E1 Segundo, Cal. July 17, 1923.
A regular meeting of the Board of Trustees of the City of E1
Segundo, California, was called to order at 7:30 o'clock P. M. on
the above date in the Council Chamber of the City Hall of said City
by 'William C. Bryson, President of the Board.
ROLL CALL.
Trustees Present: Binder, Rueger, Smiley and Bryson.
Trustees Absent: None.
READING OF pMINUTES OF PREVIOUS MEETINGS.
The minutes of the regular meeting held on the 10th day of
July, 1923 were read without error or omission being noted. It
was moved by Trustee Rueger, seconded by Trustee Smiley, that the
minutes be approved as read. Carried.
The minutes of the adjourned regular meeting held on July 13th,
1923 were read. No error or omission being noted, they were approved
upon motion of Trustee Smiley, seconded by Trustee Binder, which
carried.
7RITTEN C0MMUNI CATIONS .
The following communications were read and disposed of as
indicated:
LOS ANGELES COUNTY REGIONAL PLANNING COMMISSION, requesting
information as to who will be in attendance from the City of El
Segundo at a meeting of said Commission to be held at Lawndale,
California, Thursday, July 19th, 1923. Trustees Binder and Rueger,
and City Engineer Hutchins announced that they would attend the
meetirg. By general consent the Clerk was instructed to so advise
the Planning Commission.
VENICE CITY PLANNING COMMISSION, announcing a conference'of
West Coast Beach Cities to be held at the Venice City Hall on July
26th, 1923, at 8:00 P. M. Ordered filed.
PETITION OF J. W. GILBERT and others, urging the Board of
Trustees to appoint Mr. John A. Jerow as Trustee of the City of
E1 Segundo to fill the unexpired term of Trustee Richard F. Davis
resigned. Loved by Trustee Rueger, seconded by Trustee Binder, that
the matter be laid over for one week for consideration. Carried.
ORAL CO)R1UNICATIONS.
Mr. C. S. Reed, the President of the Trestern Willite Road
Construction Company, speaking on behalf "of the California Willite
Road Construction Company, advised the Board that he had been
authorized by the latter company to address this Board of Trustees
this date with reference to repairing Richmond Street between E1
Segundo Avenue and Grand Avenue. He talked at some length, pointing
out that the California Willite Road Construction Company underwent
a reorganization the first day of January, 1923, and that it is in
no way responsible, legally or morally, for road improvements in
which the Willite process was used prior to the date above mentioned;
that although Richmond Street was improved in September, 1921, the
reorganized California Willite Road Construction Company, desiring
to uphold the good name of Willite paving and to satisfy the City of
E1 Segundo and particularly the property owners on Richmond Street
who were assessed for the improvement, would, without expense or cost
to the City of El Segundo or any of the property owners therein, tear
out the present surface of Richmond Street and relay the same at its
own expense, which they estimated would be approximately $7200.00.

At the conclusion of his remarks, Mr. Reed introduced Yr. H. G.
Feraud, the 2resident of the California ;:illite F�oad Construction
Company, who corroborated the proposition made by Pv.r. Reed, telling
the Bop-rd at the same time of extensive road improvements which
are being made, in which :',illite paving is being used and informed
them also that "►;illite paving in future will be laid only in
accordance with specifications prepared by the California - illite
Road Construction Company and only under the supervision. of their
oven inspectors, thus insuring satisfactory results at all times.
The Board of Trustees thanked the gentlemen for their attitude
with reference to this matter and consented to the Company starting
the repair work at its convenience,
I ;s. Arnold Schleuni�-rer addressed the Board with reference to
the improvement of Bonita Vista Avenue from i,:aple. Avenue to Colling-
wood Street, stating that many of the property owners had contributed
the amounts required by the Board, but that there are four property
owners who refused to make the necessary contribution, thus delaying
the work, He asked if some method could not be devised to force the
delinquent owners to pay, so that the much needed improvement might
be made. It was then moved by Trustee Rueger, seconded by Trustee
Smiley that the City Attorney and the City Engineer be and they are
hereby authorized and instructed to confer upon and prepare the
necessary data to permit the Boa-rd of Trustees to take proceedings
under one of the State road improvement acts for the improvement of
those portions of Bonita Vista Avenue between Maple Avenue and
Collin wood Street where the property owners have failed to contribute
their fro rate. of the cost of such proposed improvement. Carried.

Trustee.Rueger advised that a, Committee from the American
,Legion had asked him concerning the Legion obtaining certain con-
cessions during the time that competitive athletic events will be
held in El Segundo in September, 1923. It appearing that the matter
was taken care of last year without action by the Board of Trustees,
no action was taker. at this time.
The City Engineer reporting in connection with estimating
the costs of improving certain streets within the City of E1 Segundo
as instructed by the Board of Trustees at its last regular meeting,
pursuant to the rer-Test of H. J. Hef£ron, stag that in his
opinion Richmond Street from Grand Avenue to P;ariposa Avenue and
Standard Street from F.1 Segundo Avenue to Yariposa Avenue should
be improved by the construction in each street of a 5 inch macadam
roadway instead of the macadam veneer improvement prayed for,
explaining that when these thor•ou--hfares are improved they will
be used extensively and will relieve vehicular traffic on I,'ain
Street, Concord Street and Virminia Street. The Board sic-nified
its willin-ness to take such proceedings as may be necessary to
construct an i:nprove.~!ent of the character recommended, providing
such work is prosecuted under one of the road improvement rots of
the State of California and is favorable to the property owners on
said streets. At the same time the Engineer reported that
estimates on the other streets would be ready at the next meeting
of the Board.

the City Ln�ineer's report to ":r. H. J. Heffron and if possible to
obtain his viers on the metier.
The City En- -ineer then presented for the Board's approval

a profile and cross section of the proposed improvement of
yaUle Avenue from Lain Street to Virginia_ Street. After examina-
tion of said profile, it was moved by Trustee Rueger, seconded
by Trustee Smiley and unanimously carried, that the said profile
be and the same is hereby approved and adopted for the work or
improvement of Crest i,aple Avenue between i, ain Street and Virginia
Street and that said City Lngineer is hereby directed to place
said pto`_'ile on file in his office and designate the same as rrofile
;o. 123717.
Likewise upor. examination it was moved by Trustee Rueger,
seconded by Trustee Smile;* and unanimously carried, that the said
cross- sections be and they are hereby approved and adopted for the
work or improvement of ?i':est 1._aple Avenue bet -teen I,ain Street and
Virginia Street and that said City Engineer is herebi,* directed to -lace
said cross - sections on file in his office and designate them as
Cross- sections 11o. X 123716.
The Oity Ln -ineer then recommended that instead of a ms.cadarr,
veneer improvement as requested by property owners on ";est I.iaple
',venue, a heavier macadam improvement be constructed and by general
consent the Clerk was instructed to get in touch with the property
owners petitionin.7 for the improvement for the purpose of
ascertaininV whether or not they would desire a better class of
improvement inasmuch as the cost thereof would be paid for over a
-ericd of ten years.
