1924 DEC 13 CC MIN�w 21 Segundo, Cal. Dec. 13th, 1924. A regular meeting of the Board of j°stees of the City of E1 Segundo, California, was called to order at 7s00 6.clock P. Y. on the above date, in the Council Chamber of the City Hall of said City, by Peter E. Binder, President of the Board. ROLL CALL. Trustees Present: Anderson, Cannon, Gerow, Love and Binder. Trustees Absents None. READING OF MINUTES OF PREDIMS MEETING. The minutes of the regular meeting held on the 5th day of December, 1924, were.read. No errors or omissions appearing, it was moved by Trustee Gerow, seconded by Trustee Love, that the minutes be approved as read. Carried. WRITTEN COSWUNICATIONS. The following communications were read and disposed of as indicated: PETITION OF JAMES M. MONROE and others, requesting that when the property for public street purposes through portions of Lots 4, 59 8 and 9 of Block 969 in the City of El Segundo, is accepted by said oity, that said Board talcs such measures as may be necessary to provide, at the earliest possible date, street improvements consisting of sidewalks and curbs, to be constructed under snob street improvement and bond acts of the State of California, as will permit payment of the cost of such improvements to be extended ever a period of ten years. The petition suggested Class B curbs and 3 foot sidewalks. Discussing the matter, the Board was of the opinion that inasmuoh as four foot sidewalks have been the rule in every instance where new sidewalks have been constructed recently, and that inasmuch as the sidewalk prayed for, when constructed, will tie in with existing four foot sidewalks, that when proceedings are taken for the improvement asked for, four foot sidewalks should be designated in such proceedings instead of three foot sidewalks. Moved by Trustee Cannon, seconded by Trustee Gerow, that the following resolution be adopted: RESOLVED, that the City Engineer be and he is hereby instructed to prepare all of the data necessary for the improvement of the proposed street through portions of Lots 49 59 8 and 9 of Block 96•of the City of E1 Segundo, in accordance with the petition of-dames No Monroe and others, filed with the Board this date, and that when so prepared, such data-be delivered to the City Attorney for his use as hereinafter mentioned, and Be it further resolved, that the City Attorney be and he is hereby instructed to prepare the legal proceedings necessary to cause the improvements prayed for in the hereinabove mentioned petition to be made after the acceptance of said proposed street by this Board. Carried by the following votes Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Noes: None. Absent: None. ORAL CMWNICATIONS. None. REPORTS OF STANDING COMMITTERS. None. 89.. REPORTS OF OFFICERS AND SPECIAL COMUITTE S. The City Clerk reported that, owing to illness, he was unable to attend the meeting of the County Regional Planning Commission held in Los Angeles, December 6th, 19249 but that Mrs. Helen K. Brock, Secretary of the 31 Segundo Chamber of Commerce very kindly supplied him with a typewritten report-'of the proceedings which s" on file in his office, the contents of which are available to the Board at its pleasure. The City Clerk reported also having written each of the cities cooperating in the Health District, of which E1 Segundo is a part, and of having received replies from the cities of Msisattan Beach, Hermosa Beach, Redondo Beach and Hawthorne. The natures of the replies were conveyed to-the Board and by general consent ordered filed for future reference. The City Attorney advised that certain deeds to real property in Lots 4, 5, 8 and 9 of Block 96 of the City of E1 Segundo, conveying to said city portions of said lots for public street purposes, which had been referred to him for approval, are apparently good and sufficient deeds, with the exception of the correction of one or two minor details, which may be easily corrected, and that In his opinion they were ready for acceptance by the Board if the Board desired to accept the same. It was thereupon moved by Trustee Gerow, seconded by Trustee Cannon, that the following resolution be adopteds "WFMREAS, the owners of portions of loots 49 51, 8 and 9 of Block 96, E1 Segundo Sheet No. 3, in the City of El Segundo, County of Los Angeles, State of California, have this date presented to-this Board certain grant deeds, dated, made and executed by the persons hereinafter mentioned, conveying unto the said City of 11 Segundo for public street purposes certain real property situated in the said City, the names of the said grantors, the dates of said deeds and the property conveyed, as aforesaid, all being more particularly described as follows, to -wits Deed of J. A. MADONALD and MILDRED M. NOW THEREFORE, BE IT RESOLVED, that those certain deeds hereinbefore enmerated, conveying unto the said city of E1 Segundo, California, for public street purposes, the real property hereinbefore described and set forth, be and the as= are hereby accepted on behalf of the City of E1 Segundo, and the City Clerk of said City is hereby directed and authorized to cause said deeds to be filed for