A regular meeting of the Board of Trustees of the City of E1 Segundo,
California, was called to order at ?s00 o'clock P. Y. on the above date in the
Council Chamber of the City Hall of said City by Peter B. Binder, President of
the Board.
ROLL CALL.
Trustees Presents Anderson, Cannon, Gerow, Love and Binder.
Trustees Absents None.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 28th day of November, 1924,
were reade No errors or omissions appearing, it was moved by Trustee Love,
seconded by Trustee Cannon, that the minutes be approved as read. Carried.
The minutes of the adjourned regular meeting held on December let, 1924 were
read without error s or omissions being noted and were approved as read upon motion
of Trustee Cannon, seconded by Trustee Gerow, which carried.
WRITTEN COMMNICATIONS.
The following casnunications were read and disposed of as indicateds
BOULDER DAM ASSOCIATION, advising of the progress being made by said Association,
and requesting financial assistance from this City. It appearing to this Board of
Trustees that the City of E1 Segundo and the entire southland will be benefited
materially by the consumZaation of the Boulder Canyon project, and it further appearing
to be desirable to this Board of Trustees to be kept informed as to the progress
being made toward that end, by generhl consent the City Clerk was instructed to write
the Boulder Den Association, askkng that the City be advised of the name of some
individual connected with the Association, who could, from time to time, give this
city particular information and special report.
SPECIAL ORDER OF BUSINESS.
The hour of 7s15 o'clock P. M. having arrived, the President arose and state&
that the time for receiving protests and objections to the proposed we and Against
the extent of the district to be assessed for the improvement of portions of Virginia
Street, Whiting Street, Bonita Vista Avenue, Maple Avenue, Mariposs Avernus and Pals
Avenue under Resolution of Intention No. 799 had heretofore been set for this hour,
this date, and he inquired whether or not any protests had been filed with the City
Clerk. The City Clerk replied that no written protests had bban filed with his prior
to the hour not for hearing such objections, and the President then asked whether
or not any person or persons present desired to make verbal protests.
There upon Mr. James B. Sandland voiced objections to the proceedings on the
ground that the improvement was not to be made over the entire street, but one
block only. The Board thereupon proceeded to consider the matter of the said
protest and after such consideration, it was moved by Trustee Gerow, seconded by
Trustee Cannon, that Resolution No. 80, entitled:
"A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF ELSEGUND0,
_ CALIFORNIA, OVEMULING AND DENYING PROTESTS AND OBJECTIONS
RECEIVED AGAINST THE WORK OR INPROVEKERT OF PORTIONS OF
VIRGINIA STREET, WHITING STRENT, BONITA VISTA AVENUE, ]MAPLE
AVENUE, ItARIPOSA AVENUE AND PALM AVENUE RMRED TO IN
RESOLUTION OF INTENTION NO. " OF THE SAID BOARD AND AGAINST
THE EXTRNT OF THE DISTRICT TO BE ASSESSED FOR THE COSTS AND
EXPENSES OF SAID WORK OR T AND DETAMINING THAT
SAID PROTEST IS LESS THAN O8E -HALF OF TEE AREA OF THE PROPERTY
TO BE ASSESSED FOR SAID WORK OR INPROVEMERT",
which was read, be adopted. Carried by the fallowing votes

After the adoption of the foregoing Resolution No. 80, it was moved by
Trustee Gerow, seconded by Trustee Cannon, that Resolution No. 819 antitled:
"A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF
EL SEGONDO, CALIFORNIA, ORDERING THE IIO?'ROVEMENT OF PORTI0NS
OF VIRGINIA STREET, WHITING STREET, BONITA VISTA AVENUE,
MAPLE AVENUE, MARIPOSA AVENUE AND PAIN AVENUE, WITHIN THE
SAID CITY; AS CONTEMPLATED IN RESOLUTION OF INTENTION NO.
79, DECLARING THE WORK OR DU'ROVERENT TO BE OF MORE THAN
LOCAL OR ORDINARY PUBLIC BENEFIT; THAT THE COST OF SAID WORK
OR IMPROVEMENT SHALL BE ASSESSED UPON A DISTRICT, AND
DETERMINING THAT BONDS SHALL BE ISSUED TO REPRESENT THE COST
THEREOF",
which was read, be adopted. Carried by the following votes

At this point, the hour being 7s42 o'clock P. M., by general consent
Trustee Love was excused from further attendance at this meeting.
ORAL C010MICATIONS.
Mr. A. Soeuto, requested the Board to consider the installation of a fire
plug at the corner of Collingwood and Sheldon Streets, The Chair referred
this matter to the Superintendent of the Water Department for investigation
and report to this Board at its next meeting.
REPORTS OF STANDING COMMITTEES.
Trustee Anderson reported having investigated the condition of the Coast
Boulevard, under which passes the Standard Oil Cow -=w's outfall sewer, and
that satisfactory temporary repair has been made at this point pending definite
decision as to permanent repairs.
Trustee Anderson reported also that requests had been made to him that a
space in front of the doctors' offices at No. 131 Richmond Street should be
restricted as to parking, so as to permit entrance into the doctors' offices for
emergency oases. On motion of Trustee Cannon, seconded by Trustee Anderson, which
carried, the Street Superintendent was instructed to paint the curb in front of
No. 131 Richmond Street with red paint, to stencil the words "No Parking" thereon,
and the Marshal of the City of El Segundo is hereby instructed to probIbit
parking in said space, so as to permit of easy access to the offices of the
physicians and surgeons ;}gi$$ said building when emergency medical or surgical
treatment is needed by/ public.
Trustee Binder, reporting for Trustee Love, Chairman of the Public Safety
Committee, reported having attended the meeting held at the City Hall at Redondo
Beach on Wednesday, December 3rd, 1924, and called by Dr. J. L. Pomeroy, County
Health Offioer, -for the purpose of discussing renewal of the contract of this City,
as well as several other cities, so that the County Health Department might
perform the functions of Health Officer for the respective cities, and to determine
what each city should pay for such service. He read a lengthy report prepared
by the County Health Officer, detailing the various services rendered the City of
E1 Segundo by the County Health Department and the costs thereof, which report
he filed with the City Clerk, and he further stated that the City of 31 Segundo had
been requested to pay $1500.00 for the service for the coming year. Following
discussion it was moved by Trustee Gerow, seconded by Trustee Cannon, that the
City Clerk be and he is hereby instructed to write different towns in this district
to ascertain whether or -not they are satisfied with the services rendered in the
past by the County Health Department. Carried by the following votes
Ayess Trustees Anderson, Cannon and Gerow.

REPORTS OF OFFICERS & SPECIAL COMKITMS.
Mr. Harold D. Dale, Hight -of -way Agent, reported that he -had interviewed all of
the persons owing real property in Blocks 97 and 989 31 Segundo Sheet No. 3, and
Blocks 10 and 119 Tract 1685 that it is possible for him to interview, and he has
found no objection to the opening of streets through said blocks from any of these
persons. As im of the owners are scattered throughout the country, he said that
he saw no need for further delaying condemnation proceedings and it was thereupon
moved by Trustee Gerow, seconded by Trustee Cannon, that the following Resolution
be adopted:
RESOLVED, that the City Engineer of the City of El Segundo,
California, be and he to hereby authorised and instructed to pre-
pare a map or plat of Blocks 97 and 98, R1 Segundo Sheet No. 3, and
Blocks 10 and 11, Tract 1685, showing the respective parcels of
land necessary to be condemned in order to open a proposed East and
West street through said blocks as nearly as practicable through
the center thereof, and also showing the respective parcels of land
remaining after said necessary parcels shall have been deducted from
the existing parcels, and which said map shall also contain a colored
boundary, showing the proposed district to be assessed for such
opening, and the respective parcels of land within said assessment
district;
That said Engineer shall present said map to this Board at its
next regular meeting, and that if approved by the Board, the City
Attorney of said City shall forthwith commence the necessary
proceedings for the condemnation of such Test and West street, and
present such proceedings to this Board for action in time, form
and manner as required by law;
That the said proposed street shall be known as Hickory Avenue,•
and shall be so referred to for the purpose of convenience in the
prosecution of these proceedings."

UNFINISHED BUSINESS.
The matter of the opening of Mariposa Avenue through the Fisher Subdivision
and from Arizona Drive to Inglewood- Redondo Boulevard then had oonsideration,
following which it was moved by Trustee Gerow, seconded by Trustee Cannon, that
the right- of-way agent be and he is hereby instructed to procure all-of the rights -
of-way possible to open an eighty -foot street as an extension of Mariposs Avenue
through the Fisher Subdivision, and to continue said street from Arizona Drive to.
the Inglewood - Redondo Boulevard. Carried by the following votes
Ayes: Trustees Cannon, Gerow and Binder.
Noess Trustee Anderson.
Absent: Trustee Love.
Settlement of the claim of Olmsted & Gillelen for services rendered in
connection with the appraisal of the old SL Segundo Water Company property taken
over by the City of E1 Segundo was then considered by the Beard. Yr. Gillelen
of said firm being present, stated that his firm, after giving the matter of
testing the well in question some thought, had decided it too expensive an under-
taking, and were willing to accept the compromise offered by the City of A
Segundo. It was thereupon moved by Trustee Cannon, seconded by Trustee Gerow,
that a warrant in the an of 41433.33 be drawn payable to the firm of Olmsted
& Gillelen in full and final settlement and satisfaction of all claims against
the City of E1 Segundo arising out of their contract with said city, dated
December 11th, 1920. Carried by the following vote:

The Superintendent of the Water Department reported that after having made an
Investigation of the water rates of ten municipal water departments in Southern
California, he had discovered that after five thousand feet had been consumed,
the rates of the City of 81 Segundo were lower than any of these cities, and that
none of these cities had what they claimed or he would term a=1nduatxial water rate.
By general consent it was thereupon agreed to consider the fixing of an industrial
water rate for the City of E1 Segundo a closed issue.

Moved by Trustee Anderson, seconded by Trustee Bannon, that the Street Superin-
tendent be and he is hereby authorized and instructed to repaint the guard fences of
the City of E1 Segundo on the Coast Boulevard. Carried by the following votes
Ayess Trustees Anderson, Cannon, Gerow and Binder.

Absents Trustee Love.
Moved by Trustee Cannon, seconded by Trustee Gerew, that M. W. Stogdill, Police
Officer, be granted permission to take his annual two weeks vacation, beginning
Dec. 15th, 1924. Carried.
Moved by Trustee Gerow, seconded by Trustee Cannon, that all departments of the
City of 31 Segundo be and they are hereby instructed to take an inventory of the
municipal supplies, tools, equipment and machinery under their particular charge, as
of December 31st, 1924, and to file the same with this Board of Trustees. Carried
by the following votes

No further business appearing to be transacted at this meeting, it was moved by
Trustee Gerow, seconded by Trustee Cannon, that the meeting adjourn. Carried.
