M. on the above date In the Council Chamber of the City Hall of said City by Peter E. Binder, Preside^.t of the Board. : O K, "M Trustees Present: Gerow, Love, Rueger, Smiley and Binder. Trustees Absent; None. READING OF MINUTES OF PRWE IOUS MEETINGS. The minutes of the regular meeting held April 15th, 1924, were read. No errors or omissions appearing, it was moved by Trustee Rueger, seconded by Trustee Germ, that the minutes be approved as read. Carried. The minutes of the adjourned regular meeting held on the 17th day of April, 1924, were read without error or omission being noted, and it was moved by Trustee Love, seconded by Trustee Smiley, that the minutes be approved as read. Carried. Moved by Trustee Rueger, seconded by Trustee Gerow, that the regular order of business be dispensed with. Carried. The City Clerk reported that the returns of the municipal election held in the City of E1 Segundo, California, on the 14th day of April, 1924, are now and have been in his possession in the envelopes containing them in the same condition as when received and the City Clerk presented said returns to the Board of Trustees at this meeting. It was thereupon moved by Trustee Rueger, seconded by Trustee Smiley, that the Board proceed to canvass and publicly declare the returns of said municipal election held on the 14th day of April, 1924- Carried. Said motion having carried, the Board of Trustees then proceeded forthwith to publicly examine and canvass said returns and upon the completion of said canvass by said Board, it was moved by Trustee Rueger, seconded by Trustee Love, that the following resolution be adopted: "WHEREAS, a general municipal election was held and conducted in the City of E1 Segundo, California, on Monday, the 14th day of April, 1924, as required by law; and WHEREAS, it appears that notice of said election was duly and legally given, that voting precincts were properly established, that election officers were appointed and election supplies furnished, and that in all respects said election was held and conducted and the votes cast thereat received and canvassed, and the returns thereof, made and declared in time, form and manner as required by the general laws of the State of California governing elections in cities of the fifth and sixth classes, and 3TiEA5, the Board of Trustees of said City of El Segundo, California, met at the Council Chamber of the Board on Monday, the 21st day of April, 1924, to canvass the returns of said election and install the newly elected officers, as a result of which the Board of Trustees finds that the number of votes cast, the names of the persons voted for, and other matters required by law, to be as hereinafter stated, NOW THZH, FORE, BE IT RESOLVED, That said regular municipal election was held and conducted in the City of El Segundo, California, on Monday, the 14th day of April, 1924, in time, form and manner as required by law; x 23E That there were three voting precincts established for the purpose of holding said election, consisting of the regular election precincts established for holding general State and County elections as follows: Voting Precinct "A ", comprising State and County Precinct Number One (1), and Voting Precinct "B ", comprising State and County Precinct Number Two (2), and Voting Precinct "C "; comprising State and County Precinct Number Three (31. "C" 158 44 Total 460 103 That each voted indicated as voting "Yes" upon said proposition shall be counted in favor of or for said pro - position, and that each vote indicated as voting "No2 upon said proposition, shall be considered as a vote not in favor of and against the said proposition. RESOLVED, therefore, that at said general municipal election ALFRED C. CANNON was elected to the office of Trustee of the City of E1 Segundo, California, for the FULL TERM of four years; ALSO, that JOHN A. GEBOW, w -.s elected to the office of Trustee of said City for the full term of four years; ALSO, that GEORGE LOVE was elected to the office of Trustee of the said City for the FULL TE -1 of four years; ALSO, that PETER E. BINDER was elected to the office of Trustee of said City for the SHORT TERT of two years; ALSO, that VICTOR D. McCARTHY was elected to the office of Clerk of said City for the term of four years; ALSO, that MIXTA CLMTZ 1ILMM was elected to the office of Treasurer of said City for the term-of four years; and B IT FURTHER RLSOLVM, that as a result of said election the following proposition was adopted: "Shall each member of the Board of Trustees of the City of E1 Segundo, California, hereafter receive the sum of $25.00 per month as compensation for his services as such member ?" And that hereafter each member of the Board of Trustees of said City of E1 Segundo, California, shall receive said sum of $25.00 per month as compensation for his services as such member of the Board of Trustees of said City as provided in Section 855 of Act 2348 of the General Laws of the State of California. AND BE IT FURTHER RESOLVED that the City Clerk shall enter on the records of the Board of Trustees a statement of the result of the election, showing (1) The whole number of votes cast in said City of El Segundo; (2) The names of the persons voted for, and the propositions voted upon; (3) The office which each person was voted for; (4) The number of votes given at each precinct to each of such persons, and for and against each of such propositions voted upon. UM BE IT FURTHER RESOLVED, that the City Clerk shall immediately make and deliver to each of such persons elected a certificate of election, signed by him and duly authenticated; he shall also impose the constitutional oath of office and have them subscribe thereto, whereupon they shall be inducted into the respective offices to which they have been elected ". The motion to adopt the foregoing resolution was carried unanimously by the vote shown in the following certificate of the Clerk, to -wit: I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly introduced and adopted by the Board of Trustees of the City of E1 Segundo, California, at an adjourned a regular meeting held April 21st, 1924, by the following vote, to -wit: AYES: Trustees Gerow, Love, Rueoer, Smiley and Binder. M 1 •J 1 ?41 The Certificates of Election were thereupon delivered to the officers elect and the oath ofoffice was immediately administered to each of said newly elected officers; the said members elect to the Board of Trustees immediately took their places at the hour of 7 :37 o'clock P. M. and the retiring members retired, and the Board of Trustees as constituted proceeded forthwith to organize by electing its President. Upon ballot duly had by said members of the Board of Trustees, Trustee Peter r.. Binder was chosen as President of the Board and immediately assumed the duties of his office. The City Clerk advised having received a permit for the transportation of garbage across County highways issued by the Deputy Health Officer for Los Angeles County and that the permit indicates that its number must be po fed in large letters on *he side of the vehicle transporting garbage. It was thereupon moved by Trustee Rueger, seconded by Trustee Love, that the Street Superintendent be and he is hereby instructed to attach to the garbage truck the number and reference to the Permit issued by the County of Los Angeles for the transportation of garbage across County Highways. Carried. Moved by Trustee Rueger, Seconded by Trustee Gerow, that the Superintendent of the I'+ater Department be and he is hereby authorized and instructed to have men from his Department reset the "Turn at Corners Only" sign near Richmond Street and Grand Avenue, which had been pulled down and had been lying in the vacant lot at said corner for several weeks past. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Love, Rueger and Binder. Noes: None. Absent: None. The City Marshal drew attention to the fact that advertising signs had been erected throughout the City on public property, particularly on E1 Segundo /Avenue between Main Street and Redondo Boulevard. It appearing that permits have not been issued for the erection of any of such signs, it was moved by Trustee Rueger, seconded by Trustee Gerow, that the Street Superintend -nt be and he is hereby instructed to remove all advertising signs at present or hereafter erected upon or affixed to public property unless permits therefor have been regularly granted by the Board of Trustees. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Love, Rueger and Binder. Noess None. Absent: None. Moved by Trustee Rueger, seconded by Trustee Love, that where East and West streets are barricaded at Main Street owing to the work of improving said street, that additional "Street Closed" signs or other suitable barriers be erected on such East and West streets at the corners of the streets paralleling Main Street one full block East and West thereof. Carried by the following vote: Ayes: Trustees Cannon, Gerow, Love, Rueger and Binder. Noes: None. Absent: None. No further business appearing to be transacted at this meeting, it was moved by Trustee Love, seconded by Trustee Gerow, that the meeting adjourn. Carried.
