1923 AUG 21 CC MINES6 El Segundo, Cal. August 21, 1923. 1 A re�nlar meeting of the Board of Trustees of the City of El Segundo, California, was called to order at 7:30 o'clock P. M. on the above date in the Council Chamber of the City Hall of said City by William C. Bryson, President of the Board.' ROLL- CALL. TRUSTEES PRESENT: Binder, Gerows Rueger and Bryson. TRUSTEES ABSENT: Smiley. READING OF MINUTES OF PREVIOUS MEETINGS. The minutes of the regular meeting held on the 14th day of August, 1923 were read without error or omission being noted and were approved upon motion of Trustee Rueger, seconded by Trustee Gerow, which carried. The minutes of the adjourned regular meeting held on August 16th, 1923-were read., Ho errors or omissions appearing, it was moved by Trustee Binder, seconded by Trustee Gerow that the minutes be approved as read. Carried. . WRITTEN COMMUNICATIONS. The following communications were read and disposed of as indicated: STANDARD• ENCAMPMRNT• N0. 54; I.O.O.F'., making formal application to use the City Hall Auditorium on the first four'Monday evenings of each-month. It appearing that certain officers of the organization had heretofore made this request verbally and that such permission had heretofore been granted, it was moved by Trustee Rueger, seconded by Trustee Binder, that permission heretofore granted the Standard Encampbment No. 54, I.O.O.F. to use the City Hall Auditorium on the first four Monday evenings of each month beginning August 6th, 19230 be and the same is hereby ratified and confirmed. Carried. VICTOR D. McCARTHY, City Clerk, advising the Board that he needed a new adding machine, new. typewriter and new filing cabinet for his office. Moved by Trustee Rueger, seconded by Trustee Binder, that the City Clerk be and he is hereby authorized to obtain prices on the equipment needed for his office, as well as price on additional typewriter for the use of the Water Department. Carried, T. G. ELLIS, requesting an estimate of the cost of improving the alley in the rear of Lots 30 and 31 in Block 9 and to carry this improvement on Lot 31 from said alley to the entrance to garage on said lot. Moved by Trustee Binder, seconded by Trustee Rueger, that the Street Superintendent prepare this estimate. Carried. A. FARRELL.. City Marshal, requesting permission to employ an additional watchman on the day that he and the present'Night Watchman are absent from duty each week and that the Board consider the purchase of a new motorcyle. Moved by Trustee Rueger, seconded by Trustee Binder, that the matter of the employment of a Watchman to substitute for the Marshal and the present Night Watchman on the day of each week which these officers are absent from duty be referred to the Public Safety Committee. Carried. Moved by Trustee Rueger, seconded by Trustee Gerow, that the President of the Board of Trustees and the City Clerk be and they are heresy authorized and instructed to enter into a contract with the Henderson Motorcycle Sales Company for thb leasing of one Henderson Dnm De Luxe Motorcycle to be used for police work, upon such terms and conditions as said officers may deem beneficial to the City of E1 Segundo. Carried by the following vote: Ayes: Trustees Binder, Gerow, Rueger and Bryson. Noes: None. Absent: Trustee Smiley. ORAL COMMUNICATIONS. Mr. Clyde Woodyard requested information as to the possibility of having a portion of the alley in Block 15, upon which there was recently spread some of the Willite paving removed from Richmond Street, covered with oil cake and a sprinkling.of No. 4 rock. Upon motion of Trustee Rueger, seconded by Trustee Gerow, the Street Superintendent was instructed to estimate the cost of improving said alley as re- quested by.Mr. Woodyard and to report to the Board. Carried. W. V. Bohannon of Each Maple Avenue, complained to the Board that the water served to him and his immediate neighbors in the same block is hardly fit for domestic use and asked if the quality of the. water served might be improved. Following disnussion it was moved by Trustee Rueger, seconded by Trustee Binder that the matter be referred to the Public Service Committee with power to act. Carried. None. REPORTS OF STANDING COMMITTEES. