbs and sidewalks, but I agree to apply
for permit and to construct apron according to your speci-
fications and to complete same within twenty days after the
completion of the curb in front of the above named property.
I further agree to deposit with you the sum of Fifteen
015.001 Dollars at the time of filing =7 application for
a permit to do this work, said deposit to cover all con-
struction costs incurred by you in constructing or completing
apron, should 1 fail to do so within the above prescribed time.

After the same were read and explained to the Board, it was moved by Trustee Rueger,
seconded by Trustee Smiley that the procedure and forms for use in connection with
the construction of Approaches to private driveways on such streets as are being
improved under private contract as prepared by the City Engineer and on file with ;
the City Clerk be and the same are hereby approved and adopted. Carried.
Moved by Trustee Rueger, seconded by Trustee Smiley, that the following
Resolution be adopted:
"Vl?EmREAS, during the prior week it was found necessary to request
the Standard Oil Comparq to have their machine shop make certain
repairs to the City of E1 Segundo's road roller, and
Whereas, an order for such repairs was actually placed with
said company,
NOW THEREFORE, BE IT RESOLVED, That such action taken by the
Street Superintendent is hereby ratified and approved ".
Carried by the following vote:
Ayes: Trustees Binder, Gerow, Rueger and Smiley.
Noes: None.
Absent: Trustee Bryson.
The City Clerk advised that pursuant to previous instruction of the Board
he had procured prices on the printing of twenty books of citations for the
Police Department, such prices being f7.50, $8.50 and $10.25. It appearing that
the bid of $8.50 was furnished by the Herald Publishing Company, a local supplier,
it was moved by Trustee Rueger, seconded by Trustee Gerow that the City Clerk be
and he is hereby authorized to place an order with the Herald Publishing Company
for the printing and binding of twenty books of citations at a cost not to exceed
$8.50. Carried by the "following vote:
Ayes: Trustees Binder, Gerow, Rueger and Smiley.

which was introduced and read at a regular meeting of the Board of Trustees held
on January 2nd, 1924, be adopted. Carried by the following vote:

and warrants drawn on the kespective funds covering the same. Carried by the following
vote:

I= BUSINESS.
The matter of having removed from Main Street all of the poles used by public
service corporations before the improvement of Main Street is completed was discussed
at some length, following which it was moved by Trustee Rueger, seconded by Trustee
Gerow that the City Clerk be and he is hereby instructed to communicate with the
Pacific Telephone & Telegraph Co. and the Southern California Edison Company, requesting
these corporations to endeavor at the earliest possible time to remove their poles
and lines from all portions of Main Street between El Segundo Avenue and Collingwood
Street. Carried by the following vote:
Ayes: Trustees Binder, Gerow, Rueger and Smiley.
Noes: None.
Absent: Trustee Bryson.
The Superintendent of the Water Department advised the Board that the Fortuna
Oil Company had interviewed him with respect to the possibility of being supplied
with water at a well which they propose to drill in the very near future near the
Southeast corner of El Segundo Avenue and Arizona Drive and stated that he had in-
formed the representative of said company that the City could furnish the water provided
the Fortuna Oil Company would pay for the cost of installation of the pipe lines and
appurtenances necessary to provide water service at the point mentioned, a portion of
which cost will be adjusted and refunded to said company as other consumers require
service off of said line, it being understood that said pipe line and appurtenances at
all times would remain the property of and under the sole jurisdiction and control of
the City of E1 Segundo. Discussion was had relative to the matter, following which
it was moved by Trustee Rueger, seconded by Trustee Smiley that the Superintendent of
the Water Department be and he is hereby authorized to advise the Fortuna Oil company
that the City of E1 Segundo would furnish said company with water at the location
mentioned in aecordance.with the suggestion of the Water Superintendent as presented
to the Board at this meeting. 8arried.

Moved by Trustee Sm iley, seconded by Trustee Gerow, that the City
Engineer of the City of E1 Segundo be and he is hereby authorized to survey and
stake out lots or parcels of land for private property owners requesting the
same and that any such property owners requiring such service of the engineering
department be charged the actual cost of same plus 10%. Carried.
Following discussion, by general consent the City Attorney was instructed
to familiarize himself with State laws and municipal ordinances respecting
drilling and operation of oil wells within municipalities.
No further business appearing to be transacted at this meeting, it was moved
by Trustee Smiley, seconded by Trustee Gerow, that the meeting adjourn. Carried.
