1924 DEC 27 CC MINEl Segundo, Oal. December 27th, 1924. An adjourned regular meeting of the Board of Trustees of the City of El Segundo, California, was called to order at 11:00 o'clock A. M. on the above date, in the Council Chamber of the City Hall of said City, b;, Peter Be Binder, President of the Board. Roll Call. Trustees Present: Andecemtr, Cannon, Gerow, Love and Binder. Trustees Absent: Anderson Moved by Trustee Cannon, seconded by Trustee Gerow, that the regular order of business be dispensed with. Carried. The City Clerk reported to the Board that in conference with the City Attorney, he had ascertained that the petition for the annexation of certain uninhabited territory to the City of El Segundo, California, acted upon by the Board of Trustees at its special meeting, held on the 26th day of December, 1924, and which said petition was signed by Dave We Peterson and 137 others, was Insufficient in that it did not meet the requirements of law in such oases made and provided, and particularly that it did not meet the requirements of Section 1083 -A of the Political Code of the State of California as interpreted by the Courts of said State. The Board being satisfied that the said petition was insufficient for the reasons stated, thereupon took the following proceedings: It was moved by Trustee Love, seconded by Trustee Cannon, and unanimously carried, that the following resolution be adopted: RESOLVM), that the petition of Dave We Peterson and 137 others, filed with the City Clerk of the City of El Segundo, California, on the 26th day of December, 1924, and presented to and acted upon by this Board thereafter on said 26th day of December, 1924, is insufficient and does not meet the requirements of the Laws of the State of California in such cases made and provided; That, therefore, it is resolved, declared and determined by the said Board of Trustees of the City of !. Segundo, California, that all action of every kind heretofore taken by this Board with re- ferenoe to the said petition be and the same is hereby rescinded and all proceedings therein are hereby annulled and all instructions therein heretofore given are hereby withdrawn; And that no further proceedings shall be had or taken with reference to the said petition. The City Clerk thereupon presented to the Board of Trustees a petition signed by Dave W. Peterson and 106 others, requesting the annexation to the City of El Segundo of certain uninhabited territory. On motion of Trustee Cannon, seconded by Trustee Anderson, which carried, said petition was referred to the City Clerk and the City Engineer of said City for checking as to sufficiency of names and description of territory respectively, with instructions to said officers to report to this Board of Trustees as soon as possible. The City Clerk and the City Engineer thereupon proceeded to check said petition as instructed by said Board of Trustees, The City Clerk and the City Engineer of the City of E1 Segundo then reported to the Board of Trustees that they had examined the petition for annexation of uninhabited territory to the City of El Segundo, signed by Dave W. Peterson and 106 others, filed with the Board this 27th day of December, 1924, and that they found said petition sufficient, both as to the number of signatures and as to description, and that said petition met the requirements of the Laws in such case made and provided. It was thereupon moved by Trustee Cannon, seconded by Trustee Gerow, and unanimously carried, that the following resolution be adopted: 1 u WHMEAS, there was, on the 27th day of December, 1924, filed with the City Clerk of the City of E1 Segundo, California, a certain petition, signed by Dave W. Peterson and 106 other peraons, petitioning that certain uninhabited territory in the County of Los Angeles, State of California, be annexed to, incorporated in, and made a part of the City of El Segundo, California, And, Mereas, the said City Clerk thereafter did present the same to this Board of Trustees, and after reference thereof by said Board to the said City Clerk and the City ngineer of said City, said petition is reported by said officers to be sufficient, both as to number of signatures and description of territory, ::ON TFiERrFORE, B3 IT RESOLVED, that said petition be received, accepted and filed, and that the City Clerk be and he is hereby authorized and instructed by and on behalf of this hoard and of the said Qity of rl Segundo, to immediately notify the Board of Supervisors of the County of Los Angeles, State of California, of the fact of the filing of said petition, in time, form and manner as required by the Laws of the State of California relating to such matters. At this point consideration was given to the various bids received on December 26th, 1924, for constructing sidewalks and curbs as contemplated In Resolution of Intention No. 79 of the City of R1 Segundo, after which it was moved by Trustee Cannon, seconded by Trustee Gerow, that when this meeting adjourns, it adjourn until Wednesday, the 31st day of December, 1924, at the hour of 4s40 o'clock P. Mo , and that all bids received December 26th, 1924, for the work or improvement of portions of Virginia Street, Whiting Street, Bonita -Vista Avenue, Maple Avenue, Mariposa Avenue and Palm Avenue within the City of 21 r/M6 AT SAiD Segundo, be taken under advisement until said meeting. Carried. The Clerk advised that the Standard Oil Company had filed applications for permits to excavate in certain public streets for the purpose of constructing a pipe line, and that said applications were made out in acceptable form and accompanied by blue prints showing the proposed crossings. After examination of the applications and blue prints, it was moved by Trustee Gerow, seconded by Trustee Love, that the following resolution be adopted: RESOLVED, that the Standard Oil Company be and it is hereby granted permission to construct a 6" standard steel screw pipe line for the transportation of oil, petroleum, gas or water, within the City of El Segundo, California, at the following locations: Across Arizona Drive at a point approximately 188 feet North of the center line of r'I Segundo Avenue; across E1 Segundo Avenue at a point approximately 90 feet West'of the West line of Arizona Drive; across Collingwood Street at a point approximately 35 feet East of the East line of Arizona Drive. Said permit being subject to the following conditions: let. That excavations shall not be made in the paved portions of any of the hereinbefore mentioned roadways, but that at such points, crossings shall be made by tunnelling or boring under such paved roadways, or portions thereof. 2nd. That said pipe line shall be constructed and laid a safe distance under ground and in such manner as not to damage public or private property. 3rd. That the prosecution and completion of the work herein contemplated shall be to the satisfaction of the Street Superintendent of the City of E1 Segundo. 4th. That all of the work contemplated herein shall be com- pleted within six months from date hereof. Said resolution was adopted by the following votes Ayess Trustees Cannon, Gerow, Love and Binder. Hoes: None. Absent: Trustee Anderson. No further business appearing to be transacted at this session, it was moved by Trustee Cannon, seconded by Trustee Gerow, that the meeting adjourn until Wednesday, the 31st day of December, 1924 at the hour of 4s40 o'clock p. k►.
