A regular meeting of the Board of Trustees of the City pf E1 Segundo, California,
was called to order at 7 :30 o'clock P. M. on the above date in the Council Chamber of
the City Hall of said City by William C. Bryson, President of the Board.
ROLL CALL.
TRUSTEES PRESENT: Binder, Gerow, Rueger and Bryson.
TRUSTEES ABSENT= Smiley.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 18th day of September,
1923 were read without error or omission being noted. It was moved by Trustee
Rueger, seconded by Trustee Smiley, that the minutes be approved as read. Carried.
Trustee Smiley appeared during the reading of the minutes, the hour
being 7 :35 o'clock P. M. and took his seat.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as indicated:
AMERICAN -LA FRANCE FIRE ENGINE COIPM9 advising that the Type 75, Triple
Combination fire engine ordered by-the City of E1 Segundo had been shipped from their
factory. Ordered filed.
ORAL CO1,JMUNICATIONS.
A representative of a firm selling box lunches to the employees of the
Standard Oil Company addressed the.Board relative to obtaining a modification of
the ordinanoe now imposing a licensb of $250'00 per day upon itinerant food vendors.
Lengthy discussion followed, the majority of the Board of Trustees holding to the
opinion that such competition without the applicant paying a license fee is
detrimental to the interests of restaurant proprietors having fixed places of
business, and it was moved by Trustee Rueger, seconded by Trustee Smiley, that no
modification be made in the provisions of Ordinance No. 96 of the City of E1
Segundo. Carriede,
Mr. A. P. Gillies, representing the Los Angeles Terminal Association,
addressed the Board, seeking the appointment of a Committee to confer with the
members of said Association and representatives from other cities to determine the
advisability of working out a plan to provide cheaper and more efficient methods
of handling freight and passenger traffic in Los Angeles and the cities contiguous
thereto. It was moved by Trustee Rueger, seconded by Trustee Gerow, that the
President of the Board of Trustees be and he is hereby authorized to appoint a
committee of three persons to confer with representatives of the Los Angeles
Terminal Association and other cities with respect to said matter. Carried.
REPORTS OF STANDING COMMITTES.
Trustee Gerow of the Public Safety Committee drew the Board's attention
to the fact that when the plunge at the 3:1 Segundo Grammar School is being emptied,
much of the water is in some manner permitted to waste into Palm Avenue and Virginia
Street and onto private property on said streets. It was moved by Trustee Rueger,
seconded by Trustee Smiley, that the City Clerk be and he is hereby instructed to
communicate with the Grammar School Trustees of the City of El.Segundo, advising them
of the facts presented to this Board and asking that they rectify the condition.

REPORTS OF OFFICERS AIM SPECIAL COMMITTEES.
The City Attorney reported having been in communication with Mr. A. Be
Bennett, a director of the Sausal- Redondo Mater Company, who promised to arrange for
a meeting of the Directors of said Company, so that the City of E1 Segundo might be
supplied with such information and data as it needs to proceed with its consideration
of the matter of the purchase of the properties of said company and that he has
learned from other sources that such a meeting has not been held.
The City Attorney agreed to again get in touch with these people and the
City Clerk volunteered to communicate with Mr. Mattison of Manhattan Beach, who is
interested in said company.

UNFINISHED BUSINESS.
The Building Inspector drew attention to the fact that the time allowed for
the construction and completion of the City Hall Annex was about to expire and that the
building is but three - fourths completed* thereupon it was moved by Trustee Rueger,
seconded by Trustee Gerow, that S. J. ;Gilson, contractor, be and he is hereby granted
two weeks extension of time for the construction and completion of the municipal .
building which he is erecting in the rear of the City Hall for the City of E1 Segundo
and that the matter of the delay in its completion be referred to the City Attorney
for investigation and report to the Board of Trustees. Carried.
The City Clerk advised having received prices on jail cells from four
suppliers, which he had turned over to the City Marshal for comparison and consider-
ation. It appearing difficult to determine the relative merits of the proposals
from the catalogs submitted, it was moved by Trustee Rueger, seconded by Trustee
Smiley, that the City Marshal be and he is hereby instructed to ascertain the
kind and styles of cells in use in adjacent small cities; also to estivate what a
small jail building would cost. Carried.
The Building Inspector reported having made an inspection of the furnaces
of the City Hall and finding a hole in one of the flues, which led him to believe
that other flues may be in a condition needing attention, but that not being a
boiler maker, he was unable definitely to state what should be done in this con-
nection. By general consent he was granted another week's time in which to report.
Moved by Trustee Rueger, seconded by Trustee Smiley, that the following
resolution be adopted:
"RESOLVED, That all bids received for the erection, construction
and completion of a pump house in and for the City of Ei Segundo;
California, be and the same are hereby rejected, and
BE IT FURTHER R^SOL'l:,;D, that the City of El Segundo, California,
itself construct and complete the said work or improvement, securing
the necessary materials and employing the necessary labor; as said
Board deems that such labor and materials can be secured to better
advantage in the open market than under contract, in view of bids
received;
That, Therefore, the said improvement shall be made on force
account, and the coat -of the same wily be paid upon the presentatiozr
of proper demands therefor, duly executed by the respective, persons
furnishing the labor and materials required in the erection, con -
struction and completion of the said structure-."

The City Iarshal advocated the use of additional signs to inform the traveling
public as to the zones in which they are traveling, the limits of speeds and
regulations as to turning therein as required by law; following which it was moved
by Trustee Rueger, seconded by Trustee Smiley, that the City Marshal furnish the
City Clerk with a list of such signs as he degms necessary and that the City Clerk
be instructed to place an order for said signs with the Automobile Club of Southern
California. Carried by the following vote:

Moved by Trustee Rueger, seconded by Trustee Gerow, that the City Clerk, the
City Attorney and the City Engineer be and they are hereby instructed to have the
ordinances of the City of El Segundo revised and toodified and to employ such legal,
clerical or mechanical help as they deem necessary for such work at a cost not to
exceed :150.00. Carried by the following vote:
