E1 Segundo, Calo Feb. 27th, 1923.
A regular meeting of the Board of Trustees of the City of
E1 Segundo, California, was called to order at 7:30 o'clockP. M.
on the above date in the Council Chamber of the City Hall of said
City by the City Clerk, the President of the Board being absent.
Trustee Binder was unanimously chosen President pro -tem and he
immediately assumed the duties of the President.
ROLL CALL.
Trustees Present: Binder, Davis and Rueger.
Trustees Absent: Bryson and Smiley.
READING OF MINUTES OF PREEVIOUS MEETING.
The minutes of the regular meeting held on the 20th day of
February, 1923 were read. No errors or omissions being noted,
they were approved as read upon motion of Trustee Rueger, seconded
by Trustee Davis, which carried.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of
as indicated:
LEAGUE OF CALIFORNI_ MUNICIPALITIES, urging the Board to
ask its representatives in the Legislature to see that the interests
of cities are protected in the matter of the proposed adoption of
a new motor vehicle act and a bill which would deprive the
municipalities of all right to regulate the routing, tires and weight
of load of motor trucks and busses operating through municipalities.
Ordered filed.
WOMAN'S CIVIC IMPROVEI.ENT CLUB OF EL SEGUNDO, an expression
of appreciation for the cooperation displayed.in the erection of a
passenger shelter at the terminus of the Pacific Electric Railway
Company's car line at `iain Street and Grand Avenue. Ordered filed.
AMERICAN- LAFRANCE FIRE ENGINE COMPANY, advising that the
work of repairing the fire engine will be started as soon as a relief
fire engine is available and that no charge will be made for the
loan of this relief car. Ordered filed.
WOMAN'S CIVIC IMPROVEMENT CLUB OF EL SEGUNDO, requesting
permission to use the City Hall Auditorium and kitchen equipment
on the afternoon of March 12th, 1923, for the purpose of serving
a dinner. Moved by Trustee Davis, seconded by Trustee Rueger, that
this request be granted, with the proviso that not later than 7:00
o'clock P. M. on said date the Auditorium shall be cleaned and
ready for the use and occupancy of the fraternal organization which
ordinarily uses said Auditorium on said evening. Carried.
C. H. TURNER, Publisher, The E1 Segundo Citizen, re-
submitting a proposition to publish the official minutes of the
Board of Trustees of this city for the sum of $50.00 a month and
requesting an opportunity to figure on the city's job printing.
Moved by Trustee Rueger, seconded by Trustee Davis, that the
following Resolution be adopted:
"WHEREAS, application for publication of
certain city printing and advertising has been made
to the Board of Trustees by the E1 Segundo Citizen
under date of February 27th, 1923 and also requesting

an opportunity to bid on job printing work to
-be done for said city, and f
WHEREAS, said communication requests that if
action unfavorable to said request should be
taken, that the Board express its reasons for
taking such action,
NOW, THEREFORE BE IT RESOLVED, That it is
the sense of the Board of Trustees at this time
that until such time as the said El Segundo
Citizen - shall, under the laws of the State of
California, become a newspaper of general cir-
culation as defined.by said laws, the publication
of all legal notices required to be published
by law shall be published in the E1 Segundo Herald,
being the only newspaper of general circulation
published and circulated in said city of E1 Segundo
at this time;
AND BE IT FURTHER RESOLVED, that inasmuch as
in the opinion of this Board df Trustees the Laws
of the State of California take notice of and
recognize the necessity of dealing with an es-
tablished institution �n such matters, that this
Board does not deem it wise at this time to make
any different arrangement with reference to other
printing work for this city, provided, however,
that when said E1 Segundo Citizen shall have been
established within said city for the period re-
quired by law to make it a newspaper of general
circulation, then it is the sense of this Board
that all objections herein raised to the furnishing
of any city printing to said newspaper will there-
by be removed and said paper, so far as this Board
as presently constituted is concerned, shall have
full and equal opportunity to bid upon all city
printing and advertising, and
BE IT FURTHER RESOLVED, that the City Clerk
furnish a copy of this resolution to said E1 Segundo
Citizen".
Carried by the following vote:
Ayes: Trustees Davis, Rueger and Binder.
Noes: None.
Absent: Trustees Bryson and Smiley.
ORAL COMMUNICATIONS.
None,
REPORTS OF STANDING COMMITTEES.
Trustee Rueger informed the Board that he had been asked if
the Trustees would fix up the baseball park this year as in former
years and he moved that the following resolution be adopted:
RESOLVED, that the Street Superintendent be and he
is hereby instructed to condition the baseball ground in the
City of E1 Segundo.
Motion to adopt this resolution was seconded by Trustee
Davis and carried by the following vote:

REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
Building Inspector P. D. Gardner submitted a sketch of the
floor plan of the building to be erected on E1 S'egundo Avenue
between Concord and Richmond Streets, to be occupied as a pool and
billiard room by 0. E. Palmer. Moved by Trustee Rueger, seconded
by Trustee Davis, that the sketch of the floor plan of the building
to be erected on E1 Segundo Avenue between Richmond Street and
Concord Street to be occupied as a pool and billiard room by
0. E. Palmer be and the same is hereby approved and one copy of
said floor plan is hereby ordered filed with the City Clerk. Carried.
Street Superintendent A. R. Gunn submitted estimates of the
cost of improving certain streets as requested by the Board of
Trustees at their last regular meeting as follows:

Moved by Trustee Rueger, seconded by Trustee Davis, that the
City Clerk be and he is hereby instructed to communicate the
above figures to Mr. George L, Stephens who applied for the same,
advising him at the same time that the Board of Trustees will
proceed with one of the improvements mentioned, at the option of
the property owners affected, providing the property owners
subscribe and contribute the customary one -third of such cost.
Carried.
The City Clerk advised having received from the Electric
Shop, E1 Segundo, price of approximately $40.00 for the construction
and erection of a fire station sign over the door leading to the
living quarters of the fire engine driver. Moved by Trustee Davis,
seconded by Trustee Rueger, that the City Clerk be and he is here-
by instructed to order the Electric Shop to proceed with the con-
struction and erection of said sign at a cost not to exceed $40.00.
Carried by the following vote:
Ayes: Trustees Binder, Davis and Rueger.
Noes: None,
Absent: Trustees Bryson and Smiley.
UNFINISHED BUSINESS.

PAYING BILLS.
No demands presented.
NEW BUSINESS.
The Clerk advised the Board that during the prior week an
individual representing himself to be a tree surgeon sought
employment for the purpose of instructing the Street Department
as to the proper method of caring for the trees within the city.
Following discussion, it was moved by Trustee Rueger, seconded
by Trustee Davis, that the City Clerk be and he is hereby authorized
to communicate with the County Forester Of Los Angeles County
or other sources where competent horticulturists might be
found available for the purpose of procuring the services of a
person qualified to instruct the Street Department in the care
of trees within the City of E1 Segundo, the cost of such in-

struction not to exceed $15.00. Carried by the following vote:
Ayes: Trustees Davis, Rueger and Binder.
Noes: None.
Absent: Trustees Bryson and Smiley.
No further business appearing to be transacted at this
session, it was moved by Trustee Davis, seconded by Trustee
Rueger, that the meeting adjourn until Thursday, the first
day of March, 1923, at the hour of 11:30 o'clock A. M.
