1924 APR 29 CC MIN`74 4 El Segundo, Cal. April 29th, 1924. A regular meeting of the Board of Trustees of the City of E1 Segundo, California, was called to order at 7 :30 o'clock P. M. on the above date in the Council Chamber of the City Hall of said City by Peter E. Binder, President of the Board. ROLL CALL. Trustees Present: Cannon, Gerow, Love and Binder. Trustees Absent: Rueger. Trustee Rueger appeared during the reading of the minutes, the hour being 7 :33 o'clock P. Me and took his seat. READING OF 111I1MUTES OF PREVIOUS i'rr r.TING. The minutes of the regular meeting held on the 22nd day of April, 1924 were read. No errors or omissions appearing, it was moved by Trustee Rueger, seconded by Trustee Love, that the minutes be approved as read. Carried. ?'rRITTEN CO,12'17Y.I CAT IONS. The following co=zunicatiors were read and disposed of as indicated: PLTITIOI; OF JOTIII E. BARTEL and others, requesting the Board of Trustees to take such steps as are necessary to provide four foot sidewalks and curbs in Virginia Street between '""ariposa Avenue and Collingwood Street under appropriate improvement and bond acts of the State of California, exempting from said improve - r.nt the property of the El Segundo Grammar School District on the east side of Virginia Street between. Lariposa and Palm Avenues. Moved by Trustee Rueger, seconded by Trustee Cannon that the City Engineer be and he is hereby authorized and instructed to prepare the necessary data for such improvement and the City Attorney is hereby authorized to prepare the necessary proceedings from such data when submitted by the City Engineer. Carried by the following vote: Ayes: Trustees Cannon, Noes: None. Absent: None. Gerow, Love, Rueger and Binder. PETITION OF C. E. KMTlM. Y and others, requesting the extension of a 4" water line from the center of Penn Street North to Maple Avenue, thence westerly on ilaple Avenue to connect with another 4" line on Sheldon Street. Moved by Trustee Rueger, seconded by Trustee Gerow, that the Superintendent of the Water Department be and he is hereby instructed to prepare an estimate of the cost of constructing a dater line as petitioned for and to submit the same to the Board of Trustees. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Love, Rueger and Binder. Noes: None. Absent: None. NELSOE & FRICE, contractors, requesting a thirty day extension of time for the purpose of completing their contract with the City of E1 Segundo. Moved by Trustee Rueger, seconded by Trustee Love that this request be granted. Carried. EL SEGUNDO CHAMBER OF COM =CZ, being a copy of a resolution adopted by said body recommending the amending of the business ardinance, so as to make the same conform to suggestions made by :Um twenty -six business men of the City of E1 Segundo, the suggestions being as follows: That Section 11 of Ordinance Noi 12 relating to bill posting be amended so as to require the distributors of hand bills or other advertising matter, including samples, from house to house, whether by firm, person or corporation engaged in the business of advertising, or by an individual merchant, be required to obtain a permit so to do from the Board of Trustees, Police Department, or other Government agency as the Board of Trustees may direct. � �1 245 That Section 14 of Ordinance xo.'i2-relating to book agents include also periodicals, courses of instructions and the like and the license fee be made 4'50.00 per month of $10.00 per day instead of 47.50 per month or $2.00 per day. That Section 15 of Ordinance No. 12 relating to circuses or tentshows be amended so that the license fee be lowered from %1040 per day to 4.00 per day. That Section 17 of Ordinance Teo. 12 relating to the operation of street stands for the selling of any goods, wares or merchandise on any portion of the public streets within the City of E1 Segundo be amended to raise the fee from X5.00 -per month to $25.00 per month. That Section 26 of Ordinance No. 12 relating to hotels with more than ten sleeping rooms be amended to raise the fee fr an X1.00 per quarter to $3.00 per quarter. That Section 28 of Ordinance No. 12 relating to peddling any kind of goods, wares or merchandise on foot be amended so as to raise the license fee from $5.00 per month or X1.00 per day to $100.00 per month or Q15900 per day. That a new section be added to the business license ordinance relating to the distributors of fruit and vegetables and fixing the license fee at X25.00 per ouarter or $5.00 per day therefor. That Section 32 of Ordinance No. 12 relating to the Carrying on the business of soliciting orders for paintings, pictures, or photographs, or orders for the sale of any kind of goods; wares or merchandise when not in conjunction with any store or fixed place of business for which a license is already held, be amended so as to raise the license fee from ;5.00 per month to $15.00 per day. That Section No. 33 of Ordinance No. 12 relating to junk dealers be amended to lower the fee from 15.00 per month or $1.00 per day to $2.50 per month or 50¢ per day. That a new section be added to the business license ordinance or other appropriate ordinance or ordinances in the discretion of the Board of Trustees licensing plumbers and electricians at $50.00 per year. Loved by Trustee Rueger, seconded by Trustee Gerow that action in this matter be deferred -one week and the recommendations of the business men as approved by the Chamber of Commerce and filed with the Board this date be published in detail in the official minutes of the Board of Trustees. The City Attorney reported that the bond of Manta Curtzwiler as City treasurer submitted to him this date is satisfactory as to form except that the City of Z1 Segundo should be indicated as being in the State of California and where the word "him" or "his" is used in the bond same should be changed to read "her ". Moved by Trustee Gerow, seconded by Trustee Love that the bond of Linta Curtzwiler as City Treasurer in the penal sum of ;"25,000.00 with Fidelity & Deposit Company of Maryland as Surety and Yinta Curtzwiler as Principal, be and the same is hereby approved, subject to the corrections suggested by the City Attorney. Moved by Trustee Rueger, seconded by Trustee Love, that the Street Superintendent immediately dig up the weeds on the property of the City of El Segundo East of and adjoining the American Legion Building. Carried. Moved by Trustee Rueger, seconded by Trustee Gerow, that the office of Street Superintendent's Clerk be and the same is hereby abolished as of the 21st day of April, 1924 and that the appointment of Minta Curtzwiler as such Street Superin- tendent's Clerk be and the same is hereby revoked and the salary heretofore awarded said appointee as such Street Superintendents Clerk is hereby ordered discontinued as of said date. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Love, Rueger and Binder. Noes: None. Absent: None. Moved by Trustee Gerow, seconded by Trustee Cannon that the Superintendent of the Water Department and the City Attorney be and they are hereby authorized and instructed to collaborate in the matter of investigating and providing legislation which will enable the City to levy against vacant lots within the City a stand -by charge for water service. Carried by the follorrirg vote: Ayes: Trustees Cannon, Gerow, Love, Rueger and Binder. Noes: None. Absent: None. It appearing desirable to employ another policeman so that the City will be strolled twenty -four hours per day and also to afford relief for the motorcycle officer who at the present time is on duty fourteen hours per day, it was moved by Trustee Love, seconded by Trustee Rueger, that the City Marshal be and he is hereby authorized until the further order of this Board to employ an additional watchman at a salary of 4160.00 per month, beginning April 30th, 1924. The TMatter of compensating the various police officers for the use of their private autowociles in the discharge of their official duties was discussed, following which it was moved by Trustee 8ueger, seconded by Trustee Love that the City :arshal be instructed to ascertain the app=imate cost to the individual watchman E--24! for using their private automobiles in the discharge of their duties and to recommend to the Board of Trustees some plan of just and reasonable compensation for such service. Carried. Moved by Trustee Rueger, seconded by Trustee Love, that the following resolution be adopted: II S, attention of the Board of Trustees of the City of El Segundo, Lob Angeles County, California, has been called to the fact that a petition praying the improvement of Ballona Avenue from the Masterly limits of the City of Hawthorne, Los Angeles County, California, to Western Avenue.. has been presented to the Board of Supervisors of Los Angeles County, and MEM EAS, in the opinion of this Board of Trustees the paving of said Ballona Avenue, a County road, would prove of immeasurable benefit to the Southwestern portion of Los Angeles County contiguous to said road by affording a more convenient and direct highway into Los Angeles proper for the Cities of E1 Segundo, Manhattan Beach, Hermosa Beach and Redondo Beach, and S, the construction of such a highway would have a tendency to reduce, particularly on Sundays and Holidays, the heavy and oftentimes congested traffic compelled to use Hawthorne Boulevard and Inglewood- Redondo Boulevard, and n1HERFAS, this Board of Trustees also, believes that the improvement of the said highway will prove of commercial benefit to the south bay cities of Los Angeles County, as well as to Los Angeles City and will immediately enhance the value and desirability of the real property adjacent to the same, :7OW THEREFORE, BE IT RESOLVED, that the Board of Trustees of the City of El Segundo do hereby respectfully urge the Honorable Board of Supervisors of Los Angeles County, California, to give earnest consideration to the proposed improvement to the end that it will, without unreasonable or unnecessary delay, receive the favorable support of said Board of Supervisors, and BE IT FURT713R RESOLVED, that a copy of this resolution be Immediately despatched to said Board of Supervisors of Los Angeles County, the Board of Trustees of the City of Hawthorne and the Hawthorne Chamber of Commerce ". Carried by the following vote: Ayes: Trustees Cannon, Gerow, Love, Rueger and Binder. Noes: None. Absent: None. Moved by Trustee Rueger, seconded by Trustee Gerow, that Messrs. L. C. Scales and J. W. Arnold employed as laborers in the Water Department be advanced to the rating of meter service men and that the compensation of meter service men be fixed at the rate of 75¢ per hour from and after the 30th day of April, 1924. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Love, Rueger and Binder. Noes: None. Absent: None. Moved by Trustee Rueger, seconded by Trustee Love, that the Superintendent of the Water Department be and he is hereby instructed to furnish the Board of Trustees with an estimate of the cost of constructed a new pump house and warehouse building at the municipal warehouse site and in designing the same to arrange an exterior design which could be carried out in the construction of additional buildings at the same location if needed at a later date.
