1924 APR 08 CC MINII Segundo, Cal. April 8th, 1924. A regular meeting of the Board of Trustees of the City of El Segundo, California, was called to order at 7 :30 o'clock P. M. on the above date in the Council Chamber of the City Hall of said City by Peter E. Binder, President of the Board. ROLL CALL. Trustees Present: Gerow, Love, Smiley and Binder. Trustees Absent: Rueger. READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meetiog held on the lot day of April, 1924, were read. No errors or omissions being noted, it was moved by Trustee Gerow, seconded by Trustee Love, that the minutes be approved as read. Carried. WRITTEN C0121UNICATIONS. The following communications were read and disposed of as indicated: RAMMND G. OSBORNE, announcing that he has established a laboratory for testing water to determine its suitability for drinking purposes and requesting to be employed if such services appeal to the Board of Trustees. Ordered filed. None. ORAL COMMUNICATIONS. REPORTS OF STANDING CCHdITTEES. Trustee Gerow of the Public Safety Committee reported that recent rains had made a out at.the intersection of Main Street and Bast Maple Avenue; also that the property owners on Eucalyptus Drive between Walnut and Collingwood Street had complained to him that the said street is badly in need of repair. It was moved by Trustee Smiley, seconded by Trustee Love, that these matters be referred to the Street Superintendent for attention and recommendation. Carried by the following vote: Ayes: Trustees Gerow, Love, Smiley and Binder. Noes: None. Absent: Trustee Rueger. REPORTS OF OFFICERS AND SPECIAL CO11MITTEES. The City Attorney reported having examined Certificate No. 245822 of the California Title Insurance Company covering certain property conveyed to the City of E1 Segundo and comprising portions of the property known as the Sausal- Redondo Water Company and that he had found the same to be satisfactory. He reported also that a Bargain and Sale Deed presented for approval by the Sausal- Redondo ]Hater Company No. 1 is the document he requested and has his approval; whereupon it was moved by Trustee Smiley, seconded by Trustee Gerow, that the following resolution be adopted: "RESOLVED, that that certain Bargain and Sale deed presented to the Board of Trustees of the City of El Segundo, California, this 8th day of April, 1924, bearing date the 30th day of November, 1923, executed by A. Be Bennett, President, and H. A. Crowell, Secretary, for and on behalf of Sausal- Redondo Water Company No. 1, to the City of E1 Segundo, said deed being for the purpose of conveying to the City of E1 Segundo any interest in the water system of the Sausal- Redondo Water Company No. 1, which might be regarded as real property and which could therefore pass only by X230 deed, be and the same is hereby accepted on behalf of the City of El Segundo, and BE IT FURTHER RESOLVED, that the City Clerk of said City be and he is hereby authorized and directed to cause to be affixed to the said deed a copy of this resolution and cause said deed and said attached copy of this Resolution to be filed for record in the office of the County Recorder of Los Angeles County". The City Marshal reported that Officer McCaslin had attended a meeting he ;d in the office of the County Health Officer this date for the purpose of discussing methods of disposing of garbage within municipalities and that while no definite plan was outlined, it was generally conceded that municipalities will be required to steam garbage before being permitted to transport-the same over County roads or deliver it to hog ranches. It was thereupon moved by Trustee Smiley, seconded by Trustee Gerow, that the Street Superintendent be and he is hereby authorized and instructed to arrange for the steaming of garbage collected, and the President of the Board of Trustees be and he is hereby authorized to inspect the boiler located in the rear of the Municipal Warehouse and to expend such sums as may be necessary not to exceed $150.00 to put said boiler in a safe condition. Carried by the following vote: Ayes: Trustees Gerow, Love, Smiley and Binder. Noes: None. Absent: Trustee Rueger. With reference to insuring municipal property, the City Clerk reported that he had called a meeting of the various insurance agents within the City, which was attended by all but one agent, and that in order to properly distribute the business and obviate dissension among the agents, it was agreed that the Clerk should place the insurance with a neutral insurance company, commission on the business to be apportioned among the four local agents. Following this understanding, he had procured coverage until April 11th, 1924, in order to ascertain if the plan was satisfactory to the Board of Trustees. After discussing the matter briefly, the Board by general consent unanimously approved the idea. UNFINISHED BUSINESS. Moved by Trustee Smiley, seconded by Trustee Love, that Ordinance No. 101, entitled: "AN ORDINANCE OF THE CITY OF EL SEGUN'DO, CALIFORNIA, REGULATING