El Segundo, Cal. October 9th, 1923.
A regular meeting of the Board of Trustees of the City of El Segundo, Califor-
nia, was called to order at 7s30 o'clock P. M. on the above date in the Council
Chamber of the City Hall of said City by William C. Bryson, President of the Board.
POLL CALL.
Trustees Present: Binder, "crow, Ruej2mr and Bryson.
Trustees Absent: Smiley.
Trustee Smiley appeared during the reading of the minutes, the hour being
7 :40 o'clock P. M. and took his seat.
READING OF MINUTES OF REMIX1 IMETING.
The minutes of the regular meeting held on the 2nd day of October, 1923,
:here read. No errors or omissions appearing, it was moved by Trustee Rueger,
seconded by Trustee Binder, that the minutes be approved as read. Carried.
G"?t ITTB1� C09�TL��ICATIONS.
The following communications were read and disposed of as indicated:
A letter from R. Be 1'ATTBSON, representative of the Sausal- Redondo
Syndicate, agreeing to sell certain real property, the site of the Hollingsworth
Tract pump house and reservoir, to the City of El Segundo for the sum of 41000.00.
A discrepancy between the description of said property in this letter and the
description given in another letter being apparent, it was moved by Trustee Rueger,
seconded by Trustee Smiley, that the City rugineer be and he is hereby instructed`
to prepare a description of the property in the Hollingsworth Tract, which the City
of El Segundo would require for its use in event it purchases the plant and di s=
tributing system of the Sausal- Redondo Water Company No. 1, which said description
shall be attached to a letter prepared by the City Attorney and forwarded to the
office of the Sausal- Redondo Water Company No. 1 for ,execution. Carried.
The hour of 8 :00 o'clock P. M. having arrived, the President arose and
stated that the time for receiving protests and objections to the proposed work
and against the extent of the district to be assessed for the improvement of Main
Street under Resolution of Intention No. 63, having heretofore been set this hour,
this date, he then inquired whether or not any protests or objections had been
filed. The City Clerk replied that a written protest, signed by Thos. G. Ellis
and twenty -five others had been filed with him prior to the hour set for hearing
such objections and said Clerk thereupon proceeded to read said protest, which
Is now on file in his office, to the Board. Upon the conclusion of the reading,
the Clerk announced that no other protests had been received or filed.
Discussion with reference to the objections raised in the protest was
had by the Board and iir. Black and Airs. S. Be Campbell, signers of the said protest,
who were present at the hearing, addressed the Board with reference to the matter.
Thereupon the Board, feeling that additional time was necessary in order to fully
deliberate and consider the matter, it was regularly moved by Trustee Rueger and
seconded by Trustee Smiley, that the hearing of the protest against the work of
improvement and the extent of the assessment district on Main Street under Resolution
of Intention No. 63 be and the same is hereby adjourned and continued to Tuesday,
the 16th day of October, 1923, beginning at the hour of 8s00 o'clock P. M. of the
said day.
Before putting the said motion, the President arose and stated that the
Board was about to adjourn the hearing of the matter of said protest for one week
and that if any persons present had come from a distance or were otherwise unable
to attend at the adjourned hearing, the Board would be pleased to hear further from
them at this time. No persons arising to address the Board, the President thereupon
put the motion, which carried by the following vote:
Ayes: Trustees Binder, Gerow, Rueger, Smiley and Bryson.
Noes: None.

REPORTS OF OFF ICM- S AND SPECIAL COW:ITTEES.
The City Clerk advised that he had employed a carpenter to sake the minor
repairs needed around the city Hall as per instructions of the Board of Trustees at
its last regular meetings
The City Clerk advised also that certain wooden parts on the exterior of the
City Hall reed repainting and on motion of Trustee Rueger, seconded by Trustee
Smiley, the City Clerk was instructed to obtain prices on painting at the City Hall.
Carried.
UNFINIS17MD BUSINESS.
Trustee Gerow made inquiry as to what had been done by the School Trustees with
reference to abating the nuisance of water from the plunge at the Grammar School
flooding portions of the public street and private property at such times as the
plume is being emptied and cleaned. He was informed by the Chair that this
condition has been caused by the use of pumps having inadequate capacity, which pumps
are to be replaced by larger ones.

allowed and warrants drawn on the respective funds covering same. Carried by the

The Clerk advised the Board that Mr. A. R. Gunn, the Street Superintendent,
desired to complete his vacation and to take the second week thereof beginning October
11, 1923. loved by Trustee Rueger, seconded by Trustee Smiley, that this permission
be granted. Carriedo
Moved by Trustee Rueger, seconded by Trustee Smiley, that V. Co McCaslin
be and he is hereby appointed Traffic Officer of the City of El Segundo, to assume
the duties of his office October 10th, 1923. Until the further order of this Board,
said appointee shall receive as compensation in fill for all services rendered as
such Traffic Officer the sum of :175.00 per month, which said sum shall be payable
monthly as other city salaries are paid. Carried by the following vote:
Ayes: Trustees Binder, Gerow, Rueger, Smiley and Bryson.

The City Engineer advised that while the contractor was constructing the
foundations for the water department pump house, he had discovered that the old pump
house, which he had intended to use as a garage for the waterldepartment automobiles
would not be available, :=.nd that the garage in the rear of the dwelling house on
the reservoir site could be used if altered slightly and a cement flour constructed
therein, and.for reasons of economy he had authorized Mr. Ward to construct a cement
floor in said garage building. He advised further that to complete said structure
so as to accomodate two machines would require the purchase of a new door; also that
lumber should be ordered for the construction of the pump house and at the same time
a number of redwood posts for completing the fence around the City's property on 21
Segundo Avenue near Standard Street.
It was thereupon moved by Trustee Rueger, seconded by Trustee Smiley, that
the following resolution be adopted:
"RESOUME , that the action City Rgineer in authorizing the
construction of a cement floor in the garage in rear of the dwelling
house at the reservoir site be and the same is hereby ratified and
approved, and
BE IT FURTtT'.,.'' IM SOLVED that the purchase of material for the
construction of the pump house for the municipal water department at
a cost not to exceed 4185.00 and the purchase of a door or material
for a door to be used for the garage at reservoir site at a cost not
to exceed V610.00, and that the purchase of twenty -five redwood posts
for the purpose of constructing a fence on other municipal property
at a cost not to exceed $40.00 be and the same are hereby authorized ".
Carried by the following vote:
Ayes: Trustees Binder, Gerow, Rueger, Smiley and Bryson.

Loved by Trustee Smiley, seconded by Trustee Rueger, that the purchase
of twenty -five 5/8 x 3/4" meters for use of the Water Department at a cost not to
exceed $298.00 be and the same is hereby authorized. Carried by the following vote:
Ayes: Trustees Binder, Gerow, Rueger, Smiley and Bryson.
Noes: None.
Absent : - None.
Moved by Trustee Gerow, seconded by Trustee Binder, that the purchase of
office furniture for use in the City Engineer's office at a cost not to exceed
;295.00 be and the same is hereby authorized. Carried by the following vote:
Ayes: Trustees Binder, Gerow, Rueger, Smiley and Bryson.
Noes: None.
Absent: None.