record in the office of the County Recorder of Los Angeles County, California, provided, however, that nothing herein contained shall be construed as constituting an acceptance by the City of El'Segundo of any improvement or improvements which may exist upon any of the said premises. The Superintendent of the Water Department reported that to install a fire hydrant at Sheldon Street and Bast Collingwood Street as requested by Mr. A. Soeuto would require the construction of a 4" B & S line to connect with an existing 6" cast iron line, the cost of which, using a 2" stand pipe with * P-92 hose connections for a hydrant, would cost approximately $357.00 and using a standard hydrant with 4" barrel and two 2J" outlets would approximate $412:00. Moved by Trustee Gerow, seconded by Trustee Love, that the Superintendent of the Water Department be and he is hereby authorized and instructed to lay such 4" pipe as may be necessary to install a 22= standard fire hydrant at the corner of East Collingswood and Sheldon Streets, such work to be performed force account and in the manner deemed most practicable to the said Water Department Superintendent. Carried by the following vote: Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Noes: Bone. Absent: None. The City Engineer presented to this Board a map he had prepared, showing the real property necessary to be taken for the proposed opening of Hickory Avenue, and the parcels remaining after said proposed street is opened, which said map is to be used in connection with proposed condemnation proceedings. After some consideration of the extent of the district to be assessed for the costs and expenses of said street opening, it was moved by Trustee Cannon, seconded by Trustee Love, that the following resolution be adopteds RESOLVED, that said map presented by the City Engineer, showing the real property necessary to be taken for the proposed opening of Hickory Avenue, and the parcels remaining after said proposed street is opened, be approved and accepted, subject to the Engineer indicating thereon by colored boundary lines, the district proposed to be assessed for the costs and expenses of the proposed street opening, which said district shall extend to the center line of Walnut Avenue on the Borth and to the center line of Maple Avenue on the South and from the center line of Main Street on the East to the Westerly City Limits, and BE IT FURTHER RESOLVED, that when the before mentioned Instruction has been complied with, said map shall be delivered to the City Attorney for his use in connection with the preparation of the necessary papers in the condemnation pro- ceedings. Dale-, rift -ef-4&y agent, reported having intervie"d all of the property owners in Section No. 7, who own real property between the half- section line east of Arizona Drive and Inglewood - Redondo Boulevard, portions of which property it will be necessary to procure in order to provide the proposed extension of Mariposa Avemie, and of having tentatively received their consent to dedicate to the City of E1 Segundo the requisite parcels of land to permit of the opening of an 80 foot extension of Mariposa Avenue from its present terminus at Arizona Drive to the said Inglewood- Redondo Boulevard, and that the necessary deeds are now in course of preparation by the City Attorney. He stated further that he is meeting with no difficulties in connection with the opening of Fast and West streets through the acreage within the City. UNFINISHED BUSINESS. Moved by Trustee Cannon, seconded by Trustee Anderson, that the City Clerk be and he is hereby authorised to purchase from Grimes- Stassforth Stationery Company one Style No. 78 M4 ograph at a cost not to exceed $160.00, the authorization for the purchase of a Neostyle heretofore given being hereby rescinded. Carried by the following votes Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Noes: None. Absent: Bone. IM BUSIHSSS. Trustee Gerow drew the Board's attention to the fact that very recently he and the President of the Board, in making an inspection of the City, had discovered that portions of Center Street, Mariposa Avenue and Arizona Drive were badly in need of repair. Following discussion it was moved by Trustee Gerow, seconded by Trustee Cannon, that the Street Superintendent be and he is hereby authorized and instructed to cause satisfactory temporary repairs to be made on Center Street between Grand Avenue and Mariposa Avenue, on Mariposa Avenue from Center Street to Arizona Drive, and on Arizona Drive from Mariposa Avenue to S1 Segundo Avenue. Carried by the following votes Ayes: Trustees Anderson, Cannon, Gerow, Love and Binder. Hoes: Hone. Absent: Hone. The Board's attention having been drawn to the fact that there exists a condition in a portion of Daley Road, which renders the work recently done on said thoroughfare invaluable, it was moved by Trustee Gerow, seconded by Trustee Love, that the Street Superintendent be and he is hereby authorized to complete the construction of the Daley Road at a cost not to exceed $280.00. Carried by the following vote: Ayes: Trustees Anderson, Cannon, Hoes: Hone. Absent: Bone.