THE ERECTION AND MAINTENANCE OF BLINKER LIGHTS UPON AND ADJACENT TO PUBLIC HIGHWAYS AND PRO- VIDING FOR THE ISSUANCE OF PERMITS FOR THE SAME AND PROVIDING A PENALTY FOR VIOLATION OF ANY OF THE PRO- VISIONS HEREOP1' , which was introduced and read at a regular meeting of the Board of Trustees held on the 25th day of March, 1924, and reread at this meeting, be adopted. Carried by the following vote: AYES: Trustees Gerow, Love, Smiley and Binder. Now: None. Absent: Trustee Rueger. Moved by Trustee Love, seconded by Trustee Smiley, that Ordinance No. 102, entitled: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, DRSIGNATING THE CITY HALL IN AND FOR SAID CITY, AND THE COUNCIL CHAMBER THEREIN; FIKING THE TIME AND PLACE OF REGULAR MEETINGS OF THE BOARD OF TRUSTEES OF SAID CITY; PROVIDING FOR THE HOLDING OF SPECIAL MEETINGS OF SAID BOARD AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH ", - .31 -which was tatroduced and read at a regular meeting of the Board of Trustees "held on the ist day of April, 1924, and reread at this meeting, be adopted. Moved by Trustee Smiley, seconded by Trustee Gerow, that Ordinance No. 103, entitled: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, MAKING CERTAIN RULES AND REGULATIONS RESPECTING THE HOOF AND ITOUTH DISEASE; THE DETENTION AND OTARANTINE OF CERTAIN ANDMS AND FOWLS SUBJECT THERETO; AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF ", which was introduced and read at a regular meeting of the Board of Trustees held on the 1st day of April, 1924, and reread at this meeting, be adopted. Moved by Trustee Smiley, seconded by Trustee Gerow, that Ordinance No. 104, entitled: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING ORDINANCE NO. 31 OF SAID CITY, ENTITLED "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REGULATING THE CONSTRUCTION, ALTERATION, REPAIRING, DEMOLISHING AND MAINTAINING OF BUILDINGS AND OTHER STRUCTURES tVITHIN SAID CITY, PROVIDING FOR THE CON - DEINATION OF BUILDINGS AND OTHER STRUCTURES DANGEROUS TO PROPERTY, LIFE OR LIMB, AND FIKING AND DETERMINING FIRE LIMITS IN AND FOR SAID CITY ", ADOPTED ON THE 20TH DAY OF FEWARY, 1918, BY AMENDING SECTIONS 12 AND 24 THERMOF" , which was introduced and read at a regular meeting of the Board of Trustees held on the lst day of April, 1924, and reread at -this meeting, be adopted. Action with respect to the construction of a radio aerial on the City Hall was deferred one week. PAYING BILLS. The City Clerk advised that Mrs. Boss, residing at 731 Virginia Street, had requested that an Automobile Club warning sign immediately in front of her premises be removed to a point which would be on a line ietween her property and adjoining property. Moved by Trustee Smiley, seconded by Trustee Love that the Street Superin- tendent be and he is hereby instructed to move the Automobile Club's traffic warning sign now located on Virginia Street between Palm Averme and Maple Avenue, to a point in the parking opposite the dividing line between 731 Virginia Street and adjoining premises, providing such removal does not interfere with the intended use of said sign. Carried by the following vote: Ayes: Trustees Gerow, Love, Smiley and Binder. Noes: None. Absent: Trustee Rueger. The City Clerk advised that the Southern California Rdi son Compeny,a patrolman informed him that the conduit at M Segundo Avenue and Inglewood- Redondo. Boulevard, through which the wires to light the electroliers and traffic direction signs at said point are conducted is fall of water and will cause trouble. Moved by Trustee Smiley, seconded by Trustee Gerow, that the Street Superintendent be and he is hereby instructed to give immediate attention to this matter. Carried by the following vote: Ayess Trustees Gerow, Love, Smiley and Binder. Noes: None. Absent: Trustee Rueger. The City Engineer presented Assessment Diagram for the improvement of Main Street from El Segundo Avenue to Collingwood Street for the Board's approval. It appearing from discussion that some of the acreage involved had been subdivided and sold by metes and bounds instead of having the same platted and a map of the tract placed on record, which fact it appeared might cause embarrassment to some property owners at some time, it was moved by Trustee Smiley, seconded by Trustee Love, that approval of the assessment diagram be deferred to permit the engineer to determine whether or not some arrangement might be made to minimize anticipated annoyances to property owners. Carried. The City Marshal advised the Board that County and State officers had discovered a case of the hoof and mouth disease within the city this date, and had declared a quarantine on the property affected. He also stated that in accordance with State regulations and local ordinance provisions, he would begin on Wednesday to dispose of dogs and cats.which are found on the.public streets. No further business. appearing to be, transacted at this meeting, it was moved by Trustee Smiley, seconded by Trustee Love, that the meeting adjourn. Carried.
