A regular meeting of the Board of Trustees of the City of E1
Segundo, California, was called to order at 7:30 o'clock P. Y. on the
above date in the Council Chamber of the City Hall of said City by
William C. Er yson, President of the Board.
ROLL CULL.
Trustees Present: Binder, Davis, Rueger, Smiley and 3— sor_.
Trustees Absent: None.
READING OF ,^ I1o:UTES OF ' REVIOUS ILI ETINGS.
The minutes of the regular meetir_g. held on the 29th day of Nay,
1923 without error or omission being noted. It ;gas moved by Trustee
Davis, seconded by Trustee Rueger, that they be approved as read.
Carried.
The minutes of the adjourned regular meeting held on June lst,
1923 were read. No errors or omissions appearing, they were approved
upon motion of Trustee Davis, seconded. by Trustee Smiley, which
carried.

REPORTS ON' STY - .LADING COTt I�.ITTEES.
Trustee Davis of the Public Safety Committee suggested that pro-
tecting screens should be erected around the globes on the electroliers
r,,hich stand on either side of the board walk which parallels the
Standerc Oil Company's fence from the Coast Boulevard into El Segundo.
It appearing from the discussion which followed that these electroliers
are not being used for the reason that it is alleged that the lights
are confusing to navigators. By general.consent action in this matter
was deferred one week to permit of investigation.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The City Clerk reported. having written Olmstead & Gillelen with
respect to the practicability of installing fire hydrants at some locations
on the water system immediately after its being acquired by the City
of E1 Segundo. Representatives of the engineering firm were present
and stated that in their opirion.it would b-e practical and Food policy
to install fire hydrants in certain locations immediately upon the
city's acquiring title to the water works distributing system.
The City Clerk reported having received quotations on 1 -1/2"
single jacket hose, such prices ranging from 33� to 44¢ per foot.
After dui examination of the samples submitted and consideration of
the uses to which the hose proposed to be furnished is to be put, it
was moved by Trustee Rueger, seconded by Trustee Davis, that the City
Clerk be and he is hereby authorized to purchase five_ hundred feet
of Yosemite brand single jacket 1 -1/2" hose, coupled, at a price not
to exceed 33� per foot. delivered. Carried by the following vote:
Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson.

The City Engineer P-ported that his estimate of the cost of im-

provement of .the alley in Block 18 of the City of E1 Segundo is
"- "330.00. Loved by Trustee K.ueger, seconded by Trustee Davis,
that the City Clerk be and he is hereby authorized and instructed
to prepare and furnish to the property owners in said block a
petition for the improvement of said alley, indicating on said pe-
tition the amount required of each lot owner in said block, so as
to provide for the customary contribution of 1/3 of the total cost
of the work by the property owners. Carried.
UNFINISHED BUSINESS.
The bid of S, J. '::ilson for the furnishinv of all labor and
materials necessary for the erection and completion of a one story
: municipal building for the City of E1 Segundo, which said bid was
received by the Board of Trustees on the 29th day of May, 1923,
was considered. Homer ':;. Glidden, architect, advised the Board _
that he had consulted a number of responsible ors -e.nd had
learned that the bid of S. J. ;'ilson was not an exorbitant bid and
that the items making up the total thereof were legitimate..
It was then_ moved by Trustee Rueger, seconded by Trustee Davis,
that the following ftesolution be adopted:
" "iHEREAS, pursuant to notice duly given requesting
the same, the Board of Trustees of the City of El
Segundo, upon the 29th day of May, 1923, received bids
for the furnishing of labor and materials for the
erection of a. one story brick municipal office building
in El Segundo, California, and
is rcEAS, on said 29th day of !,,,ay, 1923, all bids
received for doing said work were opened and publicly
declared in regular session of said Board had on said
date, and
YTEREAS, at said regular meeting said bids were by
motion duly made, seconded and carried, taken under
advisement for a period of one week and until the present
meeting of this Board, and
THEREAS, the only bid received for said work,
namely that of S. J. Wilson, has been duly considered
by said Board,
NOW THEREFORE, BE IT RESOLVED, That the contract
for the furnishing of all labor and materials
necessary for the erection and completion of a one
story brick municipal office building in El Segundo,
California, be and the same is hereby awarded io S.
J. Vo'ilson at the price named in his bid, as determined
by said Board, to -v.it: $9100.00 (Ninety -One Hundred
Dollars), and
BE IT FURTHER, IESOLVED, that the President of
the Board of Trustees and the City `clerk of said City,
on behalf of the City of E1 Segundo, be and they are
hereby instructed to enter into a contract with S. J.
e':ilson for doing said work in the manner required by
the plans and specifications therefor as prepared by
Homer l;. Glidden, Architect, of Los Angeles, California,
and in accordinance with ordinances and resolutions of
this Board ",
Said Resolution was adopted by the following vote:
Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson.

Moved by Trustee Rueger, seconded by Trustee Smiley, that the
demands be allowed and warrants for the same ordered drawn on the
respective funds indicated. Carried by the following vote:
Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson.
Noes: None.
Absent: None.
W. F. Todd presented demand in the sum of ?250.00 representing
partial payment on account—of his contract with the City of E1 Segundo
for the construction of a septic tank and cesspool, explaining that
such partial payment at this time would facilitate delivery of
materials and permit him to expedite the completion of the work.
It was then moved by Trustee Davis, seconded by Trustee Binder,
that the folloring Resolution be adopted:
"17HEREAS, it has come to the attention of this Board
of Trustees that an immediate payment of a part of the
contract price for the construction and completion of
a septic tank and cesspool to be constructed for the
City of 'E1 Segundo by W. F. Todd as per contract between
the City of El Segundo and said W. F. Todd dated May 16th,
1923, will prove advantageous to said city, and
V;HEREAS, in order to cause said work to be hastened
and completed at as early a date as possible, and in
consideration of the agreement of said W. F. Todd to
hasten completion of said work if said payment be now
made,
NOV_" THE2=0RE, BE IT RESOLVED, That said de�iand be
allowed and warrant for same drawn on the General r`uY�d
of the City of E1 Segundo, it being understood, however,
that such payment at this time shall not be construed
as in any manner waiving any provision or condition of
the before mentioned contract, nor any of the rights of
the Board of Trustees of the City of E1 Segundo thereunder ".

NET BUSINESS.

Segundo Lodge No. 507 F. &- A. Y. be and it is hereby granted
permission to use the City Haill Auditorium on the evening of June
29th, 1923 and that the customary rental charge of 3.75 be made
therefor. Carried.
Moved by Trustee Rueger, seconded by Trustee Smiley, that Liss
Te ary V. 1,iar_son be and she is hereby appointed City Lngineer's
Clerk, to assume the duties of said offieE on the 18th day of June,
1923. Said appointee shall receive as -compensation in full for
all services rendered as such-City Engineer's Clerk the sun--of
100.00 per month, which said,sum shall be payable monthly as other
city salaries ese paid. Carried by the-following vote:
