1923 SEP 18 CC MINEl Segundo, Cal. Sept. 18th, 1923. A regular meeting of the Board of Trustees of the City /of $1 Segundo, California, was called to order at 7:30 o'clock Pe He on the above dateirn the Council Chamber of the City Hall of said City by William Ce Bryson, President of the Board* ROLL CALL. Trustees Present; Binder, Gerbw, Smiley and Bryson. Trustees Absents Rueger* SPECIAL ORDER OF BUSINESS. The receiving of bids for furnishing the City of E1 Segundo one gasoline motor driven automobile roadster type with truck body, and for the furnishing of all labor and material for the construction and completion of concrete foundations for an elevated steel water tank for the City of E1 Segundo, and for the furnishing of all labor and material for the construction and completion of a galvanized iron and frame pump house for said city, having heretofore been made a special order of business for the hour of 7 :30 o'clock P. Y. this date, the Chair announced that the hour of 7:30 o'clock Pe Ike had arrived and asked if any person or persons present desired to file bids for furnishing said city with any of the apparatus, labor or material heretofore mentioned. All bids being in, the Chair then declared said bids closed. It was then moved by Trustee Smiley, seconded by Trustee Binder, that the Board proceed to open and publicly declare all bids reoeived.for furnishing the City of E1 Segundo with one gasoline motor driven automobile roadster type track body, and all labor and materials necessary for the construction and completion of concrete foundations for an elevated steel water tank, and for the furnishing of all labor and material for the construction and completion of a gilvanized iron and frame pamp'house as advertised for by the Board of Trustees. Carried. Said bids were determined by said Board to be as follows, to -wits Bid of E1 Segundo Chevrolet Dealer in words and figures as follows= "El Segundo, Calif. Sept, 189 192.3 To the Honorable Board of Trustees, City of E1 Segundo, EL Segundo, Calif* Gentlemen: In compliance with your advertisement for sealed proposals covering purchase of one motor driven automobile of the roadster type with wooden body, etc., we herewith submit the following bid or prpposal as per specifications given in the columns of the El Segundo Herald of September 14th, issue. One Chevrolet Superior Roadster with wooden body 60' z 340 and 84' deep, with flare boards, affixed to frame of said automobile in rear of drivers seat* Tires-to be of 30 z * clincher type with one extra tire mounted on rim carried on tire carrier, said cord tires to be of a good standard make and wheel base of said automobile to be not less than 100 inches, for $645 *37. Curtains open with doors. Double venti- lating windshield, waterpamp, force feed oil pump. Asbestos lined brakes on rear wheels both internal and external. Plate glass in rear curtain, no celluloid to break out. Vacuum feed with gasoline tank in rear, elimina- ting the necessity of occupants getting out of car and removing cushion to fill with gasoline and the depending of gravity flow to carburetor on steep grades. Said bid was accompanied by Cashiers Check No. 31489 drawn.on.the Citizens Trust and Savings Bank, dated Sept. 17th, 1923 in the am of 4170.00 payable to the City of E1 Segundo. It was then moved by Trustee Smiley, seconded by Trustee Binder, that the following resolution be adopted: ".WHEMS, pursuant to notice duly given requesting the same, the Board of Trustees of the City of E1 Segundo this date received bids for furnishing the City of El Segundo with one gasoline motor driven automobile, roadster type with truck body, and FMS, all bids received for furnishing said equipment were opened -and publicly declared in regular session of said board on this date, and ' MMRM9 said Board has duly considered the bid of E1 Segundo Chevrolet Dealer, the only bid received for said quipment, and believes that the equipment offered is fully adapted to the uses and needs of said City of El Segundo, HOW THEBWOBE, BE IT RESOLVED, That the President of the Board of Trustees and the City Clerk of said City on behalf of the City of E1 Segundo be and they are hereby instructed to enter into a contract with the said El Segundo Chevrolet Dealer for furnishing the City of 31 Segundo with one gasoline motor driven automobile, roadster type, with truck body, in accordance with the printed notice calling for bids for said motor vehicle at the price named in the bid of said dealer, to -wit: 4645.37." Moved by Trustee Binder, seconded by Trustee Smiley, that the following resolution be adopted: "S, pursuant to notice duly given requesting the same, the Board of Trustees of the City of E1 Segundo this date re- ceived bids for the furnishing of all labor and materials necessary for the construction and completion of concrete foundations for an elevated steel water tank, and - W�:aS, all bids received for doing said work were opened and publicly declared in regular session of this Board this data, and 1•1� W7-AS, said Board has duly considered each and all of said bids as submitted for doing said work, NOW THEREP'ORE, BE IT RESOL ED# that all bids received for con- structing elevated steel water tank foundations for the City of E1 Segundo except the bid hereinafter mentioned, be and the same are hereby rejected, and that the contract for the furnishing of all labor and materials necessary for constructing elevated steel water tank foundations be and the same is hereby awarded to the lowest responsible bidder therefor as determined by this Board, to -wits William Ward, at the price named in his bid for said work as determined by this Board, to -wits j295459 and that the City Clerk be and he is hereby instructed to return the checks of all un- successful bidders, and BE IT FURTMM RIESOLVED, that the President of the Board of Trustees and the City Clerk of said City on behalf of the City of E1 Segundo be and they are hereby instructed to enter into a contract with the said William Surd for the doing of said work in the manner required by the plans and specifications therefor as prepared by Olmsted & Gillelen, Consulting Engineers, of Los Angeles, California". Said Resolution was adopted by the following votes Ayes$ Trustees Binder, Gerow, Smiley and Bryson. Noes: None. Absents Trustee Rueger. :dr. 09 A. Stone, representing the engineering firm of Olmsted & Gillelen, was questioned as to the comparison between the estimates made by his firm and the bids received by this Board of Trustees for the construction of a galvanized iron and frame pump house for the City of El Segundo, and he advised said Board that the bids in his opinion were high and that the said building could be constructed at a lower cost. It was then moved by Trustee Binder, seconded by Trustee Smiley, that all bids received this date for the construction of a galvanized iron and frame pump house for the City of II Segundo be taken under advisement until the next regular meeting of this Board. Carried by the following votes Ayes- Trustees Binder, Gerow, Smiley and Bryson. Noes: None. Absents Trustee Rueger. BEADING OF MINUTES OF PRU IOUS MEETINGS. The minutes of the regular meeting held on the 4th day of September, 1923 were read without error or omission being noted. It was moved by Trustee Smiley, seconded by Trustee Gerowq that they be approved as read. Carried. The minutes of the adjourned regular meeting held at 11 :00 o'clock A. M. on the 7th day of September, 1923 were read. No errors or omissions being noted, they were approved as read upon motion of Trustee Gerow, seconded by Trustee Smiley, which carried. The following . communications were read and disposed of as indicateds STANDARD OIL CM2ANY9 applying for permission to construct steps in the parking on the South side of E1 Segundo Avenue in front of their main office. Moved by Trustee Gerow, seconded by Trustee Smiley, that this permission be granted. Carried. RICMOND SERIES CMMITTEE, by G. W. McIntyre, thanking the Board of Trustees for its cooperation on the occasion of the recent Richmond ball series. Ordered filed. It 4 -.. v M. A. MILLARD, applying for a permit to move a one story building from the West side of Richmond Street between Mariposa and Palm Avenues to the North side of Palm Avenue between Main and Virginia Streets. Said ap;Jication having been previously submitted to and approved by the Building Inspector, it was moved by Trustee Binder, seconded by Trustee Smiley, that this permission be granted in accordance with and subject to all of the provisions of ordinances of the City of E1 Segundo respecting the removal of buildings. Carried. PAUL H. LEMON, offering to haul the City's garbage three times per week for the sum of $1 75.00 or every day for the sum of $210900 per month. Discussion indicating that the present method of handling garbage and refuse under the super- vision of the Street Superintendent has proved to be very satisfactory, by general consent the offer of Mr. Lemmon was not given further consideration. JEFFERIS & EM, Redondo Beach, extending an invitation to attend and help celebrate the opening of their new home at said city. Ordered filed. AUTOMOBILE CLUB OF SOUTHERN CALIFORNIA, announcing the organization of a Committee known as the Los Angeles County Grade Crossing Committee, and the desire to have a representative from this City most with said Committee when they are con- sidering the elimination of hazardous grade crossings within Los Angeles County if any such hazardous crossings exist within the City of E1 Segundo. Ordered filed. None. CHAT, COMMUNICATIONS. REPORTS OF STANDING COMMITTEES. Trustee Gerow informed the Board that he and Trustee Binder had spent several hours studying the revised plans for rebuilding the distributing system of the municipal water department as prepared by Olmsted & Gillelen; that he did not approve of said plan and that in his opinion the Board of Trustees should devote one entire evening to studying the same and determining the most practical methods of renovating the old system. By general consent it was decided that the Board* would meet informally Monday, September 24th, 19239 at the hoar of 6s30 o'clock' P. M. in the Council Chamber. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The City Attorney reported that he had looked up the law concerning the issuance of permits to dealers in fire arms and that under the new state law such dealers are required to have licenses to vend such articles. It was then moved by Trustee Smiley, seconded'by Trustee Binder, that the City Clerk be and he is hereby authorised and instructed to procure forms approved by the Attorney General of the State of California for use of the Police Department in order to comply with the law respecting the sale and possession of fire arms, such forms to cost not to exceed $10.00. Carried by the following votes Ayes: Trustees Binder, Gerow, Wley and Bryson. Noes: None. Absent: Trustee Rueger. At this point Trustee Smiley was excused by the Chair, the hour being COO o'clock P. M. UNFINISHED BUSINESS. Moved by Trustee Gerow, seconded by Trustee Binder, that Resolution No. 62 entitled: "A RESOLUTION OF THE BOARD OF THUS TE u OF THE CITY OF EL SEGUND09 CALIFORNIA, REPEALING RESOLUTION OF INTENTION NO. 60 OF THE SAID BOARD AND ABANDONING ALL PROCEEDINGS UNDER SAID RESOLUTION OF INTENTION", which was read, be adopted. The City Clerk advised the Board that the City Hall janitor expressed the belief that the flues in the city hall furnace should be repaired or replaced. Moved by Trustee Gerow, seconded by Trustee Binder, that the matter be referred to the Building Inspector. Carried. The City Clerk advised that Mre Homer We Glidden, Architect, had re000mended that while the tile is being installed in the City Hall Annex, the tile people might clean and oil the tile in the corridors of the City Hall at a very moderate price. After discussion, it appearing to be desirable to have the tile cleaned, it was moved by Trustee Gerow, seconded by Trustee Binder, that the Batchelder Tile Company be err:-lo; ed to clean and oil the tile in the City Hall building at a cost not to exceed �3 .009 Carried by the following vote: Ayes: Trustees Binder, Gerow and Bryson. Trustee Gerow advised the Board that he had instructed the Health Officer to make tests of the El Segundo water supply and to take six samples from various points throughout the City. The Superintendent of the Water Dgwtment expressed the need for certain supplies and equipment, following which it was moved by Trustee Gerow, seconded by Trustee Binder, that the following supplies be ordered for use of the Water Departments 10 Trident meters with short conplins, 15 Trident meters with long couplings, 50 gaskets, .3/4" , 2 - �4" drills, Me 81 - 26 ft. of * Hulf Rubber Belting, 2 bundles 3/4" galve pipe, 3 bundles 1" gL1v. pipe, 12 - 1" gale. tees, 6 - P gale. crosses, 24 - 3/4" Salve tees, 400 ft. of 2" galve pipe, two 2 x 4 0e De clamps, twelve 4 z 2 galve tees, two 2" corps zxz;pz.cooks galve, 1 bblse oil for pumYp.
