A regular meeting of the Board of Trustees of the City of E1
Segundo, California, was called to order at 7:30 oIclock P. M. on
the above date in the Council Chamber of the City Hall of said City
by William Co Bryson, President of the Board.
ROLL CALL,
Trustees Present: Gerow, Rueger, Smiley and Bryson.
Trustees Absent: Binder.
The President then announced that he would appoint Trustee Gerow
Chairman of the Public Safety Committee and a mbmber:of'the'Finance
and Records Committee.
READING OF MINUTES OF PREVIOUS MEETINGS.
The minutes of the regular meeting held on July 31st, 1923,
were read. No errors or omissions being noted, it was moved by
Trustee - Smiley, seconded by Trustee Rueger, that the minutes be
approved as read. Carried.
The minutes of the adjourned regular meeting held on the 2nd
day of August, 1923 were read without error or omission being noted.
It was moved by Trustee Smiley, seconded by Trustee Gerow that the
minutes be approved as read. Carried.
WRITTEN COMMUNICATIONS.
The following communications were read and disposed of as
indicated:
LEAGUE OF CALIFORNIA MUNICIPALITIES, calling attention to the
Twenty -fifth Annual Convention of said League to be held in the City
of Coronado on September 10th - 14th, 1923, and requesting that this
City send a-representative to the meeting. Ordered filed.
A. FARRELL* City Marshal, requesting that some sort of locker
be purchased or made to be used for the storage of fire arms belonging
to the City. It appearing that in the near future the Board of
Trustees will be purchasing additional furniture with which to equip
the new office building being erected, by general consent action in
this matter was deferred until that time.
A. FARRELL, City Marshal, referring to the setting of street
intersection buttons at certain corners and to the painting of curbs.
Moved by Trustee Smiley, seconded by Trustee Rueger, that the matter
be referred to the Public Works Committee. Carried.
ORAL COMMUNICATIONS.
Mrs. Minta Curtzwiler, City Treasurer, advised the Board that
her duties as City Treasurer have increased greatly in recent months
and that with recent bond issues and the acquisition of the water
department by the City they will become additionally arduous and
that she felt that she should receive an increase in compensation.
Moved by Trustee Rueger, seconded by Trustee Smiley, that this matter
be laid over for one week for consideration. Carried.
C. S. McConnell, Fire Chief.,-stated that the members Of the
El Segundo Volunteer Fire Department were anxious to have the Board
'of 'Trustees consider the matter of furnishing them with quarters.
'adjacent to the City Hall and to this end suggested that the second
'story be built upon the office building now in course of construction
"in the rear of the City Hall.

Mr. J..R. Black suggested that before West Maple Avenue is
paved from Main Street West that water pipes should be laid in said
street to avoid damaging the improvement later. Hd was assured by
the Board that this matter would have proper attention in due time.
REPORTS OF STANDING COMMITTEES.
Trustee Rueger reported that on Monday he had been in conversa-
tion with Dr. Pomeroy, County Health Officer, who explained in
detail the reasons for the organization of a joint health district
as referred to in his letter filed with the Bard at its last
meeting and he urged that some member of this Board of Trustees
be present at the meeting to be held at Redondo Beach, on August
8th, 19230 at 7:30 o'clock P.M. All of the Trustees agreed to
go if possible.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES
City.Marshal, A. Farrell, reported that he had been unable to
locate a professional dog catcher.
The City Attorney reported that the description of the land
proposed to be sold to the City of E1 Segundo by the Sausal-
Redondo Water Company as furnished to him, by said company is not
satisfactory and upon motion of Trustee Rueger, seconded by Trustee
Smiley, which carried, the matter was referred back to the City
Attorney.
The City Clerk advised that the automobile which came into
possession of the City of E1 Segundo when the business and property
of the E1 Segundo Water Company was taken over by the City should be
registered in the name of the City of E1 Segundo. Moved by Trustee
Rueger, seconded by Trustee Smiley, that the Superintendent of the
Water Department deliver to the City Clerk the certificate of
registration for the Ford truck used in his department and that the
City Clerk have said automobile properly registered with the State
of California. Carried. -
UNFINISHED BUSINESS.
Moved by Trustee Smiley, seconded by Trustee Rueger, that
Ordinance No. 95, entitled:
"AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, REGULATING THE KEEPING OF DOGS AND
THEIR RUNNING AT LARGE WITHIN THE SAID CITY",
which was introduced and read at a regular meeting of the Board of
Trustees held on the 31st day of July, 1923, be adopted. Carried
by the following vote:
Ayes: Trustees Gerow, Rueger, Smiley and Bryson.

WHEREAS, the people of this community in
common with other people throughout the St to and
Nation are grieved and mourn over their to :s, and
WHEREAS, it is proper that our people should
be'given an opportunity to fittingly honor the
memory of our late President,
NOW, THEREFORE BE IT RESOLVED, That the
Board of Trustees of the City of E1 Segundo in
regular session assembled this 7th day of August,
1923, does hereby declare Friday,
August 10th, 1923, a holiday, during which flay
all municipal offices shall close and the non-
essential business of all departments cease, and
said Boa rd further requests that all places of
business and amusement close between the hours of
1:00 P. M. and 4:00 P. M. on said day."

No further business appearing to be transacted at this meeting,
it was moved by Trustee Smiley, seconded by TrVLstee Rueger, that the
meeting adjourn. Carried.

NEW BUSINESS.
Discussion disclosing that at the present time there is no
place in which animals impounded by the city pound master might be
kept, by general consent the Street Superintendent and the City
Marshal were empowered to arrange for a pound.
Moved by Trustee Smiley, seconded by Trustee Rueger, that
El Segundo Lodge No, 507, F. & A. M. be granted permission to use
the City Hall Auditorium on the evening of August 29th, 1923, and
that the customary rental charge of $3.75 be made therefor. Carried.
Moved by Trustee Rueger, seconded by Trustee Smiley, that
bills for the Water Department be printed at a-cost not to exceed
$16.00. Carried by the following vote:

Moved by Trustee Smiley, seconded by Trustee Rueger, that the
City Clerk be and he is hereby authorized to purchase twenty -five
5/8 x 3/4" Split Case Meters and Connections from the Neptune Meter
Company at a price of $11.61 net each f.o.b. E1 Segundo, for use of
the Water Department. Carried by the following vote:
Ayes: Trustees Gerow, Rueger, Smiley and Bryson.

Absent: Trustee Binder.
Moved by Trustee Rueger, seconded by Trustee Smiley, that
W. D. Sickler be and he is hereby granted two weeks vacation
beginning August 13th, 1923. Carried.
Moved by Trustee Rueger, seconded by Trustee Smiley, that the
City Marshal be and he is hereby instructed to attend a meeting
called by the Sheriff of Los Angeles County for August 16th, 1923,
for the purpose of working out a system or plan of uniformly
enforcing certain laws. Carried.
The contracts submitted by Pacific - Southwest Trust & Savings
Bank covering property proposed to be purchased from said company
by the city were presented to the City Attorney for approval as to
form. He objected to certain provisions, explaining his reasons
to the Board, following which it was moved by Trustee Rueger, seconded
by Trustee Smiley, that before the contracts are executed by
officials of the City of E1 Segundo, that the City Attorney procure
a report on the title to the land proposed to be sold to the City.
Carried by the following vote:
Ayes: Trustees Gerow, Rueger, Smiley and Bryson.
Noes: None,
Absent: Trustee Binder.
Moved by Trustee Rueger,, seconded by Trustee Shiley, that the
following Resolution be adopted:
"WHEREAS, Divine Providence has seen fit to remove
from our midst the honored and beloved President of the
United States of America, Warren G. Harding, and