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. Victor D. McCarthy, City Clerk, reported having obtained prices on signs -to be erected at the entrance to the city warning motorists to obey the traffic laws and that it would cost $12.00 for three of these signs. Moved by Trustee Rueger, seconded by Trustee Gerow, that the City Clerk be and he is hereby authorized andinstructed to purchase three signs constructed of galvanized iron set in a wooden fr"I painted and lettered to read: "Warning - Drive Carefully - Traffic Officer on Duty ", all at a cost not to exceed $12.00. Married by the following vote: Ayes: Trustees Binder, Gerow, Rueger and Bryson. Noes: None.. Absent: Trustee Smiley. Reporting on the specifications.for Willite improvement, which were left with the City Clerk sometime ago with the request that the Board of Trustees adopt the same, the City Engineer recommended that these specifications be not adopted -at this time. Trustee Rueger reported that one of the large globes had been removed from one of the electroliers at the side of the board walk adjoining the Coast Highway near the beach. It was then moved by Trustee Rueger, seconded by Trustee Binder, that the Street Superin- tended be instructed to replace said globe. /Carried. UNFINISHED BUSINESS_. Moved by Trustee Gerow, seconded by Trustee Rueger, that all of the members of the Board of Trustees, the City.Clerk, the City Engineer and the City Attorney be and they are hereby authorized to attend the Convention of the League of California Municipalities to be held at Coronado, California, September 10th - 14th, 1923, and to file their demands for the necessary expenses incurred in connection with attendance at said meeting, with the exception of the City Attorney, who is hereby authorized to file his demand for one -half of his necessary expenses in connection with such attendance. Carried by the following vote: Ayes: Trustees Binder, Noes: None, Absent: Trustee Smiley. Gerow, Rueger ,and Bryson. l The California Willite Road Construction Company, desiring to take representatives of the City on a tour of inspection of certain roads improved by Willite process paving, it was moved by Trustee Binder, seconded by Trustee Rueger,-that Trustee Gerow and the Street Superintendent be and they are hereby authorized to represent the City on such inspection trip. Carried. Moved by Trustee Rueger, seconded by Trustee Gerow, that Ordinance No. 969 entitled: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING ORDINANCE NO. 12 OF SAID CITY, ENTITLED: SAN ORDINANCE OF THE CITY OF EL SEGUNDO LICENSING AND REGULATING CERTAIN KINDS OF BUSINESS TRANSACTED -AND CARRIED ON IN SAID CITY AND FIXING A PENALTY FOR VIOLATIONS THEREOF , PASSED AND ADOPTED ON THE 14TH DAY OF MARCH, 1917, BY ADDING A NEW SECTION, THERETO TO BE KNOWN AS SECTION 39j', which was introduced and read at a regular meeting of the Board of Trustees held on the 14th day of August, 1923, and reread at this meeting, be adopted. Carried by the following vote: Ayes: Trustees Binder, Noes: None. Absent: Trustee Smiley. Gerow, Rueger and Bryson. Moved by Trustee Rueger, seconded by Trustee Binder, that Ordinance No. 97, entitled: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, FIXING THE AMOUNT OF MONEY NECESSARY TO BE RAISED BY TAXACTION UPON THE TAXABLE PROPERTY THEREIN AS A REVENUE TO CARRY ON THE VARIOUS DEPARTMENTS AND PAY THE BONDED INDEBTEDNESS OF SAID CITY FOR THE CURRENT YEAR, 1923- 1924", - which was introduced and read at a regular meeting of the Board of Trustees held on the 14th day of August, 1923, and reread at this meeting, be adopted. Carried by the following vote: Ayes: Trustees Binder, Noes: None. Absent: Trustee Smiley. No demands presented. Gerow, Rueger and Bryson. PAYING BILLS. NEW BUST NESS . Moved by Trustee Binder, seconded by Trustee Rueger, that the City Clerk be and he is hereby authorized and instructed to have published in the E1 Segundo Herald his annual report for the fiscal year ending June 30th, 1923. Carried by the following vote: Ayes Trustees Binder, Gerow, Rueger and Bryson. Noe a: - None. Absentt Trustee Smiley. Moved by Trustee Rueger, seconded by Trustee Binder, that the City Clerk be and he is hereby authorized to procure prices on two steel jail cells with the necessary equipment therefor. Carried. Moved by Trustee Rueger, seconded by Trustee Binder, that the V IT Ila City "Clerk be and he is'hereby authorized to advertise in the E1 Segundo Herald and in the Southwest Builder- & Contractor for bids for the furnishing of labor and material for the construction and completion of concrete foundations for an el6vated steel water tank for the City of E1 Segundo; also for the furnishing of all labor and material for the construction and completion of a galvanized iron and frame pump house for said city. No further business appearing to be transacted at this session, it was moved by Trustee Gerow, seconded by Trustee Binder, that the meeting adjourn until Monday, the 27th-day of August, 1923, at the hour of 11:00 o'clock A.
